SALIENT CHARACTERISTICS
Salient Requirements (Cisco brand or equal)
Compliance Assessment and Enforcement (Remediation) Requirements
General
The solution shall provide software, hardware and support of the Cisco Blade Chassis.
Cisco support services are provided by Cisco or by entities who have obtained Cisco’s expressed authorization to perform such services.
Cisco will not be liable for any warranty claims that arise from an unauthorized third party’s attempt to install or repair the product.
The software warranty will be void if the software is modified, except as authorized by Cisco.
Technical Capabilities
The solution shall provide one or two Intel® Xeon Scalable processor CPUs or the equivalent.
The solution shall provide 24 total DDR4 DIMM slots at speeds up to 2666 MHz, with up to 3 TB of total memory with a minimum of 1.5 TB required for this project, when using 64 GB or 128 GB DIMMs.
The solution shall provide modular LAN on motherboard (mLOM) card with Cisco UCS Virtual Interface Card (VIC) 1340, a 2-port, 40-gigabit Ethernet (GE), Fibre Channel over Ethernet (FCoE)–capable mLOM mezzanine adapter.
The solution shall provide up to two optional, hot-pluggable, Hard Disk Drives (HDDs), Solid-State Drives (SSDs), or
Nonvolatile Memory Express (NVMe) 2.5-inch drives with a choice of enterprise-class Redundant Array of Independent Disks (RAID) or pass-through controllers.
The solution shall provide an internal USB port to support up to 16GB USB drive or the equivalent.
The solution shall provide two SD card slots supporting 32 GB, 64 GB or 128 GB SD cards or the equivalent.
The solution shall provide one console connector with optional KVM local I/O cable or the equivalent.
The solution shall be powered, cooled and monitored by integration with the Cisco UCS 5100 series blade server chassis or the equivalent.
Telephone Support
Telephone support shall be available 24 hours a day, 7 days a week, and 365 days a year.

On Site Parts Replacement
Services provided by SmartNet and combined with Cisco JELA.
Storage Crisis Lifeline Disaster Recovery Program
Once documentable disaster is established, loaner unit will ship within 24 business hours for use by the customer for up to 3 weeks. The type of loaner unit and whether remote or on-site installation is available will be determined by Cisco based on the customer’s needs
Software and Firmware Upgrades
Cisco shall provide software releases and firmware updates as applicable, for the customer to download and install.
Cisco brand name items or equal:
Cisco brand named device that allows for servers and user information. The appliance supports the virtual server environment by running the active server data as the server operates in the virtual environment. The current chassis is Cisco and without new blades the server environment will not meet expectations of the network. The Cisco support contract facilitates the operation of the server by forcing the vendor to remediate any hardware or software issues that arise from the operation of the appliance in the MARFORRES data centers.
ADDENDUM TO FAR 52.212-1
INSTRUCTIONS TO OFFERORS
This is a competitive BRAND NAME ONLY combined synopsis/solicitation for commercial items under FAR Parts
12 and 13.5 for a firm-fixed price contract for the purchase of CISCO ISE PLUS Licenses.
Delivery is required no later than September 1, 2019.
This requirement is solicited on an unrestricted basis. The applicable NAICS is 334111 and the size standard is
1250.
Market research conducted via GSA, SEWP and the open market utilizing the internet does provide a reasonable expectation of obtaining offers from two or more responsible small business concerns that are competitive in terms of market prices, quality, and delivery. Marine Forces Reserve Small Business Program Deputy Director concurs with this action.
Quoters may submit a quotation which, if received in a timely manner, shall be considered by the agency.
Due to this agency’s server restrictions, attachments that are not submitted in PDF format will be rejected by the
Government’s server. Each email may not exceed 5MB in size or risk rejection by the Government's server.

Quotes may also be submitted via facsimile 504-697-9742, or uploaded to the Federal Business Opportunities website at https://www.fbo.gov .
This solicitation will be awarded on an all-or-none basis.
Award will be made to the lowest-priced technically acceptable (LPTA) Quoter with acceptable past performance in accordance with FAR 52.212-2 herein and whose quote meets the Government’s delivery date.
Potential contractors will be screened for responsibility in accordance with FAR 9.104.

Any direct customer contact by Quoters is not authorized during the solicitation phase or your quote may be at risk of being eliminated from consideration for this solicitation.

