The Federal Bureau of Prisons (FBOP) is conducting market research in accordance with Federal Acquisition Regulation, Part 10. A single solicitation will be issued for Replace FPC Cooling Tower. The FBOP, Federal Correctional Institution Phoenix (FCI Phoenix) located at 37900 N. 45th Avenue in Phoenix, Arizona, intends to make a single award to a responsible entity that will provide all necessary equipment, labor, materials, incidentals, programming, and commissioning to replace the cooling tower at the Federal Prison Camp (FPC). It is the contractor’s responsibility to obtain permitting, should it be required. All manufacturers’ recommendations will be required to be implemented. All equipment specified must be brand name or an equal product.

This market research questionnaire is for information purposes only. The described requirement may or may not be included in the subsequent solicitation.

A summary of the requirements is as follows:

The Contractor will completely disconnect, remove, and properly dispose of the existing EVAPCO Cooling Tower Model LSWE, to include two taco system pumps. The Contractor to provide a new closed circuit cooling tower to match the existing cooling tower. Replacement includes reconnect of existing water supply and return piping (inlet, outlet, drains, and overflow), make-up water piping, re-connection of VFD’s, tie into existing electrical (high and low voltage), install new electrical whips, install two taco system pumps to match existing performance, install new access ladder handrail and platform on the new tower. The new tower basin shall be a 304 SS water touch basin. The demo and installation shall meet all federal, state, and local codes. All recommendations suggested by the manufacturer will be included in the installation. The Contractor will clean-up work area, start-up/test, and commission the equipment upon completion of installation and train FBOP staff.

Specifications:

Fan Motor – Fan motor(s) shall be 18.5 kW suitable for outdoor installation on 480 volts, 60 hertz, and 3 phase, 30-amp electrical service, 25 hp. Motor(s) shall be mounted on an adjustable base.

Fan and Drive System - Fans shall be forwardly curved centrifugal type of hot-dip galvanized construction.

The fans shall be factory installed into the pan-fan section, and statically and dynamically balanced for vibration free operation. Fans shall be mounted on either a solid steel shaft or a hollow steel shaft with forged bearing journals. The fan shaft shall be supported by heavy-duty, self-aligning bearings with cast-iron housings and lubrication provided fittings for maintenance. The fan drive shall be V-belt type with taper lock pulleys designed for 150% of the motor nameplate kW. Drives are to be mounted and aligned at the factory.

Water Recirculation Pump - The two pumps shall be a close-coupled, centrifugal type with a mechanical seal. Pump motor shall be 2.2 kW design suitable for outdoor installation on 480 volts, 60 hertz, and 3 phase, 24-amp electrical service, 20 hp.

Water Distribution System - The system shall provide a water flow rate of not less than 1 gal./sec. over each square meter of unit face area to ensure proper flooding of the coil. The spray header shall be constructed of polyvinyl chloride pipe for corrosion resistance. All spray branches shall be removable and include a threaded end plug for cleaning. The water shall be distributed over the entire coil surface by precision molded from heavy-duty, glass reinforced nylon spray nozzles for long life and 100% corrosion resistance (34 mm diameter orifice and 38 mm clearance between the nozzle bottom and water diverter plate) with an internal sludge ring to eliminate clogging. Nozzles shall be threaded into the spray header to provide easy removal for maintenance.

Casing and Fan Section - The casing and fan section shall be constructed of Z-725 heavy gauge mill hot-dip galvanized steel. During fabrication, all panel edges shall be coated with a 95% pure zinc compound.

Eliminators - The eliminators shall be constructed of inert polyvinyl chloride that has been specially treated to resist UV degradation. Assembled in easily handled sections, the eliminators shall incorporate three changes in air direction to assure removal of entrained moisture from the discharge airstream. The maximum drift rate shall not exceed 0.001 % of the recirculated water rate.

Water Inlet(s) - Grooved pipe with mechanical coupling or welded fittings will be acceptable.

Water Outlet(s) - Grooved pipe with mechanical coupling or welded fittings will be acceptable.

Fill - Fill and integral drift eliminators formed from self-extinguishing (per ASTM D-568) polyvinyl chloride (PVC) having a flame spread rating of 5 per ASTM Standard E84-77a. Suitable for a maximum enter water temperature of 130° F (54.44° C). Eliminators should be designed to effectively strip entrained moisture from the leaving airstream with a minimum of air resistance.

Basin Water Level Control - Make-up valve with unsinkable polystyrene filled plastic float arranged for easy adjustment. Make-up valve should be corrosion resistant and suitable for water supply pressures between 15 psig (103 kPa and 50 psig (345 kPa).

Basin Sweeper Piping - Cold water basin should include Polyvinyl chloride (PVC) sump sweeper. Influent and effluent connections for connecting to a user supplied filtration system. 20 psig (135 kPa) pressure is required at the water inlet.

Access Door Platform - An external service platform(s), with aluminum ladder(s), galvanized safety gate and 1-1/4" (32mm) galvanized steel pipe safety railing complying with OSHA standards and regulations.
