DIVISION 1 – GENERAL REQUIREMENTS

SCOPE OF WORK – 01010

PART 1 – GENERAL

1.1 – Description

Furnish all material, equipment, transportation, labor and supervision necessary to make improvements to the selected area of reconstruction and access to Mescal Trailhead and other associated work according to the Drawings and Specifications. This work will include but not limited to the following types of items, clearing and grubbing, excavation, embankment, purchase and installation of a new precast concrete toilet, construction of rock stacked retaining walls, construction of subgrade, aggregate base course, asphalt, concrete sidewalks, kiosk, stabilized decomposed granite picnic areas and walkways, purchase and installation of picnic tables, purchase and installation of parking bumpers, installation of drainage pipes, end sections and rip rap, installation of signs, and gates. It will include some minor demolition and salvaging of barrier rock and coordination with Yavapai county.

1.2 – Definitions

Contractor – the successful bidder who is awarded the contract.

Government – the Contracting Officer (CO) or designated Contracting Officer’s Representative (COR) of the Coconino National Forest.

1.3 – Location and Conditions

The legal description of this site is T18N, R5E, Section 34. This area is accessed by traveling north for 2.86 miles on Dry Creek Road/Boynton Pass Road from the west end of Sedona, north of 89A, then taking a right onto the paved Long Canyon Road. The site is approximately 0.20 miles of a mile from the junction to the project site on the northwest side. Entry into the site occurs off Long Canyon Road at an old material pit.

It will be the Contractor’s responsibility to familiarize themselves with the existing conditions and notify the Government of any discrepancies shown in these documents.

1.4 – Schedule

A pre-work meeting will be at the site for clarification of the project.

A schedule for all work must be submitted to and approved by the Government. The project schedule shall contain pertinent scheduling information such as the proposed dates of start-up and completion of the various elements of the construction.

The Contractor shall notify the Forest Service three (3) days in advance of any survey work and seven (7) days in advance of any construction work.

1.5 – Contract Administration

Contractor's Representative: Submit a letter to the Contracting Officer stating the name of the on-the-job superintendent or representative for the Contractor and the duties and authorities of the representative during work under this contract.

The Contractor shall be fully responsible for seeing that construction activities conform to the approved final drawings and specifications, and according to provisions of this contract. The Government will provide timely reviews as requested by the Contractor and may periodically review work at any time.

Construction quality control shall include supplying all the personnel, equipment, tests and reports necessary to ensure that construction is completed in compliance with the drawings, specifications and provisions of the contract.

The Contractor shall not disturb plants or soil except within the areas necessary to complete the work. The Contractor shall clearly stake limits of construction and maintain marks throughout construction. The Government will review all staking. Plants damaged or destroyed unnecessarily shall be replaced at Contractor’s expense with identical species and size of plants.

1.6 – Quality of Work

The products listed in the specifications are preferred products chosen for building compatibility and quality. However, equal or better alternatives submitted by the Contractor will be considered and are encouraged.

Use recovered materials, recyclable materials, and environmentally preferable products and services where possible as per Executive Order 13423.

1.7 – Codes and Standards

Codes and standards of the following associations and listed publications will become part of this contract:

1. International Building Code (IBC)

2. American Concrete Institute (ACI) - Manual 318

3. Uniform Federal Accessibility Standards (UFAS), American Disabilities

Act/Architectural Barriers Act Accessibility Guidelines (ADAABAAG), and Forest Service Outdoor Recreation Accessibility Guidelines (FSORAG).

All materials, workmanship, and designs shall meet specified requirements of the standards referenced in this section and other local or state codes, related to this type of work, whichever is more stringent. If a particular item is not covered by a standard, it shall be proven by certified test by a reputable laboratory to be capable of performing satisfactorily.

1.8 – Special Construction Requirements

A. Upon completion of the project, all excess soil, demolished structures and other construction materials shall be removed from Government Land and disposed of in accordance with State and County standards.

B. Construction Access and Protection: The Contractor shall be responsible for securing the project area from the public. This includes providing the necessary security for protection of the Contractor's materials, equipment, tools and work until final acceptance by the Government. The Contractor shall also provide sufficient signs, barriers, barricades, markers, etc. to warn the public of hazardous conditions and to protect the public from injury.

C. Equipment and material storage: The Contractor shall obtain permission from the Government for equipment and material storage, and for other areas needed for construction.