- In order to minimize the risk of the Government purchasing counterfeit products or unauthorized secondary market equipment, which would not be supported by the Original Equipment Manufacturer (OEM), and to ensure that the Government purchases only equipment that is genuine (i.e., not counterfeit or gray market), authorized (e.g., mailto:zachary.snodgrass@usmc.mil mailto:tammy.demille@usmc.mil https://www.fbo.gov/ mailto:zachary.snodgras@usmc.mil mailto:tammy.demille@usmc.mil including appropriate licenses), and supported (e.g., warranty and support services) by the OEM, Offeror shall certify that it is a Manufacturer Authorized Partner as of the date of the submission of their offer, and that it has the certification/specialization level required by the Manufacturer to support both the product sale and product pricing, in accordance with the applicable Manufacturer certification/specialization requirements. Unless otherwise specified, Offeror shall warrant that the products are new, in their original box. By submitting a response to an
Request for Quote (RFQ), Request for Proposal (RFP), the Offeror confirms to have sourced all Manufacturer products submitted in this offer from Manufacturer or through Manufacturer Authorized Partners only, in accordance with Manufacturer's applicable policies in effect at the time of purchase. Offeror shall provide Buyer with a copy of the End User license agreement, and shall warrant that all Manufacturer software is licensed originally to Buyer as the original licensee authorized to use the Manufacturer Software.
- All Government software contracts are required to include warranty provisions from authorized sellers/resellers of all commercial and non-commercial publisher software products. The Government will not accept any seller/reseller disclaimers of implied publisher standard commercial warranty. As a minimum software warranties shall cover the performance of all required product capabilities, free from defects/bugs, for all intended authorized users, process for reporting/fixing defects remedied at no charge to the Government, effective after Government tests of delivered software product(s), and include the seller/reseller's return policy and procedures.
-Quoters should include End User Licensing Agreement (EULA)/ Warranty with all quotes consistent with terms of the Federal Acquisition Regulation (FAR) 52.212-4, paragraph (u), Unauthorized Obligations clause to be considered responsive to this solicitation. If any of these conditions are not included in the EULA/warranty provided by sellers/reseller in response to this solicitation, the Government shall not award until these terms have been incorporated and agreed.
SECTION 508 COMPLIANCE
ICT Accessibility Requirements Statement per the Revised Section 508 of the Rehabilitation Act MCEN-N Blade Refresh Department of Defense - Dept of the Navy - Marine Corps Hardware USC B200 M5 Blade Technical Criteria:
E206.1 General - Where components of ICT are hardware and transmit information or have a user interface, such components shall conform to the requirements in Chapter 4.
E402.1 General - ICT with closed functionality shall be operable without requiring the user to attach or install assistive technology other than personal headsets or other audio couplers, and shall conform to 402.
E402.2.1 Information Displayed On-Screen - Speech output shall be provided for all information displayed on-screen.
E402.2.3 Speech Delivery Type and Coordination - Speech output shall be delivered through a mechanism that is readily available to all users, including, but not limited to, an industry standard connector or a telephone handset. Speech shall be recorded or digitized human, or synthesized. Speech output shall be coordinated with information displayed on the screen.
E402.2.4 User Control - Speech output for any single function shall be automatically interrupted when a transaction is selected. Speech output shall be capable of being repeated and paused.
E402.2.5 Braille Instructions - Where speech output is required by 402.2, braille instructions for initiating the speech mode of operation shall be provided. Braille shall be contracted and shall conform to 36 CFR part 1191, Appendix D, Section 703.3.1.
E404.1 General - ICT that transmits or converts information or communication shall not remove nonproprietary information provided for accessibility or shall restore it upon delivery.
E406.1 General - Where data connections used for input and output are provided, at least one of each type of connection shall conform to industry standard non-proprietary formats.
407.8 Reach Height and Depth -
At least one of each type of operable part of stationary ICT shall be at a height conforming to
407.8.2 or 407.8.3 according to its position established by the vertical reference plane specified in 407.8.1 for a side reach or a forward reach. Operable parts used with speech output required by 402.2 shall not be the only type of operable part complying with 407.8 unless that part is the only operable part of its type.
407.8.1 Vertical Reference Plane -
Operable parts shall be positioned for a side reach or a forward reach determined with respect to a vertical reference plane. The vertical reference plane shall be located in conformance to 407.8.2 or 407.8.3.
407.8.1.1 Vertical Plane for Side Reach -
Where a side reach is provided, the vertical reference plane shall be 48 inches (1220 mm) long minimum.
407.8.1.2 Vertical Plane for Forward Reach -
Where a forward reach is provided, the vertical reference plane shall be 30 inches (760 mm) long minimum.
407.8.2 Side Reach -
Operable parts of ICT providing a side reach shall conform to 407.8.2.1 or 407.8.2.2. The vertical reference plane shall be centered on the operable part and placed at the leading edge of the maximum protrusion of the ICT within the length of the vertical reference plane. Where a side reach requires a reach over a portion of the ICT, the height of that portion of the ICT shall be 34 inches (865 mm) maximum.
407.8.2.1 Unobstructed Side Reach -
