STATEMENT OF WORK
1. Scope. The contractor is to provide a Driver Risk Mitigation Course (DRMC) where students are taught how to recognize high risk driving (4 wheel PMV) circumstances, in non-tactical situations, and how to develop strategies to mitigate the threats from these circumstances. These high risk driving circumstances include driving with peers, optimistic bias, emotionality, drinking and driving, seat belt use, distracted driving, and fatigued driving and tailgating. Contractor will deliver two (2) evolutions of four (4), five and a half (5 ½) hour DRMCs, over the course of two days (one evolution= 4 classes, 128 students, 1 location, and 2 days). The first evolution (Location 1/
CLIN0001) of the DRMC will be conducted at either Marine Corps Recruit Depot (MCRD) Parris Island, SC or
Marine Corps Air Station (MCAS) Beaufort, SC on either September 19 and 20, 2015 or September 26 and 27, 2015. The distance between these two locations is 13 miles. Specific location and date will be determined by training area availability and scheduling of operational and/or training units located at MCAS Beaufort and MCRD
Parris Island. Location will be determined at least two weeks prior to course. The specific dates for the course will be determined no later than 15 August 2015. The second evolution (Location 2/CLIN0002) of the DRMC will be conducted at Marine Corps Auxiliary Landing Field (MCALF) Bogue, Cape Carteret, NC prior to 30 September
2015. Each five and a half (5 ½) hour class will consist of a maximum 32 students and the target audience is high-and medium-risk Marines. The course will assess students while driving during multi-tasking and divided attention exercises. These students will be fully challenged by ride-along instructors and courses that are a direct result of mishap/crash data for active duty military personnel. This course of instruction has been endorsed by the
Commanding General, MCIEAST-MCB CamLej.
2. Services. Provide two (2) evolutions, of four (4), five and a half (5 ½) hour DRMCs, over the course of two days for 32 students in each course (total of 128 students per evolution, or 256 students for both evolutions). Each evolution will be separated by date and location. The contractor will develop a competency-based curriculum materials for both classroom and on-track settings to address the specific skill deficiencies of the target population.
The contractor will also design, develop, and implement program assessment for the course including formative and summative evaluation of teaching and learning as well as program delivery designed to teach safe driving skills and safety education consisting of classroom and on-track laboratory experiences based on the best vehicle control techniques, life skills training, and education/mentoring in order to: (a) target high-risk driving circumstances; (b) teach methods and techniques in both classroom and on-track developed to address lifestyle and psychosocial factors that can mitigate risky driving behaviors; (c) provide competency-based training in both the classroom and on-track that recognizes individual differences and is tailored to address the specific skill deficiencies of drivers; (d) address in both classroom and on-track immaturity and inexperience with respect to the driving task.
3. Instructors. Only instructors who possess comprehensive (min. 2 years) experience in advanced motor vehicle training and knowledge of the rules of the road will provide this service. Instructors will be provided at a ratio of at least one instructor for every two students. Instructors will have comprehensive experience in traffic control devices, vehicle capabilities, handling, vehicle dynamics, and mishap prevention. Instructors must be certified and have completed a course of instruction validated by an accredited institution of higher learning and/or research institute which produces knowledge that leads to new and more effective ways of improving the safety of the automotive and transportation environment by developing evidence-based countermeasures and products.
4. Period of Performance. The first evolution (Location 1/ CLIN0001) of the DRMC will be conducted at either
Marine Corps Recruit Depot (MCRD) Parris Island, SC or Marine Corps Air Station (MCAS) Beaufort, SC on either
September 19 and 20, 2015 or September 26 and 27, 2015. The specific dates for the course will be determined no later than 15 August 2015. The second evolution (Location 2/CLIN0002) of the DRMC will be conducted at
Marine Corps Auxiliary Landing Field (MCALF) Bogue, Cape Carteret, NC prior to 30 September 2015.
