Answer: Please see Amendment 0001. The RFP close date has been extended from 01/29/18 to 02/02/18.

2. When will Attachment 1 - DD254 be provided?

Answer: The DD254 is in progress and will be provided as soon as possible. The PWS outlines applicable security requirements that Offerors need to abide by. It is not guaranteed that the DD254 will be provided by the RFP close date.

3. Will the Government provide sponsorship for a Top Secret (TS) facility clearance to the Awardee?

Answer: No. The Prime must have an active TS facility clearance at time of award.

4. Will the Government accept a TS facility clearance by the subcontractor, while the Prime files for a TS facility

Clearance?

Answer: No. The Prime must have an active TS facility clearance at time of award. The subcontractor is not required to have a TS facility clearance.

5. Is the TS facility clearance required at proposal submission or time of award?

Answer: An active TS facility clearance is required at time of award. Anticipated award date is prior to the beginning of the base period of performance (12 March 2018).

6. What are the "equivalent certifications" that the Government will accept in lieu of Threat Vulnerability Assessor and Program Manager Certifications or Carnegie Mellon University SEI CERT?

Answer: Please see Amendment 0001. The Government will accept the following equivalent certifications:

Insider Threat Program Manager

Insider Threat Hub Operations Course

Insider Threat Program Assessor

Insider Threat Vulnerability Assessor

Project Management Professional (PMP)

Master Project Management

7. Should the contingent offer letters be provided in the technical volume and would you like current employees to sign their resumes?

Answer: Please see Amendment 0001. Contingent offer letters are separate from key personnel resumes and should be provided as part of Volume I - Technical. Current employees are not required to sign their resumes.

8. The Solicitation does not request Past Performance or Corporate Experience. Given the criticality of the Insider

Threat Program, was this omission unintentional?

Answer: No. Past Performance and Corporate Experience are not evaluation factors.

9. The Solicitation requests six key personnel positions immediately available upon award. Does the government require all six key personnel full time and on-site upon award or can they be phased in based on requirements?

Answer: It is the Offeror’s responsibility to propose the required number of individuals (key and non-key personnel) and their level of effort. All key personnel shall provide on-site support in accordance with Section 15.0 of the PWS and be staffed upon award.

10. In an effort to accomplish certain elements within the SOW, specifically the development and/or evaluation of curriculum for modular, ILT, and CBT, a mix of personnel other than those defined as key in Section 15.0 may be required. Could the Government please confirm that the use of non-key personnel, in addition to the required key personnel, is acceptable? This will reduce cost and burden on the Government.

Answer: Yes. Offeror’s may propose non-key personnel.

11. Section 4.4, specifically items c through f, can the Government please define the number of hours of training that will be developed for each category (i.e. modular, ILT, and CBT) and identify what level of interactivity

(ex. Level 2, 3, or 4) is required for the training requirement? Since this is a FFP procurement, this level of detail is essential for offerors to provide accurate pricing.

Answer: The training development will require research and development to determine how long the training will be as it will vary by audience, vary by method of delivery and such. The Government has conceptualized building a training product that can be delivered at all levels of the resident professional military education courses (enlisted and officer for typically less than one hour), and possibly online in a CBT format. The Government is seeking assistance from contractors to help develop and make that determination.

12. Could the Government please confirm that only Key Personnel are required to report onsite and that non-key personnel may provide support offsite?

Answer: Please see Amendment 0001. Yes. All key personnel are required to provide on-site support in accordance with Section 15.0 of the PWS. Offeror’s may propose non-key personnel. It is the Governments preference to have the majority of the personnel provide on-site support. There are a maximum of 12 seats available at MCB Quantico for on-site personnel.

13. Who is the incumbent company? What is the historical level of effort on the previous contract and what is the contract value?

Answer: This is a new requirement as a whole.

14. Will the Government accept additional labor categories to meet specific requirements provided that they are well defined and personnel meet those requirements? If so, must these additional proposed labor categories also be considered key?

Answer: Yes. Offeror’s may propose additional labor categories. It is up to the Offeror to specify whether the additional labor categories are considered key personnel under the contract.

