2. Description of Action Being Approved.
Request is for approval to solicit as Brand Name Only for the following manufacturers: Schneider Electric PM870RD Power Meter and Accessories
MCAS Iwakuni has standardized its existing Advanced Metering Infrastructure (AMI) system using PM870RD power meters and its accessories as a unified solution.
The estimated pricing provided for this procurement is as outlined below.

3. Description of Supplies/Services.
MCAS Iwakuni has an existing Advanced Metering Infrastructure (AMI) system using an ION Enterprise Energy Management connected to hundreds of existing PM870RD electric meters. The PM870RD meter and ION Enterprise have proprietary Power Quality functions that are native to the existing Advanced Metering Infrastructure only.
4. Statutory Authority Permitting Other Than Full and Open Competition.
This request is submitted pursuant to the authority of Title 10.US.C.2304(c)(1), which provides that full and open competition need not be obtained where there is “only one responsible source and no other supplies or services will satisfy agency requirements.” (FAR6.302-1(a)(2))
5. Rationale Justifying Use of Cited Statutory Authority.
This advanced metering solution is in support of the Energy Policy Act of 2005 for Navy and Marine Corps requirements, Congressional Mandates EPACT 05 and EISA 07, and in support of DOD metering plan executed in 2006. MCAS Iwakuni has existing installed Advance Metering Infrastructure and has standardized on the use of PM870RD power meters as a unified solution and which also improves energy usage monitoring. The meter provides proprietary power quality functions native to the existing system.
The PM870RD is part of the Risk Management Framework accreditation, replacing this device will violate the RMF credentials. This brand name product is the only equipment that can be manufactured and compatible with the integration into the existing AMI infrastructure and power distribution aboard MCAS Iwakuni. Use of another model or brand will not integrate with existing power distribution electrical system.
6. Description of Efforts Made to Solicit Offers from as Many Offerors as Possible
This effort will be synopsized in FedBizOps in accordance with the requirements for FAR 5.2. Market research in accordance with FAR Part 10 has been conducted and only Schneider Electric manufactures this type of equipment that is compatible with the existing Advance Metering Infrastructure and are authorized for purchase. There are multiple distributors that sell the products through the Commercial marketplace. The solicitation will be posted on FedBizOps that anyone that has the authority to sell these products may provide a quote.
7. Determination of Fair and Reasonable Cost.
The Contracting Officer will determine that the price of this acquisition is fair and reasonable in accordance with FAR 13.106-2 and to the extent deemed necessary by the Contracting Office, using price analysis techniques in the FAR 13.106-2.
8. Actions to Remove Barriers to Future Competition.
For the reasons set forth in Paragraph 5, the Marine Corps has no plans at this time to use other than the Schneider Electric PM870RD power meter for future contracts for the types of supplies covered by this J&A. If another potential source emerged, the Marine Corps will assess whether competition for future requirements is feasible.
