STATEMENT OF WORK

for

TACTICAL COMBAT CASUALTY CARE (TCCC) TRAINING Course 1.0 Scope. The government requires contracted support to provide its Marines and medical personnel with Tactical Combat Casualty Care (TCCC) and Advanced Medical Training (AMT) per this statement of work (SOW) in order to meet pre-deployment and annual training and certification requirements. This SOW addresses the instructional tasks required by the government. Contractor will be required to work closely with the unit to ensure all training is being met sufficiently.

3.7 TCCC Committee Guidance on Tactical Combat Casualty Care dated 3 June 2016 4.0 Approved Vendors. In accordance with MCCDC Combat Trauma Training with AMT Policy Guidance, the contractor shall be currently certified in writing by the Headquarters, USMC Health Services (HQMC-HS) to conduct the Combat Trauma Training /AMT at the levels described in this SOW. The certification must be received and current prior to the end of the solicitation period. , 4.1 Contractor shall meet all USDA, Animal Welfare Act 9 CFR, Institutional Animal Care and Use Committee, BUMED/HQMC/TECOM/USSOCOM and approved protocols in conducting AMT.

4.2 Contractor shall submit a copy of approval letter from BUMED/HQMC/TECOM/USSOCOM to provide AMT upon quote submission.

4.3 Contractor shall have all land permits and insurance coverage to support the legal conduct of this training at their facility or other facilities; all local, state, and federal permits pertaining to USDA Approved Training; adhere to all applicable regulations for disposal of patient simulators, patient simulator products, other medical waste; ensure all participants adhere to all local, state and federal regulations.

4.4 Contractor must have CAPCE Institutional Accreditation with the ability to issue accredited CEUs upon course completion to those medical personnel who require it to maintain current EMT certifications for career maintenance/advancement. This can be verified through their website at:

5.0 General Requirement: The contractor shall provide Headquarters Marine Corps (HQMC) Health Services approved training curriculum for Basic Combat Trauma Training (BCTT) through Advanced Combat Trauma Training (ACTT) to fifty (50) Marines and Navy personnel via Mobile Training Team (MTT). The class room portion will be taught aboard Camp Lejeune, NC. The practical application portion will be conducted within a contractor owned or leased, private United States Department of Agriculture Approved Training (USDAAT) facility which is located within 25 miles of Camp Lejeune, North Carolina.

5.1 Contractor shall provide all training resources (i.e., personnel, materials, facilities, training areas, supplies and equipment necessary to execute the training requirements).

6.0 Specific Course Requirements. Contractor shall provide a nine (9) day Tactical Combat Casualty Care with Advanced Medical Training (AMT) course per the SOW.

6.1 Contractor will provide all required Class VIII medical supplies for AMT training. More specifically, ten (10) Chinook (SOF) variant blood transfusion kits.

6.2 Respective courses will include a Pre and Post-test on TCCC and a pass/fail rate will be provided to the course instructor. Course completion certificates will be issued to validate compliance with TCCC training requirements.

6.3 Contractor shall conduct medical product demonstrations and training of medical products pertinent to missions. (i.e.: hemostatic agents, tourniquets, chest dressings).

6.4 Contractor will provide all patient simulator delivery and appropriate removal/disposal.

6.5 Contractor shall conduct trauma scenarios based on the level of student training and experience, and unit specific mission.

6.6 The course shall meet and satisfy the requirements set forth by PHTLS/TCCC guidelines, to include AMT. Training shall include, but not be limited to, all the sub-components of TCCC.

6.7 Training shall include didactic instruction and practical hands-on training and should equal at least 40 hours in length. Didactic classroom training will be given by PLT SARCs and will cover the breadth of the TCCC methodology (i.e. MARCH-E/SCABS).

6.8 Contractor will provide two (2) SME instructors to support didactic classroom training by providing insight and re-enforce lessons taught by SARCs. Also, the contracted SME will ensure continuity between lessons in didactic classroom training and the AMT portion.

6.9 Instructor to student ratio may exceed 1:10 for group skills training, due to Platoon SARCs facilitating training. Practical exercises in patient assessment and AMT shall not exceed 1:5 instructors to student ratio.

6.10 Contractor shall conduct three (3) evolutions of AMT as follows:

(1) Table-top instruction evolution consisting of: patient model familiarization, TCCC surgical procedures, fundamentals (e.g. treatments performed during each phase of CUF, TFC, and TACEVAC) and proper treatments performed on patient model led by instructor. This day of training should provide all the necessary skills to successfully treat and manage the following days COI.

