PERFORMANCE WORK STATEMENT

Information Technology Solution for

Sikes Act Permit Sales & Dispersed Recreation Access Management Services (SAPDRAMS)

1. OBJECTIVE

The objective of this Performance Work Statement (PWS) is to expand the capabilities and improve efficiency of the

Environmental Conservation Branch (ECON) Game Checking Station operations at Marine Corps Base, Camp

Lejeune (MCBCamLej), North Carolina, by facilitating the issuance and management of Sikes Act (16 U.S.C. 670 et seq.) permits issued to authorized individuals for access to MCBCamLej for the purpose of hunting, fishing, trapping, firewood, and other authorized dispersed outdoor activities. Camp Lejeune's Land and Wildlife Resources

Section (LWRS) is directed toward implementing scientifically based fish and wildlife conservation activities, which provide a balanced environment for maintaining healthy populations of wildlife and inland freshwater fisheries. A major program focus is to provide resource based outdoor recreational opportunities for military personnel, their dependents, civilians serving the Base, and the general public consistent with mission requirements.

Major capabilities that need to be made available for automated Sikes Act Permit Sales & Dispersed Recreation

Access Management Services (SAPDRAMS) include: customized web based content management service (CMS);

online permit sales via Pay.gov; online check-in/out; integrated MTI telephony check-in/out; integration of payment acceptance service for permits; an integrated daily access pass reservation service; harvest tracking and reporting;

violations tracking and reporting; online help documentation and training videos; training on all services; and ongoing support for the newly integrated capabilities.

The proposed course of action is to subscribe to a service provider that can host these functions.

1.2 Contracting Officer’s Representative (COR): TO BE PROVIDED UPON AWARD.

1.3 Contract Administrator: Vivian Porter, 910-451-3018, vivian.porter@usmc.mil

2. TASKS. The following tasks are the iterative steps necessary to meet the objective and deliver this project on time and at a high level of quality.

2.1 Planning & Project Management. Following the award and notice to proceed, the contractor will collect relevant information necessary to meet the identified objective. Once all relevant information has been collected, the contractor will provide ECON LWRS with a written summary of their proposed plan, including timelines.

2.1.1 Kick-off Meeting. The contractor will schedule a project Kick-Off meeting with Contracting Officer’s

Representative (COR) and ECON stakeholders. This meeting will take place either at a designated meeting site aboard

MCBCamLej. The purpose of this meeting is to gather relevant information necessary to deliver services as outlined in this SOW. The data will be gathered by interviews of critical stakeholders and examination of existing data sets and documentation. The contractor will provide the COR with a report outlining findings and recommendations through an e-mail letter report.

2.1.2 Project Plan. Following the acceptance of findings and recommendations and any additional input from

MCBCamLej stakeholders, the contractor will plan for the development and deployment of the services. A plan outlining the major functionalities of each service with a determined schedule will be drafted. The Plan will outline the unique needs, challenges and potential impacts of this project. It will identify any risks, shortfalls, and recommended modifications so that all services are in optimal working condition for reliability to the recreational user. It will also identify any requirements of Department of Defense/United States Marine Corps Information

Technology that must be met prior to the deployment of the management services. Once accepted, the contractor will begin the development and final deployment of the services.

2.1.3 Reporting. The contractor will provide periodic reporting of progress and deliverables identified for this project.

Monthly Progress Reports: The contractor will provide a monthly summary of actions for this project.

These reports will include a description of progress to date, overall completion and estimation of delivery times for the remaining deliverables.

Contractor Manpower Reporting (CMR): The contractor will report ALL Contractor manpower

(including subcontractor manpower) required for performance of this contract.

2.1.4 Authorization to Operate and/or FEDRAMP Compliance. The Contractor is required to ensure compliance with the Federal Risk and Authorization Management Program (FedRAMP). FedRAMP is a government-wide program that provides a standardized approach to security assessment, authorization, and continuous monitoring for cloud products and services. Contractor shall provide the Government with proof of its hosting environment’s interim ATO, ATO, or active FedRAMP accreditation.

2.2 Feature Service Development and Deployment. Upon acceptance of Plan, the contractor will begin to build the services necessary to provide full functionality of the SAPDRAMS. The following items are key components that will be developed to meet the objectives of this project:

2.2.1 Web Site Builder. MCBCamLej administrators, i.e. natural resources managers, conservation law enforcement officers, or other designated staff, hereinafter referred to as staff, will be able to build and maintain their own web site content. Contractor will provide several webpage templates and color schemes to choose from.

