Specifications for purchase of Percent Relative Humidity and Temperature Calibration System
USATA requires 12 Percent Relative Humidity and Temperature Calibration System for calibration of relative humidity, dew point temperature, and air temperature test measurement equipment. The locations to be shipped to are given below.
The specifications required are:
System Specifications
a. The humidity generation system must comprise primarily of a self-contained humidity generation chamber working in tandem and integrated with a bench-top chilled mirror hygrometer with remote sensors that have direct insertion into the measurement chamber for reference and must also include accessories mentioned below. No ancillary equipment such as a compressed air system is to be used.
b. If a reference probe is required for control in the humidity generation chamber in order to achieve humidity set-points and maintain needed stability, that probe must be calibrated by a
17025 accredited calibration lab.
c. The humidity generation system must include a visible door or have door sleeve-fitted for a camera with USB interface to a Windows 10 computer. This requirement is to provide a visual capability of units under test. If camera is provided the humidity generation system must include a standalone PC/laptop for interface with the USB camera and utilize features such as digital zoom and recording.
d. The humidity generation system must include a chamber mapping provided by the manufacturer of the humidity generation system’s chamber with a minimum of 8 points evenly distributed throughout the chamber.
e. The humidity generation system must include all needed calibration accessories to allow the receiving organization to successfully complete a full calibration of the entire system and all components to the system, for example and not limited to any calibration cables for calibration of the internal control reference probe.
f. Remote commands must be provided in a manual, allowing user control of the humidity generation system. As a minimum, commands for selecting humidity and temperature set points, and interrogating the system for humidity and temperature readings, for both the internal probes and external reference probe are required.
g. The humidity generation system must have an integrated touch screen interface.
h. The humidity generation system must produce a, for example red-green, visual indication of stable equilibrium test chamber and set-point stability achievement through the integrated touch screen interface.
i. The humidity generation system must have the capability of user-generated internal automated routines where the user programs set points for %RH at a given programmed temperature. This feature will allow the user to automate a sequence of RH set-points for a single temperature and a set stability period. Each routine must be capable of a minimum of 10 different RH% set points for a given temperature. The system must be able to accommodate a minimum of 20 or these programs/routines saved to its internal memory.
j. The humidity and temperature uncertainties for the system are not to exceed those listed uncertainties in Table 1, with a 95% confidence. The reference probe must be calibrated by a
17025 accredited laboratory. The manufacturer must provide the best estimated uncertainty for 10, 20, 30, 50, 70, 75 and 95%RH at each of the following temperatures: 10, 23, and 45C.
The uncertainty analysis components are to be provided for each of these stated uncertainties.

k. The humidity generation system software must include automatic calibration compatibility for both the internal control probe (if utilized) and the reference chilled mirror hygrometer.
l. The humidity generation system must have a connection for an external monitor
m. The humidity system must be able to generate a calibration certificate for the internal control probe via the automatic calibration feature/capability.
n. The humidity system must be able to export test data for units under test.
o. The humidity generation system must include onboard software in order to interface with the chamber itself.
Component Specifications – Humidity Generation Chamber
p. The humidity generation chamber must comply with 110...230 VAC single phase with auto-switching, 50...60 Hz, 3 Amps (230VAC), 6 Amps (110VAC) power consumption.
q. The humidity generation chamber must be capable of generating humidity from 5% to 95%RH and migrating from setpoint to setpoint in less than 15 minutes to a stability of +/-0.1%RH. The temperature range of the chamber should be 0-60C with stability of less than or equal to 0.01C at equilibrium.
r. The humidity generation chamber’s temperature uniformity must be less than 0.05C from 15-
50C.
s. The humidity generation chamber must have a minimum volume of 20 liters, must achieve ideal thermal stability within the chamber.
t. The humidity generation chamber itself, without accessories, must not exceed 40kg in weight and foot print must not exceed 80 cm x 70 cm x 50 cm.
u. If water is utilized the humidity generation chamber must incorporate a Ultra-Violet sterilization lamp within the water reservoir to prevent water contamination and have a visual indicator or representation of water level within the water reservoir on its interface screen.
v. If desiccant cells are utilized, the cells must be provided with the system. If desiccant is utilized the humidity generation chamber’s operating system or onboard software must provide a visual projection of remaining desiccant life.
w. If desiccant cells are utilized the manufacturer of the humidity generation chamber must supply an additional one (1) filled desiccant cell to ensure operational continuity with no interruption.
x. The humidity generation chamber must have shelving within the chamber itself to hold units under test, must have a minimum of two shelves dedicated to units under test.
y. The humidity generation chamber at minimum must utilize a hinged door, must provide adequate access ports, five (5) 30mm ports for usage of the reference chilled mirror PRT and for insertion of equipment to be calibrated and four (4) 50mm ports for usage of the reference chilled mirror and USB camera if camera is utilized.
z. The humidity generation chamber must be supplied with hard foam bungs for both 50mm and
30mm ports for insertion of cables while providing an environmental seal to the chamber.
Component Specifications – Reference Chilled Mirror Hygrometer
aa. The reference chilled mirror hygrometer must be of a fundamental chilled mirror measurement technology comprising remote dew point and temperature PRT sensors which can be inserted through the humidity generation chamber door or ports of access into the test chamber.
bb. The reference chilled mirror hygrometer must have a touch screen interface.
cc. The reference chilled mirror hygrometer must be calibrated to ISO 17025 Accredited uncertainties.
dd. The reference chilled mirror hygrometer must have at minimum a 21-point calibration of
Humidity (10/20/30/50/70/75/90%rh) at temperatures of 10/21/45C.
ee. The reference chilled mirror hygrometer without the remote sensor or PRT must not exceed
4.5kg in weight for ease of mobility.
ff. The reference chilled mirror hygrometer must utilize a standard 2-stage sensor in order to be able to perform accurate measurements in the full range of environments within the chamber.
The sensor must be capable of a dew point range of -40°Cdp at a sensor temp of +20°C to
+90°Cdp at a sensor temp of +90°C.
gg. The reference chilled mirror hygrometer must be capable of either ethernet communication, RS232, or RS485, and 4-20mA outputs of measured and calculated measurements.
hh. The reference chilled mirror hygrometer must be externally integrated with the humidity generation chamber for auto-calibration functionality and data collection.
Logistics and Support Specifications
ii. Shipment of five (5) systems will be shipped to Redstone Arsenal, building 5437. The remaining seven (7) are to be shipped directly to the individual labs TSC Tobyhanna, TSC Fort Hood, TSC
Letterkenny, TSC Aberdeen, TSC Corpus Christi, TSC Dugway, and TSC White Sands. Specific addresses will be given upon purchase order.
jj. Initial five (5) units will be delivered within 15 days of purchase order. The remaining 7 will be shipped within 60 days of purchase order.
kk. Technical support on complete system must have a response time of less than six (6) hours for the lifespan of the equipment.
