6. Description of Efforts Made to Solicit Offers from as Many Offerors as Practicable
Market Research was conducted from April 2022 through December 2022 by the MCTSSA Technical Lead and the Contract Specialist, via web searches on General Services Administration (GSA) advantage and National Aeronautics and Space Administration (NASA) Solutions for Enterprise-Wide Procurement (SEWP). A request for information (RFI) was posted on both GSA E–buy and NASA SEWP. The purpose of the RFI was to find vendors that could support the requirement of the government and promote competition. The NASA SEWP RFI resulted in identifying one vendor that could supply the Dell Servers. The RFI posted on GSA resulted in seven small business interested; however of the seven business only one vendor was an authorized reseller for Dell products. Based on the results of the market research, it has been determined that there is not enough competition through Government-Wide Acquisition Contract NASA SEWP nor GSA. Further research through the Small Business Association highlighted capable resellers certified as small business under North American Industry Classification System Code 334111 – Electronic Computer Manufacturing. We know through research that at least one small business is able to meet the requirement and at a competitive price point. It is recommended that the requirement be solicited via the open market as Brand Name for DELL.
7. Determination of Fair and Reasonable Cost
In accordance with FAR 15.402, the Contracting Officer will ensure that the supplies and services procured as a result of this J&A are fair and reasonable. The Contractor will be required to submit a quote and sufficient information to support the accuracy and reliability of their estimate. The Contract Specialist will also consider other sources of data related to prices, such as the IGCE, cost and price analysis, and historical pricing data.
8. Actions to Remove Barriers to Future Competition
Recurring market research will be conducted throughout the lifecycle of this solution to examine suitability of emerging technologies and products for future procurements to reduce the need for brand name propriety products. MCTSSA will post a Request for Quote (RFQ) on contract websites in order to foster competition among authorized resellers of Dell Technologies. When the hardware nears end of life, MCTSSA will reassess the market for offerings meeting or exceeding the defined requirement and will determine whether competition is feasible. The hardware selection by the programs of record plays a key role in determining whether MCTSSA will need to pursue Dell specific replacements or if other hardware vendors can be used.