Where the operable part is located 10 inches (255 mm) or less beyond the vertical reference plane, the operable part shall be 48 inches (1220 mm) high maximum and 15 inches (380
mm) high minimum above the floor.
407.8.2.2 Obstructed Side Reach -
Where the operable part is located more than 10 inches (255 mm), but not more than 24 inches (610 mm), beyond the vertical reference plane, the height of the operable part shall be 46 inches (1170 mm) high maximum and 15 inches (380 mm) high minimum above the floor.
The operable part shall not be located more than 24 inches (610 mm) beyond the vertical reference plane.
407.8.3 Forward Reach -
Operable parts of ICT providing a forward reach shall conform to 407.8.3.1 or 407.8.3.2. The vertical reference plane shall be centered, and intersect with, the operable part. Where a forward reach allows a reach over a portion of the ICT, the height of that portion of the ICT shall be 34 inches (865 mm) maximum.
407.8.3.1 Unobstructed Forward Reach -
Where the operable part is located at the leading edge of the maximum protrusion within the length of the vertical reference plane of the ICT, the operable part shall be 48 inches (1220
mm) high maximum and 15 inches (380 mm) high minimum above the floor.
407.8.3.2 Obstructed Forward Reach -
Where the operable part is located beyond the leading edge of the maximum protrusion within the length of the vertical reference plane, the operable part shall conform to 407.8.3.2.
The maximum allowable forward reach to an operable part shall be 25 inches (635 mm).
407.8.3.2.1 Operable Part Height for ICT With Obstructed Forward Reach - The height of the operable part shall conform to Table 407.8.3.2.1.
407.8.3.2.2 Knee and Toe Space under ICT with Obstructed Forward Reach - Knee and toe space under ICT shall be 27 inches (685 mm) high minimum, 25 inches (635
mm) deep maximum, and 30 inches (760 mm) wide minimum and shall be clear of obstructions.
E408.2 Visibility - Where stationary ICT provides one or more display screens, at least one of each type of display screen shall be visible from a point located 40 inches (1015 mm) above the floor space where the display screen is viewed.
E409.1 General - Where provided, status indicators shall be discernible visually and by touch or sound.
E410.1 General - Where provided, color coding shall not be used as the only means of conveying information, indicating an action, prompting a response, or distinguishing a visual element.
E411.1 General - Where provided, audible signals or cues shall not be used as the only means of conveying information, indicating an action, or prompting a response.
E414.1 General - Where ICT displays or processes video with synchronized audio, ICT shall provide audio description processing technology conforming to 414.1.1 or 414.1.2.
E414.1.1 Digital Television Tuners - Digital television tuners shall provide audio description processing that conforms to ATSC A/53 Digital Television Standard, Part 5 (2014) (incorporated by reference, see 702.2.1).
Digital television tuners shall provide processing of audio description when encoded as a Visually Impaired (VI) associated audio service that is provided as a complete program mix containing audio description according to the ATSC A/53 standard.
E414.1.2 Other ICT - ICT other than digital television tuners shall provide audio description processing.
E415.1 General - Where ICT displays video with synchronized audio, ICT shall provide user controls for closed captions and audio descriptions conforming to 415.1.
E415.1.1 Caption Controls - Where ICT provides operable parts for volume control, ICT shall also provide operable parts for caption selection.
E415.1.2 Audio Description Controls - Where ICT provides operable parts for program selection, ICT shall also provide operable parts for the selection of audio description.
E401.1 Scope - The requirements of Chapter 4 shall apply to ICT that is hardware where required by 508 Chapter 2 (Scoping Requirements), 255 Chapter 2 (Scoping Requirements), and where otherwise referenced in any other chapter of the Revised 508 Standards or Revised 255 Guidelines.
Functional Performance Criteria:
301.1 Scope - The requirements of Chapter 3 shall apply to ICT where required by 508 Chapter 2 (Scoping Requirements), 255 Chapter 2 (Scoping Requirements), and where otherwise referenced in any other chapter of the Revised 508 Standards or Revised 255 Guidelines.
302.1 Without Vision - Where a visual mode of operation is provided, ICT shall provide at least one mode of operation that does not require user vision.
302.2 With Limited Vision - Where a visual mode of operation is provided, ICT shall provide at least one mode of operation that enables users to make use of limited vision.
302.3 Without Perception of Color - Where a visual mode of operation is provided, ICT shall provide at least one visual mode of operation that does not require user perception of color.
302.4 Without Hearing - Where an audible mode of operation is provided, ICT shall provide at least one mode of operation that does not require user hearing.
302.5 With Limited Hearing - Where an audible mode of operation is provided, ICT shall provide at least one mode of operation that enables users to make use of limited hearing.
302.6 Without Speech - Where speech is used for input, control, or operation, ICT shall provide at least one mode of operation that does not require user speech.
302.7 With Limited Manipulation - Where a manual mode of operation is provided, ICT shall provide at least one mode of operation that does not require fine motor control or simultaneous manual operations.
302.8 With Limited Reach and Strength - Where a manual mode of operation is provided, ICT shall provide at least one mode of operation that is operable with limited reach and limited strength.
302.9 With Limited Language, Cognitive, and Learning Abilities - ICT shall provide features making its use by individuals with limited cognitive, language, and learning abilities simpler and easier.

