ANSWERS TO VENDOR QUESTIONS
1. Questions: Please clarify the proposal due date.
Answer: Quotes are due by 10:00 am on 03 May 2021.
2. Questions: Assuming the Government intent is to issue this solicitation as an RFQ, request the Government drop the requirement for technical and past performance submissions.
Answer: The requirement for Technical and Past Performance submissions remains in the solicitation.
3. Request the Government clarify/correct the inconsistencies throughout the RFP in regard to the correct number of FTEs.
Answer: There are 17 Positions within the PWS and RFP. The Solicitation is updated to reflect 17 contractor positions in all sections.
4. Request the Government revise the RFP to reflect the correct number of holidays (11) allowed for Albany, GA.
Answer: The correct number of required federal holidays will remain at ten (10).
5. Will the Govt accept coursework from both public and private organizations that pertain to supply as long as a certificate of course completion is provided?
Answer: In most cases YES. However, all are subject to review and acceptance by the COR
6. Recommend the Government remove the levels currently assigned to the Production Controllers and Stock
Clerks in order to correctly price these as SCA positions.
Answer: The Production Controller III is changed to Production Controller and Stock Clerk II is changed to
Stock Clerk.
7. Can the Government clarify whether the Past Performance Factor response should be included in the
Technical volume or a stand alone, Past Performance Volume?
Answer: Past Performance responses shall be a stand alone volume.
8. Can the Government state exactly how many Past Performance references offerors are to provide?
Answer: The vendors shall provide a minimum of three Past Performance references.
9. Can the Government indicate how many pages are allowed in the Past Performance section?
Answer: No page limit.
10. Recommend the Government considers allowing the past performance references of the major teaming partners as part of the Past Performance Factor.
Answer: The Government requirement for Past Performance will not change.
11. Can the Government confirm that although working hours may be performed from 0600-1800 daily, contractor personnel will only be required to work 8 hours per day?
Answer: Yes, 8 hour per day, 40 hours per week.
12. Are offerors required to provide normal Stock clerk support on Saturdays?
Answer: No. This is not required.
13. What percentage of Stock clerk support is required on Saturdays? (In other words, how many Stock Clerks does the Government require to work on Saturdays?)
Answer: Not Required.
14. Are any other labor categories or FTEs required to work on Saturdays?
Answer: Not Required.
15. Recommend the Government add Overtime CLINs with plug numbers for the Government's estimate of overtime dollars to this RFQ to accommodate any overtime requirements associated with this effort.
Answer: No. Overtime is not required.
16. Can the Government provide, as attachments to the RFQ, the applicable references stated in paragraph 4.6?
Answer: These references will be provided to the awardee at the time of award.
17. Request the Government identify which position(s) are considered "key personnel."
Answer: All 17 positions are considered key personnel within the Performance Work Statement and
Mission Critical key personnel positions for the proposed contract.
18. Can the Government clarify/define the Level of Effort for this contract?
Answer: The work in terms of an amount of effort to be performed by specified classes of employees over a given period of time.
19. Can the Government confirm whether there will be a transition period for this contract and if so, how long that transition period will be?
Answer: All 17 positions must be filled in a 15-day transition period for the proposed contract.
20. Request the Government provide ODC and Travel CLINs to allow offerors reimbursement for these expenses.
Answer: No. ODC and Travel is not allowed. Travel for training shall be included in the position total cost.
21. Request the Government provide cost reimbursable ODC and Travel CLINs with plug numbers to allow offerors reimbursement for these expenses.
Answer: No. One time training expense shall be included in the total cost of the position.
22. Request the Government revise the Instructions to Quoters and block 8 of the SF 1449 to extend the submission date if needed, in order to provide offerors at least 10 business days after all questions have been answered and the final RFQ has been issued.
Answer: Solicitation Response date/time is extended to 03 May 2021 at 1000 a.m.
23. Can the Government confirm that the acronym "PPA" stands for Production Plant Albany, and if not, please provide the correct definition of the term?
Answer: Yes, that is correct.
24. Can the Government provide the actual building numbers for which the personnel supporting CLINS X001, X002, and X003 work out of?
