MCIEAST Non-MCEN-N Security, Network and Maintenance Support Services

Introduction.

As a result of the Marine Requirements Oversight Counsel (MROC) decision on 13 March 2007 and a memo from the Assistant Secretary of the Navy dated 31 October 2007, and follow on MROC and ASN-RDA documents, the G6 is assigned the task to rebuild, refresh and maintain the classified and unclassified services network under the Marine

Air Ground Task Force (MAGTF) Information Technology (IT) Support Center (MITSC) located aboard Camp

Lejeune. This network provides garrison NIPRNET, Next Generation Enterprise Network (NGEN), and garrison

SIPRNET services to the bases and stations within the MCIEAST Area of Responsibility (AOR). These enclaves support network(s) with Mail/File/Print/WWW and legacy applications (mission essential applications not supported by the NMCI contract). Therefore, the GOGO equipment and software requires continuous upgrades and warranty support.

Scope.

This requirement is for the purchase of non-personal services related to hardware manufacturer extended warranty support for the Assistant Chief of Staff (ACS G6), Marine Corps Installations East (MCIEAST) who is responsible for the security, operation and sustainment of all Command and Control (C2) network services for the region. These network(s) include the Wide Area Network (WAN), Base Area Network (BAN), Local Area Network (LAN), Secure

Internet Protocol Routed Network (SIPRNET) and the Non-Secure Internet Protocol Routed Network (NIPRNET) as well as the infrastructure and end devices that make up these networks. This PWS identifies the support requirements for the hardware installed and operating in these Government Owned Government Operated (GOGO) networking enclaves and environments. This contract will enable extended manufacturer software hardware warranty sustainment for the identified Dell EMC network assets aboard Camp Lejeune, NC and the MCIEAST user community.

Specifics for each line item are included below. This will be a Firm Fixed Price (FFP) contract.

Period of Performance.

The period of performance for the base year will be 11 August 2015 to 10 August 2016. The POP for the option years for each CLIN will be as follows 11 August 2016 to 10 August 2017 and for Option Year 2 will be 11 August

2017 to 10 August 2018.

Technical Requirements.

The contractor shall provide: SIPRNET and NIPRNET firmware and application upgrades and support and hardware support as annotated per CLIN. Contractors shall be required to have Next Business Day (NBD) repair or replacement or Return To Factory (RTF) for failed equipment as delineated in per CLIN. Contractors shall provide software/firmware patches as required to meet (DoD, DoN and USMC) security mandates including, but not limited to, Information Assurance Vulnerability Alerts (IAVA), Information Assurance Vulnerability Bulletins (IAVB), Defense Information Systems Agency (DISA) mandates, USMC Operational Directives (OpDir). Contractors shall provide contacts(s) for 24/7 live support.

This requirement must be supported by technicians certified to provide service on the brand name hardware listed per CLIN. This contract will include all hardware support services as listed. Work will be ordered through contact with the Contractor by either telephone, internet website, or e-mail. Each order will include, date of call or e-mail, contract number, and specific description of issue. The contractor shall obtain any training, certification and licensing required to support tasks performed under this contract at their own expense.

The contractor shall provide:

Next Business Day repair or replacement of failed hardware.

24/7 contact support via internet or telephone

Software/firmware/application upgrades within 10 days of release

All equipment replacement actions shall be with OEM (Original Equipment Manufacturer) parts

Qualification Requirements

Government Furnished Information and Facilities

Government furnished information, such as building locations, required by the contractor for the performance of this contract will be provided with each request. All information received remains the property of the United

States Government. The Contractor may be in contact with data subject to the Privacy Act (Title 5 of U.S.

Code, Section 552.a). Reports and data shall be identified and safeguarded accordingly. Agency procedures shall be followed. The Contractor shall ensure that contractor employees assigned to this requirement are briefed annually on properly identifying and handling privacy act data/ information.

There is no requirement for Government Furnished Facilities. If vendor provides “on-site” support, access will be granted as required.

Contractor Responsibilities

The Contractor shall provide shipping as required. Government will not pay any travel expenses as part of this PWS.

