Statement of Work (SOW) Replace Fire Alarm Control Panel and Upgrade BAS Controls at Forest Center
Vision Statement
Replace malfunctioning fire alarm control panel at the Carriage Barn Visitor Center. Upgrade the Building Automation System (BAS) at the Forest Center
1 Introduction The Carriage Barn was built on the foundation of an earlier stable in 1895 to house the Billings Family horses, carriages, and sleighs. It was designed by the nephew of Frederick and Julia Billings, Ehrick Kensett Rossiter, of Rossiter and Wright Architects. The building has been adapted by the National Park Service for use as the park's headquarters and visitor center, with offices, exhibits, bookstore, and reading area. During the 2021 annual testing of the fire alarm control system, a component the integral battery back-up charging system failed.
Built in 2008, the Forest Center was designed by Steve Smith of Smith, Alvarez, Sienkiewycz Architects, Burlington, Vermont and built by H.P. Cummings, Woodsville, New Hampshire.
Forestry services were provided by Redstart Forestry and Consulting, Corinth, Vermont, with additional work undertaken by Long View Forest Contracting of Westminster, Vermont. The Forest Center provides classroom and flexible meeting space for school groups, NPS staff, and non-profits. The Forest Center was the first Platinum LEED project in the Northeast Region.
Presently, the Building Automation System (BAS) has become outdated and is malfunctioning.
The BAS controls are no longer supported by the manufacturer.
1.1 Mission
Restore fire alarm functionality and reporting capabilities to ensure the safety of staff and visiting public at historic Visitor Center. Restore BAS operation at the Forest Center by integrating the BAS into existing BAS controls for the park.
1.2 Background
The 2021 annual fire sprinkler and reporting system functionality test, completed by an outside contractor, resulted in a failed internal component to the back-up battery charging system.
Internal repair to the failed module would outweigh the cost of replacing the control panel, according to the current alarm monitoring company senior technician. Replacing the control panel with new is recommended. The current panel is a Knight “intelliKnight” Model 5820XL.
The Forest Center Building Automation System (BAS) was installed in 2008. The BAS was independent of all other park buildings and operated without major issue for over ten years.
Local control technicians no longer have software or equipment to communicate with the outdated controllers of the BAS. The recommendation from the local BAS controls company is to integrate a new series of controllers in the Forest Center with the existing BAS of the Carriage Barn, Mansion, and Belvedere.
The BAS system of Carriage Barn/Mansion/Belvedere was installed in 2018. The system controls 13 heat pumps, a ground source geothermal cooling system, 2 pellet boilers, 3 back-up boiler systems, an Energy Recovery Ventilation System (ERV), and numerous support systems.
This BAS is controlled by a supervisory controller, or “JACE” controller.
The integration of the Forest Center BAS into the current JACE controller may “max-out” or exceed the capability of the controller. It is recommended to upgrade the JACE Supervisory Controller, as well as the outdated field controllers of the Forest Center, and integrate the two systems.
1.3 Scope
This project will remove and properly dispose of the failed fire control panel. A direct replacement or equivalent will be installed in accordance with the manufacturer. All alarm monitoring points will be verified by physical location and programmed to the new control panel.
The new equipment will be tested and inspected to conform with current state and federal guidelines. The current panel is a Knight “intelliKnight” Model 5820XL.
This project will replace the JACE supervisory controller, all field devices and controllers at the Forest Center, all wiring and programming to integrate upgraded equipment to the new JACE, create new graphics for all new devices, identify any non-functional equipment, test, and verify operation.
2 General Requirements Job site is located at Marsh-Billings-Rockefeller National Historical Park, 54 Elm St. Woodstock
VT.
Work to be completed by October 30, 2023.
2.1 Non-Personal Services
The Government shall neither supervise contractor employees nor control the method by which the contractor performs the required tasks. Under no circumstances shall the Government assign tasks to, or prepare work schedules for, individual contractor employees. It shall be the responsibility of the contractor to manage its employees and to guard against any actions that are of the nature of personal services, or give the perception of personal services. If the contractor believes that any actions constitute, or are perceived to constitute personal services, it shall be the contractor's responsibility to notify the Procuring Contracting Officer (PCO) immediately.