5. Course Schedule. One evolution of the DRMC will be conducted at MCALF Bogue, NC prior to 30 September
2015. The other evolution of the DRMC will be conducted at either MCRD Parris Island, SC or MCAS Beaufort, SC on either September 19 and 20, 2015 or September 26 and 27, 2015. Each evolution will train no more than 128 students.
6. Course Location. One evolution of the DRMC will be conducted on Pad Two located onboard MCALF Bogue, NC. The second evolution of the DRMC will be conducted at either MCRD Parris Island, SC or MCAS Beaufort, SC. The distance between these two locations is 13 miles. Specific location and date will be determined by training area availability and scheduling of operational and/or training units located at MCAS Beaufort and MCRD Parris
Island. Location will be determined at least two weeks prior to course.
7. Cancellations. Cancellation of the DRMC due to weather or other unforeseen circumstances shall be mutually agreed upon by the contractor and government point of contact. Alternate dates will be scheduled by mutual agreement.
8. Deliverables by the contractor will include:
8.1. Provide two (2) evolutions of four (4), five and a half (5 ½) hour DRMCs, over the course of two days for 32 students in each course (total of 128 students in each evolution).
8.2. Provide at least eighteen certified instructors/ course workers who possess comprehensive experience in advanced motor vehicle training and knowledge of the rules of the road. Instructors will have comprehensive experience in traffic control devices, vehicle capabilities, handling, vehicle dynamics, and mishap prevention.
Instructors must be certified by an accredited institution of higher learning and/or research institute such as the
National Safety Council, AAA, or other professional agency whose focus is on motor safety.
8.3. Design and develop a professional program which is designed to teach safe driving skills and safety education consisting of classroom and on-track laboratory experiences based on the best vehicle control techniques, life skills training, and education/mentoring in order to: (a) target high-risk driving circumstances; (b) teach methods and techniques in both classroom and on-track developed to address lifestyle and psychosocial factors that can mitigate risky driving behaviors; (c) provide competency-based training in both classroom and on-track that recognizes individual differences and is tailored to address the specific skill deficiencies of drivers; (d) address in both classroom and on-track immaturity and inexperience with respect to the driving task. Program must be designed using research focused on the critical human-vehicle-road interface to improve the safety of the automotive transportation environment.
8.4. The program will include both pre-assessments and post assessments of the student’s knowledge as a tool to evaluate the effectiveness of the program.
8.5. The program will include a post course survey measuring knowledge gained and giving students the opportunity to provide feedback to both the contractor and to MCIEAST-MCB CamLej.
8.6. Collect data from participants and trainers (on-site) at the eight program events and conduct data analysis regarding assessment of participants and trainers so improvement can be made for follow on events.
8.7. Prepare, organize, and conduct all required classroom instruction, practical application exercises and examinations based on data from MCIEAST-MCB CamLej Safety Department, and research from accredited institutions of higher learning and/or research institute such as the National Safety Council, AAA, or other professional agency whose focus is on motor safety..
8.8. Develop a specific road course and skill enhancement drills to reduce mishaps and fatalities based on data from the MCIEAST-MCB CamLej Safety Department, and research from accredited or professional institutions. These drills will include but are not limited to: Dynamic lane change, braking on wet and dry surfaces, braking both with and without an Anti-lock Braking System (ABS), an emergency braking drill on a wet surface that includes a lane change, a dynamic skid recovery drill on a wet surface, and a tailgating exercise designed to give the student a thorough understanding of distances required to come to a complete stop at various speeds.
8.9. A data collection method will be utilized to measure performance of selected students throughout the course;
this data will include braking distance and reaction distance.
8.10. Develop and provide training materials, curriculum and completion certificates for students. Each class will include classroom instruction and expectations of the course. Classroom instruction will target high-risk driving circumstances as well as teach methods and techniques to address lifestyle and psychosocial factors that can mitigate risky driving.