52.212-2 EVALUATION--COMMERCIAL ITEMS (OCT 2014)
(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:
(Contracting Officer shall insert the significant evaluation factors, such as (i) technical capability of the item offered to meet the Government requirement; (ii) price; (iii) past performance (see FAR 15.304); and include them in the relative order of importance of the evaluation factors, such as in descending order of importance.)
Technical and past performance, when combined, are . (Contracting Officer state, in accordance with FAR
15.304, the relative importance of all other evaluation factors, when combined, when compared to price.)
(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).
(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

(d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph

(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor's directly pertinent records involving transactions related to this contract.
(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR Subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.

252.215-7007 NOTICE OF INTENT TO RESOLICIT (JUN 2012)
This solicitation provides offerors fewer than 30 days to submit proposals. In the event that only one offer is received in response to this solicitation, the Contracting Officer may cancel the solicitation and resolicit for an additional period of at least 30 days in accordance with 215.371-2.
252.215-7008 ONLY ONE OFFER (OCT 2013)
(a) After initial submission of offers, the Offeror agrees to submit any subsequently requested additional cost or pricing data if the Contracting Officer notifies the Offeror that--
(1) Only one offer was received; and
(2) Additional cost or pricing data is required in order to determine whether the price is fair and reasonable or to comply with the statutory requirement for certified cost or pricing data (10 U.S.C. 2306a and FAR 15.403-3).
(b) Requirement for submission of additional cost or pricing data. Except as provided in paragraph (c) of this provision, the Offeror shall submit additional cost or pricing data as follows:
(1) If the Contracting Officer notifies the Offeror that additional cost or pricing data are required in accordance with paragraph (a) of this clause, the data shall be certified unless an exception applies (FAR 15.403-1(b)).
(2) Exceptions from certified cost or pricing data. In lieu of submitting certified cost or pricing data, the Offeror may submit a written request for exception by submitting the information described in the following paragraphs. The
Contracting Officer may require additional supporting information, but only to the extent necessary to determine whether an exception should be granted, and whether the price is fair and reasonable.
(i) Identification of the law or regulation establishing the price offered. If the price is controlled under law by periodic rulings, reviews, or similar actions of a governmental body, attach a copy of the controlling document, unless it was previously submitted to the contracting office.