D. All Mescal Trailhead features to remain (including but not limited to) the roadway, natural drainages and vegetation, shall be protected from damage during the project.

E. The Contractor will perform all live tree removals necessary for the completion of the projec. Dead trees and stumps within the project area shall be removed by the Contractor. Tree limbs may be trimmed as necessary.

F. Sanitation/Garbage: The Contractor shall provide and maintain a portable toilet for construction personnel during the Contract period. No garbage service is available for Contractor use. The Contractor shall keep the construction site free of loose garbage at all times.

G. The Contractor may locate field office’s and personnel use trailers on site during the construction period. All temporary offices and/or trailers must be kept within the construction limits of this project.

H. The Contractor shall be required to submit Storm Water Pollution Prevention Plans for both the project site. It shall be the Contractor’s responsibility to file both a Notice of Intent (NOI) and Notice of Termination (NOT) for both locations.

1.9 – Utility Services

Electric service is not available in the site. The Contractor is responsible for temporary connections and costs associated with power use. Water is not available at the project site.

1.10 – Contract Closeout

Remove temporary facilities and provide final cleaning and touch-up. Restore portions of buildings, site improvements, landscaping, and other items damaged by construction operations to the satisfaction of the Government at no additional expense to the Government.

MEASUREMENT & PAYMENT – 01020

1.1 – Measurement & Payment

Measurement and payment for contract work will be made only for and under those pay items included in the SCHEDULE OF ITEMS. All other work and materials will be considered incidental to the completion of the items shown and no separate payment will be made.

1.2 – Determination of Quantities

A. The following measurements and calculations are used to determine contract quantities.

1. The average end area method will be used to compute volumes of excavation or embankment. However, if in the judgment of the Government, the average end area method is impractical, measurement will be made by volume in hauling vehicles or by other three dimensional methods.

2. Structures will be measured according to lines SHOWN ON THE DRAWINGS or as altered in writing by the Government to fit field conditions.

3. For items that are measured by the linear foot, measurements will be made parallel to the base or foundation upon which the structures are placed. Pipe culverts shall be measured along center of invert and pipe arches shall be measured at spring line.

4. For vehicular shipments, net certified scale weights or weights based on certified volumes will be used as a basis of measurement. Measurements will be adjusted when material has been lost from the vehicle, has been wasted, or has otherwise not been incorporated into the work. Determining true weights of hauling vehicles shall be made by weighing the empty vehicles at least once a day as directed by the Government. Each vehicle shall bear a plainly legible identification mark.

5. For aggregates weighed for payment, the tonnage will not be adjusted for moisture content unless otherwise provided.

6. For standard manufactured items (such as fence, wire, plates, rolled shapes, pipe conduits) which are specified by gauge, weight, section measurements, and so forth, such identifications shall be considered the nominal weights or dimensions. Unless controlled by tolerances in cited specifications, manufacturer's tolerances will be accepted.

1.3 – Units of Measurement

A. Payment will be by units defined and determined according to U.S. Standard measure and by the following:

1. Cubic Yard: A measurement computed by one of the following methods:

(a) Excavation, Embankment, or Borrow. The measurement computed by the average end area method from measurements made longitudinally along a centerline or reference line.

(b) Material in Place or Stockpile. The measurement computed using the dimensions of the in-place material.

(c) Material in the Delivery Vehicle. The measurement computed using measurements of material in the hauling vehicles at the point of delivery. Vehicles shall be loaded to at least their water level capacity. Leveling of the loads may be required when vehicles arrive at the delivery point.

2. Ton: Short ton consisting of 2,000 pounds.

SUBMITTALS – 01040

PART 1 – REQUIREMENTS

It will be the Contractor's responsibility to submit all items with such promptness as to cause no delay in the work. Approvals must be obtained before starting work which involves the item. Contractor shall allow 10 days for processing of submittals by the Government. Submittals may also be referred to as shop drawings.

PART 2 – MANUFACTURER'S LITERATURE AND SHOP DRAWINGS

A. The Contractor shall submit two (2) copies of all submittals to the Government for approval on the items required herein. For each submittal, the Contractor must receive written approval from the Government to use the item before incorporating it into the project work. Literature must be marked or otherwise designated to show the exact model, size, etc. the Contractor proposes to use. Information must be adequate to determine compliance with the specifications. Approvals must be received for products differing from those described in the Government-supplied specifications.

