General Information

1. GENERAL.

1.1 Description of Services/Introduction. The contractor shall provide telephone switch maintenance support services for Marine Corp Support Facility Blount Island (MCSF-BI). MCSF-BI S-6 provides critical voice and data communications to the installation and requires technical assistance and maintenance support to provide reliable service. The purpose of this contract is to provide S-6, MCSF-BI with Technical Assistance Service

(TAS), Extended Technical Assistance Services (ETAS), Return & Repair Replacement Service, and on site

Diagnostics Service for Avaya. Return and repair replacement services is required for and other ancillary equipment located aboard MCSF-BI.

1.2 Background. The S-6’s responsibilities include the operational programming of a Government-owned telephone switch, network cabling and inside/outside cable plant. It is essential that all infrastructure is covered under a maintenance contract to maintain the telephone switch network and all equipment listed in section 1.4 of this

Performance Work Statement (PWS).

1.3 Scope. This PWS establishes and defines the requirements for the contractor to provide technical support and on-site maintenance support repair/return of parts and on-site maintenance support as required for the Base

Telephony Network for MCSF-BI. Specifics for each line item are included below. This will be a Firm Fixed

Price (FFP) contract.

1.4 Technical Requirements.

1.4.1 This support agreement shall include the service requirements of Technical Assistance Service

(TAS), Extended Technical Assistance Services (ETAS), Return & Repair Replacement, and

Remote Diagnostics, based on the Avaya CM8 remotes having 900+ active ports, one (1) CAIRS ticket management system, one (1) Callware Voicemail system, (1) Forum Consortium III

Conferencing Bridge and Networking supported SecureLogix. Return & Repair Replacement is required for one (1) CAIRS ticket management system, one (1) Callware Voicemail system, (1)

Forum Consortium III Conferencing Bridge and Networking supported SecureLogix.

1.4.2 The support agreement package shall consist of core Avaya TAS/ETAS support on a 24/7 basis for the term of the contract for sold to# 0003010528. This core TAS/ETAS support package shall provide the primary services required for day-to-day support of the MCSF-BI Avaya CM8, remotes, voicemail system, GPS, Conference Bridge and ticketing system. The Contractor, as the prime Contractor, must be an Authorized Reseller in good standing with each of the following companies: Avaya, CAIRS, SecureLogix Corporation, Forum Communications International, and Callware Technologies. The contractor shall remain an Authorized Reseller in good standing with the companies listed above through the period of performance set forth in the contract, inclusive of the option years if the Government chooses to exercise the option(s).

1.4.3 The contractor shall provide unlimited remote and on-site maintenance, diagnostics, routine technical assistance, and emergency technical assistance services as required. In addition to technical assistance, services shall include testing, diagnostic fault isolation, problem resolution, and system restoration from the Avaya TAS facilities for the Avaya and CM8 switching system.

Remote support is by telephonic assistance only.

1.4.4 There are no remote terminals. All remote services will be conducted via telephone or email.

Emergency TAS shall be available 24 hours a day, seven days a week. For those customers requiring non-service threatening support, routine TAS shall be available from 7:00 a.m. to 4:00 p.m. EST, Monday through Friday.

1.4.5 In addition to core TAS/ETAS coverage, the support agreement shall allow for Repair and

Replacement (R&R) hardware. Typical turn-around time for R&R service shall be 20 business days or less. During emergency situations, necessary replacements shall be shipped within 24 hours. Coverage shall include all CM8 equipment, and voice mail components.

1.5 Depot Level Support.

1.5.1 Repair and Return of Failed Items. The contractor shall utilize Avaya services to support CM8 telecommunication systems and components listed in Part 7 of this PWS. The contractor shall utilize the listed equipment manufacturers in support of the non-Avaya listed equipment in Part 7.

The contractor shall closely monitor all vendors to ensure that quality standards are being observed;

thereby providing a well-coordinated effort to ensure highly responsive Depot Level Support for all items and support equipment that comprise the telephone switch system installed at MCSF-BI.

