This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance.
with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. The solicitation number applicable to this announcement is M67861-24-Q-0011. This solicitation is issued as a request for quotation (RFQ). All responsible sources may submit a quotation which shall be considered by the agency.
The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2023-04 and can be accessed at https://www.acquisition.gov/
52.212-1, Instructions to Offerors-Commercial Products and Commercial Services Addendum (Nov 2021) The Contractor’s quoted descriptions shall reflect the characteristics and level of quality that will satisfy the Government’s need as described in the Schedule of Supplies/Services. The quoter must clearly demonstrate that they can meet the solicitation requirements.
This requirement is set-aside to any Servie Disabled Veteran Owned Small Business concern. The applicable NAICS is 541614 and the small business size standard is $20,000,000.
Payment Terms: NET 15. In accordance with DFARS 252.232-7006, invoices under the resulting contract shall be submitted electronically via Wide Area Workflow (WAWF). Specific instructions for invoicing through WAWF are contained in the solicitation.

Quotes shall be submitted no later than 20240521 at 08:00 am CST. Quotes shall be submitted electronically via electronic mail (e-mail) to Franklin Smith T, at franklin.smith@usmc.mil@usmc.mil and Parren Tatum at Parren.Tatum.civ@usmc.mil. Each email may not exceed 5MB in size due to this agency’s server/network restrictions. Vendors may submit multiple emails to ensure a complete quote is received prior to the solicitation closing date and time. Vendors are responsible for ensuring their quotes have been received via email by this date and time specified. Delivery delays that cause a quote to be late are not the responsibility of the Government agency.
Quoters shall provide their full vendor’s name and any doing business as names as certified in the mandatory System for Awards Management at www.sam.gov. Quotes shall also include a vendor point of contact information (name, phone, and email), address, CAGE Code, and Unique Entity Identifier (UEI) number.
It is the quoters responsibility to furnish sufficient information and detailed specifications to the government to determine acceptability of the quoted item(s). Failure to provide product quotes that meet the Performance Work Statement may result in quote being considered non-responsive.

The Government reserves the right to award no contract at all, depending on the quality of offers submitted. The Government intends to evaluate quotes and issue an order without discussions with vendors. Vendors should not expect requests for clarification or additional information from the Government. Award will be based on the initial evaluation of quotes received in response to the solicitation. However, the Government reserves the right to conduct discussions with vendors if later determined by the Contracting Officer to be necessary. The Government may reject any or all quotes if such action is in the public interest; and may waive informalities and minor irregularities in quotes received.
A comparative evaluation will be performed in accordance with FAR 13.106-2(b)(3) using:

The government reserves the right to select a response that provides benefit to the government that exceeds the minimum, but is not required to do so.
The awarded response may exceed the identified requirements in one or more ways and may or may not provide.

52.217-8 OPTION TO EXTEND SERVICES (NOV 1999)
The Government may require continued performance of any services within the limits and at the rates specified in the contract. These rates may be adjusted only as a result of revisions to prevailing labor rates provided by the Secretary of Labor. The option provision may be exercised more than once, but the total extension of performance hereunder shall not exceed 6 months. The Contracting Officer may exercise the option by written notice to the Contractor within 5 Days.

