PERFORMANCE WORK STATEMENT

Marine Air Ground Combat Center

Marine Air Ground Task Force Training Command

Performance Work Statement (PWS)

Parts Washing Machines Maintenance Services

1. Scope

The government requires parts washing machine services for government owned parts washers. All services must comply with all applicable Federal, state, and local statutes and regulations.

2. Definitions:

a. Solvent(s): Means a substance that complies with the Mojave Desert Air Quality Management

District (MDAQMD) rule 1104 (Organic Solvent Cleaning Operations) such as DSOLV 300 or an approved equal.

b. Approved Equal: Means a solvent approved by the cognizant government authority to use under this contract.

3. All machines have affixed the original manufacturers (System One) serial number tag.

Performance Objectives:

4. Provide service for all machines (government-owned) quarterly. Service shall include checking that the machines are working properly; removing waste from the recycling process from the waste valve; checking fluid level and topping off as needed; and cleaning the sink area to ensure the machines recycle properly. Each machine’s solvent loss shall be documented at each interval and provided to the COR. The contractor shall be responsible for all maintenance of the machines listed in table 1 of this PWS. Labor for the parts replacement will be billed separately. During scheduled services the labor will be minimal.

a. If during quarterly maintenance the contractor identifies a problem that requires additional parts and labor, the contractor shall provide the COR an estimate for the amount of hours and required parts for the repairs.

Parts and labor shall be listed separately in the estimate.

b. The labor rate for all over and above work shall be agreed upon by the contracting officer and the contractor at the time of award. This rate is a fixed rate that will be applied to the labor required to complete any over and above work during the current period of performance.

5. Emergency maintenance: is not included in the scope of this contract and such services should be processed as a standalone requirements. Services should be processed with the Governmentwide Commercial Purchase Card

(GCPC) if under the micro-purchase threshold (MPT) and when over the MPT through the contracting office.

6. The solvent used must meet MAQDMD standard 1104, which currently require aqueous solvent with Ph. between 6 and 8. Each machine holds approximately 24 gallons of solvent. The contractor is responsible for the removal of the waste items, refilling with new solution, cleaning the machine, checking the machine for proper operation, and proper disposal of spent solution in accordance with federal, state and local statutes and regulations.

a. The contractor will utilize the solvent provided by the government when refilling the parts washing machines.

7. All materials including waste shall be disposed of in accordance with all applicable federal, state, and local statutes and regulations. Provide all necessary documentation for the waste removal, including but not limited to waste labels, manifests and land ban disposal restriction notices.

8. Coordinate with Manager, Hazardous Waste Management Branch (HWMB), Environmental Affairs Division

(EA), for quarterly service.

9. Coordinate with the Materiel Readiness Officer, Exercise Support Division (ESD), for quarterly service.

10. After the completion of each service, deliver all related documents to the HWMB, EA Div., Bldg. 2095, for signatures and record retention as prescribed by federal law.

11. Increased or decreased requirements. During the performance period of this contract, the requirements of the government may increase or decrease. Examples include, but are not limited to, changes in statutory or regulatory requirements, increased or decreased operations, or reorganizations. This constitutes notice of this possibility, and such increased or decreased requirements shall not be subject to contractor claim or request for equitable adjustment under any provision of this contract other than this clause. Increase or decrease in price shall be calculated by CLIN pricing for the item(s). Increased requirements for parts washing services or supplies for items not currently in the CLIN shall be negotiated between the contractor and the Contracting

Officer, and the Contracting Officer has absolute discretion to obtain increased requirements via any other method deemed appropriate.

12. Quality Control. The contractor is responsible for quality control. The government will conduct quality assurance in accordance with a Quality Assurance Surveillance Plan (QASP), which describes how government personnel will evaluate and assess contractor performance. The QASP will be revised or modified as circumstances warrant. An informational copy of the QASP will be furnished to the contractor after award.