B. Submittals will be waived if the Contractor furnishes the exact item used for design when the manufacturer's model, size, etc. are shown in the contract.

C. When submitting an item other than specified, a listing of the differences and a comparison between the two, including but not limited to the structural qualities, operational qualities, any modifications necessary to accomplish installation of unit, guarantee and warranty. A cost comparison between the specified and submitted item(s) with the cost reduction benefit to the government or adequate justification for a cost increase to the government. If there are any modifications necessary to facilitate installation, a set of drawings showing installation of specified item and a set showing how the submittal item will be installed shall be submitted to the C.O.R

D. If the specified item is to be accessible, the submittal item shall meet current Americans with Disabilities Act Accessibility Guidelines (ADAAG) or Forest Service Accessibility Guidelines and shown to be installed for accessibility on submitted drawings, not just state it is available as accessible.

E. Manufacturer's literature, shop drawings, and/or samples are required for the following items for approval prior to purchase:

1. Concrete Picnic Tables

2. Metal Materials (Panels, Posts)

3. Stabilized Soils (crushed granite) and Stabilizer filler (sample of crushed granite required for color approval)

4. Wheel stops (parking bumpers)

5. Site Signs and Metal Posts

6. Parking Lot Signs (Accessible Parking)

7. Corrugated Metal Pipe Culverts

8. Kiosk ‘Red Rock’ stones @ base of structure

9. CXT Tioga Special Vault Model (Manufacturer’s Data, Installation Procedure and order review form)

10. Seeding and Mulching Certification – Purity, Germination, and Presence of

Noxious Weeds (Coconino National Forest list)

PART 3 – QUALITY CONTROL AND QUANTITY MEASUREMENT

The contractor shall be required to submit the following quality control and quantity measurement items:

4.1 – Measurement

There will be no separate measurement for this section.

4.2 – Payment

This work is incidental to other items in the contract and direct separate item payment will not be made.

QUALITY CONTROL AND QUANTITY MEASUREMENTS – 01050

PART 1 – DESCRIPTION

This work shall consist of providing quality control in conformance with the inspection of construction provisions of this contract to ensure compliance with the drawings, specifications, and provisions of the contract, and measuring the quantities of completed work in conformance with the provisions of the applicable specifications. The contractor shall provide all personnel, equipment, tests, and reports necessary to meet the requirements of this specification.

The Contractor shall be given an electronic version of the Site Plan, including Site Layout Coordinates upon request.

PART 2 – CONSTRUCTION

The Contractor shall provide and maintain a quality control system that will ensure that all services, supplies, and construction required under this contract conform to the contract requirements. The Contractor shall perform, or cause to be performed, the sampling, inspection, and testing required to substantiate that all supplies, services, and construction conform to the contract requirements.

The Contractor shall also perform, or cause to be performed, all measurement of quantities of materials incorporated into the work or work processes that are to be measured under the provisions of the contract.

A. Quality Control Plan. The Contractor shall submit the following in writing:

1. Authorities and responsibilities of inspection and testing personnel.

2. Experience and qualifications of inspection and testing personnel to be assigned and name and location of any (for hire) testing facility to be used.

B. Approval of Quality Control Plan. The Contractor's proposed quality control plan for all items requiring quality control shall be submitted to the Government for review prior to the Contractor commencing work. Within 5 days of receipt of plan, the Government shall notify the Contractor whether the plan adequately covers quality control requirements. Construction work shall not be performed prior to Contractor's receipt of written approval of the proposed plan. The Contractor shall submit to the Government, in writing, any proposed changes in the approved quality control plan. Proposed changes shall not be put into effect until approved in writing by the Government.

The Contractor shall provide and maintain appropriate measuring and testing devices, equipment, and supplies to accomplish the required measurement, testing, and inspection in a timely manner. Tests, measurements, and certifications shall be made as required by the drawings and specifications. The Contractor shall take samples and perform inspections and tests necessary to achieve the quality of construction required by the contract.

C. Inspection and Tests. The Contractor shall maintain current records of all inspections and tests performed. The following format or one containing the following information will be acceptable to the Government:

The Contractor shall certify in writing that all inspections and tests were performed in accordance with specifications.

