SOURCES SOUGHT (MARKET SURVEY)
Rehabilitate Elevator Systems Wind Cave National Park (Reference 140P6323B0013)
The National Park Service (NPS) is conducting a market survey to determine the interest and capability of contractors for a possible upcoming project. All costs associated with providing information in response to this market survey shall be the responsibility of the firm. Any information submitted is voluntary. The Contracting Officer will make an acquisition strategy decision based on the results of this market survey and a future solicitation may be issued based on information received from interested and capable contractors.
This is not an invitation for bid (IFB) or request for proposal (RFP) and does not constitute any commitment by the Government to issue any solicitation. All interested firms must respond to future solicitation announcements separately from responses to this market survey. Any solicitation that may be issued will be posted on SAM.gov.
Project Location: Wind Cave National Park, Hot Springs, South Dakota.
Project Description: The current elevators in use for visitor tours at Wind Cave will be replaced. Project shall include but not limited to all repairs and construction as required to replace two obsolete elevators and motors with two (2) energy efficient electrical drive systems, install new elevator shaft and pit lighting, install new central control system which allows each elevator to operate independently. Two (2) new structural columns and three (3) beams will be added as replacements. Scope of work requires inspection and detailing repairs for existing structural elements, cabin components, safety mechanisms, rails, speed governors, and shafts. Items that do not require replacement shall not hinder the overall lifecycle of the final project. It is imperative the remaining existing elevator components are structurally sound, safe, and parallel the equivalent life cycle of the newly designed components. Each elevator shall be controlled and operate independently of the other with individual call controls for each cab at each landing, operating at a minimum speed of 700 feet per minute. Will have card readers and keys to access the elevators from the lobbies. Will have two separate call buttons (one for each elevator). Will have one group controller with two elevators. Will have swing switch to allow the operators to run the elevators independently. Will replace all phones. The elevator cabin structure/frame will remain, and the finishes will be replaced. Specifically, two electric gearless passenger elevators with 2,500 lbs. capacity, with a speed of 700 fpm will received new non-regenerative AC electric drive motors with new computerized microprocessors allowing group operations with Firemans Emergency Services, Independent Service, Auxiliary Power, Hoistway Access, Security Card Reader and keypad and Swing Car operation with an Inconspicuous Riser. Replace existing gearless drive machine assemblies with new AC gearless drive machine assemblies with 1:1 roping, double wrap traction design. Provide new double-wrap deflector sheave mounted below machine beams. New drive machine assemblies to be provided with both main and auxiliary brake for unintended movement protection. Provide complete guarding of ropes and sheaves in machine room. The guarding shall allow visual inspection without removal. New governor, rope, and tensioning sheaves will be provided for each elevator. Door operators, clutches, and mechanical door operators with clutches and mechanical door restrictors. Provide new NEMA 4X car control station panels with required buttons and switches. Each panel to have integral speakerphone, emergency light, and FES phase II panel. Retain existing steel tee guide rails and bracketry for the cars and counterweights. Retain existing car structures. Provide new spring-loaded, adjustable roller guide assemblies. Provide new, gradual wedge safeties with a NEMA 4X electrical switch. Provide NEMA 4X top of car operating device. Provide new stainless steel platform guards and top of car handrails. Retain counterweight structures. Provide new spring-loaded roller assemblies for the counterweights. Add/delete weights for proper counterbalance. Retain compensating rope systems. Provide new installations service on both Elevator Nos. 1 & 2 for a period of 12 months after completion of the elevator work on both elevators in the project. Provide warranty from completion of the elevator work on the first elevator through a period of 12 months after completion of the elevator work on both elevators in the project. Lighting will also be installed within the elevator shaft environment.
Maintenance Service – Furnish full maintenance and callback service following elevator systems upgrades on both passenger elevators. Maintenance service is required for 12 months following completion of all elevator work on the Project. Contractor will be required to provide full maintenance and support using elevator mechanics available in the vicinity of Rapid City (one hour from Wind Cave) to ensure elevators are fully operational to provide a safe cave-tour environment.
Anticipated Period of performance: Submittals, manufacturing, shipping to occur from Contract Award Date (Estimated at January 2024) to October 15, 2024. Contractor will be required to store equipment offsite until October 15, 2024. Contractor will be required to mobilize and complete all on-site work between October 15, 2024 to March 31, 2025.
Magnitude: The magnitude of construction is between $1,000,000 and $5,000,000
The associated NAICS code is 238290, Other Building Equipment Contractors. The small business size standard is $22 million.
Interested contractors must also consider their construction bonding capacities when responding. Contractor. Contractors must be registered as a small business under the listed socio-economic categories in SAM (System for Award Management) under the specified NAICS to be considered/confirmed.
Limitations on Subcontracting: Contractors must also consider their ability to manage subcontractors of various business sizes and categories to ensure compliance with Limitations on Subcontracting requirements as outlined in the Federal Acquisitions Regulation.
