SOURCES SOUGHT NOTICE

Subject: G4 Program Management Support

THIS SOURCES SOUGHT IS FOR INFORMATIONAL PURPOSES ONLY. THIS IS NOT A REQUEST FOR

PROPOSAL. IT DOES NOT CONSTITUTE A SOLICITATION AND SHALL NOT BE CONSTRUED AS A

COMMITMENT BY THE GOVERNMENT. RESPONSES IN ANY FORM ARE NOT OFFERS AND THE

GOVERNMENT IS UNDER NO OBLIGATION TO AWARD A CONTRACT AS A RESULT OF THIS

ANNOUNCEMENT. NO FUNDS ARE AVAILABLE TO PAY FOR PREPARATION OF RESPONSES TO

THIS ANNOUNCEMENT. ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS NOTICE IS

STRICTLY VOLUNTARY.

NOTE: This sources sought notice is seeking 8(a) participants ONLY.

DESCRIPTION:

1.0 INTRODUCTION

The Marine Corps Installations Command (MCICOM) Logistics and Services (G4) provides policy guidance, analytic support, and programmatic oversight of Supply Operations, policies and procedures for: accountability and management of Marine Corps Garrison Property (GP)(including Information Technology (IT) assets), and other accountable property aboard Marine Corps installations; procurement of installation services and IT systems;

procurement of Garrison Mobile Equipment (GME) and non-tactical transportation assets; as well as Food Service support. G4 also provides Headquarters Marine Corps (HQMC) liaison functions with the Defense Commissary

Agency (DeCA), subject matter expertise on Support Agreements, support to Joint Basing, and oversight of the

HQMC Warfighter and Performance Dietitian. All of these functions contribute to optimizing installation support to

Marine Corps Operating Forces, installation tenant commands, Marines, and their family members.

2.0 BACKGROUND

The MCICOM G4 organization consists of four Branches and provides for the following mission areas:

The Food Services Contract Program Management Office (PMO) is responsible for the acquisition and execution of food service support for Continental United States (CONUS) mess halls, providing our Marines with a high quality, nutritious menu developed using industry best practices, and controlling program costs from inception to execution.

The Transportation Services Branch (TS) is responsible for establishing Garrison Mobile Equipment (GME) and non-tactical vehicle (NTV) management policies for the entire Marine Corps. It centrally manages the procurement of all non-tactical automotive passenger and cargo vehicles, engineering and material handling equipment. It plans, programs, budgets, and executes the funding to procure all Marine Corps NTVs. In addition, the Transportation

Services branch directly manages the Garrison Transportation and Management program for Deputy Commandant, Installations and Logistics and for Marine Corps Installations Command. Through this program, the Marine Corps manages personnel, maintenance, and operations of all commercial transportation activity aboard Marine Corps installations and Marine Forces Reserves. The Transportation Services branch is also directly involved in efforts to meet Legislative, Presidential, and Department of the Navy energy mandates and goals.

The Supply and Services Branch is responsible for policy and programmatic oversight of accountable USMC

Garrison Property within the Defense Property Accountability System (DPAS) and establishing property accountability Internal Controls procedures across Marine Corps Installations in accordance with DoD regulations.

The Supply and Services Branch provides guidance concerning accountability of assets, comments on all DoD regulations and policies governing Garrison Property, and reviews and updates supply-related Marine Corps Orders

(MCOs) on a bi-annual basis. The Supply and Services Branch also develops, publishes, and implements policies and procedures for the provision and management of investment-type plant property, garrison property, collateral

- 2 -equipment in support of military construction (MILCON), warehouse modernization equipment, supply operations, and preparing associated Program Objective Memorandum (POM) for supported Marine Corps activities.

The Food Service and Subsistence Branch is responsible for Outside of Continental United States (OCONUS) garrison mess hall operations, all operational rations (field feeding) requirements, and establishing policies for garrison and field feeding.

3.0 SCOPE

The scope of this requirement is to provide program management, technical, and data analysis support services across the MCICOM G4 organization. Contractor services are required to support each G4 Branch with the day-to-day operations to successfully execute their respective mission areas as described above by providing:

Resources for labor, equipment, materials, and facilities

Acquisition Program Management support to include pre-award and post-award activities

Information and engineering analyses support

Document preparation and printing support

Data research, data collection, and data generation and development through field investigations

Research of publications and special studies

Risk assessments and analyses

System Maintenance, Help Desk support, and System Administrator functions

Best practice recommendations for acquisition planning and contract administration

Technical reviews and analyses

Field engineering investigations and studies

Reporting and documentation support on program areas related to the operation of the US Government (US

Marine Corps and/or other Department of Defense entities) installations, facilities and logistics systems and processes