Answer: Building 5500 and 5501 on Marine Corps Logistics Base, Albany GA.
25. Can the Government provide the labor categories and number of FTEs projected to work in each building?
Answer: This shall be determined at the time of award.
26. Can the Government provide the name of the incumbent contractor (if there is one) and the current contract number?
Answer: JanTech, Inc. and Contract M6700118F0137
27. Request the Government revise the Instructions to Quoters and Paragraph 9.0 (Period of Performance) to reflect all four option periods as indicated in the CLIN schedule.
Answer: No. there are only three one year options. The fourth CLIN is for a six month option and shall be used at the discretion of the Contracting Officer utilizing FAR 52.217-8.
28. Can the Government please specify the percentages of the technical writing workload that are expected to be engineering vs. logistics oriented?
Answer: The technical writing workload is expected to be 100% engineering.
29. Can the Government please specify the exact environmental regulations that are to be adhered to by the individuals providing Installation Log Environmental Support?
Answer: The contractor who receives the award shall work under guidelines set by the Environmental
Office within I&E Division and be provided any additional regulations at the time of award.
30. Can the Government please specify the building which these individuals will be working out of?
Answer: Building 5500 and 5501 on Marine Corps Logistics Base, Albany GA.
31. Will there be any other contractor personnel (from this same contract) working in the same building as these two stock clerks?
Answer: Yes. There will be other contractor personnel from this same contract working in the same building as the five required stock clerks in the Solicitation.
32. Will there be a site visit for this contract, if yes, when?
Answer: No. Due to COVID Policies limiting person to person contact on DoD bases.
33. Could you please clarify how many FTE’s are needed for this? One section of the SOL states 17 while another section states 18.
Answer: This Solicitation has seventeen (17) contractor positions. The Solicitation is updated to reflect 17
34. Could you also clarify how many Production Control IIIs are required? The CLIN structure says 1 until you get to the CLIN 3001, where it states 2.
Answer: This Solicitation requires three (3) Production Controls. Level III is removed from Production
Controls.
35. Does this represent a consolidation of such services that are currently under multiple contracts? (Page 31 of
Solicitation, Introduction)
Answer: No.
36. Can you identify the applicable Service Contract Act Work Description Number (WD #) to ensure that a proposal team can use the correct one(s)? (p.32 Types of SCA labor)
Answer: The Wage Determination Number is 2015-4467 (See page 46 of the Solicitation).
37. What are the specific Occupation Codes for each position, for example Stock Clerk II and Production
Controller III, in the Work Description? (p.32 Types of SCA labor)
Answer: The Government does not provide occupational codes. The vendor decides which Occupation
Codes to use for each position.
38. Are contractor qualifications requirements suggested requirements or the required education and experience? The RFQ mentions a certification in the field of supply management; what is the specific supply certification, if one? (page 37, Contractor Education and Experience)
Answer: The education and experience is required. However, the equivalent will be subject to review and acceptance by the COR. The supply management certification will be from Defense Acquisition University.

39. Vendors must submit knowledge, skills and abilities for all potential employees with no individual names, according to the solicitation. Should this be done with resumes that are redacted? Or do you seek summarized descriptions of sample backgrounds of potential employees? For all positions or each type of position? (page 55 Management Plan)
Answer: The vendor shall not submit Resumes. The vendor shall submit contractor employees knowledge, skills, and abilities for all positions in the Solicitation (See Technical Factor 1).
40. The gov states early in the RFQ doc that there are 18 required FTE. Then, later shows a table with 17. Can then Gov confirm the required FTE count?
Answer: There are 17 Positions within the PWS and RFP. The Solicitation is updated to reflect 17
41. Is the contractor responsible for any required software programs? i.e., CAD
Answer: No, the Government has all required software programs.
42. Who is the incumbent contractor?
Answer: JanTech, Inc.
43. On the current contract, which contract employee has been designated as the project team leader?
Answer: Production Controller/Team Leader
44. What is the contract anniversary dates /tenure of the respected SCA WD covered staff so that we can provide the required paid time off (PTO) in accordance with the SCA WD REGISTER?
