SUMMARY OF CHANGES

SECTION SF 30 - BLOCK 14 CONTINUATION PAGE

The following have been added by full text:

Web-Based Training Solicitation M6700124Q1030 Questions Received and the Government’s Response

Q1: Is FRCE looking for a vendor with Commercial off the shelf (COTS) training or is FRCE looking for a vendor to custom develop the requested training materials?

A1: The Government is requesting commercially of the shelf training.

Q2: Line Item 0001 is for 1 year of Web-Based Training. Are Optional Line Items 1001, and 2001 for the subsequent years (years 2 and 3, respectfully)?

A2: Yes, CLINS 1001 and 2001 are option year CLINS.

Q3: Does the FRCE have any specific courses that it would like to have within the Web-based library?

A3: No, the Government requires commercially available training in accordance with section 2.0 of the Performance Work Statement.

Q4: Does the FRCE have any specific courses that it would like to have with respect to Live Webinar Training? What would be the frequency of the live webinar training?

A4: No, there are currently no specific topics we have in mind for Live Webinars, however any time there is an opportunity to have trade specific instructor led training we want to take advantage of that.

Q5: It is our understanding that the Government would prefer unrestricted access to the Contractor's website/LMS to access courses rather than the Contractor creating a separate website/LMS for the Government. This would be a much more cost-effective solution to the Government. However, we still want to make sure that this is the objective of the Government.

A5: The Government would like full access to all available courses relating to the Performance Work Statement.

Q6: What are the exact parameters regarding ‘trade specific training requirements’ (i.e., do these require a certain number of learning hours, overall courses, assessment measures or parameters regarding course content, beyond the ‘surveys’, and the pre-test and post-test). Provide more specificity on approved accreditation bodies and professional continuing education credit requirements.

A6: The government requires that there are courses that benefit all users in our division whether they are a maintenance mechanic, admin staff, engineer, or anything in between. Therefore, ‘trade specific’ refers to a requirement that there are courses in the content library that shall include, but are not limited to topics such as: Industrial safety; Electrical safety; Electrical work topics; Hydraulics; Pneumatics; Motors and pumps; HVAC; Mechanical drive systems; Rigging; Pipefitting/steam work; Electronics; Variable frequency drives; Preventative/predictive maintenance; Carpentry; Instrumentation; Programmable logic controllers; Welding; Boiler work; Facilities management; Leadership and culture development; Computer programs (such as MS word, excel, access, etc.); Industrial engineering; Project Management; Design engineering; Electrical engineering; Architectural Engineering; Equipment engineering; in accordance with Section 2.0 of the Performance Work Statement.

There is not necessarily a required number of hours, but a pre-test (with the ability to test out of a course) and a post-test to gauge growth is required. I would say at a minimum, CEUs should be accredited through IACET, but there are other accreditation bodies such as PMI, ICC, and SHRM that would add to the credibility of the contractor.

Q7: Is the ‘270 estimated users’ an annual count, or, will new users be added throughout the contract?

A7: 270 is the estimated max number of users for the duration of this contract. The government has looked at our current roster size in each division and allowed for some growth over the desired length of the contract.

Q8: Are there any additional 508 compliance parameters, beyond the standard, for accessibility?

A8: No, not that the Government is aware of.

Q9: Are the ‘free new course releases and updates’ indicative of incremental changes, or will a new full course be potentially added?

A9: As the contractor updates or improves their content, the government would want access to the new versions of the course, not just the old version from when access was first gained. Additionally, new training courses may be developed by the contractor for various reasons (i.e. new technology, emerging workforce needs, etc.) and the Government shall be given access to any newly developed courses rather than just the ones that were in the library when access was gained.

Q10: How many ‘live webinar training events’ are requested? How many learners per session?

A10: There is no required number of live webinar training events or learners allowed per session. This part of the requirement refers to the desire to have a contractor from time to time offer live webinar training events (rather than only self-paced web-based training) on various subjects that would benefit our workforce and users could sign up for them voluntarily as needed. This would support users who learn in different ways, i.e., self-paced vs instructor led. Additionally, the contractor shall conduct live webinars or teleconferences with users for orientation purposes.

Q11: What date do you need the courses ready for delivery?

A11: The courses shall be available on the date of contract award.

Q12: Is this a remote or on-site service?

A12: This requirement is for a Web-Based Training Catalog, which shall contain live webinars and support. No on-site services are required.

Q13: Is this a new contract or is there an incumbent?

A13: There is previous purchase history for this service;

Incumbent: Enterprise Training Solutions, Inc.; PO# M6700123F1085

Q14: Will we be hosting the LMS or do you already have an existing one?

A14: The Government does not have LMS and shall rely on the contractors LMS for content access and administrative functions.

Q15:Will there be SME available to help assist in creating the courses?

A15: The contractor shall provide administration assistance and customer support on an as needed basis. They shall also be responsible for creating/updating courses over the period of performance. The LMS shall also allow the Government to upload their own created content if it may be necessary.
