The Government is looking for a responsible company that is able to provide compact storage lockers that are able to meet the minimum salient characteristics below. These lockers will be used to store heavy duty gear and equipment. There are seven (7) different locations in the United States, in which supplies shall be delivered. Each site has provided their own delivery instructions, specific to each location. The contractor shall adhere to the different delivery instructions for each site, to include delivery, assembly and removal of existing lockers (only at specified locations). The picture below is for reference only.

This location requires quantity of 90 old lockers to be removed before placing the new locker. Old lockers are currently bolted to the wall. Ensure you have the necessary tools to remove the old lockers in order to place the new lockers. The removal of this lockers will be coordinated with a government Point of Contact (POC) prior to the delivery of the new lockers.

1. Offerors shall submit only one (1) offer in response to this solicitation. Therefore, the Offeror’s submission should demonstrate the optimal capability in response to the requirements. Offers for the services to be provided shall be electronically submitted by e-mail, hand-carried or mailed and received by 10:00 AM CENTRAL STANDARD TIME (CST) on Thursday, 06 August 2020 to the following addresses via electronic mail:

Q&A: All questions shall be submitted, in writing via e-mail, to SSgt Avelares at krissia.avelares@usmc.mil no later than 10:00 AM Central Standard Time, Tuesday, 11 August 2020. The Government does not anticipate extending the due date for receipt of proposals, therefore, review the solicitation and these instructions thoroughly so all of your concerns/questions can be addressed.

This Request for Quotes (RFQ) closes on 20 August 2020 at 1000 hours Central Standard Time. Any quote submitted after this date and time will be considered late, and will not be considered for award. Only PDF attachments will be accepted by the Government’s server. File extensions other than .PDF will be rejected by the Government’s server. Each email may not exceed 5MB in size. The Government reserves the right to make award solely on initial quotes received. Offerors bear the burden of ensuring that all portions of the offer (and any authorized amendments) reach the designated office before the deadline specified in the solicitation. No bid emails requested if unable to submit a bid. Any direct customer contact by Offerors is not authorized during the solicitation phase or our quote may be at risk of being eliminated from consideration.

(c) This is a 100% small business set-aside: offeror shall complete only paragraph (j) of FAR 52.212-3 Offeror Representations and Certifications. The product must be manufactured in the United States. Commercial Items Alternate I if the offeror has completed the annual representations and certifications electronically at https://www.sam.gov. 52.212-2 EVALUATION--COMMERCIAL ITEMS (OCT 2014)

(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:

Basis of Single Award (SUPPLIES) - Lowest Price Technically Acceptable (LPTA) The basis for award is Lowest Price Technically Acceptable (LPTA). The apparent successful, prospective contractor must have acceptable past performance:

I. Technical Acceptability is defined as meeting all of the salient characteristics identified in this solicitation document. The Technical Evaluation Worksheet is incorporated into this solicitation for reference.

II. Past Performance will be rated on an "acceptable" or "unacceptable" basis. The apparent successful, prospective contractor must have acceptable past performance. The Supplier Performance Risk System (SPSR) application (https://www.sprs.csd.disa.mil ) will be used in the evaluation of suppliers' past performance history for the FSC and PSC of the supplies being purchased in accordance with DFARS 213.106-2(b)(i). Any contractor with a Supplier Risk Score in the lowest 5% will be rated as 'unacceptable' unless information is so sparse that no meaningful past performance rating can be reasonably assigned, the contractor may not be evaluated favorably or unfavorably on past performance

In the case of an apparent successful, prospective contractor without a record of relevant past performance or for whom information on past performance is not available or so sparse that no meaningful past performance rating can be reasonably assigned, the contractor may not be evaluated favorably or unfavorably on past performance.

Therefore, the contractor shall be determined to have unknown past performance. In the context of acceptability/unacceptability, "unknown" will be considered "Acceptable."

