About this file

This document is a statement of work for material characterization testing services required by the Naval Surface Warfare Center, Dahlgren Division. The contractor shall provide X-ray photoelectron spectroscopy depth and interface testing, Fourier transform infrared spectroscopy, Raman spectroscopy, scanning electron microscopy with focused ion beam, and transmission electron microscopy on samples of materials used in semiconductor manufacturing and photodetector processes. The contractor must be able to perform each of the listed test capabilities and probe samples at specified wavelengths during Raman spectroscopy tests. The contractor shall handle samples carefully, perform all work at their facility, and coordinate with the technical point of contact. The government will provide initial samples and notify the contractor of additional shipments. The contractor shall not be required to travel under this contract.

3.1.2The Contractor shall be able to provide each and all capabilities listed in the table above.
3.1.3The Contractor shall probe each sample at 785nm, 514 nm, 488nm, 405nm during the Raman Spectroscopy tests.
3.1.4The Contractor shall notify the Technical Point of Contact (TPOC) identified below at least 5 days prior to performing any tests in order to allow the Government time to coordinate a visit request with the laboratory to witness select testing.
3.1.5The Contractor shall handle all samples with care since the Government has limited samples available for performing these tests.
3.1.6The Contractor shall perform all services at the Contractor’s facility.
3.1.7The Contractor shall coordinate all work with the TPOC identified below.
4.0DATA DELIVERABLES

The Contractor shall provide data results in accordance with (IAW) CDRL A001.

5.0GOVERNMENT-FURNISHED PROPERTY/MATERIAL/INFORMATION (GFP/GFM/GFI)
5.1The Government will provide initial CEPSIS samples within 30 days after receipt of the order.
5.2The Government will notify the laboratory prior to all additional sample shipments for test and analysis.