D. As-Built Drawings. The Contractor shall maintain a set of the contract drawings depicting as-built conditions. These drawings shall be maintained in a current condition and shall be available for review. All variations from contract drawings shall be indicated in red on the drawings. Upon completion of the contract work, as-built drawings shall be submitted to the Government.

E. Quantity Measurements. The Contractor shall make all measurements for computation of quantities for all work items specified for payment by Actual Quantities (AQ). The Contractor shall compute the quantities for periodic payments; the Government will compute the quantities for the final payment based on measurements taken by the Contractor. All Contractor measurements are subject to verification. The Contractor shall submit all field notes, calculation sheets, and other data used to determine quantities. The accepted quantities will be paid for at the contract unit price for each pay item shown in the SCHEDULE OF ITEMS. Work items not included on the SCHEDULE OF ITEMS are considered incidental to other pay items.

F. Frequencies for making approvals, inspecting, sampling and testing shall be as shown in Table 1400-1. Responsibilities shall be as shown in Table 1400-1. The following key refers to the abbreviations shown in Table 1400-1:

1. CC: Certification and/or inspection, sampling, and testing by Contractor, or Contractor's representative.

2. CL: Approvals, inspections, sampling, testing or measuring under the direction of and certification by a qualified employee of a certified lab or by a Registered Professional Engineer in the state of Arizona. The Contractor shall be responsible for furnishing the Professional services as shown in Table 1400-1.

DIVISION 1 - GENERAL

DEFINITIONS - 01102

Wherever in these specifications, or in other contract documents, the following terms, or pronouns in place of them, are used, the intent and meaning shall be interpreted as follows:

Adjustment in Contract Price. "Adjustment in contract price" shall mean "equitable adjustment" as used in the Federal Acquisition Regulations.

Arch Pipe. A culvert section, usually formed of bolted structural plates, that is an arc of a circle (usually one-half or less); that is, a bottomless culvert.

Base Course. The layer or layers of specified or selected material of designed thickness placed on a subbase or subgrade to support a surface course.

Bearings. The portion of a beam, girder, or truss that transmits the bridge superstructure load to the substructure.

Berm. Curb or dike constructed to control runoff water or traffic flow.

Change. "Change" means "Change Order" as used in the Federal Acquisition Regulations.

Clearing Limits. The limits of clearing as designated on the ground or on the drawings.

Conduit. A man made channel for carrying/housing electrical wiring and products as described in Section 16131.

Construction Slash. All vegetative material not meeting utilization standards, such as tops and limbs, timber, brush, and grubbed stumps associated with construction or reconstruction of a facility.

Contractor. The individual, partnership, joint venture, or corporation undertaking the execution of the work under the terms of the contract and acting directly or through their agent, employees, or subcontractors.

Contracting Officer (CO). The person with the authority to enter into, administer, and/or terminate contracts and make related determinations and findings.

Contractor Officer Representative (COR). The person designated by the CO in writing as the on site contract administrator whose duties and responsibilities are defined in a letter of designation (form FS-6300-6, or equivalent).

Controlled Felling. Directing the placement of trees in felling by wedges, jacks, cable tension, or distribution of holding wood or any combinations of these which will ensure that trees are dropped into previously cleared areas, or clear of any objects that are to remain.

Culvert. A conduit or passageway under a road, trail, or other obstruction. A culvert differs from a bridge in that it is usually constructed entirely below the elevation of the traveled way.

Cushion Material. Native or imported material generally placed over rocky sections of unsurfaced roads to provide a usable and maintainable traveled way.

Defect. A failure to meet a requirement with respect to a single quality characteristic.

Drawings. The documents, including plan and profile sheets, cross sections, diagrams, layouts, schematics, descriptive literature, illustrations, schedules, performance and test data, and similar materials showing details for construction of a facility.

Embankment. A structure of soil, aggregate, or rock material placed on the prepared ground surface and constructed to subgrade.

Engineer. The Contracting Officer's Representative (COR) responsible for onsite administration of the contract.

Equipment. All machinery and equipment, together with the necessary supplies for upkeep and maintenance, as well as tools and apparatus necessary for the proper construction and acceptable completion of the work.

Excess Excavation. Material from the excavation in excess of that needed for construction of designed roadways and facilities.

Forest Service. The United States of America, acting through the Forest Service, U.S.

Department of Agriculture.

