14. Description of Amendment/Modification (Organized by UCF section headings, including solicitation/contract subject matter where feasible.)

This amendment 0001 provides answers to questions received .

1) How many camera operators will you need at each onsite videotaping session?

About 90% of events will require single-camera shooting, with one camera operator. About 10% will require double- or triple-camera shooting, with two or three camera operators.

2) Approximately how long will each webcasted event be?

Each webcasted event will be approximately 90 minutes long.

3) Will contractor be responsible for provisioning for all of the audio in the room or will audio be provided? If contractor is to provision for audio, please list number of mikes & type of audio required at each event.

Audio will be provided for event webcasts. Interview tapings may require audio to be provided; either a single boom microphone with operator or two lapel mikes would be sufficient.

4) How many MCC officials will be taped at each webcast session & will they be seated in a panel?

Webcast sessions usually include a keynote speech from a podium, followed by a panel discussion with three to five panelists seated at a single panel table.

5) Will it be necessary for contractor to capture images of only the speaker at podium, the entire panel or both?

Video must capture whoever is speaking at that time, whether from the podium or from the panel table. (The podium is located in the vicinity of the panel table, so a single camera is adequate.)

6) Does your organization need to be 508 compliant? If so, captions will be needed on both the live & on demand webcasts. In that case, do you prefer open or closed captions?

We do not caption our videos. The agency provides written transcripts of every event, but that is not the responsibility of the webcasting contractor.

7) Under CLIN Item #0001F you list conversion from PAL to NTSC. Will this be for the pre-recorded material handed to us for editing? Note: our organization videotapes in NTSC format, so conversion wouldn't be necessary when we are asked to videotape events.

From time to time MCC is provided video tapes or files from our country partners recorded in PAL format. Those tapes or files will need to be converted from PAL to NTSC for manipulation in a non-linear video editor.

8) How many packages do you intend to hand over to us for editing, if any?

We expect approximately five to ten packages for editing over the course of one year.

9) Approximately how many events do you foresee videotaping outside of our DC Metro area & what are the projected locations?

We foresee approximately two to five events per year outside the DC metro area, primarily in New York City.

10) If subtitled translations are required on some of the videos, will contractor be asked to hire a translator or will a translator be provisioned for by MCC?

Contractor will be asked to hire a translator.

11) Section 508 of the ADA mandates live and archived closed captioning for all webcasting. It is a standard prerequisite on all Federal and State webcasting requirements. We did not see any information on captioning in the requirements. Can you please clarify on your captioning requirements for ADA compliance.

12) Live and archived webcasts require content to be encoded into a media player format and bitrate. Can you clarify the format and bitrates for your webcasting proposal.

MCC prefers to receive either raw footage in the video camera’s native format or broadcast-quality footage in h.264 format.

13) What is your expected audience sizes for live webcast events.

Audience size for live webcast events ranges from 50 to 200. The average audience size is about 120.

14) For live webcasting, will MCC provide internet connectivity from the MCC Headquarters for webcasting purposes.

MCC will provide hardwired and/or wireless internet connectivity for live webcasting.

15) For Clin's 1A-1H, how many individual video packages do you anticipate creating from that.

For CLINs 1A-1H, we expect approximately five to ten packages over the course of one year.

16). For Clin's 2A-2B, video production is needed for a live webcast, are video production services for live webcasting separate from the video production services outlined in Clin 001

Yes, video production for CLINs 0002A-B is separate from the video production services outlined in CLIN 0001.

17). The RFP does not mention ADA Section 508 compliance. Do the live and on demand presentations need to be 508 compliant, e.g., captioning, TAB-Enter navigation, color scheming, etc.?

We do not caption our videos. The agency provides written transcripts of every event, but that is not the responsibility of the webcasting contractor.

18). How long will the webcast be archived?

MCC will host the webcast archive. No hosting is required on the part of the contractor.

19). For live webcasts, how many viewers need to be supported?

Up to 200 viewers should be supported. MCC’s live webcasts usually average between 20 and 50 viewers.

20). For the live webcasts, how many cameras will be needed? Who will provide video / audio signals?

MCC will provide both hardwired and wireless internet connectivity for live webcasting.

Except as provided herein, all terms and conditions of the document referenced in item 9A or 10A, as heretofore changed, remains unchanged and in full force and effect.