1.5.2 Depot Center Operations. The contractor shall utilize Avaya’s dedicated full-time facilities for

Depot Level Support including the repair of all Avaya equipment listed in Part 7. The contractor shall utilize the original equipment manufacturers for hardware and the listed vendors for software for the non-Avaya equipment listed in Part 7. This support shall consist of the repair or replacement of electronic circuit packs, major subassemblies, modules, printed circuit boards, and other repairable items. The depot centers shall be fully staffed during normal duty hours and maintain on call standby coverage to handle emergency orders during all non-duty hours.

1.5.3 Emergency Requests. To meet the Government's high-priority, short lead time emergency requirements, the contractor's emergency replacement service shall be available 24 hours a day, seven days per week, 365 days per year for the MCSF-BI CM8 system. An emergency is defined as a critical system service outage which significantly impacts customer operations. The Government is responsible for making the final determination of an emergency. The Contracting Officer

Representative (COR) is the point of contact that has been authorized by the Government to request this emergency service. The information for the COR is listed in section 1.7.12 of this PWS.

1.5.4 Remote Diagnostics. There are no remote diagnostic services for Avaya CM8 switch systems. All services will be done on site or by telephone services. The contractor shall provide MCSF-BI with the phone numbers, addresses, and POCs for the remote diagnostic facilities.

1.5.5 Scope of Remote Diagnostic Services. Remote diagnostic services shall be available for use during emergency situations when all other Government, third-party, and/or on-site contractor support have failed to correct a problem. Emergencies shall be handled immediately. With non-emergencies, the site shall be called back to work the problem with the ETAS engineer. The contractor shall immediately investigate and resolve emergency situations that occur in the operation and maintenance of the switch systems and continue to work every such situation remotely until the problem is corrected and service is restored.

1.5.6 Remote Diagnostic Service Centers. The Remote Diagnostic Service Centers for Avaya switches and switch system peripherals shall be available 24 hours a day, seven days per week, 365 days per year for the duration of the contract.

1.5.7 On Site Diagnostic Service. If trouble analysis remote diagnostic services or replacement of contractor supplied parts by local technical experts are unable to isolate and affect repairs, then onsite contractor support shall be required. On-site response time will need to be within 24hrs of notification. The contractor shall provide for and assume all costs associated for travel, lodging and subsistence of any support staff required to travel to the MCSF-BI sites covered under this support agreement.

1.5.8 Contractor Responsibilities. The Contractor shall provide shipping as required. The

Government will not pay any travel or shipping expenses outside of the firm fixed-priced amount. The contractor is responsible for all reinstatement fees as needed to Avaya, CAIRS, Securelogix Corporation, Forum Communications International and Callware Technologies.

The Contractor, as the prime Contractor, must be an Authorized Reseller in good standing with each of the following companies: Avaya, CAIRS, SecureLogix Corporation, Forum

International Communication and Callware Technologies.

1.6 Period of Performance. The period of performance is a 12-month base period and four, twelve-month option periods. The period of performance reads as follows:

1.7 General Information.

1.7.1 Quality Control. The contractor will coordinate with the Government to ensure and maintain an effective quality control program to ensure services are performed in accordance with commercial and Government industry standards. The contractor will assist with the development and implementation procedures to identify, prevent, and ensure non-recurrence of defective services.

1.7.2 Recognized Holidays.

1.7.3 Hours of Operation. The contractor is responsible for conducting business, between the hours of

0630 - 1800 Monday thru Friday, except Federal holidays, or when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government directed facility closings. For other than firm-fixed-price (FFP) contracts, the contractor will not be reimbursed when the Government facility is closed for the above reasons. The contractor must, at all times, maintain an adequate workforce for the uninterrupted performance of all tasks, as defined within this PWS, when the Government facility is not closed for the above reasons. When hiring personnel, the contractor shall keep in mind that the stability and continuity of the workforce are essential.

1.7.4 Place of Performance. The location of the work to be performed under this contract is at Marine

Corps Support Facility Blount Island, (MCSF-BI) Jacksonville, FL.