2.2 Business Relations
The contractor shall successfully integrate and coordinate all activity needed to execute the requirement. The contractor shall manage the timeliness, completeness, and quality of problem identification. The contractor shall provide corrective action plans, proposal submittals, timely identification of issues, and effective management of subcontractors. The contractor shall seek to ensure customer satisfaction and professional and ethical behavior of all contractor personnel.
2.3 Contract Administration and Management
The following subsections specify requirements for contract, management, and personnel administration.
2.3.1 Contract Management
The contractor shall establish clear organizational lines of authority and responsibility to ensure effective management of the resources assigned to the requirement. The contractor must maintain continuity between the support operations at Marsh-Billings-Rockefeller National Historical Park and the contractor's corporate offices.
2.3.2 Contract Administration
The contractor shall establish processes and assign appropriate resources to effectively administer the requirement. The contractor shall respond to Government requests for contractual actions in a timely fashion. The contractor shall have a single point of contact between the Government and Contractor personnel assigned to support contracts or task orders. The contractor shall assign work effort and maintaining proper and accurate time keeping records of personnel assigned to work on the requirement.
2.3.3 Personnel Administration
The contractor shall provide the following management and support as required. The contractor shall provide for employees during designated Government non-work days or other periods where Government offices are closed due to weather or security conditions. The contractor shall maintain the currency of their employees by providing initial and refresher training as required to meet the PWS (Performance Work Statement) requirements. The contractor shall make necessary travel arrangements for employees. The contractor shall provide necessary infrastructure to support contract tasks.
2.4 Subcontract Management
The contractor shall be responsible for any subcontract management necessary to integrate work performed on this requirement and shall be responsible and accountable for subcontractor performance on this requirement. The prime contractor will manage work distribution to ensure there are no Organizational Conflict of Interest (OCI) considerations. Contractors may add subcontractors to their team after notification to the Procuring Contracting Officer (PCO) or Contracting Officer Representative (COR). Cross teaming may or may not be permitted.
2.5 Contractor Personnel, Disciplines, and Specialties
The contractor shall accomplish the assigned work by employing and utilizing qualified personnel with appropriate combinations of education, training, and experience. The contractor shall match personnel skills to the work or task with a minimum of under/over employment of resources. The contractor shall ensure the labor categories as defined in the Labor Categories document, labor rates, and man-hours utilized in the performance of each Task Order (PWS line item) issued hereunder will be the minimum necessary to accomplish the task. The contractor shall provide the necessary resources and infrastructure to manage, perform, and administer the contract.
2.6 Location and Hours of Work
Accomplishment of the results contained in this PWS/SOW requires work at Marsh-Billings- Rockefeller National Historical Park, Woodstock VT. Normal workdays are Monday through Friday, except US Federal Holidays. Workers typically work eight (8) hours per day, 40 hours per week. Core hours of work are from 0730 to 1600 daily.
3 Performance Requirements The following section specifies the Performance Objectives and Performance Elements for the contract.
3.1 Remove and replace Fire Alarm Control Panel, JACE Supervisory Controller, Upgrade BAS system
Fire Panel
The malfunctioning control panel will be removed and properly disposed of. The new panel will be installed in accordance with the manufacturer recommendations. Approximately 20 alarm zones and multiple zone points will be located, programmed, and labelled in the system to match the existing descriptions of those zones and points. Work with existing monitoring company as needed to ensure all aspects of the system are accessible. Match the existing panel (or equivalent) to existing wall opening, frame/sheetrock new opening if needed, and match the existing wall color, as well as a smooth transition. Conduct a satisfactory system test of all components per local, state, and federal guidelines for fire alarm systems. All components to be approved by the NPS prior to install. The current panel is a Knight “intelliKnight” Model 5820XL Version 9.09.