Gauge. The term "gauge" when used in connection with the measurement of plates will mean the U.S. Standard Gauge, except when reference is made to the measurement of metal sheets used in the manufacture of corrugated metal, pipe, metal plate culverts and arches, and metal cribbing, then the term means the "gauge" or "thickness" specified in AASHTO M 36, M 167, M 196, and M 219, as applicable. When the term "gauge" refers to the measurement of wire, it will mean the wire gauge specified in AASHTO M 32.

Government Land. National Forest System lands, and other lands controlled or administered by the Forest Service or by other Federal agencies.

Inspector. The Government-authorized representative designated in writing by the CO or COR responsible for detailed inspection.

Job-Mix Formula. The percentage of each material in a mixture intended for a particular use.

Laboratory. A testing laboratory of the Government or any other testing laboratory approved by the Contracting Officer.

Materials. Any substance specified for use in the construction of the project and its appurtenances.

Maximum Density. The highest density that can be obtained under stated conditions.

Measurement. Determining and expressing the quantities of work or materials.

Multi-Beam Girder. A precast, prestressed concrete member where the concrete deck is precast as an integral part of the member.

Neat Line. A line defining the proposed or specified limits of an excavation or structure.

Nominal Dimensions or Weights. The numerical values shown on the drawings or in the specifications as measurements of material to be used in the construction.

Nominal Maximum Particle Size. The largest sieve size listed in the applicable specification upon which any material is permitted to be retained.

Overbreak. Material beyond the neat line of an excavation that is removed in the process of excavation, usually by blasting.

Pavement Structure. Subbase, base, or surface course, or combination thereof, placed on a subgrade to support the traffic load and distribute it to the roadbed.

Pipe. A culvert that is circular (round) in cross-section.

Pipe-Arch. A pipe that has been factory-deformed from a circular shape such that the width (or span) is larger than the vertical dimension (or rise).

Profile Grade. The trace of a vertical plane, as shown on the drawings, intersecting the top surface at the centerline of the proposed facility construction.

Random Sampling. Sampling at times or locations determined in advance by the use of a table of random numbers.

Reasonably Close Conformity. Unless working tolerances are specified, all work performed and materials furnished shall be in reasonably close conformity with lines, grades, cross sections, dimensions, and material requirements shown on the drawings, indicated in the specifications, or designated on the ground. "Reasonably close conformity" is compliance with reasonable and customary manufacturing and construction tolerances.

Roadway. The portion of the road within the limits of excavation and embankment, including slope rounding.

Schedule of Items. A schedule in the contract that contains a listing and description of construction items, quantities, units of measure, methods of measurement, unit price, and amount.

Second Samples. A sample taken when the initial sample indicates that the material is defective.

Sidewalk. The portion of the roadway constructed primarily for pedestrian use.

Specifications. A description of the technical requirements for a material, product, or service that includes criteria for determination whether these requirements are met.

Standard Specifications. Specifications approved for general application and repetitive use.

Subbase. The layers of specified or selected material of designed thickness placed on a subgrade to support a base course.

Subgrade. The layers of roadbed that bring it up to the top surface, upon which subbase, base, or surface course is constructed. For roads without base course or surface course, that portion of roadbed prepared as the finished wearing surface.

Tackifier. Binder for vegetative mulch.

Target Value. The percentage of each material in a mixture intended for a particular use from which allowable variations are measured.

Unit of Measurement. The unit and fractions of units shown in the Schedule of Items.

Unsuitable Material. The material excavated during roadway construction that is not usable in embankment and must be disposed of or that can be used only in certain locations or for limited purposes.

PART 1 - GENERAL

1.1 - Description This section of work covers storage and protection procedures for the products scheduled for use.

PART 3 - EXECUTION

3.1 – Manufacturer’s Recommendations Except as otherwise approved by the Engineer, determine and comply with manufacturer’s instructions on product handling, storage and protection.

3.2 - Packing

Deliver products to the job site in the manufacturer’s original container, with the labels intact and legible.

1. Maintain packaged materials with seals unbroken and labels intact until time of use.

2. Promptly remove damaged material and unsuitable items from the job site, and promptly replace with material meeting the specified requirements at no additional cost to the Forest Service.

The Engineer may reject as non-complying such material and products that do not bear identification satisfactory to the Forest Service as to the manufacturer, grade, quality and other pertinent information.

All product literature, warranties and operating instructions must be intact and placed in a binder and transmitted to the Forest Service.