1.7.5 Type of Contract. The Government will award a FFP Contract.

1.7.6 Personnel and Information Security requirements.

1.7.6.1 Governing Security Directives and Policies. The contractor shall comply with DoD

Directive 5220.22-M (National Industrial Security Program Operating Manual

(NISPOM)), SECNAV M-5510.36 (Department of the Navy Information Security

Program), SECNAVINST 5510.30C (Department of the Navy Personnel Security

Program), MCO 5510.18B (United States Marine Corps Information and Personnel

Security Program), and adhere to all Blount Island Command and Marine Corps Support

Facility - Blount Island security instructions, orders, policies, and directives.

1.7.6.2 Security Clearances. This contract does not require the contractor to possess a Secret

Facility Security Clearance.

1.7.6.3 Security Clearance and Access. In order to be eligible to provide support to classified programs, the contractor (to include team members and sub-contractors) shall be registered in the System for Award Management (SAM) database with an active contractor and

Government Entity (CAGE) Code or North Atlantic Treaty Organization (NATO) CAGE.

1.7.6.4 The contractor shall immediately remove any employee that endangers national security.

Report violations of security requirements to the BICmd Security Manager to allow dual reporting to the appropriate consolidated adjudication facility (CAF).

1.7.6.6 The contractor shall be responsible for safeguarding all Government equipment, information and property provided for contractor use. At the close of each work period, Government facilities, equipment, and materials shall be secured.

1.7.6.7 Contractor/Subcontractor Access to MCSF-BI. In order to gain access to the installation, the contractor will comply with requirements outlined in CMDO 5560.1, Entry Control

Procedures for MCSF-BI badges and vehicle registration. The contractor shall immediately remove any employee that endangers national security.

1.7.6.8 CONUS Anti-Terrorism (AT) Considerations. The contractor shall comply with monthly

Random Anti-Terrorism Measures (RAM), as directed by CMDO 3302.1, Marine Corps

Support Facility Blount Island Mission Assurance Plan. These RAM, at a minimum, will consist of the random implementation of higher Force Protection Condition (FPCON) measures in consideration of the local terrorist capabilities. Random use of other physical security measures will be used to supplement FPCON measures.

1.7.6.9 FPCON describes the progressive level of countermeasures in response to a terrorist threat to U.S. military facilities and personnel. FPCON measures are used to deter terrorist attacks on DoD facilities and personnel by:

1) Varying routines.

2) Being sensitive to changes in the security atmosphere around DoD facilities and personnel.

The five FPCON levels are defined as follows:

Normal: This condition applies when a general global threat of possible terrorist activity exist and warrants a routine security posture.

Alpha: This condition applies when a general threat of possible terrorist activity against personnel and facilities, the nature, and extent of which are unpredictable.

Bravo: This condition applies when an increased and more predictable threat of terrorist activity exists.

Charlie: This condition applies when an incident occurs or intelligence is received indicating some form of terrorist action or targeting against personnel or facilities is likely.

Delta: This condition applies in the immediate area where a terrorist attack has occurred or when intelligence has been received that a terrorist action against a specific location or person is imminent.

1.7.6.10 Personnel may be asked to leave the base or not be allowed to enter the base when in elevated FPCONs.

1.7.6.10.1 During increased FPCONs, the contractor and its equipment are subject to search via scheduled spot check or RAMs, at any time. Spot checks may also be conducted as RAMs.

1.7.6.10.2 During FPCONs Normal and Alpha, personnel without base issued passes or credentials must be sponsored onto the installation.

1.7.6.10.3 During FPCON Bravo, Charlie and Delta, personnel without base issued identification shall be physically escorted onto the installation.

During Higher FPCONs (Charlie and Delta) the government will curtail non-essential operations/functions; access by Non-Essential contractors will be suspended at the direction of the Installation Commander.

1.7.7 Anti-Terrorism (AT) Training. Anti-Terrorism Level I training is required by all personnel working aboard MCSF-BI. The Anti-Terrorism Officer (ATO) monitors this annual requirement.

Upon completion of the training, the individual will print and maintain a copy of his/her certificate.