Answer: To be determined at Award.
45. PAST PERFORMANCE QUESTIONNAIRE FORMS - How many completed forms are required? Can a vendor's CPARS be substituted for a past performance questionnaire?
Answer: Vendors submitting quotes shall provide three completed past performance forms with their quote.
The vendor’s CPARS can be submitted as past performance.
46. May we submit a Letter of Transmittal, which could be separated from the other Volumes of the proposal?
The LOT would have company name, DBA and address and signature of the company owner.
Answer: Yes.
47. In the “Experience” section of page 54 it says the Government is accepting experience as old as 5 years from the proposal due date. Due to this, would the government be willing to accept past performance from within the same 5 year from due date time period?
Answer: No, the Government’s Past Performance requirement will remain the same in the Solicitation.
48. How does the Government want vendors to invoice for the travel cost for 1 Production Controller attending
HMMS conference and Computer Operators attending the training events?
Answer: Travel cost for training shall be included in the position total cost.
49. Are any employees considered Mission Essential Workers?
Answer: Yes, all contractor employees in the PWS are considered Mission Essential Workers.
50. We understand that a few employees might be required to work overtime to meet program goals and objectives; but how does the Government want vendors to invoice for overtime hours?
Answer: No overtime will be required.
51. Are the employees required to have an active security clearance upon start of contract performance? If yes, please advise the level of security clearance required.
Answer: No
52. The SF 1449 has listed the offer due date of 19 April 2021, however page 30 of 84, Instructions to Quoters states that all quotes shall be received by 10:00 AM EST on 13 April 2021. Can the Government clarify the due date for receipt of all quotes?
Answer: Solicitation response date is 03 May 2021 at 10:00 a.m.
53. What system is being used currently to track work orders?
Answer: USMC MAXIMO
54. Are there any page limits for the Technical Volume?
55. Are there any format requirements such as font type, font size, and page margins for all the volumes
(Technical, Past Performance, and Cost/ Price)?
56. Has there been any change in the PWS as compared to the on-going contract?
57. Please provide 52.212-1 Instructions to Offerors.
Answer: 52.212-1 is contained in the Solicitation by Reference. To view the Provision in Full Text go to https://www.acquisition.gov/FAR.
58. Please verify the meaning of the following statement “Only prime contractor experience will be used in the past performance evaluation.” Does this mean USG will only consider work performed as Prime? Or does this mean USG will only consider work from the Prime Offeror (and not from any major subcontractor team members)?
Answer: The meaning is only Past Performance as Prime contractors will be considered.
59. In the Technical Factor 2, it states “The vendor shall demonstrate their experience in similar facility and supply support services task over the past five (5) years experience …[to include] contract number, dates of services and Government contact information for verification.” Would USG consider extending the 5 year limit to the Past Performance Factor?
Answer: No changes will be made to Technical Factor 2. No changes will be made to the Past Performance
Factor.
60. Page 30 of 84 states that “The technical quote is to be submitted with vendor’s identifying information
ONLY on the cover page of the technical quote.” Does this mean we cannot reference our company name throughout the Technical or Past Performance writeups? E.g. “Company Name” should instead be referred to as “Offeror?”
Answer: Yes, that is correct.
61. Is the basis of award Best Value or LPTA?
Answer: The basis of award is Best Value.
62. Is there an incumbent currently performing on this effort?
63. If there is an incumbent currently performing on this effort, what is their associated contract and task order number?
Answer: JanTech, Inc., Contract M6700118F0137
64. If there is an incumbent currently performing on this effort, is the scope the same as this requirement?
Answer: The scope is approximately 90% the same.
65. If there is an incumbent currently performing on this effort, is the estimated level of effort the same as this requirement?
Answer: The number of contractor positions is 20 but 3 are vacant positions. The level of effort is similar with 17 contractor employees currently on the contract.
66. If there is an incumbent currently performing on this effort, is the contractor performing in a satisfactory manner?
67. Is pricing to be provided for each main level CLIN as well as sub-CLINs? For example, CLIN 000101 is listed inside/below of CLIN 0001, but provides no data for quantity or units to utilize. Is pricing required for these sub-CLINs or just the higher level CLINs?
