Statement of Work Procurement College Logistics Consultant A. Introduction

The Millennium Challenge Corporation (MCC) is a U.S. Government corporation whose mission is to provide assistance that will support economic growth and poverty reduction in carefully selected countries that demonstrate a commitment to just and democratic governance, economic freedom, and investments in their citizenry. For more information on the MCC, please visit www.mcc.gov. The United States of America acting through the Millennium Challenge Corporation (“MCC”) has formed partnerships with some of the world’s poorest countries through large, five-year Grant Programs referred to as Compacts. MCC administers these Compacts through the Millennium Challenge Accounts (MCAs) which are entities that are set up locally to manage and oversee all aspects of the Compact implementation.

The Procurement Practice Group, a unit within the Sector Operations Division of MCC’s Department of Compact Operations, is committed to supporting MCC’s mission by following the highest standards of professional public procurement of goods, services and works necessary for the effective development and implementation of our Compacts. Procurement efforts under the Compacts are conducted by the host country MCA entity using the MCC Program Procurement Guidelines (PPG) and standard bidding documents. The staff of the Procurement Practice Group provides oversight of procurements executed by the MCAs to ensure that the procurement process meets the standards of fairness, quality and transparency. From time to time MCC brings together the MCA Procurement professionals to MCC’s headquarters to discuss policies and implementation issues that surface across the board, and impact the Agency’s work, This conference is referred to as MCC’s Procurement “College" and is scheduled to take place from June 20th-24th 2016 at MCC headquarters office in Washington DC. The conference will provide input into the Agency’s policies, guidelines, and framework going forward. The last conference of this nature was held in 2014.

It is necessary to hire an individual consultant to manage with MCC’s assistance all of the logistical aspects of the conference in order to be able to carry out the conference in an organized, timely and efficient manner.

B. Scope

Organize, set up, monitor and report on all logistical aspects for MCC’s 2016 Procurement College.

C. Tasks The consultant will report to the MCC assigned Contract Officer’s Representative (COR) and provide the following:

· Brief MCC COR and other teams as requested on the status of the tasks assigned, primarily logistical activities of the College.

· Define the Organizational and Logistic scheme for the College to include defining the standards and the materials needed, equipment needed (audio/visual), facilities, room and table arrangements.

· Assist MCC with the development of the College’s agenda that includes topics, types of presentations, duration, participants, materials needed, etc.

· With the assistance of MCC, develop and finalize the list of participants and collecting all contact information

· With MCC’s assistance, develop and send all invitations to the participants

· Receive and monitor all RSPVs and update the list as necessary

· Manage all communications between potential attendees to the scheduled College including follow-up and confirmation of attendees

· Assist MCC with monitoring all submissions of the presentations that will be used during the College

· Edit and standardize all presentations to a final status

· Organize and carry out dry runs of all presentations before the College

· Monitor and follow up on all participant’s status for travel (visas and issuance of travel tickets)

· Manage all hotel reservations for participants (that include modifications, cancellations, transfers, etc.)

· Manage all food and beverage logistics for the College ensuring timeliness and quality

· Assist MCC with managing any last minute modifications in regards to all logistical aspects of the College.

· Ensure all audio/visual equipment to be set up and properly working during the College

· Manage reception and registrations of attendees, reproduction and distribution of materials to attendees, handling of the protocol of the College

· Moderate the College by introducing and monitoring all logistical aspects of the college including keeping time for each presentation, summarizing topics, etc.

· Develop, collect and interpret the final evaluation to be used and scored by the participants

· Collect all information in regards to attendance, observations, summary, recommendations, and list all follow up action items deriving from the College.

· Other related activities that may be determined by MCC as necessary for ensuring the successful implementation of the College D. Deliverables

· Inception Report that provides a work plan for undertaking the College

· Monthly activity Status Reports of all the College’s logistics as described under the Tasks section of this Statement of Work

· Final Report: This report will include the final observations and recommendations of the Consultant highlighting any additional analysis that may be required at the end of the contract, if so requested by the COR.

The deliverable schedule is as follows:

REPORT

Within fifteen days after contract signing

Final Report
Within one week after the end date of the College

E. Period and Place of Performance

This contract shall have a base period of three months with an estimated level of effort of 220 hours. MCC anticipates this level of effort but does not guarantee this level of effort as it may increase or decrease.

The consultant will work from Washington DC.

F. Evaluation Criteria

The following are the qualification criteria:

Mandatory Requirements:

· Minimum 10 years’ experience of professional work experience in tasks that are relevant to the activities of this assignment

· University Degree in Business Administration, Communications, Public Relations or any similar field compatible with the assignment;

· Minimum 10 years’ experience of general work experience in event Organizing and leading a team;

· Must have managed at least five similar events in complexity in the last two years.