8.11. Deliver a pre- and post-course survey to measure the student’s knowledge level before the course and at the end of the course and deliver the results of this survey at the end of the course.
8.12. The contractor must provide at least 10 vehicles for the on-track training and staff for tear down and set-up outdoor classrooms and track. There is no access to electricity at the training location. The contractor will supply sufficient generators to meet electricity demands.
8.13. Provide event insurance relating to all safe driving events.
8.14. This program is not a tactical driving course and will not include or teach Precision Immobilization Technique
(PIT), multiple car Tactical Vehicle Intercept (TVI), and pursuit termination. This course will not teach any type of stunt, race, high-speed, or competition style of driving.
8.15. The contractor will deliver a Final Report within 3 month of the conclusion of the course and will include a face-to-face presentation of final report, test project design and method, data collection, overall results, results per event, organization of data, conclusion and application of results, and recommendations for ongoing support, training, certification, and assessment with monitoring, evaluation, and quality improvement.
9. Deliverables by MCIEAST-MCB CAMLEJ will include:
9.1. Coordinate a schedule for advanced motor vehicle training with the contractor not to exceed two (2) evolutions of four (4), five and a half (5 ½) hour DRMCs, over the course of two days for 32 students in each course (total of
128 students for each evolution).
9.2. Provide a roster of students prior to commencement of the course.
9.3. Provide water for the students.
9.4. Provide for chemical toilets.
10. Role of the Contracting Officer’s Representative (COR) for Inspection, Acceptance and other duties:
10.1. Performs surveillance and inspection of services required under this contract; determines the adequacy of contractor performance per contract specifications; acts as the Government’s representative at the work site; insures compliance with contract performance requirements; and advises the Contract Administrator of any factors that may cause performance delays. The COR cannot authorize deviation from contract requirements. The COR’s name and telephone number will be provided at the time of award.
11. Wage Determination:
Wage Determination No. 2005-2393 (Rev 16) dated 12/22/2014 applies to this order and is hereby incorporated.

“The contractor shall report ALL contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract for the U.S. Marine Corps via a secure data collection site. The contractor is required to completely fill in all required data fields using the following web address:

Reporting inputs will be for the labor executed during the perios of performance during each Government fiscal year
(FY), which runs October 1 through September 30. While inputs may be reported any time during the FY, all data shall be reported no later than October 31 of each calendar year. Contractors may direct questions to the help desk, linked at https://doncmra.nmci.navy.mil.”

(a) Definitions. As used in this provision--
Commercial and Government Entity (CAGE) code means—
(1) An identifier assigned to entities located in the United States or its outlying areas by the Defense Logistics
Agency (DLA) Contractor and Government Entity (CAGE) Branch to identify a commercial or government entity, or
(2) An identifier assigned by a member of the North Atlantic Treaty Organization (NATO) or by the NATO Support

52.212-2 EVALUATION--COMMERCIAL ITEMS (OCT 2014) (TAILORED)
(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:
LOWEST PRICE TECHNICALLY ACCEPTABLE
This procurement is 100% set-aside for small business. All responsible small business sources may submit a response which, if timely received, will be considered by the agency.
This procurement is subject to the Buy American Act. If the product you are quoting on is not American made you must identify the country in which it is made.
In order to be considered for award, the offer must be determined to be technically acceptable. Technical acceptability will be based on the demonstrated ability to meet the technical requirements, including the delivery requirement. A mere statement that the vendor “will meet the Government’s requirements” is insufficient; the vendor must demonstrate how it will meet the requirement. LPTA will be evaluated on: (1) price; (2) technical; and
(3) delivery.
