MEMORANDUM FOR RECORD
SUBJECT: Sole Source Solicitation /Contract/PR # 87392648
REFERENCE: FAR 11.105, DFARS/ PGI 211.105 or FAR 13.106(b)(1)
1. Identification of the Agency and Contracting Activity DLA Distribution, DLA Distribution J7
BLDG 430 Mifflin Ave New Cumberland PA 17070
2. Describe the contract action, to include the dollar value and the type of limited justification.
DLA Distribution intends to award a sole source firm fixed priced contract to Comcast Cable Communications, LLC (Comcast) to install commercial internet line and provide internet service for two years. This will be a sole source requirement due that Comcast Corp is the current authorized internet service provider to DLA Distribution Jacksonville, FL(DDJF).
3. Description of the Supplies/Services DLA Distribution Jacksonville has a requirement to install commercial internet line to support the F 35 Product Support Provider (PSP) for warehousing in building 110. This internet line will enable DLA Distribution support to perform Storage and Distribution (S&D) in the Lockheed Martin SAP Software Solutions (SAP) system. In addition, after the installation, Comcast will provide the internet service for a period of a base year and one-year option.
4. Justification Rationale for Use of Sole Source
DLA Distribution Jacksonville requires the installation of over 1 mile of fiber internet commercial line, up to 20 Local Area Network (LAN) drops and 100Mbps X 100 Mbps Dedicated Fiber internet access to building 110. This new internet line will enable DLA Distribution Jacksonville support to perform S&D in Lockheed Martin SAP system on the F35 PSP warehousing. Comcast is the current provider and has been the internet service provider for several years at DDJF on the Naval Air Station Jacksonville, FL.
Other providers could potentially provide this service, but due to the cost of running a new fiber optic line from an existing location that is over a mile away, the cost that would be paid just on the installation would far exceed the total amount that this contract will cost. Due to the additional cost and time that it would require to obtain this service from another provider and the benefits for the Government to obtain this service from DDJF current internet service provider, it is recommended to sole source this service to Comcast Cable Communications, LLC.
