SUBJECT: Sole Source Justification
1. To whom it may concern, this is to serve as justification to sole source a recurring preventive maintenance contract for Johnson Controls Inc (JCI) installed equipment and Metasys HVAC direct digital control (DDC) software. Currently the 125 CES has a sole-source federal contract to maintain HVAC equipment. I am transitioning this contract to a state contract so that it is now associated with the correct funding source. JCI hardware and software are proprietary in nature.
While some maintenance tasks can be performed by a non-OEM entity, most tasks must be conducted by JCI to prevent voiding warranties and interruption of service. Furthermore, only JCI can install and issue Metasys Software due to proprietary licensure.
