SECTION SF 30 BLOCK 14 CONTINUATION PAGE

SUMMARY OF CHANGES

SECTION SF 1449 - CONTINUATION SHEET

The following have been added by full text:

QUESTIONS AND ANSWERS

1. Can the government please extend the deadline to allow adequate time to ensure proposed candidates not only qualify but are ready to begin work imminently?

A. The deadline has been extended to 30 July 2019 and it will NOT be extended further.

2. Can the government please change the PoP start date to mid-AUG at the earliest to allow adequate time for proposal submission, award, and mobilization?

A. PoP date will stay the same in order to allow personnel to start working on requirements to gain facilities and computer access; however, personnel will not be required to be physically located until

Mid-August.

3. Can the government please clarify the # of IO and SOF SMEs required and if SMEs are expected to be FTEs embedded at the government work site in Bridgeport, CA, or if they can work remotely?

A. Contractor shall use their judgement on number of SMEs required to fulfill work requirements;

however, government requires at least 1 of each and they must be embedded at MCMWTC, Bridgeport, CA.

4. According to sec 3.1, it indicates that the government will not reimburse for travel, but that visits to government sites are anticipated. Can the government please provide an estimate of # and duration of visits per year to gather required information from government stakeholders and observe. We expect this may exceed the travel estimated in table 8.2.

A. We expect the numbers to not exceed the table in section 8.2

5. According to Sec 4.1.1 the IO SME is required to "attend selected MCIOC exercises..." Can the government please clarify how this relates to the table in Sec 8.2? What are the #, duration, and location of MCIOC events the

SOF SME is expected to attend/support?

A. This is addressed in the last line of Table 4 in Section 8.2, Joint IO, Quantico, VA 6 trips for 5 days.

6. According to Sec 4.1.2 it says "The SOF instructor will assist the SOF trainer in the exercise control section...during the conduct of MTX..." Can the government please clarify how this relates to the table in Sec 8.2?

What are the #, duration, and location of MTX events the SOF SME is expected to attend/support?

A. The SOF SME will not travel for this requirement. The MTX events are aboard the MCMWTC, Bridgeport, CA and there are 3 exercises per year in which SOF participates.

7. Same section as above, it says "the SOF instructor will assist the MCMWTC SOF horsemanship instructor..." Can the government please clarify the #, duration and location of these events and if they overlap with the MTXs listed above and how they relate to table 8.2?

A. These relate to the answer for question #6. The SOF Horsemanship course is conducted in conjunction with MTX for a maximum of two exercises per year. The SOF unit attending may request to attend the SOF Horsemanship course rather than execute mountaineering during the

Basic Mobility portion of the MTX.

8. In ref to Sec 4.2...will the government allow curriculum development services to be provided by multiple

SMEs at various remote locations, or is this is intended to be a single FTE or part-time SME? Is the primary place of duty for curriculum development a location in California, Quantico or Norfolk? Can the government please clarify if the level of effort required for 4.2 tasks is expected to cover the first three lines in table 8.2, totaling 30 days?

Related, according to Sec 4.2.4 it says "contractor shall provide contractor personnel to Quantico, VA and Norfolk, VA in support of para 9.3." Sec 9.3 simply alludes to IPRs with the COR. In general, can the government please clarify the location and duration of tasks to be completed related to curriculum review/development services?

A. This work will take place aboard the MCMWTC, Bridgeport, CA, primarily, but may require travel to Quantico, VA and/or 29 Palms, CA not to exceed the first three lines of table 4.

9. In ref to Sec 4.3.1/instructional support...can the government please clarify the duration and location of each iteration of the classroom courses to be supported?

A. Classroom courses will be in conjunction with the Mountain Operations Staff Planning

Considerations Course taught to the training audience during each of the 3 x active duty MTXs and the Reserve MTX and will be 3 days in duration. The SOF Horsemanship Course is 15 days in duration and is taught a maximum of 2 of the 3 active duty MTXs.

10. Page 24 indicates that the submission deadline is July 16, 2019 09:00 PST. Can the government please correct this?

A. This has been corrected. Submission deadline is July 30, 2019 09:30 PST.

11. Can the government please ensure that offerors have adequate time to review and adapt to the answers the government will provide in response to these questions before final submission deadline?

A. All questions will be answered in several waves and posted by 25 July 2019 to FBO.

12. After several re-reads, is our understanding correct?

The CLINs are set up with the original intent of essentially 2 FTE SMEs. However, if we choose, can we propose an approach for these CLINs with more than 1 person under each CLIN? We feel that the SME exercise and advisory work and the curriculum development and instructor work will be too difficult for 2 people to support, given the various locations and simultaneous events and the distinct skillsets required.

A. Contractor shall use their judgement on number of SMEs required to fulfill work requirements.

13. Is there an incumbent for this effort? If there is an incumbent, would the Government please provide the incumbent contract information including contract number?

A. There is no incumbent for this effort, this is a brand new requirement.

14. Are the SME positions under this solicitation currently occupied?

A. No.

15. Are the SME positions subject to the SCA? If so, can the Government please provide the applicable Wage

Determination?

A. Yes. Please refer to page 56-57 Clause 52.222-42.

16. PWS section 3.1 states the following, "The majority of work shall be performed at Government facilities with some work that can be conducted remotely via approved Non-Secure Internet Protocol Router Network (NIPRNET) systems."

Can the Government please clarify?

Is it the Government's intent that the primary work location will be at Bridgeport?

If not Bridgeport, what is the primary location, Government installation and facility where the required SMEs are expected to perform the majority of the efforts outside of the travel defined in PWS section 8.2 Table 4 and MTXs at the MCMWTC?