If the individual participates in a Temporary Additional Duty (TAD) overseas, he/she must have current AT Level I certification. Additionally, personnel going overseas on TAD are required to receive a travel advisory briefing provided by the ATO.

1.7.8 Operations Security Program (OPSEC). All communications with DoD organizations are subject to

OPSEC review. Contractor personnel shall be aware that computer and telecommunication networks are continually subject to intercept by unfriendly intelligence organizations. The DoD has authorized the military departments to conduct OPSEC monitoring and recording of emails/telephone calls originating from, or terminating at, DoD organizations. Therefore, contractor personnel are advised that any time they send an email/place a call to, or receive an email/call from, a USMC organization, they are subject to OPSEC procedures. The contractor shall ensure wide and frequent dissemination of the above information to all employees dealing with official DoD information. There are no known organizational conflicts of interest. The resultant contractor employees will be required to complete a DD 254 and sign a non-disclosure statement before beginning work as there may be access to classified or sensitive information.

1.7.9 Physical Security. The contractor shall be responsible for safeguarding all government equipment, information, and property provided for contractor use. At the close of each work period, government facilities, equipment, and materials shall be secured.

1.7.10 Special Qualifications.

1.7.10.1 The Contractor, as the prime Contractor, must be an Authorized Reseller in good standing and provide proof of status from each of the following companies: Avaya, CAIRS, SecureLogix Corporation, Forum Communications International and Callware

Technologies.

1.7.10.2 The contractor shall assess the test procedures and data for systems, which test the total system to ensure satisfaction of all functional and technical requirements, and associated reports. Analyze configuration management plans, and other materials relative to the application, use, and performance of the systems to include hardware and software.

1.7.10.3 The contractor shall be required to review technical documentation and Standard

Operating Procedures (SOP) for all applications and hardware referenced in this PWS, to ensure compliance with applicable DOD and U.S. Marine Corps Telephone policies.

1.7.11 Travel. No OCONUS travel shall be required to support the requirements of this contract.

1.7.12 Contracting Officer Representative (COR). The COR is Charles Stichberry. The COR monitors all technical aspects of the contract and assists in contract administration. The COR is authorized to perform the following functions:

1) Assure that the contractor performs the technical requirements of the contract.

2) Perform inspections necessary in connection with contract performance.

3) Maintain written and oral communications with the contractor concerning technical aspects of the contract.

4) Issue written interpretations of technical requirements, including Government drawings, designs and specifications.

5) Monitor the contractor's performance and notify both the Contracting Officer and contractor of any deficiencies; coordinate availability of Government furnished property, and provide site entry of contractor personnel.

A letter of designation issued to the COR, a copy of which is sent to the contractor, states the responsibilities and limitations of the COR, in particular with regard to changes in cost or price, estimates or changes in delivery dates. The COR is not authorized to change any of the terms and conditions of the resulting contract.

1.7.13 Identification of Contractor Employees. All contract personnel attending meetings, answering government telephones, and working in other situations where their contractor status is not obvious to third parties, are required to identify themselves to avoid creating an impression with the public that they are Government officials. Contractor must also ensure that all documents or reports produced are suitably marked as contractor products, or that contractor participation is appropriately disclosed. All contractor personnel working at Blount Island will be required to obtain and wear badges in the performance of this service.

1.7.14 Organizational Conflict of Interest (OCI). Contractor and subcontractor personnel performing work under this contract may receive, have access to or participate in the development of proprietary or source selection information (e.g., cost or pricing information, budget information or analyses, specifications or work statements, etc.) or, perform evaluation services which may create a current or subsequent Organizational Conflict of Interests (OCI), as defined in FAR Subpart 9.5. The contractor shall notify the Contracting Officer immediately whenever it becomes aware that such access or participation may result in any actual or potential OCI, and shall promptly submit a plan to the Contracting Officer to avoid or mitigate any such OCI. The contractor’s mitigation plan will be determined to be acceptable solely at the discretion of the Contracting Officer, and in the event the Contracting Officer unilaterally determines that any such OCI cannot be satisfactorily avoided, or mitigated, the Contracting Officer may affect other remedies as he or she deems necessary, including prohibiting the contractor from participation in subsequent contracted requirements which may be affected by the OCI.