Answer: The Proposal Pricing required the higher level CLINs to be the total roll up of the sub-CLINs.
68. If there is an incumbent currently performing on this effort, is the incumbent currently staffed to the requirements of this solicitation?
Answer: The incumbent’s current staff requirement is for 20 contractor employees but 3 positions are vacant.
69. Section 5.1 of the PWS notes 18 positions, but in sections 5.1.A-F below that paragraph the total amount of positions adds to 17. Can the Government provide clarification on the desired level of effort?
Answer: There are 17 Labor Positions.
70. Is the cost for attendance at the HMMS Conference to be included in the overall CLIN pricing or the specific sub-CLIN pricing for that labor category?
Answer: The HMMS Conference will be included in both the sub-CLIN pricing for the labor category and rolled up in the overall CLIN.
71. Can the Government confirm that there are no page limitations?
Answer: Confirmed. No page limit.
72. Would it be acceptable to submit a response separated in three volumes (Technical, Past Performance, Price)?
73. When is the anticipated award date for this effort?
Answer: Within the first two weeks of June 2021.
74. How many Production Controller positions are required for the contract?
Answer: There are three Production Controllers.
75. The solicitation states “The Government will award a contract to the Offeror whose proposal is evaluated to be the most advantageous to the Government, price and other factors considered”. Will the Factors and
Subfactors be evaluated as acceptable/not acceptable or will some other type of rating (e.g. – adjectival, numeric) be used?
Answer: Proposals shall be evaluated based on an adjectival rating.
76. How does the Government want vendors to invoice for the travel cost for 1 Production Controller attending
HMMS conference and Computer Operators attending the training events?
Answer: None, this cost is associated with the cost of the position and is paid for by the contractor.
77. Are any employees considered Mission Essential Workers?
Answer: Yes, all contractor employees in the PWS are considered Mission Essential Workers.
78. Please provide the number of personnel for each labor category working on the current contract.
Answer: The number of personnel for each labor category is listed under Paragraph 20.0 in the PWS.
79. On the current contract, are all positions filled?
Answer: Currently there are 3 vacant positions. 17 out of 20 contractor positions are filled.
80. Will the government be evaluating the labor category used from the wage determination to avoid labor category misclassification and unrealistic bidding?
Answer: Yes, with the exception of the additional duty of one position as Project Manager.
81. We understand that a few employees might be required to work overtime to meet program goals and objectives; but how does the Government want vendors to invoice for overtime hours?
82. Are the employees required to have an active security clearance upon start of contract performance? If yes, please advise the level of security clearance required.
Answer: Contractor employees are subject to an e-QIP and fingerprinting with full background check to make a favorable determination for these public trusted contractor positions to access unclassified sensitive information. No secret clearance is required.
83. What system is being used currently to track work orders?
Answer: USMC MAXIMO
84. Does the Government have an estimate of the anticipated overtime on the contract?
85. Which software is being currently used for CAD support?
Answer: AutoCAD 2012
86. Are there any page limits for the Technical Volume?
87. Are there any format requirements such as font type, font size, and page margins for all the volumes
(Technical, Past Performance, and Cost/ Price)?
88. Has there been any change in the PWS as compared to the on-going contract?
89. The price sheets on pages 20-24 indicate that a 4th option contract period will be for 6 months, which will give the total contract period of 4.5 years. The reference on page 30 indicates that the total contract period will be 1 base year and 3 option years for a total of 4 years. Please clarify.
Answer: This Solicitation is for 1 Base year and 3 option years. The 6 month option is at the Contracting
Officer’s discretion utilizing FAR 52.217-8.
90. Reference Pricing sheet, page 6. Item 0003, Logistical PPA Support: Please clarify the initials PPA.
Answer: Production Plant Albany
91. 3. Reference Pricing sheets, Items 0001, 1001, 2001, 3001, 4001 (6 MO): Are these Items to include administrative costs, insurance, overhead, G/A and Fee for everything except the labor, which is spread across the various CLINS associated with the particular contract year?