CLAUSES INCORPORATED BY FULL TEXT

52.212-2 EVALUATION--COMMERCIAL ITEMS (OCT 2014)

(a) The Government will award a contract resulting from this Brand Name OPEN MARKET PRICED solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:

THIS PROCUREMENT IS 100% SET-ASIDE FOR SMALL BUSINESS. ALL RESPONSIBLE SMALL

BUSINESS SOURCES MAY SUBMIT A RESPONSE WHICH, IF TIMELY RECEIVED, WILL BE

CONSIDERED BY THE AGENCY.

The Government will solicit and award this contract using simplified acquisition procedures, in accordance with

FAR subpart 13.0. It is the Government's intention to issue a single firm-fixed price purchase order on an "all or none" basis for all items. The Government intends to award to the quoter who represents the Low Price Technically

Acceptable (LPTA) quote. Quotes will be evaluated and ranked according to price, from lowest to highest. The

Government reserves the right to evaluate only the technical quote of the lowest price quoter. Other technical quotes may not be evaluated unless the Government determines the lowest price quoter to be unacceptable or non-responsive. In the event the Government determines the lowest price quoter to be unacceptable, the technical quote of the next lowest price quoter will be evaluated. This process will continue until a technical proposal is determined to be acceptable.

Offerors shall include completed clauses 52.204-17, 52.212-3 (only if not on record in SAM), and Clause

252.209-7992 with their quote package. Request quotes be prepared as FOB Destination (shipping included in price). Quote shall include unit price and the following information: CAGE Code, DUNS Number, Tax Id Number, and delivery time after receipt of contract. Clearly state if the quoter can meet the requested delivery as stated in each line item.

Quotes related to this RFQ shall be received by the Contracting Department by the date and time indicated on the solicitation to be considered for award. The information submitted shall be clear and legible (Note: repetitively copied data loses its clarity and legibility.) Quotes may be submitted via email to jacob.ledford@usmc.mil. It is solely the Contractor's responsibility to ensure quotes are received within the required timeframe.

(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).

52.212-3 OFFEROR REPRESENTATIONS AND CERTIFICATIONS--COMMERCIAL ITEMS (MAR 2015)

The Offeror shall complete only paragraph (b) of this provision if the Offeror has completed the annual representations and certification electronically via the System for Award Management (SAM) Web site accessed through http://www.acquisition.gov. If the Offeror has not completed the annual representations and certifications electronically, the Offeror shall complete only paragraphs (c) through (p) of this provision.

(a) Definitions. As used in this provision --

“Economically disadvantaged women-owned small business (EDWOSB) Concern” means a small business concern that is at least 51 percent directly and unconditionally owned by, and the management and daily business operations of which are controlled by, one or more women who are citizens of the United States and who are economically disadvantaged in accordance with 13 CFR part 127. Place of manufacture means the place where an end product is assembled out of components, or otherwise made or processed from raw materials into the finished product that is to be provided to the Government. If a product is disassembled and reassembled, the place of reassembly is not the place of manufacture.

Restricted business operations means business operations in Sudan that include power production activities, mineral extraction activities, oil-related activities, or the production of military equipment, as those terms are defined in the

Sudan Accountability and Divestment Act of 2007 (Pub. L. 110-174). Restricted business operations do not include business operations that the person (as that term is defined in Section 2 of the Sudan Accountability and Divestment

Act of 2007) conducting the business can demonstrate--

(1) Are conducted under contract directly and exclusively with the regional government of southern Sudan;

(2) Are conducted pursuant to specific authorization from the Office of Foreign Assets Control in the Department of the Treasury, or are expressly exempted under Federal law from the requirement to be conducted under such authorization;

(3) Consist of providing goods or services to marginalized populations of Sudan;

(4) Consist of providing goods or services to an internationally recognized peacekeeping force or humanitarian organization;

(5) Consist of providing goods or services that are used only to promote health or education; or

Sensitive technology--

(1) Means hardware, software, telecommunications equipment, or any other technology that is to be used specifically--

(i) To restrict the free flow of unbiased information in Iran; or

(ii) To disrupt, monitor, or otherwise restrict speech of the people of Iran; and

(2) Does not include information or informational materials the export of which the President does not have the authority to regulate or prohibit pursuant to section 203(b)(3) of the International Emergency Economic Powers Act

Service-disabled veteran-owned small business concern--