A. Yes, the Government’s internet is to have the primary place of work to be in Bridgeport at the training center, except for the instances mentioned in PWS section 8.2 Table 4.

17. PWS section 9.2 states the following, “The Contractor Program Manager/Site Lead is required to attend."

Can the Government please clarify, is there a requirement for Offerors to designate a Site Lead? If so, please clarify the sites requiring Site Leads.

A. Not required to designate a site lead.

18. For Table 4, Can the Government please clarify, are both IO and SOF SMEs attending all events listed?

19. Can the Government please clarify the Student Throughput number of 960 by delineating student throughput at the course level? Could the Government please provide a course listing and the associated POIs?

A. The SOF and IO SMEs will be required to assist and develop the media for following courses: SOF

Horsemanship Course, Mountain Leaders Summer and winter mountain leaders’ course (SMLC /

WMLC), Mountain Scout Snipers Course (MSSC), and Mountain Command and Control

Communications (MCCCC). On average all these courses will have about 960 students.

20. Is there a current incumbent? If so, are you able to convey the vendor?

A. There in not an incumbent. This is a brand new requirement.

21. I am hoping to find out if there is an incumbent contractor currently performing these services, if similar services have been performed in the past, or if this is a new requirement. If there is an incumbent, could you please provide the contract or task order number?

A. There is no incumbent. This is a brand new requirement.

22. How many students are in each class?

A. IO: 30 to 40

SOF: 12-120 (depending on the size of the SOF element participating)

23. What is the duration of each class?

A. There are three active duty force MTXs per year which are approx. 35 days in duration and there is one reserve exercise which is 14 days in duration.

24. Is there one IO and one SOF per course?

A. Yes.

25. How many courses are expected per year?

A. Up to four.

26. Will any courses overlap?

A. No, each will coincide with the respective MTX they are tied to.

27. Will the IO and SOF SME’s be cadre or more so consultants?

A. Cadre.

28. Why was this solicitation not sole sourced? There was no previous RFI for this specific work to direct the set a-side for WOSB.

A. A sources sought notice was posted back in January under M3361019Q0007. WOSB is under represented under this NAICs code and enough were identified to set it aside.

29. In the subject document page 3 the response to question 19 refers to website https://www.29palms.marines.mil/mcmwtc/Staff/S-3-Operations-and-Training/Chief-Instructor/Mountain- Warfare-

Formal-Schools/ <https://www.29palms.marines.mil/mcmwtc/Staff/S-3-Operations-and-Training/Chief-

Instructor/Mountain-%20Warfare-Formal-Schools/> for Catalog of Courses.

While the link does take the user to the MCMWTC website, the associated links to the MTN Warfare Formal

Schools yields a 403 - Forbidden: Access is denied.

You do not have permission to view this directory or page using the credentials that you supplied.

How do we access the course catalogs?

A. The link has been moved to the SharePoint page. A copy of the catalog is uploaded with this solicitation on fbo.gov.

30. Does the new response due date of 30Jun2019 impact the start date of the contract (Base Year PoP)? CLINs

0001 and 0002 on SF 1449 has 31 Jul 2019 currently as the start of the contract.

A. The Government intends to award and start the Period of Performance (PoP) for the contract on 31

July 2019, this is the best case scenario. It may take a few days to award the contract. The

Government does not expect the contractor to be present on the first day of the PoP. It is expected that the contract start working on all required access requirement and be present at the Training

Center within the first 30 days of the PoP.

31. Are graphics, tables and figures required to be in 10-point font?

A. Font on graphics, tables, and figures do not have to be 10-point.

https://www.29palms.marines.mil/mcmwtc/Staff/S-3-Operations-and-Training/Chief-Instructor/Mountain-Warfare-Formal-Schools/ https://www.29palms.marines.mil/mcmwtc/Staff/S-3-Operations-and-Training/Chief-Instructor/Mountain-Warfare-Formal-Schools/

32. To clarify, is only one (1) page cover sheet allowed for all three volumes, or can the offeror have a cover sheet for each volume? The volumes would be provided as separate attachments.

A. Offerors may have a cover sheet for each volume.

33. Is there currently a Unit Readiness Planning Course (URPC) being ran at MCMWTC?

A. This is an error in the solicitation, there is no URPC run here and there is no expectation for a contractor to take this course or participate in that process. We do, however, review our curriculum ever two years using the CCRB process.

34. Which courses at MCMWTC have URP instruction incorporated in them?

A. None at this time.

35. Is TECOM/MCTOG going to send out an MTT for the URPC course that the contractors will be assisting with?

If not, are the contractors going to be the primary URPC instructors in addition to their duties as IO and SOF SMEs?

If MCMWTM is going to run a URP Course, are the visiting units going to be providing the students?

A. See answer to 33.

36. Are both contractors going to be traveling for URP coordination as outlined in section 8.2 Table 4? Are both contractors going to be traveling to the MCMWTC Coordination (29 Palms) and Joint IO/CA SME (Quantico)?

A. See answer to 33.

37. Is the planned contractor travel designed to afford the contractors the ability to maintain JWICs login requirements if it is not available at MCMWTC? To maintain network access, login is required every 30 days on the

JWICs network.

A. JWICS log in will be a future requirement and is not available aboard MCMWTC at this time but is anticipated to be fielded during the period of performance.

38. How critical is the requirement for the SOF SME to be a graduate of the Mountain Leader Course or SOF

Master Mountaineer? Would extensive experience in mountainous operations to include having attended multiple rotations to Bridgeport be sufficient?

A. Must be either a fully qualified Mountain Leader or a SOF Master Mountaineer.