1.0 BACKGROUND
The Marine Forces Reserve (MARFORRES) G-4 urgently requires a skilled and experienced mid-level materiel readiness advisor, specifically with expertise in Corrosion Prevention and Control (CPAC). This advisor will be responsible for providing comprehensive oversight, assistance, guidance, and training.
Their primary focus will be on conducting thorough virtual and physical audits and ensuring meticulous accountability, readiness reporting, and serviceability. These advisory efforts will be directed towards units assigned to support Global Force Management (GFM) requirements as well as those units allocated for supporting regional Operational Plans (OPLANs).
This role is critical in maintaining the highest standards of materiel readiness across the MARFORRES.
1.1 Commander MARFORRES (COMMARFORRES) serves as the Commander of all U.S. Marine Corps Reserve forces and reports to the Commandant of the Marine Corps (CMC).
1.2 The forces under command of COMMARFORRES are the 4th Marine Division (4th MARDIV), the 4th Marine Air Wing (4th MAW), the 4th Marine Logistics Group (4th MLG), Force Headquarters Group (FHG), and Marine Forces North (MARFORNORTH).
1.3 COMMARFORRES has the responsibility for engaging Headquarters Marine Corps and adjacent commands for accountability, readiness, and readiness reporting to the Commandant of the Marine Corps (CMC).
1.4 MARFORRES currently has 53 Battalion/Squadron-size reporting units that are geographically distributed at 152 sites across 47 states and Puerto Rico. These units have a unique nature of command relationships, structure, equipment, distribution, logistics processes, and training of personnel that differ from Active Component units.
1.5 The MARFORRES is enhancing its significance as an operational reserve through increased deployments and collaboration with the Active Component (AC) in support of GFM requirements. This expansion in role necessitates that the reserve component (RC) maintains its equipment in a state of readiness for deployment. For instance, RC missions overseas (excluding Annual Training) have seen substantial growth, rising from about 60 in 2014 to 128 in Fiscal Year 2018. Despite a noticeable decline in missions during the 2019 to 2021 period due to the COVID pandemic, the RC is swiftly moving back to meeting pre-pandemic GFM demands. To support this, The MARFORRES G-4 conducts an internal inspection program called the Supply and Maintenance Analysis Team (SMAT). The SMAT will undertake virtual analyses at MARFORRES locations and then deploy to various units. There, they will audit records and carry out essential physical inspections of equipment through hands-on, "right seat/left seat" operations, ensuring that the equipment is fully operational and deployment ready.
1.7 MARFORRES overall accountability, readiness, and readiness reporting; and especially the units identified as the “Preferred Sourcing Units (PSUs)” are primary concerns for the increasing role the RC plays in contingency operations. RC deployablility are at the forefront of contingency operational and strategic planning and must be able to answer the call.
1.8 MARFORRES is responsible for the activation, mobilization, and deployment of Reserve Marines from their training bases to serve with various geographic combatant commands. This action supports a range of operations, including contingencies, theater security cooperation events, and exercises involving joint, coalition, and service forces. A critical component of this process is the MARFORRES G-4 Materiel Readiness Branch (MRB). This branch plays a pivotal role in ensuring that units are proficient in supply and readiness aspects. It oversees the accurate management and documentation of supply and maintenance records, ensuring they reflect the current accountability and condition of equipment, weapons, and Individual Combat Clothing and Equipment (ICCE). Additionally, the MARFORRES G-4 MRB Branch provides expert guidance and oversight to the Marine Subordinate Commands (MSCs) regarding materiel readiness, ensuring effective and efficient conduct of their responsibilities in this domain.
1.9 The MRB alongside managing the deployment of Reserve Marines, also faces challenges related to equipment maintenance, particularly in coatings and corrosion preventative compounds (CPCs). Across the USMC, maintenance personnel, Marines, or original equipment manufacturers (OEM) apply these compounds to extend equipment lifespan. The facilities for this range from simple open-air spaces to advanced coating application operations worldwide.
Due to varying facility capabilities and location-specific requirements, there's a constant demand for new, location-appropriate products.
Currently, the introduction of new products into USMC processes is unregulated, leading to the use of unqualified products from local retail sources or direct manufacturer provision. Some products, even if authorized, might not suit the intended application, despite their availability or necessity in meeting specific local needs, like VOC requirements. The challenge is exacerbated by the existing coating testing processes in the
CPAC program, which make obtaining official product recommendations difficult.
Typically, the CPAC program or end users identify the need for a coating or CPC before initiating testing, which is time-consuming and resource intensive. Full testing can take over a year, and developing specifications may extend to two or three years due to additional testing requirements. This lengthy process conflicts with the needs of ISO certified organizations that require authorized procedures for all processes.
To address these challenges, the Contractor will also oversee the CPPM (Coating and CPC Process Management).
2.0 OBJECTIVE
The desired outcome of this PWS is for the contractor to provide specialized in CPAC who will serve as a valuable resource to MARFORRES. This expert will be tasked with conducting audits, performing necessary physical inspections of equipment, and mentoring MARFORRES Marines on corrosion control. The goal is to ensure that MARFORRES units are fully prepared and operationally capable in terms of materiel readiness, with a particular focus on corrosion prevention management.
3.0 SCOPE
This PWS is for the analysis of MARFORRES materiel readiness which includes reviewing and auditing records, recommending actions for required maintenance, and teaching I&I Staffs and SMCR Marines Corrosion Control Basics. This will require in-depth knowledge of Headquarters Marine Corps Supply and Maintenance Orders and directives; as well as on-going efforts to improve the overall readiness across the MARFORRES landscape.
Additionally, it will require expert knowledge of Marine Corps logistics planning and execution in support of operations, to include supply, maintenance, and distribution policies and business processes.
The contractor must possess: Knowledge of supply and maintenance functions for the entire Marine Corps and specifically the unique nature of MARFORRES, as well as a thorough knowledge of tactical logistics; excellent oral and written communications skills. The ability to act independently in analyzing and auditing records whilst conducting physical inventory operations.
Experience in coordinating and facilitating actions between multiple units;
Knowledge on supply and maintenance management principles and practices in order to facilitate and enhance processes and performance; Experience working with advanced technologies and Automatic Identification Technology.
4.0 TASKS
4.1 The contractor shall assume the role of a key advisor
to MARFORRES, specializing in CPAC. Their expertise will encompass fundamental aspects of CPAC, detailed strategies for Organizational and Field CPAC, and the effective implementation of CPAC. This role is pivotal in guiding MARFORRES through advanced methodologies and best practices in corrosion management to enhance overall operational integrity and longevity of assets.
4.2 Educate subordinate units about CPAC through over-the-shoulder training at using unit locations.
4.3 As required, provide on-site analysis/assistance to the using units within MARFORRES, which includes providing statistics and reports on their current status and instructions on correcting deficiencies as necessary.
4.4 Maintain continuous communication with MARFORRES, MSC’s, and appropriate points of contact. The contractors will need to have a working relationship with personnel from MARFORRES and the Major Support Commands.
4.5 Participate in periodic internal and external meetings to facilitate training covering CPAC and equipment sustainment.
4.6 Provide independent analysis of the equipment sustainment processes within MARFORRES and provide analysis to appropriate organizations within the Force.
4.7 Assist maintaining the CPAC database.
4.8 Provide input and support for updates to the MARFORRES Standard
Operating Procedures (SOP).
4.9 Provide tailored training and mentoring to MARFORRES units to ensure compliance with CPAC orders, directives, and policies to enhance equipment sustainability and readiness of the force.
4.10 Audit records as required and conduct training as required via “right seat left seat” concept.
4.11 Analyzing equipment for corrosion issues, prioritizing corrosion prevention, and control in program planning, and developing strategies to mitigate corrosion in both newly fielded and existing equipment.
4.12 Record equipment corrosion conditions to establish the current state and drive future condition-based maintenance requirements.
4.13 Identify gaps, assess future needs, and refine strategies to address the evolving challenges in corrosion prevention and control, especially in harsh operating environments.
4.14 Engage with governemnt for potential product identification.
5.0 DELIVERY
5.1 All CPAC reports and/or reports as it relates to the SMAT and accountability, readiness, and training.
5.2 Meetings. Attend meetings as required and requested.
5.3 Reports. The contractors will provide regular progress reports to leadership, to include fiscal impact. Contractor will also provide a detailed after-action report at end of commemoration.
6.0 GOVERNMENT FURNISHED PROPERTY (GFP)
MARFORRES will provide: office space, office supplies, computer hardware and software, networks, telephones, reproduction equipment, other facilities as required, Standard Operating Procedures, applicable regulations, manuals, texts, briefs and other materials associated with this task order and the hardware/software noted throughout this PWS.
Initial familiarization/orientation will be provided at MARFORRES, 2000 Opelousas Avenue, New Orleans, Louisiana, 70114.
Training – specific to this task only – will be provided by the Government.
7.0 SECURITY CONSIDERATIONS
The information provided to the Contractor may be up to and including Secret in the performance of their duties. All Contractor personnel requiring access to Information Systems and Infrastructure Information/Data and assigned to these positions shall possess a completed background investigation for this Public Trust Position. The prime Contractor and all Sub-contractors (through the prime Contractor) shall certify in writing to the Government that personnel supporting this contract are "Qualified U.S.
Contractors" per DoD Directive 5230.25 Para 3.2. Qualified U.S. Contractors are restricted to U.S. citizens, persons admitted lawfully into the United States for permanent residence, and are located in the United States. All personnel identified on the certification and/or supporting this contract shall follow Department of Defense, Department of the Navy, and Marine Corps Information and Personnel Security Policy to include completed background investigations (as required) prior to start. The Government shall assist the Contractor in gaining access to Government agencies and installations related to the systems in question.
8.0 TRAVEL
Travel necessary to accomplish the tasks must be approved in advance by the OTM; travel expenses shall be reimbursed in accordance with the Joint Travel Regulation rates.
9.0 PLACE OF PERFORMANCE
Half of the duties will be performed at MARFORRES Headquarters, 2000 Opelousas Avenue New Orleans, LA. While the other half will be in a travel status in the fulfillment of the physical inventory requirement. The normal working hours are 8:00 a.m. to 5:00 p.m. and will not normally include weekends and holidays. The contractor shall obtain advance approval to deviate from this schedule, to include telecommuting; must be approved by the Contracting Officer.
10.0 PERIOD OF PERFORMANCE
The base period of performance will be one (1) base and four(4) one-year options to extend the period of performance as required.