1.8 Work Performed on Marine Corps Installations. The contractor, as a resident of the facility, shall adhere to all rules, orders, regulations, and procedures applicable to residents of the Marine Corps installations where work is to be performed. The following are (although not an all-inclusive list) a listing of the relevant safety guidance that must be adhered to, as applicable, during the performance of the work:

Additional safety guidance that must be adhered to during the performance of the contract will be provided to the contractor by modification to the contract.

1.9 Accident/Injury Reporting. Accidents or injuries related to the contractor’s work place, or a contract work activity where a person requires treatment from a medical practitioner, are reportable to the Contracting Officer.

The contractor shall report all accidents and/or injuries that occur during the performance of this contract within eight (8) hours of the occurrence, in accordance with CMDO 5100-2D, Standard Operating Procedures for

Implementing, Managing, and Enforcing the Command Safety Program. The contractor shall submit written notification via electronic mail, coupled with telephonic notification, to the Contracting Officer and all authorized representatives of the contract, (e.g. Contracting Officer Representative, Contracting Officer

Technical Representative, or Quality Assurance Representative). The Contracting Officer or designated representative under the contract shall notify the Installation Safety Official within four (4) hours of the accident/injury notification. The Installation Safety Official is Mr. Jeff Churchill and he may be contacted by email at jeff.churchill@bic.usmc.mil or by telephone at (904) 696-5623.

Definitions and Acronyms

2. DEFINITIONS AND ACRONYMS:

2.1 Definitions:

2.1.1 Contractor. A supplier or vendor awarded a contract to provide specific supplies or services to the

Government. The term used in this contract refers to the prime.

2.1.2 Contracting Officer. A person with authority to enter into, administer, and or terminate contracts, and make related determinations and findings on behalf of the Government. Note: The only individual who can legally bind the Government.

2.1.3 Contracting Officer’s Representative (COR). An employee of the U.S. Government appointed by the contracting officer to administer the contract. Such appointment shall be in writing and shall state the scope of authority and limitations. This individual has authority to provide technical direction to the contractor as long as that direction is within the scope of the contract, does not constitute a change, and has no funding implications. This individual does NOT have authority to change the terms and conditions of the contract.

2.1.4 Defective Service. A service output that does not meet the standard of performance associated with the Performance Work Statement.

2.1.5 Deliverable. Anything that can be physically delivered, but may include non-manufactured things such as meeting minutes or reports.

2.1.6 Quality Control. All necessary measures taken by the contractor to assure that the quality of an end product or service shall meet contract requirements.

Government Furnished Property, Equipment and Services

3. GOVERNMENT FURNISHED ITEMS AND SERVICES:

3.1 Services: The Government will not provide services to the contractor.

3.2 Information: Government furnished information, such as building locations, required by the contractor for the performance of this contract will be provided with each request. All information received remains the property of the United States Government. The Contractor may be in contact with data subject to the Privacy Act (Title

5 of U.S. Code, Section 552.a). Reports and data shall be identified and safeguarded accordingly. Agency procedures shall be followed. The Contractor shall ensure that contractor employees assigned to this requirement are briefed annually on properly identifying and handling privacy act data/ information.

3.3 Facilities: There is no requirement for Government Furnished Facilities. If vendor provides “on-site” support, access will be granted as required.

3.4 Utilities: While performing services aboard MCSF-BI all utilities in the facility will be available for the contractor’s use in performance of tasks outlined in this PWS. The contractor shall instruct employees in utilities conservation practices. The contractor shall be responsible for operating under conditions that preclude the waste of utilities, which include turning off the water faucets or valves after using the required amount, proper waste disposable and recycling.

3.5 Equipment: The contractor will have access to lighting and sound.

3.6 Materials: The Government will provide Standard Operating Procedures and Policies and Command Orders

(CMDO).

Part 4

Contractor Furnished Items and Services

4. CONTRACTOR FURNISHED ITEMS AND RESPONSIBILITIES:

4.1 General: The contractor shall furnish all supplies and services required to perform work under this contract that are not listed under Section 1.4 and 1.5 of this PWS.

