On the Cover Page, Block 8 and in Section L.8 Proposal Submission Instructions, delete the proposal submission deadline and replace with “2.00 pm EST August 31, 2015.”

Responses to the Questions:

General Questions:

1. Can MCC confirm that the deliverables produced pursuant to the contract, including the report and operational guidance, will be made public by MCC? (Note from CGM – this is a question about potential OCI, the company plans to bid on other work in the future) A – This study will be made available to other firms bidding on MCC work in the future.

1. We understand that the deliverables prepared pursuant to the contract will be based on publicly available information and that the work does not require access to any MCC non-public procurement sensitive information. Please confirm this understanding is correct.

A – Yes, this is the case.

Considering that the deliverables required pursuant to the contract, including the report and operational guidance, will be prepared from publicly available information and will be made public by MCC, please confirm that this work does not impose any limitations or restrictions on the contractor to bid on or perform future MCC consulting contracts in the energy sector.

Technical questions:

1. Page 7, Task 1, Subtask ii states the contractor is asked to review “commonly used good methodologies for translating the cost of service into tariffs to determine tariff structures and subsidy policies.” These methodologies differ from country to country and even from State-to-State within the US. Determinants include factors such as whether or not the electric commodity market is regulated or unregulated, whether the electric utilities are public, private, or semi-privatized entities, and the strength of market stability to meet IRR thresholds on investments made in generation, transmission and distribution of electricity. Given the relationship between development and access to reliable electric power, a singular focus on low income countries may yield a very small sample of successful methodologies. Any analysis of these methodologies would need to reference the other socio-political and economic factors that define the environment in which these methodologies have been successful.

Question: Would MCC kindly confirm if bidders should focus on methodologies that have been successful just in low income countries and SSA? Or are bidders asked to expand and include methodologies that have been successful in developed countries as well?

A – Bidders can include developed country examples if they also make a case for how these might successfully be implemented in developing country contexts.

1. Page 8, Paragraph 4 states that the “Contractor is free to propose alternative staffing configurations that will achieve all objectives of specific assignments.”

Question: Would MCC please confirm that a staffing plan consistent with the RFP is required for alternative staffing configurations?

A – We do not require a staffing plan, just the CVs of key staff and their reporting relationships.

1. Page 12, Section F.3 Travel Requirements mentions travel is allowed from company’s headquarters to Washington DC.

Question: If one of the Key Personnel is not based at the company’s headquarters, is travel allowed from that individual’s resident city to Washington D.C. for select meetings with the MCC?

A – MCC would expect the bidder to rely on tele/video-conferencing to the extent possible, but limited travel to DC could be approved on a case-by-case basis.

1. On Page 12, Section F.5 Deliverables mentions that Part Two of the Report should include Task IX, however, there is no Task IX mentioned in Section C.3.

Question: Can the MCC please provide that information or clarify if Part Two should only address Task X?
