MEMORANDUM FOR AFSC/PZIM Contracting Officer

FROM: OC-ALC/OBCA for 76 MXSG

SUBJECT: Brand Name Justification for Spectroil 120C Optical Emission Spectrometer

1. MXSG has a requirement for a Spectroil 120C Optical Emission Spectrometer to perform in depth oil analysis in the MXDE PDM lab. The Spectroil 120C is an atomic emission spectrometer with integrated work station and software. The Spectroil 120C is an analytical tool which detects and quantifies the presence of elements that exist either in small suspended particles, dissolved in natural, or synthetic petroleum base products. MXSG uses the information produced to trend particle data and assess the serviceability of critical industrial plant equipment.

2. Spectro Scientific’s SpectrOil 120C integrates with the currently used Spectro Scientific

Lubrication Information System (LIMS) which contains all of the current and historical data of the oil samples processed in the MXDE PDM lab. Changing the brand of emission spectrometer used would not only mean any new data received not integrating into the LIMS, but also a new software system for containing that data would need to be purchased. Any new software system purchased would not connect into the LIMS, thereby making the existing system and its other integrated equipment obsolete. Additionally, all new and current Spectro Scientific SpectrOil lab equipment falls under the umbrella contract FA8126-22-P-0033 that covers PM on all lab instruments that are Spectro Scientific brand.

3. Therefore, it is requested that Spectro Scientific Brand Name equipment is procured to meet all the requirements of the program office and subsequently the warfighters.

4. Market research was performed reviewing Dynamic Small Business Search (DSBS) and System for Award

Management (SAM) databases using North American Industry Classification System (NAICS) Code

(334516) looking for companies that could provide SpectrOil Optical Emission Spectrometer. A review of small businesses to include 8(a), HUBZone, Service Disabled Veteran Owned Business, and Women Owned

Small Business was conducted in search of a company that could provide SpectrOil Optical Emission

Spectrometer. GSA RFI# 1574602 closed with no ROMs received. Additional on-line and direct contact market research found only one other business besides the OEM capable of meeting the requirement.

6. I have determined, in accordance with FAR 13, that the circumstances of this contract action deem a specific brand name to be required.