15. The Sources Sought notice for this acquisition did not require Insider Threat Vulnerability Assessor or Program

Manager Certifications. The Program Specialist key position was revised to include a new mandatory requirement for the ITVA and ITPM Certifications. These Certifications are very expensive, only held by a very small group, and are not required by DoD or Marine Corps policy. Would the Government consider removing this new requirement?

Answer: Please see Amendment 0001. Please see answer to #6 above.

16. Will the Government accept ITVA and ITPM Certifications that are in process and completed prior to contract start?

Answer: Yes. The Government will accept ITVA or ITPM Certifications in process, but must be completed prior to contract start.

17. The Scope of the Solicitation was revised from the Sources Sought to identify Carnegie Mellon University SEI

CERT as an “Insider Threat enterprise representative(s).” SEI CERT is a FFRDC and not an insider threat enterprise representative for the Marine Corps. Is the change in Scope and the inclusion of associated new personnel requirements a mistake?

Answer: Carnegie Mellon University SEI CERT is an FFRDC that has provided training, assisted in the development of the Insider Threat Minimum Standards, National Insider Threat Task Force training, and has the capability to provide research data that can directly support program development, trigger and process refinement, training and certifications for insider threat personnel both within and outside of DoD. They are not a representative, but an FFRDC that has supported the Marine Corps in related research projects that have and will be leveraged. This is not considered a change scope nor does it infer additional personnel requirements. Sources Sought notices are merely for market research purposes and do not contain “final” requirements for bidding purposes. The Solicitation details the requirements for the required services.

18. Would the Government accept a Contingency resume in lieu of a signed Letter of Intent?

Answer: No. The Government will not accept a Contingency resume in lieu of a signed Letter of Intent.

19. Will the Government confirm that the Letters of Intent are also not included in the page limitation?

Answer: Please see Amendment 0001.Letters of Intent are not included in the page limitation.

20. Will the Government consider allowing 10 point Times New Roman for headers and footers? This allows offerors to fit disclaimer language.

Answer: Yes.

21. Given the scope of work may be described as “Operationally Critical Support, would the Government consider assigning a DPAS rating to this contract?

Answer: No. A DPAS rating is not applicable for this requirement.

22. “The plan must include any proposed subcontracting arrangements…” Will the Government clarify if a narrative response is sufficient to answer to this requirement?

Answer: Yes, a narrative response is sufficient.

23. Can you please clarify if the report like item referenced in 5.2f are the results of the Analytic Report case studies referenced in 4.3e.

Answer: Yes, 5.2f is referencing 4.3e.

24. What are the WDOL classifications for all the positions?

Answer: Service Contract Act does not apply to this requirement. Wage Determination is not applicable.

25. Are Offerors required to fill in the CLIN for travel or leave the $20,000.00?

Answer: Please see Amendment 0001. The estimated travel amount of $20,000.00 per each period of performance will be used in the total evaluated price for all offerors. Offerors shall use the government-provided travel amount in their proposed price.

26. Are Offerors required to change the $8,000.00 for ODCs or propose our own?

Answer: Please see Amendment 0001. The estimated ODC amount of $8,000.00 per each period of performance will be used in the total evaluated price for all offerors. Offerors shall use the government-provided ODC amount in their proposed price.

27. Will the Government provide an Independent Cost Estimate (ICE) to assist Offerors in assessing the reasonableness of their price?

Answer: No. The ICE is internal information to the Government and will not be shared with Offerors.

28. The Solicitation suggests that one of each is a key-personnel: Program Specialist, Social Scientist (SME), Senior Analyst, Policy Development Specialist (SME), Program Evaluation & Training, and Physical Specialist.

However, the pricing list has two rows of Labor Category for each Task. Can the Government please specify how many key personnel resumes are required as part of the submission? Is it 6 as suggested in

Solicitation or 8 as suggested in Pricing Spreadsheet.

Answer: The Government will not indicate how many key personnel resumes are required for this effort. The

Pricing Spreadsheet is just a template. It is up to the Offeror to determine how many individuals are required to fulfill each task. The rows are just placeholders and Offerors may add or remove rows as necessary.