Answer: No. These Main CLIN are for the total price of subCLINS contractor positions.
92. Reference Pricing Sheets: Please clarify what labor rates are to be used—burdened or unburdened. If you want basic wage rates that will be extracted from the WDOL referenced, then where will the burden items be calculated such as Medicare, Social Security, FUIA,SUIA, Workman Comp and insurance?
Answer: See the Wage Determination for the Service Contract Act allowable burden rates.
93. Will USG consider past experience from a newly-formed Joint Venture?
Answer: Yes, but the Past Performance of all vendors must be as Prime contractors.
94. How many past performance examples does USG need from the Prime contractor?
Answer: A minimum of three is required for this Solicitation.
95. Will USG reconsider allowing past performance information from major subcontractors as well?
Answer: No. Only Past Performance from Prime contractors will be considered.
96. Reference SF 1449 Schedule B, pages 3-24 Pricing. Page 3: Is CLIN 001 for all administrative costs except labor?
Answer: No. CLIN 0001 is for the total price of subCLINS contractor positions.
97. Pages 3-5, Are CLINS 000101,000102, 000103, 000104, and 000105 the staffing requirements for all years including the 3 option years?
98. Are burdened rates (Medicare, Social Security, EO13706, FUIA/SUIA, Workman Comp, G/A and Fee to be included as part of the individual occupational coded employees wage rates, or, are those costs to be included in the main CLIN for each section/function such as 0001,0002,0003?
Answer: See the Wage Determination for the Service Contract Act allowable burden rates.

Answer: The Total Contract Value for the current contract is $5,258,894.13.
101. Will there be a scheduled site visit? If not, may we request an informal walk around to acquaint the company with physical layout and support planning?
Answer: Due to COVID restrictions, there will be no site visit or walk around.
102. Is there any requirement for the contractor to provide covered vehicles with lift gates, small vehicles for on base delivery, or slow moving vehicles for warehouse property movement?
Answer: No, vehicles are not required.
103. Is the contractor responsible for providing office equipment such as computers, printers, software (CAD), storage cabinets, desks, chairs, etc.?
Answer: No, the Government will provide these items.
104. Is the contractor responsible for providing Bar code scanners for material receipts /turn-in?
Answer: No, the Government will provide these items.
105. Reference page 45, paragraph 21.1 Contractor Access: How much time does the contractor have to phase in this contract?
Answer: All 17 contractor positions must be filled in a 15-day transition period for the proposed contract.
106. How soon will the winning contractor be allowed to interview incumbent personnel for positions on the new contract?
Answer: Immediately after award, and when coordinated with the COR

Answer: Level of effort is the work in terms of an amount of effort to be performed by specified classes of employees over a given period of time. This includes Straight Time for 8 hour per day and 40 hour per week. No overtime will be required. There are 17 contractor positions.
117. Please clarify the specific number of and position titles which offerors are to include in each of the Period of Performance Item Numbers 0001 thru 400304?
Answer There are 17 contractor positions for one Base year with three option years and a six month extension. See Paragraph 20.0 in the PWS.
118. The referenced SCA 2015-4467, Revision 16 dtd. 21 Dec 2020 has a Production Control
Clerk (01270) and a Stock Clerk (21150), as called out in the Solicitation, but it does not include a Production Controller III and a Stock Clerk II. Please advise how to proceed.
Answer: Production Controller Level III and Stock Clerk II are changed to Production Control
Clerk and a Stock Clerk.
119. Please clarify if this should read 54 months due to the 6-month extension pricing option under CLINS 4003-400304.
Answer: No. CLINS 4003-400304 will only be used if the Contracting Officer utilizes 52.217-8.

1.0 INTRODUCTION.
Marine Corps Logistics Base, Albany, Installation and Environment Division has a requirement request for facility contractor support at the Public Works Branch. The information provided within this Performance Work Statement
(PWS) provides the tasks to be performed by the contractor in support requirements. Work under this PWS shall be performed during normal working hours when practical.