Logistic support for meetings, symposia, conferences, and training events

4.0 REQUIREMENTS

4.1 TASK 1 – G4 PROGRAM MANAGEMENT SUPPORT

The Contractor must:

a) Train designated installation personnel on the Evaluation Module of the Quality Surveillance Plan

Application (QASP App).

b) Provide bi-monthly quality assurance of data inputted by Government representatives in the QASP App.

c) Compile data from the QASP App and present the data to the COR and/or Government personnel designated by the COR on a bi-monthly basis.

d) Provide training to designated installation representatives on the processes and procedures of generating

Monthly Status Reports.

e) Aggregate data from the Monthly Status Reports from each installation into the PMO master file monthly.

f) Execute revisions to QASP documentation based on changes provided by the Government.

g) Execute revisions to software requirement documentation provided by the Government for systems associated with G4 Program Management Support functions.

h) Compile USMC Mess Hall usage statistics and QASP App survey data into a monthly report.

i) Coordinate and support Government-initiated meetings to include space reservations for up to 20 attendees, generating presentation materials based on Government requirements, recording meeting minutes, and maintaining records.

j) Monitor program budget within the financial management systems including Standard Accounting

Budgeting and Reporting System (SABRS), Program Request Builder, Wide Area Workflow (WAWF), Electronic Document Access (EDA), MyInvoice, and SABRS Management Analysis Retrieval System

(SMARTS).

k) Coordinate biannual Incentive Award Fee meetings to include space reservations for up to 40 attendees for

- 3 -a five-day period, producing briefing materials, recording meetings minutes, and maintaining briefing records.

4.2 TASK 2 – TRANSPORTATION SERVICES

a) Analyze GME and NTV management policies MCO 11240.106d and MCO 4500.36, respectively, and provide recommendations on policy and process revisions to include:

Annual Class "A" Vehicle assignments

Common Output Levels of Service (COLS) development

POM procedures

TS Branch SharePoint utilization

Telematics Policy

Domicile-to-Duty Policy

The Fleet Manager Award Program

P-19R Fielding and Sustainment Plan

b) Evaluate funding data and develop an annual financial analysis report to include funded requirement expenses, readiness costs, and cost of maintenance for all TS components.

c) Coordinate biweekly TS Working Group (WG) meetings to include producing briefing materials and decision papers, recording meetings minutes, and maintaining meeting records.

d) Facilitate TS Branch Acquisition functions to include:

Budget development and execution

Procurement Process

Vehicle Lease Program budget

Modifications of Allowance

Equipment specifications coordination

Financial Auditing/Internal Control Program Coordinator

Tri-Annual Review

Equipment specifications

Fleet Card Program oversight

e) Facilitate TS Branch Operations functions to include:

Fleet Focus Fleet Management Information System (FMIS)

Fleet Focus help desk functions

Fleet Focus to Defense Property Accountability System (DPAS) transition

Annual Fleet and fuels management reports (A11/VAM/701 waivers) via FAST

Create/Release Scorecards

Federal Automotive Statistical Tool (FAST) administration

Develop Transportation Support Plans

DON Tracker management/AMHS; Track, brief, and manage all tasks and messages.

f) Provide Technical Support for the USMC Fleet Management Information System (FMIS) Fleet Focus

(Assetworks) to include:

System Maintenance (e.g., troubleshooting, backups, and approved updates)

Help Desk support (i.e., granting/revoking Systems Access (user rights), performing password resets, and troubleshooting)

Generating and analyzing data reports (i.e. Fuel consumption, Vehicle utilization, and Maintenance

Costs, etc.), life-cycle cost analysis, preparing and collecting data summaries, and documenting results from site visits and audit readiness.

4.3 TASK 3 – SUPPLY AND SERVICES

a) Develop predictive modeling for Installation Management functions, supporting the formulation, preparation, and maintenance of technical documentation such as manuals, specifications, and data summaries.

b) Analyze and provide recommendations for POM impacts of the Common Output Level Service outputs for

Joint Basing and for future deployment across all installations.

c) Provide Technical Support for the Logistics Facility Services Application (LFS apps) system, this is how the Supply Services gathers Marine Corps requirements for Collateral Equipment, Personnel Support

Equipment, Command Support Equipment and gathers to include:

System Maintenance (e.g., troubleshooting, backups and approved updates)

Help Desk support (i.e., granting/revoking Systems Access (user rights), performing password resets, and troubleshooting)

Extracting LFS Apps data reports (i.e., Furniture, Furnishing and Equipment studies), life-cycle cost analysis, preparing and collecting data summaries, and documenting results from site visits and audit readiness while ensuring policies and regulations are adhered to.

