1) Question: Is this a new contract or an existing one?
Answer: Existing
2) Question: If this is an existing one, what is the name of the current contractor?
Answer: Global Rescue
3) Question: Please kindly provide the option year prices for the contract.
Answer: The total contract value of the existing contract is $603,200.00. The requirements and deliverables have changed from the existing contract since we are not asking the contractor to prepay for maternity or medical evacuations, as they will be paid for retroactively, or on an ad-hoc basis. So specific option year unit prices would not be directly applicable to the existing solicitation.

What is the agency’s current travel management system/company that the contractor will need to interface with?

Answer: In the event of an emergency evacuation, requiring coordinated flights or overland travel that calls for special medical needs, or a non-commercial flight arranged by security firm from existing resources (see South Sudan evac 2012) – the Contractor is expected to coordinate logistics while working with MCC security, MCC travel and contractor’s medical professionals (if needed) in order to complete the operation. If the operation calls for immediate assistance, the contractor will be expected to pay for the children as well – and will invoice MCC for costs incurred.

Answer: Yes, MCC requires a response as to whether this optional task is or could be provided, and what resources are used to provide the training.

7 G. What does “coordinate” mean? In other words, is the Contractor expected to arrange for and pay for the minor children to return home?

The optional task does not have a corresponding CLIN to be priced nor is it an evaluation factor. Does MCC want any technical response to this optional task?

Answer: Currently these locations are Cabo Verde, El Salvador, Ghana, Georgia, Indonesia, Jordan, Malawi, Moldova, Philippines, Senegal, Tanzania, Zambia. Locations may change in terms of new locations being added over the life of the contract.

Answer: US Embassy Malawi coordinated one medevac to South Africa for a motor vehicle accident victim, in August 2015. In addition, there was one maternity repatriation conducted during the past three years.

6 Scope of Work
The SOW states that “Final decisions on medical evacuations available to MCC are to be in joint consultation between the contractor, the U.S. embassy medical staff and, if possible, the injured party or his/her guardian.” Our process is to evacuate individuals, when necessary, to the nearest center of acceptable medical care. Will MCC accept the financial responsibility if the injured person or his/her guardian wishes to return to the U.S. instead of the nearest center of acceptable medical care?
Answer: US Embassy regulations also follow the ‘nearest center of acceptable medical care’ guidelines. If the MCC staff member prefers to receive care in the United States, this will have to be approved by Embassy personnel and will likely be by commercial flight, thus MCC will accept associated costs. That is, MCC staff will not retain the choice of where they prefer to receive care as this will be directed by post – except in non-emergency situations which do not require in flight medical care or emergency medical evacuation.

Answer: Following a natural disaster or personnel working in remote areas, the contractor will be able to assist in the locating of personnel and evacuation. These services may be required in some of the remote areas that the MCC operates and there is a lack of local medical and search and rescue abilities. However, the contractor can provide 3rd party options in order to deliver specific services.

15) Question: Are there specific key personnel that they would like us to submit or just people involved in the contract?
Answer: Contractor personnel involved in the contract.
16) RFP Section: C – Statement of Work Paragraph: Task K SOW Page: 7 Question: Please clarify if the evacuation portion of the SOW is to be insured or fee for service (MCC retains the financial risk)?
Answer: Evacuations will be fee for service.
17) RFP Section: C – Statement of Work Paragraph: Task K SOW Page: 7 Question: If insured evacuation is required, will you provide detailed evacuation history for the past five years (dates, costs, etc.)?
Answer: This question is not applicable since the evacuation portion of the SOW is not to be insured as answered in Question #16.
18) RFP Section: C – Statement of Work Paragraph: Task M SOW Page: 7 Question: The SOW indicates purchasing air fare at government rates, will the vendor have access to MCC’s travel management company to make such bookings at governmental rates?
Answer: in the absence of the government rate, the contractor shall book airfare at the lowest logical rate. However, the contractor will provide the flight itinerary and invoice to the MCC for review and approval prior to evacuation.

7 K. What is meant by “Search and Rescue Services?” This is a capitalized but not defined term.

Answer: Yes, family members are located overseas with the expat.

Answer: Interns are to be considered travelers but are not permanently posted overseas. That is, these travelers can be considered TDY’ers on a long or short term basis.