3.3 – Protection

Protect finished surfaces, including jambs and soffits of openings used as passageways, through which equipment and materials are handled.

Provide protection for finished floor surfaces in traffic areas prior to allowing equipment and materials to be moved over such surfaces.

Maintain finished surfaces clean, unmarred and suitably protected until accepted by the Forest Service.

3.4 – Repairs and Replacements

In event of damage, promptly make replacements and repairs to the approval of the Forest Service and at no additional cost to the Forest Service.

DIVISION 1-GENERAL REQUIREMENTS

CLEANING - 01710

Throughout the construction period, maintain the construction site and facilities in an orderly and clean manner as described in this Section.

2.1 – Cleaning Materials and Equipment Provide required personnel, equipment and materials as needed to maintain the specified standard.

2.2 – Compatibility Use only the cleaning materials and equipment, which are compatible with the surface being cleaned, as recommended by the manufacturer of the cleaning material.

3.1 – Progress Cleaning Retain stored items in an orderly arrangement allowing maximum access, not impeding traffic or drainage, and providing required protection of materials.

Do not allow accumulation of scrap, debris, waste material and other items not required for construction of this work.

At least twice each month, and more often if necessary, completely remove all scrap, debris and waste material from the job site.

Provide adequate storage for all items awaiting removal from the job site, observing requirements for fire protection and protection of the ecology.

3.2 – Site

Daily, and more often if necessary, inspect the site and pick up all scrap, debris and waste material. Remove such items to the place designated for their storage.

Maintain the site in a neat and orderly condition at all times.

Clean mud and debris from roadways or highways adjacent to the project site daily.

3.3 – Structure

At least weekly, inspect the structures and pick up all scrap, debris and waste material and remove them to the place designated for their storage.

“Clean” for the purpose of this paragraph shall be interpreted a meaning free from material capable of being removed by reasonable effort with a handheld broom.

3.4 – Final Cleaning

Prior to completion of the work, remove from the job site all tools, surplus materials, equipment, scrap, debris and waste.

Structures:

1. Exterior:

a. Visually inspect exterior surfaces and remove all traces of soil, waste materials, smudges and other foreign matter.

b. Remove all traces of splashed materials from adjacent surfaces.

c. In the event of stubborn stains not removable with water, the Forest Service may require light sandblasting or other cleaning at no additional cost to the Forest Service.

2. Interior:

a. Visually inspect interior surfaces and remove all traces of soil, waste materials, smudges and other foreign matter.

b. Remove all traces of splashed material from adjacent surfaces.

c. Remove paint drippings, spots, stains and dirt from finished surfaces.

Final cleaning of the project site shall be approved by the Forest Service prior to final acceptance of the work.

The work specified herein will not be measured for payment.

This work is incidental to other items in this contract and direct separate item payment will not be made.

DIVISION 1 - GENERAL REQUIREMENTS

NOXIOUS WEED CONTROL - 01800

This work consists of incorporating weed prevention and control within each of the project sites including all Forest Service furnished material sources (pits). The Contractor shall prevent new weed infestations and the spread of existing weed infestations within the project sites and the Forest Service pits as specified herein.

Division 02, Site Work Specifications

None.

3.1 - Equipment The Contractor shall ensure all equipment brought onto the forest is thoroughly washed/cleaned in order to remove all soil, vegetative matter, and other debris prior to entering the forest. Particular attention shall be given to the under carriage and any other surface where soil containing weed seed and propagules may exist. All equipment shall be inspected by the Forest Service. Only construction and maintenance equipment, and the equipment necessary to transport said equipment shall be allowed to operate within the project area after it has been cleaned by the Contractor and inspected by the Forest Service. All subsequent move-ins of equipment to the project area shall be treated in the same manner as the initial move-in.

The Contractor shall employ cleaning methods, approved by the Forest Service, to ensure that construction and maintenance equipment is free of noxious weeds.

Equipment shall be considered free of soil, seed, and other such debris when a visual inspection does not disclose such material. Equipment or component disassembly, or the need for specialized tools, are not required.

Unless otherwise agreed, the Contractor shall give the Forest Service at least 24 hour notice when equipment is ready for inspection. Notification will include an agreed upon location where the equipment will be available for inspection by the Forest Service. Inspection will be required after every cleaning.