(d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph
(d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, as defined in FAR 2.101, on the date of award of this contract, and does not contain the clause at 52.215-2, Audit and Records--Negotiation.
(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor's directly pertinent records involving transactions related to this contract.
(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR Subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.
(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. 52.217-8 OPTION TO EXTEND SERVICES (NOV 1999)
The Government may require continued performance of any services within the limits and at the rates specified in the contract. These rates may be adjusted only as a result of revisions to prevailing labor rates provided by the Secretary of Labor. The option provision may be exercised more than once, but the total extension of performance hereunder shall not exceed 6 months. The Contracting Officer may exercise the option by written notice to the Contractor within (insert the period of time within which the Contracting Officer may exercise the option).
52.217-9 OPTION TO EXTEND THE TERM OF THE CONTRACT (MAR 2000)
(a) The Government may extend the term of this contract by written notice to the Contractor within 5 days provided that the Government gives the Contractor a preliminary written notice of its intent to extend at least 15 days before the contract expires. The preliminary notice does not commit the Government to an extension.
(b) If the Government exercises this option, the extended contract shall be considered to include this option clause.
(c) The total duration of this contract, including the exercise of any options under this clause, shall not exceed 66 Months.
252.232-7006 WIDE AREA WORKFLOW PAYMENT INSTRUCTIONS (JAN 2023)
(a) Definitions. As used in this clause—
“Department of Defense Activity Address Code (DoDAAC)” is a six position code that uniquely identifies a unit, activity, or organization.

