QUESTIONS AND ANSWERS
Q1. Please let me know who the incumbent is on this contract, POP of the existing contract and award amount?
Answer: Incumbent is AVMAC LLC. Contract number is M67001-17-P-0002. Award amount was
$4,750,120.88.
Q2. Is there any change in scope of FTEs?
Answer: Refer to answer of question 20.
Q3. Has a contractor performed similar work to this for the government in the past?
Answer: Yes
Q4. At this time, are you able to tell me if this will, again, be LPTA & SCA? Also, will there be the substantial penalties like the previous solicitation of last year?
Answer: Trade off Best Value and SCA applies. Yes, penalties apply.
Q5. Will the Government please clarify if the total FTE is 60 or the total overtime hours should be 732?
Answer: 732 per quarter. It’s been ammended and corrected.
Q6. There is a Maintenance Admin Specialist with the SCA Labor Category of System Support Specialist. Is this is a Data Analyst? Please confirm.
Answer: The Maintenance Admin Specialist listed as a System Support Specialist is a trained Data Analyst, correct.
Q7. There is an Aviation Logistics Specialist, with the SCA Labor Category of System Support Specialist. Please explain what the Government is asking for.
Answer: Aviation Logistics Specialist was categorized as the System Support Specialist since he/she balances the squadrons requisitions in multiple databases. This requires validating all required statuses across the squadron’s Optimized Organizational Maintenance Activity (OOMA) NALCOMIS, with the
Marine Aviation Logistics Squadron’s (MALS) Optimized Intermediate Maintenance Activity (OIMA)
NALCOMIS, Relational Supply (R-Supply), and the Aviation Maintenance Supply Readiness Reporting system (AMSRR). He/she also manages any additions/changes/deletions for the squadrons Pre-Extended
Bin (PEB). The Aviation Logistics Specialist uses a myriad of contacts at NAVSUP WSS Philadelphia and the MALS Aviation Supply Department to expedite AK0 requisitions that are hard to get so that the squadron does not miss a sortie due to the unavailability of material.
Q8. The three Flight Equipment Techs must be eligible for Secret clearances, which is a change from the current contract. Are ALSS Techs to have Secret clearances?
Answer: Yes.
Q9. Please confirm all CMS personnel currently supporting the contract have achieved all requisite qualifications per SOW Enclosures (1) and (2)
Answer: Yes
Q10. FYI, under “Instruction for Quoters” the date you have to receive all quotes NLT is 30 December 2016 vice
2017.
Answer: 01 December 2017 is the required response date. RFQ corrected.
Q11. Paragraph 6. “CMS Work Specifications” states “The personnel complement shall include an adequate mixture of the following labor categories; airframe mechanics, flight-line mechanics, and electrical/avionics mechanics. The complements mixture shall be balanced in a manner to adequately support 130,480 annual hours of O-Level scheduled and unscheduled maintenance to include documentation, troubleshooting, inspections, corrosion prevention/treatment, servicing, lubricating, adjusting and the removal and replacement of aeronautical components.”
This may be misleading as 130,480 annual hours includes more than a mixture of airframe mechanics, flight-line mechanics, and electrical/avionics mechanics labor categories. It also includes Maintenance Controllers, Tool
Room Custodian, ASM Fleet Administrators, etc.
Answer: It includes Maintenance Controllers, Tool Room Custodian, ASM Fleet Administrators and others.
Because this is a level of effort type requirement.
Q12. Will the Government require all Offerors to bid the SCA Labor categories list in the RFQ without deviation?
Answer: The Government will not accept deviations. All vendors shall provide a quote based on labor categories listed in RFQ. Vendors are required to certify they are quoting labor categories requested in RFQ in their Price Volume.
Q13. The MCO 8023.3C (attached) requires the following statement to be included in solicitations: “The defense contractor, who will be performing services involving ammunition and explosive material on behalf of the U.S.
government, shall have an established explosives QUAL/CERT program meeting the requirements of MCO 8023.3 series.” Chapter 4 refers.
Answer: Yes, the statement added.
Q14. Page 16/50 indicates WD 2015-4375 which is for Orange, Durham, Person however MCAS New River is in
Onslow County – please confirm we should be using 15-4389?
Answer: You are correct. It should be 2015-4389. RFQ corrected.
Q15. Page 20/50 Please confirm if there are any page limits for this quote, if so what is it?
Answer: No page limits no format requirements. Make sure it is logical to match evaluation factors and information requested as listed in RFQ and easy to follow.
Q16. What are the formatting instructions (Single space, Time roman, 12 pt font, chards and figure not less than 10 pt. font, etc.)?
Answer: There are no formatting requirements.
Q17. Are there any special volume labeling/numbering instructions?
Answer: Volume 1: Technical
Volume 2: Price
Volume 3: Past Performance
Q18. How are the volumes to be labled?
Answer: Please refer to Question 17.
Q19. Is the company’s name required to be redacted from the technical quote?
Answer: Yes.
Q20. Reference PWS Section 6 C.: The positions indicated in section 16 are based on qualifications and certifications stipulated in Enclosures 1 and 2. Executive Order (EO) 13495, Nondisplacement of Qualified Workers Under Service Contracts, requires contractors to retain personnel based on employment not quals. Assumption of unqualified workers places competitors at a disadvantage.