III. Quotations will be ranked in order of lowest price to highest price. The lowest-priced quotation will be evaluated first. If the lowest-priced quotation (a) is deemed technically acceptable, (b) and its pricing determined fair and reasonable by the Contracting Officer, (c) and the contractor is determined to have acceptable Past Performance, no other quotations will be evaluated and award will be made to the lowest-priced contractor. If the lowest price quotation is determined technically unacceptable, or has unacceptable past performance, or its price cannot be determined fair and reasonable, the next lowest price quotation will be sent for technical evaluation, past performance evaluation and price analysis. This process is repeated in order of price until a quotation is deemed technically acceptable, its price determined fair and reasonable by the Contracting Officer, and the contractor’s past performance determined acceptable.

(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).

(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

52.219-28 POST-AWARD SMALL BUSINESS PROGRAM REREPRESENTATION (MAY 2020)

(a) Definitions. As used in this clause--

Long-term contract means a contract of more than five years in duration, including options. However, the term does not include contracts that exceed five years in duration because the period of performance has been extended for a cumulative period not to exceed six months under the clause at 52.217-8, Option to Extend Services, or other appropriate authority.

Small business concern means a concern, including its affiliates, that is independently owned and operated, not dominant in the field of operation in which it is bidding on Government contracts, and qualified as a small business under the criteria in 13 CFR part 121 and the size standard in paragraph (d) of this clause. Such a concern is ``not dominant in its field of operation'' when it does not exercise a controlling or major influence on a national basis in a kind of business activity in which a number of business concerns are primarily engaged. In determining whether dominance exists, consideration shall be given to all appropriate factors, including volume of business, number of employees, financial resources, competitive status or position, ownership or control of materials, processes, patents, license agreements, facilities, sales territory, and nature of business activity.

(b) If the Contractor represented that it was any of the small business concerns identified in 19.000(a)(3) prior to award of this contract, the Contractor shall rerepresent its size and socioeconomic status according to paragraph (f) of this clause or, if applicable, paragraph (h) of this clause, upon occurrence of any of the following:

(1) Within 30 days after execution of a novation agreement or within 30 days after modification of the contract to include this clause, if the novation agreement was executed prior to inclusion of this clause in the contract.

(2) Within 30 days after a merger or acquisition that does not require a novation or within 30 days after modification of the contract to include this clause, if the merger or acquisition occurred prior to inclusion of this clause in the contract.

(3) For long-term contracts--

(i) Within 60 to 120 days prior to the end of the fifth year of the contract; and

(ii) Within 60 to 120 days prior to the date specified in the contract for exercising any option thereafter.

(c) If the Contractor represented that it was any of the small business concerns identified in 19.000(a)(3) prior to award of this contract, the Contractor shall rerepresent its size and socioeconomic status according to paragraph (f) of this clause or, if applicable, paragraph (h) of this clause, when the Contracting Officer explicitly requires it for an order issued under a multiple-award contract.

(d) The Contractor shall rerepresent its size status in accordance with the size standard in effect at the time of this rerepresentation that corresponds to the North American Industry Classification System (NAICS) code(s) assigned to this contract. (e) The small business size standard for a Contractor providing a product which it does not manufacture itself, for a contract other than a construction or service contract, is 500 employees.

(f) Except as provided in paragraph (h) of this clause, the Contractor shall make the representation(s) required by paragraph (b) and (c) of this clause by validating or updating all its representations in the Representations and Certifications section of the System for Award Management (SAM) and its other data in SAM, as necessary, to ensure that they reflect the Contractor's current status. The Contractor shall notify the contracting office in writing within the timeframes specified in paragraph (b) of this clause, or with its offer for an order (see paragraph (c) of this clause), that the data have been validated or updated, and provide the date of the validation or update.

(g) If the Contractor represented that it was other than a small business concern prior to award of this contract, the Contractor may, but is not required to, take the actions required by paragraphs (f) or (h) of this clause.

(h) If the Contractor does not have representations and certifications in SAM, or does not have a representation in SAM for the NAICS code applicable to this contract, the Contractor is required to complete the following rerepresentation and submit it to the contracting office, along with the contract number and the date on which the rerepresentation was completed:
