Vision Statement

Marine Corps Base Camp Lejeune provide operational control over bombing target/strafing areas at each respective installation and require aircraft services to meet regulatory guidelines.

1 Introduction

1.1 Marine Corps Installations East (MCIEAST) implements policies, develops regional strategies and plans, prioritizes resources and provides services, direction, and oversight through assigned U.S. Marine Corps

Installations in order to support the Operating Forces, tenant commands and activities. Marine Corps Base

(MCB) Camp Lejeune provide operational control over bombing target/strafing areas at each respective installation at and require aircraft services (fixed-wing or rotary) to meet regulatory guidelines.

1.2 MCIEAST-MCB Camp Lejeune comprises approximately 143,000 acres of land range area within

Onslow County, North Carolina and controls, via CFR (33 CFR 334.440), water based range training areas within New River and the Atlantic Ocean (N-1/BT-3 complex).

1.3 Per the Endangered Species Act (ESA) and the Marine Mammal Protection Act (MMPA), all Federal activities that have potential to impact federally protected species must adhere to specific conditions of

Biological Opinions and Letters of Authorization/Concurrence rendered under section of the respective regulations. MCB Camp Lejeune has a MMPA Letter of Concurrence which requires a pre-mission survey of the N-1/BT-3 prior to live fire activities.

2 General Requirements

This section describes the general requirements for this effort. The following sub-sections provide details of various considerations on this effort.

2. 1 Period of Performance

Base year: 15 September 2019 through 14 September 2020

Option one: 15 September 2020 through 14 September 2021

Option two: 15 September 2021 through 14 September 2022

Option three: 15 September 2022 through 14 September 2023

2.2 Non-Personal Services

The Government shall neither supervise contractor employees nor control the method by which the contractor performs the required tasks. Under no circumstances shall the Government assign tasks to, or prepare work schedules for, individual contractor employees. It shall be the responsibility of the contractor to manage its employees and to guard against any actions that are of the nature of personal services, or give the perception of personal services. If the contractor believes that any actions constitute, or are perceived to constitute personal services, it shall be the contractor's responsibility to notify the Contracting Officer immediately.

3 Performance Requirements

3.1 Aircraft Services - Marine Corps Base Camp Lejeune

3.1.1 Orientation Flight. Contractor is required to complete an orientation flight, coordinated through

Range Control after receiving a Range Safety Brief, along a pre-defined flight-path (map to be provided) for familiarization with procedure and airspace protocols.

3.1.2 Contractor is required to provide an on-call aircraft range survey prior to military live-fire exercises in the N- 1/BT-3 impact area and the H-Range to ensure that no marine mammals or watercraft are in the impact area. Contractor will be notified of range survey requirement for MCB Camp Lejeune 14 days prior to date of performance.

3.1.2.1 The aircraft must maintain a height of 750 feet above surface.

3.1.2.2 The aircraft must fly a path consisting of two survey lines 2 nautical miles apart and parallel to the coast. The first line must be between 1-2 miles off the beach front, and the second 3-4 miles off the beach front.

3.1.2.3 If a marine mammal or watercraft is spotted along any survey line within the N-l/BT-3, the pilot must immediately notify BLACKBURN via VHF radio noting the information contained in 3.2.3 below.

Additionally, the pilot must notify Navy Guard Boat personnel via Marine Band Radio (frequency to be provided) with vessel location information.

3.1.2.4 Specifically for persons/watercraft observations within the CFR area (land, marsh, or water) the aircraft shall "buzz" the vessel by completing an advisory circle around the identified person/vessel at a safe altitude.

3.1.2.5 The pilot and/or crew shall complete Marine Species Awareness Training (MSAT). The video/training is available online and link will be provided.

3.2.3 Data Collection.

3.2.3.1 The pilot is required to validate that no persons or watercraft (hunters, fisherman, moving or stationary watercraft of any description) are located within the N-1/BT-3 impact area. All observation/visual contacts shall be immediately reported to Range Control/BLACKBURN as they occur.

3.2.3.2 The pilot is required to record observations of marine mammals (bottlenose dolphins, whales, or manatee) along the designated flight path. All sightings shall be immediately reported to Range

Control/BLACKBURN with the following information:

Sighting information shall include:

Species identification (if known)

Group size

Location and relative distance from the water based bombing targets Direction of travel relative to N-1/BT-3 boundary

Date, time, and visual conditions (weather, Beaufort Sea State)

3.2.3.3 Data Collection Forms shall be submitted to EMO and Range Control/BLACKBURN on a monthly basis (as flights occur).

3.2.4 Daily Coordination.

3.2.4.1 The flight crew is required to abide by all FAA regulations and to possess appropriate ratings.

3.2.4.2 The flight crew shall conduct a review of weather prior to departure from airport/aerodrome (ASOS or other) from an appropriate location and maintain awareness for the duration of the flight. Crew may cancel the survey based on weather. Visual flight rule minimum (1,000' vertical, 3 mile horizontal) shall be used as a basis for weather related cancellation. When canceling, crew shall notify Range

Control/BLACKBURN. Contractor shall be compensated in accordance with the terms of the contract for services that have been prepared to be rendered.

4 Performance Standards

4.1 Provide range survey along pre-defined flight path.

The Government shall monitor the Contractors performance under this Contract in accordance with the

Governments Quality Assurance Surveillance Plan QASP.

9 Base Access Instructions

Marine Corps Installations across the region are transitioning to a new government-owned access control system called Defense Biometric Identification System (DBIDS). This new and enhanced system replaces RAPIDGate and

MCESS for contractors and other non-DoD-affiliated personnel requiring installation access. DBIDS is already installed at more than 320 sites with over 5 million registered personnel and unlike previous systems, this one is a free service.

Current RAPIDGate or MCESS credentials can easily be switched out for a DBIDS credential and new contractors can apply for a DBIDS credential using the same vetting requirements as previously required. RAPIDGate/MCESS credentials will be honored until September 30, 2018. After this date, all contractors will be required to have a

DBIDS credential in order to access MCB Camp Lejeune and MCAS New River. In order to reduce wait time when exchanging your RAPIDGate/MCESS credential, it is highly recommended each applicant pre-register at https://dbids-global.dmdc.mil/enroll#!/.

Here’s what you need to know:

CURRENT DOD ID CARD HOLDERS

- If you currently hold a valid Common Access Card (CAC), dependent ID card, reserve ID card, or retiree ID card, issued by the Defense Enrollment Eligibility Reporting System (DEERS), no further action is required.

- You will be automatically enrolled in DBIDS when your ID card is initially scanned at the gate. Expect a one-time delay of 3-6 seconds as the DBIDS system initially registers your information.

CURRENT CONTRACTORS

- Beginning June 5, 2018, RAPIDGate/MCESS card holders will be required to present a second form of government-issued identification to the gate sentry, along with the RAPIDGate/MCESS credential, in order to access MCB Camp Lejeune and MCAS New River.

- DBIDS credentials will be issued beginning June 25, 2018

- DBIDS credentials will be valid for the duration of your contract, not to exceed five years; however, re-vetting of individuals’ information will occur each year.

- Contractors can exchange their current RAPIDGate/MCESS credential for a DBIDS credential without re-vetting, however they will be required to bring the following items:

- Current RAPIDGate/MCESS credential

- Second form of government-issued identification (driver license, passport, etc.)

- Company Contract/Letter of Authorization

- New DBIDS credentials will be valid for the remainder of the contract (not to exceed 5 years), but individuals will be re-vetted each year.

- All contractors (MCB Camp Lejeune and MCAS New River) will be able to exchange their current

RAPIDGate/MCESS credential at the Camp Lejeune Contractor Vetting Office, Building TT-13, next to the Wilson

Gate. NOTE: If a contractor requires flight line access, they must exchange their credential at Building AS-187 next to MCAS New River’s Main Gate entrance. Only contractors needing flight line access will be serviced at AS-187.

Flight line access will still be granted at AS-302 using the procedures already in place.

NEW CONTRACTORS

- DBIDS credentials will be issued beginning June 25, 2018

- New contractors requiring access for over 60 days will receive a credential valid for up to one year.

- New contractors requiring access for less than 60 days will receive a temporary paper pass.

9 Contractor's Unauthorized Work Performance. The Contractor shall not perform work that deviates from contract require ments and specifications. If the Contractor deviates from contract requirements and specifications without approval of the CONTRACT ADMINISTRATOR/OFFICER, such deviation shall be at the risk of the Contractor and any cost related thereto shall be borne by the

Contractor.

CLAUSES INCORPORATED BY FULL TEXT

52.212-2 EVALUATION--COMMERCIAL ITEMS (OCT 2014) (TAILORED)

(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered.