Contractor will remotely train and assist MCBCamLej staff with initial site construction as well as provide online tutorial videos. Authorized staff personnel can update notices or add weather statements, cancellations, area closures, etc. Staff will be able to upload directives, maps, reports, photographs, or other text/graphics concerning the recreational activities.

2.2.2 Content Management Service (CMS). The Contractor must provide a CMS within their web-based service that allows MCBCamLej staff to control all variables within the SAPDRAMS. This is the online interface where

MCBCamLej staff view and control all services to which they have subscribed. For example, web site builder, staff permissions, view and edit customer accounts, configure permits, create and control areas, manage activities and game, track user violations, view reports, send notifications, view area check-ins, occupancies, etc. The CMS will allow for staff to create and schedule (date controlled) any number of activities and recreation areas so that approved account holders can easily check-in/out of MCBCamLej for offered activities using the contractor’s website. Each area may have a specific quota of daily passes per activity available for check-in. These quotas may be changed by staff when necessary.

2.2.3 Hosting. The contractor provides all hosting, security, maintenance, and backups. This will also encompass pro-active maintenance and service, including service packs, hotfixes, and patches to the hosted services to ensure recreationist can access the SAPDRAMS with common browsers.

2.2.4 Customer Interface. Customers will access the Contractor’s website via internet service to create a user account. The customer shall have the capability to check-in/out of MCBCamLej dispersed recreation areas after

ECON has completed identification (ID) and/or background checks (vetting) and has activated the user account. The customer shall have access to view training videos, submit harvest data, participate in customer opinion surveys, and view informational notices, photographs, graphics and reports posted by ECON.

2.3. Support. Both during and following deployment, the contractor will provide support to the administrator and managers responsible for maintaining and operating the SAPDRAMS. The nature and delivery time of this support will be outlined in the Plan. This support will be in the form of:

2.3.1 Online Help Documentation: The contractor will provide online product and user documentation following on-site delivery and training of key staff.

2.3.2 Help Desk and Remote Support: As part of this Plan the contractor will provide 24 hours/7 days a week online issue tracking support and maintain Help Desk telephone support during Monday-Friday 0800-1500. The support will provide the following services for this contract:

Issue identification and resolution

Coordinate warranty repair with vendors

Log all calls coming into the Help Desk utilizing JIRA or equivalent.

2.3.3. Financial Support Services. The contractor will facilitate secure payment to Pay.Gov and report all transactions within the CMS.

2.3.4. Remote Maintenance and Monitoring. The contractor will remotely maintain all services to insure the continuing operation and functionality of the delivered solution as identified in the SOW. The contractor will pro-actively test availability and functionality of the on-site components of all services. This testing will be done through remote access. This support will consist of:

Performance monitoring and testing of the contractor-based service

Evaluating logs for security and performance related issues

Applying service patches and updates to network connectivity equipment

Monitoring network connectivity and quality of service (QOS)

Performance monitoring of SAPDRAMS

3. CORE FEATURES: CUSTOMER REGISTRATION, ACCOUNTS AND PERMITS

3.1 Vetting Approval. When a recreationist registers with the CMS, he/she cannot purchase permits, check-in/out of recreation areas until program staff vet the user and approves his/her account. This can require revalidation at specified time periods and can automatically send messages when the user is due for a new background check.

3.2 Background Check/Debarment. At the time of application for a customer account, persons must present acceptable government issued Identification (ID) to MCBCamLej staff or else have a background check. The

SAPDRAMS application will include a checklist of authorized ID for MCBCamLej staff to certify which form of

Identification (ID) card was presented. For personnel who do not have an acceptable government issued ID, MCBCamLej will conduct a background check. Failure to pass a background check will place a permanent hold

(debarment) status on the applicant. Major violations of lawful regulations aboard MCBCamLej may also result in debarment. The CMS will provide a report of any personnel in debarment status. Debarment status can be removed by MCBCamLej conservation law enforcement when the reasons for debarment have been adjudicated per

MCBCamLej directive.

3.3 Accounts. Authorized staff can search and view a user’s contact information, holds, validations, user notes, active permits, reservations, accepted acknowledgements, and lifetime activity history.

3.4 Create Permits with Price and Rules. The CMS will allow for permit issuance and sales online through the website and in-person at the MCBCamLej Conservation Law Enforcement Office. Staff will be able to create any variation of permits, for example, seasonal permits, senior permits, annual, daily, junior, no-cost permits, etc.

The CMS will list the permits and the cost. The customer will be able to select one or more permits during a session and will be able to procure them using credit/debit card when a cost is applicable. The CMS will use the free

Pay.Gov to process online sale transactions. Revenue will be deposited into the applicable DoD/MCBCamLej accounts at Defense Finance and Accounting Service (DFAS). The CMS will maintain a register of all sales, orders

& transaction reporting (exportable) for reconciliation in real time. The CMS will provide printable permits and receipts for customers. Digital copies will be available to users with mobile devices when out in the field. Customers also have access to their accounts to view old permits and registration information.

3.5. Email Notification. The CMS will automatically send email account notification concerning permit expiration/renewal notices. Authorized staff will have access to send an email directly to a user or to a group of users, from within the CMS. Users will have the option of being sent program information (i.e. harvest information, area closures, etc.) via their profile email.

3.6. Apply Administrative Holds. Staff can put any customer on administrative hold which will prevent them from account access and/or purchasing permits. Administrative holds will disable customers’ accounts and may be temporary or permanent, depending on severity of the issue or completion of a restrictive period. A recreationist may be prohibited from participating in MCBCamLej dispersed recreation for a variety of reasons, to include, but not limited to: violation of North Carolina, federal or MCBCamLej regulations; expiration of North Carolina or

MCBCamLej licenses/permits; failure to abide by safety standards; and failure to obtain a passing score on any required safety exams.

3.7. Administrative Roles or Groups. The lead administrator for MCBCamLej can assign roles to staff members to control which staff members have access to which pages in the CMS and what that group of users can do to that page (edit, read only, etc.).

3.8. Customer Account Access. Customers can log into their account to edit account information, reprint permit, attain new permits, view receipts, and see their own activity and harvest history.

3.9. Training. Training can be conducted remotely via online video conferencing tool.

3.10. Tech or Help Support. Each staff member gets a JIRA Service Desk account (or equivalent), which is used to create “change requests”, or open problem tickets, where progress can be tracked and monitored.

3.11. Documentation and Tutorials. Each page in the CMS will have help documentation specific to the page you are on.

4. CORE ADD-ONS

4.1. Pay.Gov Merchant Processing. The CMS will use the free Pay.Gov merchant processing for online sale transactions. This will support online credit card and major debit card transactions. This will also support multiple sales category support. All permit sales at MCBCamLej will be deposited directly into Sikes Act fee account (fish and wildlife conservation fund). The CMS will maintain a register of all sales, orders & transaction reporting

(exportable) for reconciliation in real time.

4.2. Safety Brief. MCBCamLej will provide one or more (number unlimited) safety brief(s) which contractor will embed into the website for users to watch. After the video, users take a quiz to verify that they understood the requirements. If the user passes the quiz, he/she will be granted access to purchase/issue any permits that require that safety briefing and their account will be unlocked and available for activity check-in. Users will be unable to access the safety brief(s) until they have been properly vetted.

4.3. Area Scheduler & Web Display. This feature is used to display area status (open/closed) and occupancies to users via website. This display will display hunting, fishing, trapping, and firewood cutting areas, and any other dispersed recreation areas that require check-in/out.

4.4. Surveys. CMS will include an online survey builder where you can build a survey and have your customers complete the survey and view results at any given time. Results are real-time and can be viewed via the

CMS or exported to Excel.

5. CHECK-IN/OUT SERVICE

5.1 The CMS will allow for staff to create and schedule (date controlled) any number of activities and recreation areas so that approved account holders can easily check-in/out of MCBCamLej for offered activities using the contractor’s website. Each area may have a specific quota of daily passes per activity available for check-in.

These quotas may be changed by staff when necessary.

5.2. Harvest Data. Hunters, trappers, and anglers must complete custom harvest data collection forms during checkout.

5.3. Acknowledgements. Acknowledgements are used to display necessary information to the user at designated places during registration and check-in/out, where the user must ‘Agree’ to the terms before he/she can continue. All accepted acknowledgements by a user are permanently stored in their account information.

5.4. BOLO. Be On the Look Out (BOLO) feature, where staff (e.g. Conservation Law Enforcement) can be notified (email/text message/automated call) when a specific user checks-in.

5.5. User Groups. Different user groups can be granted different levels of activity and area access. ECON must be able to designate the user group of each registered permittee and be able to designate the reservation system entry time for each user group.

5.6. Query User Database. Administrative staff can query real-time all users that are currently checked-in.

Staff can retrieve check-in details and other information, such as vehicles page, where searches can be done on make, model, color, type, plate, year, state and whether the vehicle’s owner is checked-in

5.7. Activity Data. Authorized MCBCamLej personnel will have access to activity database that contains record of all customer visit transactions.

5.8. Area and Activity Creation and Management. Staff can create as many hunting, fishing, or other dispersed recreation areas as the MCBCamLej program requires. Staff can open/close areas and schedule activities by day, season date ranges and/or business hour ranges (morning and/or afternoon).

5.9. Closure Alert. If an area gets closed and users are already checked-in to that area, an automatic area closure alert/notification will be sent via email/text/outbound call to those individuals requiring that they immediately depart the area and check-out once cleared from that area.

5.10 Occupancy Quotas. Establish maximum occupancies on areas by activity and disseminate current occupancy numbers real-time via public website.

5.11. Limit Access. Restrict specific areas to a select activity (e.g., archery hunting only), to a specific user group, those with handicap verification, age (youth hunt), etc.

5.12. Daily Hunting Access Pass Service: The contractor will integrate a service for daily access pass issuance.

The contractor will supply MCBCamLej with demonstrations of the interface for testing and validation.

5.13. Reports. All reports are exportable to MS Excel. Types of reports available in CMS include game harvest, fish creel report, activity & area use, demographics, time spent, etc. All reports can have filters applied such as date, area, customer type or other.

5.14. Technical Support. Training is provided on-site and phone support with or without video conferencing will also be available.

6. CHECK-IN/OUT ADD-ONS

6.1. Web Map. Display map information staff wants to share with the users. They can select their area(s) through the use of a color-coded, interactive map, which can be used to display open/close status, current/max occupancies, acreage, descriptions, dates, etc. This can be used for general public, check-in only or for administrative staff to schedule area openings or closings.

6.2. Web Reservation Service. Users can reserve an area or activity the day before, and can be limited to certain days of the week and times of day.

Limitations can be placed on reservations, which can be based on area occupancy maximum and/or user groups (% of passes).

If the user fails to check-in by the designated time, they will lose their reservation and it will automatically become available to others.

6.3. Web Link with access to Marine Corps Installations East-Marine Corps Base Camp Lejeune Order

5090.115A The Base Order includes Environmental Standard Operating Procedures (ESOP) for Outdoor Recreation

Aboard Marine Corps Base Camp Lejeune and Marine Corps Air Station New River. Users will find information on Authorized Personnel, Vetting and Guest Policy.

7. TELEPHONY CHECK-IN/OUT SERVICE: The contractor will develop the menu based voice functionality necessary to access and utilize the SAPDRAMS. The contractor will provide a telephony based service to allow users to check-in/out of a designated recreation area without the need to utilize the contractor’s website.

7.1. Toll Free Number. MCBCamLej will be issued a toll free number that allows customers and staff members to call into its service with any touch-tone phone to check-in/out, record harvest, reserve a spot, hear area openings/closings, retrieve user information, look-up vehicles, hear who is currently checked-in/out, etc. This service is seamlessly integrated with all other services and should be able to minimally handle 12 calls simultaneously.

7.2. Call Features

7.2.1. Check-in/out

Customers can check-in/out, record harvest or hear notification messages

Program staff can query check-in/outs, user information, look-up vehicles, etc.

7.2.2 Outbound Calling

Customers or administrative staff can receive calls from this service as notifications or reminders. For example, an auto checkout reminder call can be triggered to call all individuals who forgot to check-out by a certain time of day.

7.2.3. Area Status

Users call in to hear area open/close statuses

Searchable by name, region or zone

Limitations can be placed on reservations such as area occupancy, compatible user groups, and conflicting activities.

If the user fails to check-in by the designated time, they will lose their reservation and it https://www.mcieast.marines.mil/Staff-Offices/Adjutant/Orders/5000/ will automatically become available to others.

8. TEXT MESSAGING SERVICE

8.1. Check-out Reminders. The CMS will provide automated check-out text reminders to users who fail to check-out by a certain time.

8.2. Emergency or Area Alerts. Staff can send texts to those in a specific area or everyone who is currently checked-in if needed due to severe storm warning, change in Base operating code, etc.