3.2 – General Project Work

The Contractor shall minimize soil surface disturbance wherever possible.

All fill and surfacing material sources shall be approved by the Engineer prior to being transported to the project sites or from the Forest Service pits. All sources shall be free of hazardous, invasive, and noxious plant species contamination.

New infestations of noxious weeds of concern to Forest Service and identified by either Contractor or Forest Service, on the project site or on haul routes the Contractor plans to use, shall be promptly reported to the other party. Contractor and Forest Service shall agree on treatment methods to reduce or prevent the spread of hazardous, invasive, and noxious plant species when new infestations are found.

A current list of hazardous, invasive, and noxious plant species is available at each Forest Service office. A copy of this list as well as the Forest Service’s Best Management Practices will be submitted to the contractor.

A Noxious Weed Summary (“standards and guides”) will be submitted to the Contractor by the Government providing information about hazardous, invasive, and noxious plant species that may be encountered at the project sites or haul roads.

There will be no separate measurement of this item.

This work is incidental to other items in the contract and direct separate payment will not be made.

DIVISION 2 – SITE WORK

DEMOLITION AND CLEARING – 02010

1.1 – Section Includes

A. Removal of structures, surface debris and clearing of vegetation.

B. Removal and stockpiling of top soil.

C. Trailhead construction area. Contractor will be responsible for clearing and grubbing. Contractor shall be responsible for removing stumps, in their entirety.

Contractor shall use caution in not damaging vegetation in areas of no disturbance. Contractor shall salvage all rock barrier on-site for re-use.

1.2 – References

A. Coordinate clearing work with the Government.

B. Comply with site-specific landscape and hardscape demolition requirements found in other sections and drawings.

C. Clearing limits are the construction limits unless otherwise staked on the ground or AS SHOWN ON THE DRAWINGS

PART 2 – PRODUCTS

PART 3 – EXECUTION

3.1 – Preparation

Verify that existing plants designated to remain are identified and protected.

3.2 – Protection

A. Protect trees, plants and features not required to be removed by construction activities. Protect tree trunks from construction activities with wraps, blankets, or similar. See supplemental specifications for tree protection information.

B. Protect benchmarks, survey control points and existing structures from damage or displacement. Also protect vegetation, soils, rock faces that are outside grading limits.

3.3 – Clearing

A. Clear areas required for access to site and execution of work. Stockpile top soil for future use in area designated for stockpiling and/or laydown.

B. Do not remove any trees unless approved by the government.

C. If any archaeological artifacts or evidence is encountered, notify the Government and halt work in the area immediately.

3.4 – Removal

A. Remove and legally dispose all construction debris and extracted plant life from site.

B. The Contractor shall perform the work as shown on the drawings.

C. The Contractor shall be responsible for removal, equipment, containment, cleanup, and associated costs necessary for removing and salvaging items shown on the plans.

D. All materials not suitable for use in construction must be completely removed and disposed of legally off Government lands by the Contractor.

SURFACING – 02020

1.1 – Description Of Work

Work as evident on drawings and specified herein or required to accomplish the removal, replacement and installation of miscellaneous surfacing materials as required to comply with the construction drawings.

1.4 – Submittals

A. Mix Designs: The Contractor shall submit a mix design for the following materials to the Government for review and approval:

1. Portland Cement Concrete, one submittal for each class of concrete utilized.

2. Asphaltic Concrete, one submittal for each mix of asphaltic concrete utilized.

B. Top Soil: The Contractor shall submit a laboratory analysis of all imported top soil material.

C. Aggregate Base Course: The Contractor shall submit a laboratory analysis of the aggregate base course material.

D. Nursery certification of all replacement planting material.

E. Reinforcing Steel: Manufacturer's certification that the reinforcing steel conforms to the grade and type specified.

1.5 - Dust Control

A. The Contractor shall obtain all Air Quality Permits required by City, County, State or Federal governments as necessary.

B. The Contractor shall maintain adequate dust control at all times by sprinkling with water or other approved methods. Any and all claims for dust damage and nuisance to persons or property shall be borne solely by the Contractor.

PART 2 – PRODUCTS

2.1 – Asphaltic Concrete (AC) Asphaltic concrete shall conform to FP-14 Standard Specifications for Construction of Roads and Bridges on Federal Highway Projects – Section 404 Minor Hot Asphalt Concrete.
