TCCC Training Course Questions/ Answers

Q1. Does the client have a requested number of classroom / LTT days?

A1. (4) Days of LTT; total period of performance is (5) days.

Q2. How close does the training site have to be?

A2. There are no restrictions on distance from the training location.

Q3. Is there a required ratio of student/ instructor for the lecture and LTT?

A3. The ratio is 1:4 (20 AMT Models per day)

Q4. Will there be any student corpsman?

A4. The Special Amphibious Reconnaissance Corpsmen (SARC) will be at the training location, but they will not be a part of the 40 students.

Q5. The minimum number of students will be 40?

A5. Please refer to CLIN 0001 and PWS Paragraph 4.1.

Q6. Section 4.2 stipulates that the successful vendor will be "in accordance with MCCDC letter dated 17 January 2020"; I have been unable to find this policy letter in the MCCDC so that I may reference it as I build out the offer, do you have any guidance on this? Could you please direct me to where I may find it and/or are you able to send me a pdf of this document?

A6. Please contact tecom.healthservices@usmc.mil to receive information on becoming an approved vendor for the Tactical Combat Casualty Care/ Medical Readiness Training Course for Navy Medical personnel and Marines.

Q7. Section 4.2 also states that the successful vendor will be "approved in writing by TECOM/BEUMED for TCCC for CLS". Again, I am unable to find any point of contact or web portal in which I can access the information necessary to ensure we are in compliance with the requirement. Do you have any guidance on this aspect of the requirement, as well as any points of contact from TECOM/BEUMED so that our team can ensure the correct letter is in place when we deliver our offer?

PERFORMANCE WORK STATEMENT

Performance Work Statement for Tactical Combat Casualty Care Training Course for Combat Lifesavers

1.0 Background: Tactical Combat Casualty Care (TCCC) for Combat Lifesavers (CLS) with Live Tissue Training (LTT) is a high priority for Marine Corps Forces in support of trauma training. To mitigate the loss of lives and severity of injuries on the battlefield, all combatants and medical personnel on the modern battlefield must be proficient in the concepts of TCCC. LTT ensures wounded personnel receive competent care on the battlefield to reduce mortality from potentially survivable injuries.

2.0 Scope/Objective: Charlie Company, 2nd Reconnaissance Battalion, 2nd Marine Division (2MARDIV) requires contracted support to provide its Marines with the necessary advanced medical training for future deployment. When deployed, Marine Reconnaissance units are employed beyond the forward line of troops, making it difficult for teams to receive immediate medical assistance during combat operations. Reconnaissance units require advanced medical training to improve survivability when golden hour medical evacuation is impossible.

Reconnaissance units must receive prolonged field care training to mitigate risk to mission and risk to troops during combat operations.

3.0 General Requirement: The contractor shall provide TCCC training services for Combat Lifesavers (CLS) in accordance with their curriculum approved by Training and Education Command (TECOM) and Navy Bureau of Medicine (BUMED).

4.0 Tasks:

4.1 The contractor shall provide one (1) five-day period of instruction for up to forty (40) students. The required ratio of instructor to student will be 1:4 (20 AMT models per day).

4.2 In accordance with the Marine Corps Combat Development Command (MCCDC) letter dated 17 January 2020, Tactical Combat Casualty Care with Live Tissue Training Policy Guidance (para 9.1), the contractor shall be currently approved in writing by TECOM/BUMED to conduct TCCC for CLS. The certification must be received and current upon submission of bid.

4.3 The contractor will restrict LTT curriculum to TCCC and adhere to the United States Marine Corps Combat Medical Training Guidelines (para 9.3).

4.4 The contractor shall provide all required training resources (i .e. personnel, materials, facilities, training areas, supplies, and equipment necessary to execute and complete the training requirements). There are no restrictions on distance from customer to the training location.

4.5 The contractor shall provide a certificate of completion for each individual that successfully completes the training course.

4.6 The contractor shall notify the Commanding General of TECOM (CG, TECOM) of the requested TCCC with LTT in accordance with the Marine Corps Combat Development Command (MCCDC) letter dated 17 January 2020, Tactical Combat Casualty Care with Live Tissue Training Policy Guidance (para 9.1).

4.7 The contractor shall submit an after-action report and reporting data on each TCCC with LTT course to the CG, TECOM in accordance with the Marine Corps Combat Development Command (MCCDC) letter dated 17 January 2020, Tactical Combat Casualty Care with Live Tissue Training Policy Guidance (para 9.1).

5.0 Government Requirements:

5.1 Unit will provide transportation to and from the training site.

5.2 Unit will provide lodging.

5.3 Unit specific requirements will be provided by the unit (i.e., combat load-out gear and uniforms if needed).

6.0 Place of Performance:

6.1 Training will be conducted at the contractor owned field training site.

6.2 The training facility will be a secured training area that prevents unauthorized access and observation.

7.0 Government Points of Contact: The Government Points of Contact are not warranted Contracting Officers and do not have the authority to take any action, either directly or indirectly, that would change the pricing, quantity, place of performance, delivery schedule, or any other terms and conditions of the contract.

8.0 Contractor’s Unauthorized Work Performance: The Contractor shall not perform work that deviates from contract requirements and specifications. If the Contractor deviates from contract requirements and specifications without approval of the CONTRACT ADMINISTRATOR and/or the CONTRACTING OFFICER, such deviation shall be at the risk of the Contractor and any costs related thereto shall be borne by the Contractor.