8.3. Renewal Reminders. Send out reminders for permit and background check renewal requirements, permit expiration date, or other.

9. USER COMMUNICATION SERVICE.

9.1. Emergency Button. An email or text message can be sent to MCBCamLej program staff with the current latitude and longitude of the user who pressed this button.

9.2. Feedback. Allows for users to submit reports, e.g., observed violations, gate problems, littering, and recommendations.

10. MARINE CORPS ENTERPRISE NETWORK (MCEN) COMPLIANCE. This web-based service must be compliant with DoD IT standards for network and information security. MCBCamLej administrators and customers using government and privately-owned computer and cellphone devices must be able to access the contractor’s website application. Personal Identifiable Information (PII) required for law enforcement to conduct background checks will not be included in the database although full name, address and telephone contact numbers are required when customers submit an application. Customers who require a background check will provide essential PII directly to applicable officials at MCBCamLej.

BASE ACCESS

BASE ACCESS INSTRUCTIONS

Marine Corps Installations across the region are transitioning to a new government-owned access control system called Defense Biometric Identification System (DBIDS). This new and enhanced system replaces RAPIDGate and

MCESS for contractors and other non-DoD-affiliated personnel requiring installation access. DBIDS is already installed at more than 320 sites with over 5 million registered personnel and unlike previous systems, this one is a free service.

Current RAPIDGate or MCESS credentials can easily be switched out for a DBIDS credential and new contractors can apply for a DBIDS credential using the same vetting requirements as previously required. RAPIDGate/MCESS credentials will be honored until September 30, 2018. After this date, all contractors will be required to have a

DBIDS credential in order to access MCB Camp Lejeune and MCAS New River. In order to reduce wait time when exchanging your RAPIDGate/MCESS credential, it is highly recommended each applicant pre-register at https://dbids-global.dmdc.mil/enroll#!/.

Here’s what you need to know:

CURRENT DOD ID CARD HOLDERS

- If you currently hold a valid Common Access Card (CAC), dependent ID card, reserve ID card, or retiree ID card, issued by the Defense Enrollment Eligibility Reporting System (DEERS), no further action is required.

- You will be automatically enrolled in DBIDS when your ID card is initially scanned at the gate. Expect a one-time delay of 3-6 seconds as the DBIDS system initially registers your information.

CURRENT CONTRACTORS

- Beginning June 5, 2018, RAPIDGate/MCESS card holders will be required to present a second form of government-issued identification to the gate sentry, along with the RAPIDGate/MCESS credential, in order to access MCB Camp Lejeune and MCAS New River.

- DBIDS credentials will be issued beginning June 25, 2018

- DBIDS credentials will be valid for the duration of your contract, not to exceed five years; however, re-vetting of individuals’ information will occur each year.

- Contractors can exchange their current RAPIDGate/MCESS credential for a DBIDS credential without re-vetting, however they will be required to bring the following items:

- Current RAPIDGate/MCESS credential

- Second form of government-issued identification (driver license, passport, etc.)

- Company Contract/Letter of Authorization

- New DBIDS credentials will be valid for the remainder of the contract (not to exceed 5 years), but individuals will be re-vetted each year.

- All contractors (MCB Camp Lejeune and MCAS New River) will be able to exchange their current

RAPIDGate/MCESS credential at the Camp Lejeune Contractor Vetting Office, Building TT-13, next to the Wilson

Gate. NOTE: If a contractor requires flight line access, they must exchange their credential at Building AS-187 next to MCAS New River’s Main Gate entrance. Only contractors needing flight line access will be serviced at AS-187.

Flight line access will still be granted at AS-302 using the procedures already in place.

NEW CONTRACTORS

- DBIDS credentials will be issued beginning June 25, 2018

- New contractors requiring access for over 60 days will receive a credential valid for up to one year.

- New contractors requiring access for less than 60 days will receive a temporary paper pass.

REMINDER: Beginning June 5, 2018, all personnel in possession of a RAPIDGate/MCESS credential will also be required to provide a second valid U.S. government form of identification. Beginning June 25, 2018, DBIDS credentials will be issued or exchanged in place of a RAPIDGate/MCESS credential. The last day

RAPIDGate/MCESS credentials will be authorized for entry onto the installation is September 30, 2018.

More information on DBIDS can be accessed by current CAC holders at https://dbids.dmdc.mil/#!/resources.