To ensure technical compliance with the requirements, the vendors quote shall include the following information:
a. Vendor Specifications. The vendor’s quote shall provide a description of how the vendor will meet the
Government’s requirements as stated in the Request for Quote (RFQ). The manufacturer’s name and manufacturer’s complete part numbers of all items shall be submitted in the quote. Product literature, pictures, and description of all quoted items shall be included.
b. For technical acceptability, a vendor’s quote must be written in a logical, practical, clear, concise and logically assembled manner, containing all pertinent information in sufficient detail to provide the evaluators with a clear understanding of the vendor’s approach and to permit evaluation of the proposed program. It is the responsibility of the vendor to present enough information to allow the various work efforts, support, and management approaches to be meaningfully evaluated without discussions. The vendor’s initial quote should contain the vendor’s best terms from a price and technical standpoint. However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary. A quote must be internally consistent or the quote will be considered unrealistic and may be considered unacceptable. Evaluation of the technical approach will be based upon the extent to which the vendor thoroughly and accurately describes the overall technical solution.
c. Vendor’s quote shall include an active Cage code and Federal Tax Identification Number. Vendors are required to be registered with the System for Award Management (SAM database and have an active
Cage code at the time of award).
d. Delivery Information. Clearly state if the quoter can meet the requested delivery as stated in each
CLIN. If not, then state the best delivery date.
The Government will issue a firm fixed price award.
(b) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party.
Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
52.212-3 OFFEROR REPRESENTATIONS AND CERTIFICATIONS--COMMERCIAL ITEMS (MAR 2015)
The Offeror shall complete only paragraph (b) of this provision if the Offeror has completed the annual representations and certification electronically via the System for Award Management (SAM) Web site accessed through http://www.acquisition.gov. If the Offeror has not completed the annual representations and certifications electronically, the Offeror shall complete only paragraphs (c) through (p) of this provision.
(a) Definitions. As used in this provision --
“Economically disadvantaged women-owned small business (EDWOSB) Concern” means a small business concern that is at least 51 percent directly and unconditionally owned by, and the management and daily business operations of which are controlled by, one or more women who are citizens of the United States and who are economically disadvantaged in accordance with 13 CFR part 127. It automatically qualifies as a women-owned small business eligible under the WOSB Program.
"Forced or indentured child labor" means all work or service-http://www.acquisition.gov/
(1) Exacted from any person under the age of 18 under the menace of any penalty for its nonperformance and for which the worker does not offer himself voluntarily; or
(2) Performed by any person under the age of 18 pursuant to a contract the enforcement of which can be accomplished by process or penalties.
Highest-level owner means the entity that owns or controls an immediate owner of the offeror, or that owns or controls one or more entities that control an immediate owner of the offeror. No entity owns or exercises control of the highest level owner.
Immediate owner means an entity, other than the offeror, that has direct control of the offeror. Indicators of control include, but are not limited to, one or more of the following: Ownership or interlocking management, identity of interests among family members, shared facilities and equipment, and the common use of employees.
Inverted domestic corporation means a foreign incorporated entity that meets the definition of an inverted domestic corporation under 6 U.S.C. 395(b), applied in accordance with the rules and definitions of 6 U.S.C. 395(c).
Manufactured end product means any end product in product and service codes (PSCs) 1000-9999, except--
(1) PSC 5510, Lumber and Related Basic Wood Materials;
(2) Product or Service Group (PSG) 87, Agricultural Supplies;
(3) PSG 88, Live Animals;
(4) PSG 89, Subsistence;
(5) PSC 9410, Crude Grades of Plant Materials;
(6) PSC 9430, Miscellaneous Crude Animal Products, Inedible;
(7) PSC 9440, Miscellaneous Crude Agricultural and Forestry Products;
(8) PSC 9610, Ores;
(9) PSC 9620, Minerals, Natural and Synthetic; and
(10) PSC 9630, Additive Metal Materials.
Place of manufacture means the place where an end product is assembled out of components, or otherwise made or processed from raw materials into the finished product that is to be provided to the Government. If a product is disassembled and reassembled, the place of reassembly is not the place of manufacture.