“Document type” means the type of payment request or receiving report available for creation in Wide Area WorkFlow (WAWF).
“Local processing office (LPO)” is the office responsible for payment certification when payment certification is done external to the entitlement system.
“Payment request” and “receiving report” are defined in the clause at 252.232-7003, Electronic Submission of Payment Requests and Receiving Reports.
(b) Electronic invoicing. The WAWF system provides the method to electronically process vendor payment requests and receiving reports, as authorized by Defense Federal Acquisition Regulation Supplement (DFARS) 252.232- 7003, Electronic Submission of Payment Requests and Receiving Reports.
(c) WAWF access. To access WAWF, the Contractor shall—
(1) Have a designated electronic business point of contact in the System for Award Management at https://www.sam.gov; and
(2) Be registered to use WAWF at https://wawf.eb.mil/ following the step-by-step procedures for self-registration available at this web site.
(d) WAWF training. The Contractor should follow the training instructions of the WAWF Web-Based Training Course and use the Practice Training Site before submitting payment requests through WAWF. Both can be accessed by selecting the “Web Based Training” link on the WAWF home page at https://wawf.eb.mil/.
(e) WAWF methods of document submission. Document submissions may be via web entry, Electronic Data Interchange, or File Transfer Protocol.
(f) WAWF payment instructions. The Contractor shall use the following information when submitting payment requests and receiving reports in WAWF for this contract or task or delivery order:
(1) Document type. The Contractor shall submit payment requests using the following document type(s):
(i) For cost-type line items, including labor-hour or time-and-materials, submit a cost voucher.
(ii) For fixed price line items—
(A) That require shipment of a deliverable, submit the invoice and receiving report specified by the Contracting Officer.
