COMBINED SYNOPSIS/SOLICITATION

MCAS Cherry Point Air Show

M67854-24-Q-5201

1. This is a combined synopsis/solicitation for commercial products prepared in accordance with the format in the Federal Acquisition Regulation (FAR) subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. Marine Corps Systems Command (MARCORSYSCOM) Program Manager Ammunition (PM AMMO) has a requirement for various brand name or equal pyrotechnics to support the Marine Corps Air Station Cherry Point (MCAS) Air Show.

2. This solicitation is a Request for Quotation (RFQ). The solicitation number is M67854-24-Q-

5201. This solicitation includes the following attachments:

3. The solicitation document and incorporated provisions and clauses are those in effect through Federal

Acquisition Circular (FAC) 2023-06.

4. The associated North American Industrial Classification System (NAICS) code for this procurement is 325920—Explosives Manufacturing, and the size standard is 750 employees. All qualified responsible sources may submit a quotation, which will be considered by the agency.

5. The contract resulting from the RFQ will be firm-fixed-price. Contract Line-Item Numbers (CLINs) will be inclusive of all associated pricing.

6. The provision at 52.212-1, Instructions to Offerors—Commercial Products and Commercial Services (MAR 2023), applies to this acquisition. Addenda are attached:

7. All items shall be delivered no later than 30 days after date of contract award to the destination:

Bldg. 4810 MCAS Cherry Point, NC 28533.

8. The evaluation criteria are set forth in Attachment 2, to this solicitation, Evaluation Procedures.

9. Quoters must be registered in System for Award Management (SAM). Quoters are to include a completed copy of the provision at 52.212-3 Offeror Representations and Certifications— Commercial Products and Commercial Services—Alternate I (OCT 2014), with their quotation.

10. The clause at 52.212-4, Contract Terms and Conditions—Commercial Products and Commercial

Services (DEC 2022), applies to this acquisition.

11. The clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders—Commercial Products and Commercial Services (JUN 2023), applies to this acquisition.

13. The Defense Priorities and Allocation System (DPAS) and assigned rating are not applicable to this requirement.

14. Quotations shall be submitted such that they will be received no later than 10:00 AM EDT on

24 January 2024. See Attachment 1, Instructions to Offerors, for detailed quotation submission instructions.