JACE Controller
Remove and properly dispose of current JACE Controller and all related components, replace with new.
a. Includes Providing, Wiring & Programming (1) New Distech N4 Jace Supervisory Controller Licensed for (35) Field Devices with (1) Year Software Maintenance License to Replace (1) Existing Legacy AX Jace Supervisory Controller.
b. Includes Integration of (1) Existing Modbus Field Controllers / Devices into the Existing N4 Jace Supervisory Controller.
c. Includes Integration of (4) Existing Lonworks Field Controllers / Devices into the Existing N4 Jace Supervisory Controller.
d. Includes Integration of (17) Existing BACnet Field Controller / Device into the Existing N4 Jace Supervisory Controller.
e. Includes Creation of New Graphics for all Existing Associated DDC Controlled Systems to be hosted on the New Distech N4 Jace Supervisory Controller.
f. Includes Replicating all Existing Trending and Alarming onto the New Distech N4 Jace Supervisory Controller.
g. Includes identifying any nonfunctional Existing Field Controllers and or Field Control Components (For Owner consideration of Repairs at an additional cost).
Building Automation System (BAS)
a. Includes Distributed Control System (DCS) Network Architecture.
b. Includes Adding (3) New Distech IP Based DDC Field Controllers to the Existing AX Jace Supervisory Controller (CTI Assumes the Existing Jace Supervisory Controller is Currently Capable of Accommodating (3) New Added Distech BACnet IP Devices).
c. Includes Providing, Mounting and Configuring (1) New Distech Wall Mounted 10” Display (To be Mounted in Place of Existing 1st Floor Wall Mounted KMC Control System Monitor).
d. Includes Graphical Representation of DDC Controlled Forest Center Building Systems and Updating Any Existing Site Plan Home Page Graphic.
e. Includes Programming Standard Alarms, Equipment Scheduling, Trending and Energy Management Routines.
f. Includes ASHRAE Standard 135-2010 BACnet Data Communication Protocol for Building Automation Systems.
2. Existing Heating Plant DDC Control System:
a. Includes DDC Monitoring and Control of Points Shown on Existing KMC Boiler Plant Control Drawing #2 Dated 8-25-07.
b. Includes Providing, Wiring & Programming (1) New Distech IP based DDC Field Controller to Replace (1) Existing Legacy KMC DDC Field Controller (Existing Control Sensors, Relays, Control Valves, Control Dampers, Actuators Control Panels, Transformers & Control Wiring to Remain as is and be Reused with New DDC Controller).
c. Includes Replicating the Existing KMC Sequence of Operations as Shown on the Existing KMC Control Drawings Dated 8-25-07.
4 Special Requirements This section describes the special requirements for this effort. The following sub-sections provide details of various considerations on this effort.
4.1 Safety
Contractor Compliance: The contractor and its subcontractors shall comply with Public Law 91- 596 (Occupational Safety and Health Act (OSHA)) and the Environmental, Safety, and
Occupational Health (ESOH) (DODD 4715.1E). These requirements shall be incorporated into the contractor's safety and health program. The Department of Defense (DoD) participates in the OSHA Voluntary Protection Program (VPP). Contractor personnel performing services on a DoD installation shall participate in the local VPP. Information on the VPP is available at http://www.osha.gov/dcsp/vpp/index.html.
Mishap Notification and Investigation: The contractor and its subcontractors (if applicable) shall promptly report pertinent facts regarding mishaps involving Government property damage or injury to Government personnel and to cooperate in any resulting safety investigation. The contractor shall notify (via telephone) the cognizant contracting officer, the contracting officer's representative, and/or other applicable members within four (4) hours of all mishaps or incidents. The Government person notified by the contractor will in-turn notify the Safety office. Contractor notifications made after duty hours shall be reported to the appropriate installation representative. If requested by the cognizant contracting officer, the contracting officer's representative, and/or the cognizant program manager, the contractor shall immediately secure the mishap scene/damaged property and impound pertinent maintenance and training records until released by the investigating safety office. If the Government investigates the mishap, the contractor and the subcontractors shall cooperate fully and assist the Government personnel until the investigation is completed.
4.6 Inspection & Acceptance
The National Park Service reserves the right to conduct any testing or inspection it may deem advisable prior to acceptance and payment to assure that all work conforms to the specifications herein.