Compare interagency programs and policies that can be implemented for Marine Corps use for cost reductions

d) Provide daily Technical Support for Defense Property Accountability System (DPAS) to include:

Data Request for DPAS cataloging.

Extracting DPAS data reports (i.e. Monthly, Quarterly, and Asset Inquires).

Prepare and collect data summaries from site visits and to ensure all Marine Corps Garrison Property assets are ready for the FY2018 GAO Audit.

Document results from site visits and audit readiness to ensure policies and regulations are adhered to.

e) Prepare relevant information prior to participation in various meetings, including regularly scheduled weekly and quarterly audit meetings and monthly working groups.

f) Execute revisions to Acquisition Planning and Execution documents provided by the Government.

g) Evaluate program documentation provided by the COR, provide revision recommendations, and execute approved changes accordingly

h) Facilitate G4 communications regarding installation management matters with the Deputy Commandant

(Programs and Resources) to include providing other Government Officials with supplemental information

(e.g. reports, data calls, briefing materials, etc.).

i) Define program requirements and collaborate on issues requiring program improvements and back briefing government staffs as needed on a routine basis. Preparing after-action reports for submission to government staffs and developing expert level recommendations for adjustments and/or enhancements to program policy, procedural and process requirements.

j) Prepare briefing and presentation materials for the weekly status meetings.

k) Research and assess the impacts of new legislation on programs, such as DoD GAO Audit , G-Invoicing, and Marine Corps Policy rewrites.

l) Develop technical and financial analysis reports summarizing the impacts of designated programs on G4’s budget and POM.

m) Review, recommend, and write proposed changes to policy manuals and other guidance documents;

supporting the formulation, preparation and maintenance of program and project management plans by developing and providing inputs such as research material and milestone charts, and performing editing of draft documents.

n) Coordinate the logistics for training events and conferences to include reservations for lodging, conference rooms, training sites, and communication with training/conference attendees monthly.

4.4 TASK 4 – FOOD SERVICE

a) Aggregate data from the Monthly equipment reports from each installation into the Food Service master file quarterly.

b) Develop presentation materials for the Food Service POM (monthly).

c) Aggregate data from all Food Service released DON Trackers from each installation into the Food Service master file monthly.

d) Develop monthly quality assurance and surveillance reports in support of Food Service equipment repairs, safety reports, and sanitation evaluations.

e) Maintain and update the Food Service safety and sanitation evaluations checklist on a monthly basis.

f) Maintain and update the Food Service safety and sanitation Surveillance Plan/checklist quarterly.

g) Provide recommendations for Performance Work Statement (PWS) content and requirements in support of

MCICOM’s Regional Garrison Food Service requirement.

h) Develop presentation material to support the annual Food Service Symposium.

i) Provide conference space to support up to 150 members of the Food Service symposium on an annual basis.

j) Compile submission data from the LFS App monthly.

5.0 TRAVEL

It is anticipated that during the performance of this contract, the Contractor could be required to visit Marine Corps installations worldwide to conduct business on behalf of the Marine Corps. Additionally, the Contractor could be required to visit other department of Defense, Federal and commercial entities as well to conduct Marine Corps

6.0 SECURITY REQUIREMENTS:

The minimum investigation required for all personnel under this effort is a National Agency Check with Written

Inquiries (NACI).

7.0 PLACE OF PERFORMANCE:

The Contractor may perform work at the Contractor’s facility (15%) or at a Government facility (85%).

8.0 PERIOD OF PERFORMANCE:

This contract is for a one (1) one-year base period with (4) four one-year option periods. Performance is anticipated to begin in September 2017.

9.0 NAICS:

The anticipated North American Industry Classification System Code (NAICS) for this requirement is 561110 –

Office Administrative Services.

Interested parties may suggest other than the specified NAICSs. Please provide a basis for the recommendation.

10.0 RESPONSE INSTRUCTIONS:

NOTE: This sources sought notice is seeking 8(a) participants ONLY.

Interested vendors are requested to include, at a minimum, the following information:

i. Name of Organization, Cage Code, DUNS Number, Telephone Number, Address, and Email address for the primary point of contact.

ii. Description of your organization’s capabilities / experience with regards to the tasks outlined above and specifically within the Marine Corps and/or other DoD level agency. This description should demonstrate ability to perform the services described in this notice. Responses must be no more than 10 pages.

iii. Summary of organization’s history relative to the specific tasks requirements as described in the above. For each reference, please provide a summary of the work involved.

iv. Contract vehicles that would be available to the Government for the procurement of these services, to include General Service Administration (GSA) Federal Supply Schedules (FSS), GSA OASIS, or any other