If you have questions regarding the exchange of a current RAPIDGate/MCESS credential for DBIDS or you are a new contractor seeking enrollment into DBIDS, please contact the Contractor Vetting Office at 910-451-

CLAUSES INCORPORATED BY FULL TEXT

52.212-2 EVALUATION--COMMERCIAL ITEMS (OCT 2014) (TAILORED)

(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered.

The proposed acquisition is a 100% small business set-aside for NAICS code 541511, Custom Computer

Programming Services; size standard $27.5M.

Contracting Department, Marine Corps Installations East-Marine Corps Base, Camp Lejeune, NC, is to procure service to expand the capabilities and improve efficiency of the Environmental Conservation Branch (ECON) Game

Checking Station operations. The objective of the service is to facilitate issuance and management of Sikes Act

Permit Sales & Dispersed Recreation Access Management Services (SAPDRAMS) permits for hunting, fishing, trapping and other dispersed outdoor activities.

The procurement is conducted in accordance with FAR Part 12, Acquisition of Commercial Items and FAR Part

13.5, Simplified Procedures for Certain Commercial Items.

BASIS OF AWARD: Award will be made to the Lowest Price Technically Acceptable (LPTA) quote with relevant satisfactory past performance.

EVALUATION. The Government intends to make a single Firm Fixed Price award to satisfy this requirement.

Award will be made on the initial evaluation of quotes received in response to this RFQ. Therefore, quoters are cautioned to ensure that initial quotes contain your best terms from a (1) technical, (2) delivery, (3) past performance and (4) price standpoint. The following factors shall be used to evaluate quotes:

1) Technical Acceptability: Vendors must demonstrate that they have the knowledge and understanding of the technical and programmatic requirements outlined in the Performance Work Statement (PWS) and must ensure their discussion articulates their capability to provide continuous quality support. The quote must demonstrate that the vendor has the capacity to support the requirements, understands the priorities, and can execute a comprehensive approach that ensures quality performance and use of staff resources to meet objectives.

The proposal will be evaluated on its ability to adequately define an effective management approach complementary to the proposed technical solution set forth in the PWS. At a minimum, this includes identifying responsibilities and roles of team members; describing the processes and quality measures associated with executing the PWS; and illustrating the roles of staff and team resources relevant to the approach so as to ensure suitable oversight and control of performance execution. Collectively, the integrated approach must demonstrate to the evaluator that the vendor possesses the capabilities and resources to establish and operate an efficient organization that is both responsive and flexible to meet the requirements of the PWS. Roles of management and other key staff are annotated and provisions for quality assurance are incorporated. Measures for immediate action and remediation are noted in the discussion so as to ensure the quality and timeliness of service. Key considerations include process maturity, roles of responsible staff, and controls at both the corporate and contract level under performance-based operating parameters.

Vendors shall provide literature and description of all quoted items/service. A statement that the quoter will meet the Government’s requirement is NOT sufficient.

2) Delivery: The Government requires delivery in accordance with the Performance Work Statement. Clearly state if the quoter can meet the required delivery or period of performance as stated in each line item. Quoters who cannot meet the required delivery date or period of performance will not be considered technically acceptable.

3) Past Performance: Vendor shall submit “Past Performance Information.” Information provided in the quote shall include similar contracts with Federal, State and local governments, as well as commercial businesses. Similar contracts are defined as those similar in scope, magnitude, and complexity to this procurement which have been completed or terminated within the last 3 years.

The Government will evaluate the quoter’s, and (if applicable) its principal subcontractors’ demonstrated past performance within the last three (3) years in delivering quality products/services and in meeting requirements on similar programs. The currency and relevance of the information, source of the information, context of the data, and general trends in contractor’s performance, quality, service, schedule and customer satisfaction will be considered.

The degree to which the quoter can demonstrate that it has successfully applied continuous systematic improvement to resolve past performance problems will be evaluated. Problems not addressed by the quoter will be considered to still exist.

References other than those identified by the quoter may be contacted by the Government and used in evaluating the quoter’s past performance. Past performance is an indicator of how current and/or previous customers assess contractor performance under a specific contract performed for them and address the full range of all functions required to make any contractual relationship work. Successful past performance indicates that a contractor understands and has the resources to successfully execute a contract; however, it does not necessarily mean a contractor has the resources and skills necessary to perform the specific work requirements of this solicitation.

In the case of a quoter without a record of relevant past performance or for whom information on past performance is not available, the quoter may not be evaluated favorably or…
