The artillery fire control division is in need of military ruggedized tablets for research developmental engineering and testing. The tablets in question need to be of particular dimensions, performance and environmental requirements as outlined in the statement of work in order to be properly integrated into existing science and technology

Plate, mounting programs. Of particular interest is the robust nature of the tablet and its ability to survive military shock profiles. The S&T program’s requirements have high shock and environmental requirements, per military standards (MIL-STD), as well as specific space and mounting instructions for the tablet. Due to market research, this specific tablet kit by Leonardo DRS is the only one available that meets the Government’s MIL-STD requirements and has been certified for performance by other military programs such as the Military Family of Computers (MFoCS). Other commercial off the shelf tablets from suppliers like and do not meet one or more of the required functions to meet the Government’s requirements, namely the shock and environmental requirements.
The S&T program does not have the funding available to develop custom computing hardware or the funding to certify unknown hardware for performance.
If this justification were not approved, the Government would not be able to perform the required tests, negatively impacting an important R&D program
. The program’s timeline and deliverables are under high scrutiny and without this approval, the mission cannot be met under the current scope, ultimately resulting in mission failure for our organization.
6. Publicizing Contract Actions: For FAR Part 13 actions, the public display and synopsis requirements of FAR 5.101 and FAR 5.203 do not apply due to the $ threshold, apply and will be followed, or do not apply due to an exception at

7. Market Research: Market research was performed January 2020. An RFQ for the DRS brand name or comparable product was requested in CHESS on 8 January 2020.
There were six (6) responses, with two (2) “no bid” responses to the CHESS RFQ. Both no-bids stated that their company did not possess the expertise or this effort is out of
Control 5 the scope of the contract. A Request for Information (RFI) was issued on NASA SEWP on 24 February 2020, with a closing date of 2 March 2020. A total of one (1) no-bid was received from PCMG, Inc., no other responses were received.
A Statement of Non-Availability was approved on 21 January 2020. An ITAS Waiver to procure outside of CHESS was approved in 25 February 2020.
Further market research was conducted in January 2020 which found the brand name DRS products available via NASA SEWP-V, a preferred procurement method, as it is a Government-Wide Acquisition Contract. Only the DRS products are capable of meeting the Government’s requirements, as they entail comprehensive military standards for testing equipment.
Lastly, a sources sought notice was issued on 6 March 2020 which received a total of seven (7) responses. The evaluation of these responses determined that the only vendor that could meet the Government’s requirement is DRS Network & Imaging Systems, LLC.
