The intent towards establishing a Partnership Intermediary Agreement is to enable engagement with industry and academia in a facilitated manner to include scheduling and coordination. The Non Profit Organization will be tasked to conduct technology scouting and market research in a variety of areas. The PIA will be expected to notify, engage, and coordinate with small business, technology entrepreneurs, academia and defense contractors in a variety of capability deficiency areas. The PIA will organize, coordinate, and facilitate meetings with a variety of contractors and DoD entities at Gruntworks and other geographic locations. The PIA will assess explicit and implied user requirements, evaluate potential capabilities to fulfill emerging concepts, formalize technology search strategies, conduct technology searches, provide R&D quantities of COTS items for usability and attribute evaluations by the Government, participate and support user evaluations and experimentation, and develop and provide integrated prototype concept demonstrators.

A contract will be established in conjunction with the Partnership Intermediary Agreement in order to execute the daily engagement with industry and academia as well as planning and guidance meetings with the Government. It is envisioned Gruntworks will be the primary focal point for all engagements and serve as the base of operations with Government provided space and resources. Individual task orders for various specified tasks will be executed as identified. It is anticipated a five year contract with a $49M ceiling will be awarded to the openly competed and selected PIA.

The Partnership Intermediary will be required to conduct daily operations in the Gruntworks Squad Integration Facility located in Building 24017 Gilbert Street, Camp Barrett, MCB Quantico VA. The PIA will operate the front area of Gruntworks as a complete entity and coordinate with Government counterparts for access to Government controlled areas. The

The PIA will have onsite and remote access to systems engineering, human factors and other specialty areas applicable to technology evaluations. It is envisioned that the PIA will have a network of associates or ECO-system that can be used to determine expertise in various areas and will continue to build this network into a resource the Government can use towards soliciting technology and innovation solutions. Social media and scientific outreach programs will be developed in order to achieve a high level of awareness within specialty communities. The initial concept of operations will be focused on the problem solving capability deficiencies for the infantry community with a focus on the Marine rifle squad as a system as it transforms into the vision of the Commandant’s Force 2025 concept. Monthly capability focus areas will build the battle rhythm developed by the PIA. Portfolio Managers and Program Managers will utilize the PIA in other capability areas across the Command’s spectrum of acquisition programs to include potential engagement with PEO Land Systems.