Restricted business operations means business operations in Sudan that include power production activities, mineral extraction activities, oil-related activities, or the production of military equipment, as those terms are defined in the
Sudan Accountability and Divestment Act of 2007 (Pub. L. 110-174). Restricted business operations do not include business operations that the person (as that term is defined in Section 2 of the Sudan Accountability and Divestment
Act of 2007) conducting the business can demonstrate--
(1) Are conducted under contract directly and exclusively with the regional government of southern Sudan;
(2) Are conducted pursuant to specific authorization from the Office of Foreign Assets Control in the Department of the Treasury, or are expressly exempted under Federal law from the requirement to be conducted under such authorization;
(3) Consist of providing goods or services to marginalized populations of Sudan;
(4) Consist of providing goods or services to an internationally recognized peacekeeping force or humanitarian organization;
(5) Consist of providing goods or services that are used only to promote health or education; or
(6) Have been voluntarily suspended.
Sensitive technology--
(1) Means hardware, software, telecommunications equipment, or any other technology that is to be used specifically--
(i) To restrict the free flow of unbiased information in Iran; or
(ii) To disrupt, monitor, or otherwise restrict speech of the people of Iran; and
(2) Does not include information or informational materials the export of which the President does not have the authority to regulate or prohibit pursuant to section 203(b)(3) of the International Emergency Economic Powers Act
(50 U.S.C. 1702(b)(3)).
Service-disabled veteran-owned small business concern--
(1) Means a small business concern--
(i) Not less than 51 percent of which is owned by one or more service-disabled veterans or, in the case of any publicly owned business, not less than 51 percent of the stock of which is owned by one or more service-disabled veterans; and
(ii) The management and daily business operations of which are controlled by one or more service-disabled veterans or, in the case of a service-disabled veteran with permanent and severe disability, the spouse or permanent caregiver of such veteran.
(2) Service-disabled veteran means a veteran, as defined in 38 U.S.C. 101(2), with a disability that is service-connected, as defined in 38 U.S.C. 101(16).
"Small business concern" means a concern, including its affiliates, that is independently owned and operated, not dominant in the field of operation in which it is bidding on Government contracts, and qualified as a small business under the criteria in 13 CFR Part 121 and size standards in this solicitation.
Small disadvantaged business concern, consistent with 13 CFR 124.1002, means a small business concern under the size standard applicable to the acquisition, that--
(1) Is at least 51 percent unconditionally and directly owned (as defined at 13 CFR 124.105) by--
(i) One or more socially disadvantaged (as defined at 13 CFR 124.103) and economically disadvantaged (as defined at 13 CFR 124.104) individuals who are citizens of the United States; and
(ii) Each individual claiming economic disadvantage has a net worth not exceeding $750,000 after taking into account the applicable exclusions set forth at 13 CFR 124.104(c)(2); and
(2) The management and daily business operations of which are controlled (as defined at 13.CFR 124.106) by individuals, who meet the criteria in paragraphs (1)(i) and (ii) of this definition.
Subsidiary means an entity in which more than 50 percent of the entity is owned--
(1) Directly by a parent corporation; or
(2) Through another subsidiary of a parent corporation.
Veteran-owned small business concern means a small business concern--
(1) Not less than 51 percent of which is owned by one or more veterans (as defined at 38 U.S.C. 101(2)) or, in the case of any publicly owned business, not less than 51 percent of the stock of which is owned by one or more veterans; and
(2) The management and daily business operations of which are controlled by one or more veterans.
"Women-owned business concern" means a concern which is at least 51 percent owned by one or more women; or in the case of any publicly owned business, at least 51 percent of the stock of which is owned by one or more women;
and whose management and daily business operations are controlled by one or more women.
"Women-owned small business concern" means a small business concern--
(1) That is at least 51 percent owned by one or more women or, in the case of any publicly owned business, at least
51 percent of its stock is owned by one or more women; or