Two (2) advanced scenario based evolution (i.e. Trauma lane Scenarios) depicting common wounding patterns found (e.g. GSW/Amputations/Blast wounds/Burns/Facial trauma/Fractures/evisceration/Tension Pneumothorax) and provides student the opportunity/facilities to work through each phase of TCCC (CUF, TFC, PFC, TACEVAC). This evolution will include a port/starboard rotation to allow students to learn through the vicarious learning technique. Two (2) port/starboard rotations will occur on day two (2) of training.

The final evolution or exercise will consist of two (2) Full mission profiles (FMP), two (2) MASCAL, and twelve (12) trauma lane scenarios. The culminating events for this last day of training will be MASCAL operations and prolonged field care in an effort to test and improve the unit’s reporting (9 Line (ZMIST)) and Casualty Collection Point (CCP) operations. Students will be required to manage all injuries consistent with those outlined in TCCC, those seen in combat, and the approved protocols, and to the level described in all pertinent directives (i.e. what they learned during didactics). A 5:1 (student to patient ratio) is required for instruction during AMT.

6.11 Contractor will provide two (2) instructors to facilitate didactic training days (TD1-TD6) in concert with Platoon SARCs.

6.12 Contractor will provide Comprehensive After Action Assessment of attending personnel performance within 30 days completion of the course.

8.0 Contractor Provided SME/Instructor Qualifications. Contractor qualifications must substantiate adequate experience and education to train combat casualty care in compliance with all regulations listed in this SOW. Contractor instructor personnel shall have minimum qualifications as follows:

8.1 Subject Matter Expertise (SME) in TCCC / USDAAT as well as, the Operational Medicine skills of the Special Forces Medic.

8.2 SME/Instructor shall be current or prior medic/corpsman qualified in one of the following MOS's/NEC's/AFSC: 18D/68W-U-W1/68W-V-W1/ 8403/8427/8491/1T2X1 (PJ). All instructors must have served in a special operations team, and have relevant combat experience. A special operations team is defined as 1 tour (1-3 years) with a FMF reconnaissance unit, Marine Special Operations Team (MSOT), Army Special Forces team, Ranger or Special Troops Battalion, NSW Squadron time, Special

Tactics Squadron (STS). Relevant combat experience is defined as military operations performed in DOD designated combat zones, where the member received a combat action ribbon (or service equivalent) and campaign medal (e.g. GWOT/ACM/ICM/OIR/SWA); A valor award satisfies this requirement as well.

8.4 All medical instructors / monitors shall be vetted and certified by the contractor to conduct all aspects of training and compliance with the USDA to include USDAAT Training IAW the Animal Welfare Act 9 CFR and approved protocols.

9.0 Minimum Contractor Material Requirements:

10.0 Minimum Contractor Facility Requirements. All AMT must be in compliance with USMC Combat Trauma Training policy and performed at the contractor’s facility. The contractor’s training facility shall be located within 25 miles of Camp Lejeune, NC, be owned or leased by contractor, and be a private location without day/night noise restrictions due to type of training conducted. Training area must comply with all local, state, and federal laws and regulation to provide for AMT and scenario training on training days 7, 8 & 9. Additionally, the contractor will provide the address and provide aerial layout photos of training area to be reviewed upon quote submission. (i.e.: Google Earth images)

10.0.01 The facility must include readily accessible hand washing stations and adequate toilet facilities for up to 60 students, instructors and contracting staff. Hand washing stations must be separate from facilities used to wash equipment. Toilet facilities must be within 150 feet of the training site. There must be sufficient overhead cover to protect students from excessive environmental exposure (i.e.: sun/rain) during training and down time.

10.1 Contractor’s facility must possess an animal containment area that has been approved by the USDA for use in AMT.

10.2 Contractor’s facility shall have an adequate tabletop area that is shaded and protected from any public view and is gated in order to prevent all unauthorized access during TCCC and AMT training. Moreover, the facility shall also possess a large open field area (greater than 5 acres) that is protected from any public view. Additionally, the field and natural foliage should be where AMT scenarios can be conducted with vehicles (mounted patrolling), dismounted patrolling, and in full mission profile (FMP) gear; Moreover, there shall be no nighttime restrictions on facility with regard to use of ballistics/explosives.

11.0 Government Provided Support.

11.1 The Government will provide students with individual and team uniforms and equipment per unit table of equipment (i.e., combat load-out gear, weapons, and uniforms if needed) and transportation for students and Government owned equipment to the contractor’s facility.

11.2 The Government will provide classrooms for the didactic portion of the training only, aboard Camp Lejeune, NC.

11.3 The Government will provide the range and air support for the scenario based training evolutions aboard Camp Lejeune, NC.

11.4 The government will provide PLT SARCs to conduct the required classroom training.

12.0 Government Point of Contact.

Will be provided upon award.

13.0 Period of Performance. The period of performance is 07 March 2017 to 17 March 2017.

14.0 Place of Performance. Training will be conducted aboard Camp Lejeune.
