Combined Synopsis/Solicitation M27100-18-Q-1403

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, in conjunction with FAR 13, as applicable, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and A WRITTEN SOLICITATION WILL NOT BE ISSUED. Solicitation number M27100-17-Q-1401 is being issued as a Request for Quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-95 and the Defense Federal Acquisition Supplement, current to DPN 20171228. The North American Classification System Code is 334220. This acquisition is not set-aside and is solicited for Full and Open Competition.

This request for quote closes on Monday, 5 March 2018 at 4:00 P.M. Eastern Standard Time (EST) (10:00 P.M. Central European Time)

NOTICE TO OFFERORS

1. The Government intends to award a single firm fixed-priced contract.

2. See FAR clause 52.212-2 Evaluation-Commercial Items for evaluation criteria.

Requirement: The repair and refurbishment of the below listed equipment.

(Offeror is to submit a quote as a separate document using the businesses own standard commercial pricing document that includes the information in the below table and in provision 52.212-1.)

Addendum to 52.212-1, Instructions to Offerors–Commercial Items, Submission of Quotes:

1. All questions shall be submitted, in writing via e-mail, to GySgt Nicholas Stanke at Nicholas.stanke@us.af.mil. The Government does not anticipate extending the due date for receipt of quotes, therefore, review the RFQ and these instructions thoroughly so all of your concerns/questions can be addressed.

2. Offerors must submit their quote as a separate document using their standard commercial pricing document, ensuring it provides all of the requested information in fields provided within the schedule of services/description of requirement. Offerors shall ensure that quotes submitted for this RFQ include the unit price and total price for each separate line item as well as the total cost for all line items. Quotes should be submitted in US Dollars, however foreign currency is acceptable.

Quoters responding to this announcement must provide the information contained in 52.212-3, Offeror Representations and Certifications–Commercial Items with their quote. The quoter should also provide its Commercial and Government Entity (Cage) code and Contractor Establishment code (DUNS number) or proof of application for a DUNS number and Cage Code.

Contractors must be registered in the System for Award Management (SAM) to submit quotes and be eligible for award (NO EXCEPTIONS). For information on registering with the SAM, visit www.sam.gov.

3. Offerors bear the burden of ensuring that all portions of the quote (and any authorized amendments) reach the designated office before the deadline specified in this RFQ.

If a change occurs in this requirement, only those quoters that respond to this announcement within the required time frame will be provided any changes/amendments and considered for award. A quotation for this request shall be submitted via email to the following:

FAR Clause 52.212-2 EVALUATION--COMMERCIAL ITEMS (OCT 2014)

(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:

(i) Award will be made to the offeror with the Lowest Price Technically Acceptable (LPTA) Offer.

(ii) The award will be made on “all or none” basis. The offeror must submit a quote for all the items under Requirements Description (CLIN 0001) in order to be eligible for award.

(iii) Offerors shall submit all quotes in English and in US dollars.

(b) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

252.232-7006 Wide Area WorkFlow Payment Instructions (MAY 2013)

(a) Definitions. As used in this clause— “Department of Defense Activity Address Code (DoDAAC)” is a six position code that uniquely identifies a unit, activity, or organization.

“Document type” means the type of payment request or receiving report available for creation in Wide Area WorkFlow (WAWF).

“Local processing office (LPO)” is the office responsible for payment certification when payment certification is done external to the entitlement system.

(b) Electronic invoicing. The WAWF system is the method to electronically process vendor payment requests and receiving reports, as authorized by DFARS 252.232-7003, Electronic Submission of Payment Requests and Receiving Reports.

(c) WAWF access. To access WAWF, the Contractor shall—

(1) Have a designated electronic business point of contact in the System for Award Management at https://www.acquisition.gov; and

(2) Be registered to use WAWF at https://wawf.eb.mil/ following the step-by-step procedures for self-registration available at this web site.

(d) WAWF training. The Contractor should follow the training instructions of the WAWF Web-Based Training Course and use the Practice Training Site before submitting payment requests through WAWF. Both can be accessed by selecting the “Web Based Training” link on the WAWF home page at https://wawf.eb.mil/

(e) WAWF methods of document submission. Document submissions may be via web entry, Electronic Data Interchange, or File Transfer Protocol.

(f) WAWF payment instructions. The Contractor must use the following information when submitting payment requests and receiving reports in WAWF for this contract/order:

(1) Document type. The Contractor shall use the following document type(s).

(4) Payment request and supporting documentation. The Contractor shall ensure a payment request includes appropriate contract line item and subline item descriptions of the work performed or supplies delivered, unit price/cost per unit, fee (if applicable), and all relevant back-up documentation, as defined in DFARS Appendix F, (e.g. timesheets) in support of each payment request.

(5) WAWF email notifications. The Contractor shall enter the e-mail address identified below in the “Send Additional Email Notifications” field of WAWF once a document is submitted in the system.