2.0 REQUIREMENT.
This requirement is for technical contractor support services for the Installation and Environment public works facility in a number of functional areas. MCLB, Albany, Installation and Environment Division requirement for contractor support at the Public Works Branch. The information provided within this Performance Work Statement
(PWS) provides the tasks to be performed by the contractor in support requirements. Work under this PWS shall be performed during normal working hours when practical.
3.0 BACKGROUND.
MCLB is the primary organization charged with the mission to manage the installation and environmental division to support the warfighter. The contractor shall plan, execute and manage all program and technical support activities as defined in the tasks below, in order to support MCLB as it seeks to meet all the requirements for its responsibilities.
4.0 SCOPE.
4.1 MCLB Albany, Installation and Environmental Division has an existing requirement for contractor personnel support to provide: Technical/Specification writing, document support, CAD document services and program management; manage the supply control/ inventory and issuing functions; computer network analysis, and DDS computer data management in support of the Marine Corps Logistics Base Albany. MCLB Albany I&E Division, Public Works Branch requires this contractor support to continue current levels of service to Production Plant
Albany, Base and Tenant Commands.
The overall objective is for the contractor to be capable of providing high quality technical and supply services.
4.2 Work Location. The work shall be performed in Government facilities at MCLB, Albany, GA in support of the
Installation and Environment Division’s Mission. Contractor(s) are required to work in government facilities due to a daily requirement for coordination with the Government.
4.3 Performance Standards. The Contractor(s) shall provide the necessary resources and infrastructure to manage and administer this contract as defined in the basic contract PWS. The Contractor shall appoint and identify one of the Contractor Support positions to have the collateral duty of being the Project Manager or Team Leader to supervise the contractor employees, manage the contractor’s performance. The Project Manager or Team Leader shall submit the required Daily Work Schedule Reports, Monthly Productions Reports, and other reports in located in the PWS Deliverables (Section 7) to the Contracting Officer’s Representative.
4.4 Government Responsibilities and Interface. The Contracting Officer’s Representative (COR) will have technical oversight and will execute responsibilities related to performance, deliverables acceptance, invoice certification, and coordination of work effort. The COR shall not supervise contractor employees. The COR cannot authorize deviations from the contract or change the contract specifications and requirements.
4.5 Technical Performance Quality. The Contractor(s) shall be responsible for establishing a staff complement capable of handling the responsibilities, execution, and coordination of team resources as defined in the basic contract PWS.

5.0 TASK DESCRIPTION/SPECIFICATION
5.1 TYPES OF SCA LABOR POSITIONS WITH A TOTAL OF SEVENTEEN (17) POSITIONS:

5.2 Production Control Support. The contractor shall provide support for MCBL Albany, GA by providing a variety of duties relating to management of administrative programs as follows:
a. Production Control Support
b. Receive, screen and classify all job orders.
c. Review elements of information and determine and establish priorities based on all other work orders scheduled, or pending scheduling.
d. Compile and record production data to compare records and reports on volume of production, consumption of material and quality control.
e. Calculate types and quantities of items produced, materials used, frequency of defects and work and department production rates.
f. Write production reports based on data compiled, tabulated and computed, following prescribed formats, maintaining files of documents used and prepared, compiling detailed production sheets or work orders for use by production workers as guides in assembly or manufacture of products.
g. Prepare written daily work schedules based on established guidelines and priorities, compile material inventory records. Prepare requisitions for procurement of materials and supplies charts production using chart, graph, based on statistics compiled for reference by production and management personnel.
h. Schedule performance of work orders by establishing start and end dates/times.
i. Schedule work orders concurrently or sequentially, to minimize over-all man-hour requirements.
j. Reschedule jobs due to non-availability of material and/or manpower, weather conditions or other reasons.