The proposed acquisition is a 100% Service Disabled Veteran Small Business (SDVOSB) set-aside for NAICS code 541370, Surveying and Mapping (except Geophysical) Services.

The Government intends to award a single firm-fixed price contract to satisfy this requirement. The Government reserves the right to award without discussions, but reserves the right to engage in discussions if later determined to be in the best interest of the Government. This acquisition will be conducted in accordance with FAR Part 12, Acquisition of Commercial Items and FAR Part 13, Simplified Acquisition Procedures.

BASIS OF AWARD. Award will be made on the basis of Lowest Price Technically Acceptable (LPTA). LPTA will be evaluated based on (1) technical capability of the item/service offered to meet the Government’s requirement; (2) delivery; (3) relevant past performance and (4) price.

1) TECHNICAL ACCEPTABILITY: A mere statement that the vendor “will meet the Government’s requirements” is insufficient; the vendor must demonstrate how it will meet the requirement. To ensure technical acceptability, vendor quotes shall include the following information:

- Demonstrate the ability to furnish personnel, management and transporttion for range sweeps to include services, materials, parts, supplies and equipment;

- Aircraft sufficient to conduct services requested (DRONES OF ANY KIND ARE NOT ACCEPTABLE);

- Licensed pilot and flight crew;

- Demonstrates equipment meets all applicable federal, state, municipal or local law or executive order in conjunction with the services required under the terms of this acquisition;

- Demonstrates ability to transfer data in accordance with the Performance Work Statement (PWS);

- Demonstrates comprehension of the services being requested.

2) DELIVERY: Shall conduct flights within 14 business days of notification in accordance with the Performance

Work Statement PWS).

3) PAST PERFORMANCE: Vendor shall submit “Past Performance Information.” Information provided in the quote shall include similar contracts with Federal, State and local governments, as well as commercial businesses.

Similar contracts are defined as those similar in scope, magnitude, and complexity to this procurement which have been completed or terminated within the last 3 years.

The Government will evaluate the quoter’s, and (if applicable) its principal subcontractors’ demonstrated past performance within the last three (3) years in delivering quality products/services and in meeting requirements on similar programs. The currency and relevance of the information, source of the information, context of the data, and general trends in contractor’s performance, quality, service, schedule and customer satisfaction will be considered.

The degree to which the quoter can demonstrate that it has successfully applied continuous systematic improvement to resolve past performance problems will be evaluated. Problems not addressed by the quoter will be considered to still exist.

References other than those identified by the quoter may be contacted by the Government and used in evaluating the quoter’s past performance. Past performance is an indicator of how current and/or previous customers assess contractor performance under a specific contract performed for them and address the full range of all functions required to make any contractual relationship work. Successful past performance indicates that a contractor understands and has the resources to successfully execute a contract; however, it does not necessarily mean a contractor has the resources and skills necessary to perform the specific work requirements of this solicitation.

In the case of a quoter without a record of relevant past performance or for whom information on past performance is not available, the quoter may not be evaluated favorably or unfavorably on past performance. Quoters without a record of relevant past performance will receive a neutral rating.

Submission Requirements for Contractor Past Performance Reference Form. Quoters shall furnish with their quotation at least three (3) past performance references for contracts which required the same or similar type services using the format attached to the RFQ, entitled Contractor Past Performance Reference Form. Quoters shall provide all the information designated for the Contractor Past Performance References on the form provided for contracts which have been completed or terminated within the last 3 years. This office will send a

Past Performance Questionnaire Form to each referenced agency. Make sure your reference information is up to date. Do not give the name of references unless you have made sure that the individual can be reached at the referenced telephone number, e-mail address, and postal address that you have provided.

4) PRICE: All quotes must be the Contractor’s Best Pricing. The Government intends to evaluate quotes and award a contract without discussions with vendors. Vendors should not expect requests for clarification or additional information from the Government. Therefore, the vendor’s initial quote should contain the vendor’s best terms from a price and technical standpoint. However, the Government reserves the right to conduct discussions with vendors if later determined by the Contracting Officer to be necessary and in the best interest to the Government. The

Government may reject any or all quotes if such action is in the public interest; and may waive informalities and minor irregularities in quotes received. Quoters shall provide pricing for each Contract Line Item Number (CLIN).

The price quote must reflect unit prices, extended amounts per line item, and overall total. (Note: All prices must be actual “face-value” pricing having already accounted for any discounts offered and extended to the Government).

PREPARATION OF QUOTE. Quotes submitted shall include the following:
