SOLE SOURCE JUSTIFICATION FOR SIMPLIFIED ACQUISITIONS

1. The EXata Modeling and Simulation software maintenance support services listed on Purchase Request (PR) Number M9284019SUG8029 is available from only one source and full and open competition is precluded for the reason(s) indicated below. There are no substitutes available.

2. This acquisition is restricted to the following source:

3. Description of the service required, the estimated cost, and required delivery date.

a. Marine Corps Tactical Systems Support Activity (MCTSSA) has a requirement for annual software maintenance and technical support for EXata Modeling and Simulation Software.

b. The PR is funded with Fiscal Year 2019 Operation and

Maintenance (O&M) funds for $27,043.61.

c. The maintenance service is for a Base Period of one year (beginning January 2019) with four 12-month Option Periods.

4. Specific characteristics of the services that limit the availability to a sole source e.g., unique features, function of the item, etc. Describe in detail why only this suggested source can furnish the requirements to the exclusion of other sources.

Scalable Network Technologies, Inc. is the sole manufacturer and developer of EXata software, and associated add on modules. The EXata software is required to support the Marine Corps Enterprise Network (MCEN) Planning Yard testing and evaluation capabilities without incurring the cost of establishing a distributed test network architecture to mailto:Lprovenzano@scalable.networks.com external test facilities within Marine Corps Systems Command.

It provides a means of replicating parts of the MCEN without incurring the cost of physical hardware in the loop for test and evaluation efforts. EXata is the only available network modeling and simulation tool that is based on a discreet event simulation engine that can be operated in parallel processing and cluster environments.

The material or service must be compatible in all aspects (form, fit, and function) with existing equipment presently installed. Describe the equipment you have now and how the new item/service must coordinate, connect, or interface with the existing system:

A patent, copyright, or proprietary data limits competition. The proprietary data are described as follows:

EXata Modeling and Simulation Software Proprietary Software Codes Software Data Rights.

These are “direct replacement” parts/components for existing equipment.