Question: Are all the positions identified in PWS Section 16 currently filled by personnel who meet the requirements of Enclosures 1 and 2?
Answer: Yes. Except current contract had 7 Aircraft workers. New contract replaces them with mechanics.
Q21. Reference PWS Section 8 (1): The PWS and QASP state the contractor is responsible for maintaining the required minimum number of employees, less incurring monetary penalties.
Question: Are all 70 of the CMS positions currently filled?
Answer: Refer to question 20.
Q22. Reference PWS Para. 9A (5): The Government imposed 90‐day NALCOMIS OOMA time limitation from the date of employment. Similar to our Enclosure‐1 question, CMS personnel access to NALCOMIS OOMA is dependent upon the Government’s accomplishment of (PWS
11.M). Accordingly, the contractor should not be held accountable to a 90‐day time limit imposed on/from the date of employment. This limitation should be imposed on/upon the date of access granted to the automated system.
Question: Can the Government revise paragraph 9A (5) to read, “Shall possess a thorough understanding or become familiar and proficient with NALCOMIS OOMA automated maintenance documentation system within 90 days of “access.”
Answer: We would not recommend revising this. Understanding NALCOMIS/OOMA is almost a prerequisite, and doesn't take 90 days to understand how to use it. It takes an average time of 10 days for new hires to obtain access to ASM or NALCOMIS/OOMA. If there is a hold up on a case by case basis, we can easily work with the site lead and contractor to make sure they have ample time to become familiar with the system.
Q23. Reference PWS Para. 11 B and J: Under section 11 of the PWS, the Government refers to CTS
Teams; however, we cannot properly ascertain the acronym CTS.
Question: Can the Government define the term CTS?
Answer: CTS is Contract Technical Support. We believe that is verbiage that was originally placed in the
SOW and has just been reused. Please disregard it, because our contractors do not work in separate dedicated teams.
Q24. Reference PWS Section 16: The positions indicated in section 16 are based on experience levels and the qualifications/certifications stipulated in Enclosures 1 and 2. Executive Order (EO)
13495, Non‐displacement of Qualified Workers Under Service Contracts, requires the follow‐on contractor retain personnel based on employment regardless of status. Assumption of open and/or unqualified workers/positions places competitors at a disadvantage.
Question: Are all the positions identified in PWS Section 16 currently filled?
Answer: Please refer to Question 20.
Q25. Reference Enclosure 1 Note (1): Per PWS Section 11 paragraph M, the Government is responsible for providing CMS personnel access and identification badges. These badges (CAC cards) must be populated by processing through S‐2 and S‐6 before they can be used in the ASM and maintenance database systems. In our experience, this process can take as little as 1 week, or as long as 6 months. Obtaining the CAC is a fairly simple process through the COR and Pass and ID; however it is time sensitive and must be done the same day when personnel in‐process.
The process of populating (loading) the CAC for ASM, Maintenance and Flightline Access is dependent upon other time consuming factors such as completion of the Unit’s PII class, completion of the Unit assigned SAR Form, Unit S‐6 verification of roster and security assignments, etc. There are also additional factors such Government (COR, S‐2 and S‐6) personnel availability (leave, TDY, etc.) factors; henceforth delays out of the contractor’s control.
Because the Government imposed 90‐day time restrictions synonymous with obtaining personnel qualifications/certifications (Enclosure‐1), the contractor’s ability to obtain the quals/certs is directly dependent upon the accomplishment of the Government’s responsibilities (PWS 11.M). Accordingly, the contractor should not be held accountable to a 90‐ day time limit, if the Government/Unit has not completed the loading of the CAC.
Question: Can the Government change the Enclosure‐1 Note (1) to read, “This qualification will be attained within 90‐days of ASM/CAC system access.”
Answer: We would not recommend revising this. Much like question 22, the average wait time is 10 days, and even without access, they can still be working towards their qualifications. In case by case issues, we will work with the site lead and contractor to make sure that the contractor isn't penalized because of a shortcoming on the government's behalf.
Q26. Reference Enclosure 2 **: The Government has stipulated 75% of CMS personnel will currently have MATMEP Level III / T&R 4000‐Level or greater and the remaining 25% must obtain these levels within 90‐days. Given the fact that MATMEP and T&R training is Marine Corps specific, this requirement limits MOS equivalent training form other branches of service.
Question: Will the government consider other DOD service equivalent training certifications?
Answer: Yes but we would not waive MV-22 experience requirement.
Q27. Reference Enclosure‐2 **: The Government imposed time limitation of 90‐days synonymous with obtaining MATMET III or T&R 4000‐Level certification. The contractor’s ability to obtain said quals/certs is directly dependent upon the accomplishment of the Government’s responsibilities outlined in the PWS Section 11 paragraph (M). Pursuant to issuance of access badges, the contractor should not be held accountable to a 90‐day time limit imposed upon the date of employment; rather this limitation should be imposed upon the date access to the system was granted.
Question: Can the Government revise the 90‐day limit from the date of employment to read, “…within 90 days of being granted access to the ASM system.”
Answer: Please reference our answers for questions 22 and 25
Q28. When we timeline out the shifts as shown in the RFQ there seems to be a few gaps. Is this intentional or have
I misinterpreted it.
Answer: The gaps that you are seeing will either 1) be filled by an ALL Marine/Navy shift, or 2) Be non-productive time periods.
