Personal Services Contractor (PSC) Position Description
Classification: Public Engagement Coordinator, 301-5
Position Number:
Introduction:
MCC’s mission is to provide grant assistance to support economic growth and poverty reduction in select developing countries with a demonstrated commitment to just and democratic governance, economic freedom, and investments in their citizenry. MCC’s partner countries enter into a five-year agreement (Compact) with MCC that includes a plan for achieving shared development objectives and the responsibilities of each country in achieving those objectives. This position is located in the Department of Congressional and Public Affairs, Millennium Challenge Corporation (MCC). The mission of the Office of Public Affairs is to communicate information about the Corporation activities, programs, Compact results and policies to engage the public, the private sector, and selected audiences including Congress, the news media, state and local governments, and other Federal agencies.
MCC’s Department of Congressional and Public Affairs (CPA) is seeking a a Public Engagement Coordinator.
Major Duties and Responsibilities:
The Public Engagement Coordinator is responsible for managing the Speakers Bureau program, assisting in the planning of events including confirming logistics and collecting information for internal briefing materials, and supporting the overall objective of well planned internal and external events.
Responsibilities include, but are not limited to, the following:
Managing the corporation’s participation in conferences and exhibits, assisting with event logistics, including administrative actions.
Managing Public Affairs calendar of events/opportunities; managing representational funds and sponsorship budgets.
Responding to public inquiries (web/email).
Performs other related duties as assigned
Major Deliverables for the position include:
Manage Smart Aid series, working with practice groups to elevate MCC content and lessons learned
Develop speaker’s bureau materials with key messages relevant to external engagements
Create and Maintain the Speaker’s Bureau Strategy
Message and presentation training for Speaker’s Bureau participants
Work with Creative Services to revamp exhibit materials
Better leverage practice leads for panels and interviews in their communities of practice
Coordinate NGO Consultations alongside agency country teams
Factor 1 – Knowledge Required by the Position
Attention to detail, and ability to work independently
Ability to work collaboratively with subject matter experts throughout MCC, as well as other members of the CPA team.
Ability to stay on schedule and produce results in a timely manner.
Ability to analyze and solve problems and issues identified.
Ability to work as a member of a team and with others in a fast-paced environment.
Basic Word Processing skills and knowledge of email managment systems.
Excellent communication skills with the ability to discuss complex policy issues orally and in writing.
Factor 2 – Supervisory Controls
The supervisor or higher graded staff assign specific projects in terms of issues, organizations, functions, or work processes and sets deadlines for completing assigned tasks. The supervisor or higher-graded analyst provides assistance/guidance on controversial issues or assignments for which precedent experience is not available. The employee plans, coordinates, and carries out the successive steps in fact-finding and analysis of issues in accordance with accepted office policies, applicable precedents, organizational concepts, management theory, and training. Work is reviewed for conformance with overall requirements, contribution to the study objectives, consistency of facts and figures, choice of analytical methods, and practicality of recommendations.
Factor 3 – Guidelines
Guidelines consist of procedures, policies, and manuals covering the application of analytical methods and techniques, and reference material, instructions, and regulations covering the subjects involved. The guidelines are not completely applicable to the work or have gaps in specificity, requiring the employee to use judgment in choosing, interpreting, and adapting guidelines to specific issues or subjects studied.
Factor 4 – Complexity
The work involves dealing with a variety of administrative and program issues and problems. Findings and recommendations are based upon analysis of work observations, review of office files/records or similar documentation, research of precedent studies, and application of standard administrative guidelines.
Factor 5 – Scope and Effect
The purpose of the work is to identify, analyze and make recommendations to resolve CPA program and administrative issues, problems and situations. Completed reports and recommendations influence decisions by CPA staff or managers concerning administrative or program operations.
Factor 6 – Personal Contacts
Personal contacts are with MCC employees at all levels, employees and representatives of private concerns, as-well-as members of Congressional staffs.
Factor 7 – Purpose of Contacts
The purpose of contacts is to provide advice and assistance on organization or program-related issues and concerns. Contacts typically involve such matters as identification of options and alternatives;
evaluation of progress in meeting program or organizational goals; or recommendations for resolving administrative problems.
Factor 8 - Physical Demands
The work is primarily sedentary, although some walking, bending, or carrying of light items may be involved.
Factor 9 – Work Environment
Work is performed in an office setting.
