PERFORMANCE WORK STATEMENT

For

TELEVISION, WIRELESS INTERNET, AND RELATED SERVICES

1.0 SCOPE. 2d Marine Division (MARDIV) Communication Strategy and Operations

(COMMSTRAT), aboard Marine Corps Base (MCB) Camp Lejeune, North Carolina has a requirement for commercial cable television, and wireless internet, and related services.

2.0 PLACE OF PERFORMANCE. Services will be provided aboard Marine Corps Base

Camp Lejeune as stated in paragraph 4.0 of the Performance Work Statement (PWS).

3.0 REQUIREMENTS. The contractor shall provide all qualified personnel, supervision, supplies, materials, equipment, tools, and transportation necessary to provide cable television, wireless internet, telephone, and related services in accordance with the PWS.

3.1 TELEVISION SERVICE. The contractor shall provide television services utilizing existing infrastructure aboard MCB Camp Lejeune to various locations as outlined in paragraph

4.0 of the PWS. The contractor shall provide the minimum number of channels stated in the

Contract Line Item Descriptions, and include the following mix of channels:

3.1.1 A minimum of four (4) network news channels (CNN, FNC, CSPAN, MSNBC or similar)

3.1.2 A minimum of three (3) local channels (WITN, WCTI, WNCT, WFXI or similar)

3.1.3 A minimum of one (1) national weather channel (The Weather Channel or similar)

3.2 WIRELESS INTERNET SERVICES. The contractor shall provide wireless internet services to various locations as outlined in paragraph 4.0 of the PWS. The contractor shall provide the minimum upload and download speeds as stated in the Contract Line Item

Descriptions.

3.4 CONTRACTOR PROVIDED EQUIPMENT. The contractor shall provide all

Equipment necessary to convert the broadcast signal for display on Government owned televisions and monitors. The contractor shall provide all equipment necessary to convert the broadcast signal to provide wireless internet services. The Government will provide the firewall and switch to protect the network.

The contractor shall coordinate with the Technical Point of Contact for recovery of all contractor provided equipment at the end of the contract period of performance. The Government will not be responsible for any contractor provided equipment that is not collected within 30 days of the contract period of performance end date.

3.5 QUALITY OF SERVICE. The contractor shall ensure all services provided are, at a minimum, equal to current services being provided to customers in the local area.

3.6 CHANGES IN SERVICE. Any changes in service or channel line-up must be submitted to the Contracting Officer at least 30 days prior to the change.

3.7 INSTALLATION OF NEW CABLE DROPS AND RELATED INFRASTUCTURE.

The contractor shall ensure any installation of new cable or related infrastructure is in accordance to industry standards for inside and outside cable plant. The contractor is NOT AUTHORIZED under this contract to perform any construction aboard Marine Corps Base Camp Lejeune, NC.

The contractor must notify the Contracting Officer and receive written approval prior to any work being done outside of building walls. This includes “piercing the envelope” of the building

(i.e. drilling into the building from the outside or to the outside of the building from the inside), installation of boxes or other equipment on the outside of the building or on the building grounds, and digging anywhere aboard the installation.

3.8 COMPLIANCE WITH REGULATIONS. The contractor shall comply with all parts of the Federal Communications Commission (FCC) regulations in terms of cable telecommunications systems, satellite systems and wireless systems.

5.0 GOVERNMENT POINT OF CONTACT. The Government point of contact is not a warranted Contracting Officer and does not have the authority to take any action, either directly or indirectly, that would change the pricing, quantity, place of performance, delivery schedule, or any other terms and conditions of the contract.

6.0 CONTRACTOR’S UNAUTHORIZED WORK PERFORMANCE. The contractor shall not perform work that deviates from contract requirements and specifications. If the contractor deviates from contract requirements and specifications without approval of the

CONTRACTING OFFICER, such deviation shall be at the risk of the contractor and any cost related thereto shall be borne by the contractor.

7.0 BASE ACCESS INSTRUCTIONS FOR MARINE CORPS BASE CAMP

LEJEUNE AND MARINE CORPS AIR STATION NEW RIVER.

-Contractors and/or Delivery drivers must have in their possession: their contract number, delivery address, and sponsor’s contact information in order to gain initial access to the base. For services the mailto:tammila.cassell@usmc.mil

-Contractors must be registered in the Defense Biometrics Identification System (DBIDS). It is the

Contractor’s responsibility to ensure all their employees and or subcontractors are properly registered within DBIDS.

-DBIDS credentials will be valid for the duration of your contract, not to exceed three years; however, re-vetting of individuals' information will occur each year.

-Contractors requiring access for over 60 days will receive a credential valid for up to one year.

-Contractors requiring access for less than 60 days will receive a temporary paper pass.

-Contractor Common Access Card (CAC) Eligibility: Contractor personnel authorized CAC's are exempt from DBIDS enrollment.

-If you have questions regarding base access, Contractor CAC or DBIDS requirements contact the

Contractor Vetting Office at 910-451-0283/0284/0285.

**The Government will not be responsible for any contractor access delays. Delays that may result from inadequate planning are strictly the responsibility of the contractor.
