All interested vendors must submit a response by October 13, 2022, demonstrating their qualifications and interest. EEA will then determine whether to accept the Offeror's proposal or an offer from another vendor providing comparable or better value.

Due Diligence Posting of Notice of Intent to Purchase a Proprietary Product or Service
The Executive Office of Energy and Environmental Affairs (“EEA” or “Department”) of the Commonwealth of Massachusetts announces its intent to accept a Best Value Offer pursuant to the Commonwealth’s Due Diligence Posting policy, to contract for the following with Recharge Massachusetts (“Offeror”), pending the results of this Notice of Intent (“Notice”):
Description In 2019, the Executive Office of Energy & Environmental Affairs (EEA) procured the services of Recharge America (The Offeror) to implement MassEVolves (https://www.massevolves.org) a program that encourages, supports, provides technical resources and recognizes private sector investments in transportation electrification for company operations, employees and communities in Massachusetts. The original term of the contract ends on 9/30/2022; EEA would like to continue the partnership with the Offeror. The program is unique to this non-profit and is the first corporate recognition program of this type in the United States although other states are working with the Offeror to duplicate the program in their states.
Further, transitioning the existing program to another entity will disrupt progress to date and require significant investment of state resources and time to re-create tools, websites, policies and procedures already second nature to the Offeror. It would not be in the best interest or best value to the Commonwealth to start over again.
The program will continue from the end of this posting for three years with an anticipated contract value of up to $750,000.

• Ongoing engagement with aligned program stakeholders (e.g. Leading by Example, Green
Communities, Clean Cities, etc.)
Deliverable 5: Community Engagement + Events 30% | $75,000
• Launch and maintain campaigns in two (2) regionally significant communities per year
• Facilitate stakeholder discussions within each community
• Develop framework for equity-focused engagement in each community
• Plan and deliver annual tentpole outreach event in each community
• Plan and deliver ten (2) live online educational events per year
The Department is posting this Notice rather than conducting a full procurement because the Department believes this opportunity represents best value to the Commonwealth and is utilizing this Due Diligence Posting to ensure that the process is open, fair and competitive.
Determination of Other Interested Vendors The intent of this posting is to determine if there are any other interested and qualified vendors.
Any such vendors must submit documentation that they can also provide the same proprietary product or service
Response Requirement and Deadline All Interested Vendors and Offerors interested in responding to this Notice, regardless of prior communications with the Department, must submit a Response to this posting containing evidence of their qualification and interest. All required information must be submitted by 4:00PM EST on [Friday], [10/13/2022] as follows:
If, after the posting deadline has passed, interest is generated by this Notice, the Department will review all Responses and will determine whether they will: (i) accept the offer from the Offeror or (ii) accept an offer from another vendor offering a comparable or better value than the Offeror in their Response.

Quote Submission Method Online Quote Submission via COMMBUYS is required. All Interested Vendors and Offerors must submit Quotes online using tools available only to Sellers registered in COMMBUYS.

All Interested Vendors and Offerors who are awarded a contract resulting from this Notice, if any, will be required to maintain an active account during the duration of the Contract, by reviewing their registration information regularly and maintaining its accuracy.

Respond to Bids” may also be available. Check the OSD Training Courses schedule for Sellers/Business Entities for available locations, dates and times. Note that space is limited and pre-registration for trainings is required to attend. Follow instructions on the course schedule to register.
