DLA Troop Support C&E Class IV Barriers and Lumber Market Research Survey

The item(s) provided within the Market Survey are being considered for solicitation and subsequent award on a one time large procurement the will be considered complete at the time of final delivery and acceptance of the material, with no quality issues. As a potential supplier of these item(s) your answers to these questions and your recommendations concerning the item(s) will enhance and speed the solicitation process. We are asking that you fill out this Market Survey to the best of your knowledge so that we can generate a realistic, effective, all encompassing, complete, and accurate solicitation. This is not a Request for Quote. The Market Survey is for informational purposes only.

For this solicitation, the Government anticipates FOB Origin. Transportation will be handled by DDC-Enterprise Transportation Group.

The Defense Logistics Agency’s (DLA’s) Vendor Shipment Module (VSM) will make the transportation arrangements for all F.O.B. Origin orders. Utilization of VSM by the Contractor is mandatory. You will need to register with VSM. VSM is the Vendor Shipment Module and is the vehicle by which you will notify our transportation team experts that your shipment is ready for pick up. VSM will assess the information you provide, assign the carrier best suited for the shipment and notify you of the carrier choice. At that time, VSM will allow you to access your own contract information in order to print a commercial bill of lading, military shipping labels, packing slip, address labels and small parcel carrier labels.

THE TIE STRINGSH LL BE SECURELY FASTENED AT ITS CENTER TO ONE SIDE OF THE SAND BAG BETWEEN 4 AND 5 INCHES FROM THE TOP EDGE OF THE BAG, EITHERBY SEWING THE STRING IN THE STITCHES OF A SEWN SIDE SEAM OR BY THREADING THROUGH THE SIDE EDGE OF THE BAG AND KNOTTING (TYING) IF NEITHER SIDE OF THE BAG HAS A SEWN SEAM.

COMMERCIAL QUESTIONS:

In accordance with FAR 2.101, a commercial item is defined as:

(1) Any item, other than real property, that is of a type customarily used by the general public or by non-governmental entities for purposes other than governmental purposes, and—

(i) Has been sold, leased, or licensed to the general public; or,

(ii) Has been offered for sale, lease, or license to the general public;

(2) Any item that evolved from an item described in paragraph (1) of this definition through advances in technology or performance and that is not yet available in the commercial marketplace, but will be available in the commercial marketplace in time to satisfy the delivery requirements under a Government solicitation;

(3) Any item that would satisfy a criterion expressed in paragraphs (1) or (2) of this definition, but for –

(i) Modifications of a type customarily available in the commercial marketplace; or

(ii) Minor modifications of a type not customarily available in the commercial marketplace made to meet Federal Government requirements. Minor modifications means modifications that do not significantly alter the nongovernmental function or essential physical characteristics of an item or component, or change the purpose of a process. Factors to be considered in determining whether a modification is minor include the value and size of the modification and the comparative value and size of the final product. Dollar values and percentages may be used as guideposts, but are not conclusive evidence that a modification is minor;

(4) Any combination of items meeting the requirements of paragraphs (1), (2), (3), or (5) of this definition that are of a type customarily combined and sold in combination to the general public;

(5) Installation services, maintenance services, repair services, training services, and other services if—

(i) Such services are procured for support of an item referred to in paragraph (1), (2), (3), or (4) of this definition, regardless of whether such services are provided by the same source or at the same time as the item; and

(ii) The source of such services provides similar services contemporaneously to the general public under terms and conditions similar to those offered to the Federal Government;

(6) Services of a type offered and sold competitively in substantial quantities in the commercial marketplace based on established catalog or market prices for specific tasks performed or specific outcomes to be achieved and under standard commercial terms and conditions. For purposes of these services—

(i) “Catalog price” means a price included in a catalog, price list, schedule, or other form that is regularly maintained by the manufacturer or vendor, is either published or otherwise available for inspection by customers, and states prices at which sales are currently, or were last, made to a significant number of buyers constituting the general public; and

(ii) “Market prices” means current prices that are established in the course of ordinary trade between buyers and sellers free to bargain and that can be substantiated through competition or from sources independent of the offerors.

(7) Any item, combination of items, or service referred to in paragraphs (1) through (6) of this definition, notwithstanding the fact that the item, combination of items, or service is transferred between or among separate divisions, subsidiaries, or affiliates of a contractor; or

(8) A nondevelopmental item, if the procuring agency determines the item was developed exclusively at private expense and sold in substantial quantities, on a competitive basis, to multiple State and local governments.

General Questions:

1. Does any part of the items consist of foreign material?

2. Are there any special packaging requirements that you require that you would like to explain to the Government?

3. Have you encountered any specific problems with obtaining these items? (e.g. long lead-times, national shortage of raw material)

4. Please explain why and how your item is unique compared to the other similar items in the industry. (If sole source)

5. Is this item made of any type of material that is a major cost driver? (e.g. steel, petroleum-based product)

6. If you are a manufacturer, what is the production rate for these items? How many items can be produced at one time? Is the manufacturing process a batch process or a continuous process?

7. Do you have any commercial warranties? If not, please explain what your standard warranty is for the items that you sell. What is your commercial practice for returns? Do you use/have industry standards for product quality or safety?

8. Does your firm normally stock these items?

-If yes, how many are on hand at any given time?

-If no, would you be willing to stock these items?

9. If the Government wishes to use an option to extend the term of the contract, a pricing mechanism for the option year(s) will be included in any resultant contract.

-If the Government anticipated making a firm fixed price contract, would your firm be able to provide pricing on the items for the contract base period and any option years? In other words, could your firm price out 2 year, 3 years, 4 year or 5 years? If not, please state why.

-If the Government anticipated making a fixed price with economic price adjustment contract, would your firm be willing to accept this condition?

10. Do you currently have or have you had contracts with other Government agencies? Were there any significant problems encountered? Have you provided or are currently providing the requested items to government or commercial customers?

11. Are you registered on DIBBS and SAM (System for Award Management)?

12. Could your firm support surge and contingency plan operations for emergency situations?

13. Delivery orders issued under any resultant contract will be communicated to your firm via Electronic Data Interchange (EDI). Does your firm have EDI capabilities? If not, do you plan on establishing EDI capabilities in the near future?

14. Delivery orders issued under any resultant contract may contain terms for Inspection and Acceptance Terms to take place at either Origin or Destination. DCMA will administer all orders issued with Inspection an Acceptance at Origin terms. Can your firm accept Inspection and Acceptance at Origin terms? Can your firm accept Inspection and Acceptance at Destination terms? Does the Inspection/Acceptance point affect unit pricing?