4.2 Secret Facility Clearance: The contractor is not required to possess a Secret Security Clearance from the

Defense Security Service.

4.3 Materials: The contractor shall furnish materials and supplies necessary to meet the requirements under this

PWS. Refer to Section 1.4. and 1.5 of this PWS.

4.4 Equipment: The contractor is not required to furnish equipment under this contract.

4.5 Technical Data: This requirement does not include the acquisition of technical data as defined under FAR

2.101.

PWS Section 1.4.4

There are no remote terminals. All remote services will be conducted via telephone or email. Emergency TAS shall be available 24 hours a day, seven days a week. For those customers requiring non-service

In addition to core TAS/ETAS coverage, the support agreement shall allow for Repair and Replacement

(R&R) hardware. Typical turn-around time for R&R service shall be

20 business days or less. During emergency situations, necessary replacements shall be shipped within

24 hours. Coverage shall include all

CM8 equipment, and voice mail components.

PWS Section 1.5.1

Repair and Return of Failed Items.

The contractor shall utilize Avaya services to support CM8 telecommunication systems and components listed in Part 7 of this

PWS. The contractor shall utilize the listed equipment manufacturers in support of the non-Avaya listed equipment in Part 7. The contractor shall closely monitor all vendors to ensure that quality standards are being observed; thereby providing a well-coordinated effort to ensure highly responsive Depot Level

Support for all items and support equipment that comprise the telephone switch system installed at

MCSF-BI.

Callware Technologies.

PWS Section 1.5.2

Depot Center Operations. The contractor shall utilize Avaya’s dedicated full-time facilities for

Depot Level Support including the repair of all Avaya equipment listed in Part 7. The contractor shall utilize the original equipment manufacturers for hardware and the listed vendors for software for the non-Avaya equipment listed in Part 7. This support shall consist of the repair or replacement of electronic circuit packs, major subassemblies, modules, printed circuit boards, and other repairable items. The depot centers shall be fully staffed during normal duty hours and maintain on call standby coverage to handle emergency orders during all non-duty hours.

PWS Section 1.5.3 Emergency Requests. To meet the

Government's high-priority, short lead time emergency requirements, the contractor's emergency replacement service shall be available

24 hours a day, seven days per week, 365 days per year for the MCSF-BI

CM8 system. An emergency is defined as a critical system service outage which significantly impacts customer operations. The

Government is responsible for making the final determination of an emergency. The Contracting Officer

Representative (COR) is the point of contact that has been authorized by the Government to request this emergency service. The information for the COR is listed in section 1.7.12 of this PWS.

PWS Section 1.5.4 Remote Diagnostics. There are no remote diagnostic services for Avaya

CM8 switch systems. All services will be done on site or by telephone services. The contractor shall provide

MCSF-BI with the phone numbers, addresses, and POCs for the remote diagnostic facilities.

PWS Section 1.5.5 Scope of Remote Diagnostic

Services. Remote diagnostic services shall be available for use during emergency situations when all other

Government, third-party, and/or on-site contractor support have failed to correct a problem. Emergencies shall be handled immediately. With non-emergencies, the site shall be called back to work the problem with the

ETAS engineer. The contractor shall immediately investigate and resolve emergency situations that occur in the operation and maintenance of the switch systems and continue to work every such situation remotely until the problem is corrected and service is restored.

PWS Section 1.5.6 Remote Diagnostic Service Centers.

The Remote Diagnostic Service

Centers for Avaya switches and switch system peripherals shall be available 24 hours a day, seven days per week, 365 days per year for the duration of the contract.

PWS Section 1.5.7 On Site Diagnostic Service. If trouble analysis remote diagnostic services or replacement of contractor supplied parts by local technical experts are unable to isolate and affect repairs, then onsite contractor support shall be required. On-site response time will need to be within 24hrs of notification. The contractor shall provide for and assume all costs associated for travel, lodging and subsistence of any support staff required to travel to the MCSF-BI sites covered under this support agreement.