Work with shop supervisors, planners and estimator and other key personnel to ensure timely material and equipment support to keep jobs on schedule.
k. Verify material received against bills of material for planned job for correctness.
l. Onsite support required during normal working hours: 06:00 to 18:00, Monday thru Friday.
m. During working hours receives facilities and industrial related services requests from building managers via a computerized maintenance management system. Using knowledge of trade skills, multifunction facilities support contracts and other government procurement methods assigns an appropriate response priority code, based on government defined parameters, and functional area assignment in no more than 15 minutes from receipt of the service request. Work orders should be assigned to the appropriate functional area and priority.
n. Develop production reports based on data compiled, tabulated and computed, following prescribed formats, from the computerized management system to identify trends and costs associated with maintaining assets and facilities. Contractor shall provide these reports on a weekly basis and are based on the current real property inventory to identify areas of cost savings and recommend methods to mitigate identified issues.
Recommendations should be submitted compiling and detailing maintenance costs data by building number or facility support equipment asset number and prescribe methods to control via facilities preventative maintenance plans or corrective maintenance.
o. Utilizing knowledge of facilities, production assets, trades capabilities and government procurement the contractor will schedule performance of work orders by establishing start and end dates/times, estimating materials necessary, and estimating initial man hour requirements in the computerized maintenance management system. Corrective and preventative work orders should be scheduled concurrently or sequentially on a weekly basis within available man-hour requirements. The weekly schedule shall maximize the work force to 90% of the available man hours
5.3 Technical Writing Support. The contractor will provide support by providing a variety of duties relating to administrative programs. Utilizing knowledge of facilities, facilities maintenance tasks, trades capabilities and government and industry standards and specifications the contractor will develop technical documents and performance work statements by researching work order and customer requirements, estimating material cost, and initial man hour requirements using industry recognized estimating software applications.
a. Analyze and review customer requests determine work requirements, develop performance work statements, scopes of work, required documentation for inclusion into delivery orders or task orders for existing contracts and develop cost estimates.
b. Revise or write material that is standardized for reports, briefs, proposals, and related technical operation, and maintenance of industrial machinery.
c. Receive assignments and technical information from a supervisor or senior writer, may be provide notes or manuals containing operating procedures and details, and may observe production, developmental or experimental activities to verify the provided operating procedures.
d. Access manufactures’ catalog, drawings and other data relative to operations, maintenance, specifications and product samples to integrate and explain operating procedures, and production cycles.
e. Organize material and complete writing assignment according to set standards regarding order, clarity, style and terminology, maintain records and files of work and revisions, select material for publication and arrange for distribution of material.
f. Apply performance standards and cost estimating methods to develop comprehensive independent estimates.

n. This writer organizes material and completes writing assignment according to set standards regarding order, clarity, conciseness, style, and terminology, may maintain records and files of work and revisions, may select photographs, drawings, sketches, diagrams, and charts to illustrate material, assist in laying out material for publication, and arrange for typing, duplication and distribution of material. This writer may draft speeches, articles, and public or employee relations releases, or specialize in writing material regarding work methods and procedures.
5.4 CAD Support. The contractor shall provide support for the areas of various CAD responsibilities.
a. Prepare a set or group of drawings for an entire or a portion of a project with independent responsibility for completion.
b. Work from SME (subject matter expert) sketches, marked up prints and calculations of SME’s into complete and accurate working drawings.
c. Perform site investigations to verify and note details of existing conditions and requirements to ensure all features are reflected on completed drawings. Layouts require a high degree of precision and are used to check tolerances, clearances and dimensions.
d. Prepare several views of a simple gear system from a layout and manual references and obtaining dimensions and tolerances from manuals and by measuring the layout.
e. Store, catalog, maintain and update as-built drawings and new designs on computer storage media.
f. Research original drawings and transcribe information and codes into AutoCAD drawings.
g. Prepare preliminary sketches and single line diagrams.
h. Prepare drawings for major projects utilizing computer design software.
i. Utilize automated databases, technical manuals, specifications and other courses of action to perform research and analysis work related to Maintenance Center.

Must be qualified/licensed to operate forklifts up to 10K and cargo trucks up to 10 ton. Contractor is responsible for required OSHA Safety training and Fork Lift certification and license requirements.
b. Received and stow material supplies, and parts.
c. Sort or weigh incoming material to verify quantity received of an item against the delivery ticket/invoice.
