SUBJECT: Brand Name Justification for M22-013 Maintenance Kits

1. The 76th MXSG request the purchase of Maintenance Kits to perform preventative maintenance on breathing air systems.

2. 76 AMXG maintain aircraft operations for multiple aircraft within the Department of Defense and requires the use of breathing air to accomplish those tasks. Deltech is the manufacturer of the required breathing air purifiers for the breathing air compressors currently in use at the KC- 46 hangars. These air purifiers require periodic maintenance to maintain their operational capacity for clean breathable air. No commercial data is available to duplicate the maintenance kits supplied by Deltech and due to the proprietary specifications of the components contained in the maintenance kit, it would be cost prohibitive to test/evaluate/specify all components . Failure to purchase the maintenance kits from Deltech could lead to potential safety and BIO consequences for the maintenance technicians.

3. Therefore, it is requested that Deltech is procured to meet all the requirements of the program office and subsequently the warfighters.

4. Market research was performed reviewing Dynamic Small Business Search and System for Award Management databases using North American Industry Classification System Code 333912 looking for companies that could provide Maintenance Kits. A review of small businesses to include 8(a), HUBZone, Service Disabled Veteran Owned Business, and Women Owned Small Business was conducted in search of a company that could provide Maintenance Kits. Sources were sought under GSA RFQ #1525524 to sixty-two

(62) vendors in GSA eBuy for this acquisition, with no responses. RFI request was sent to six (6) Internet search vendors with one (1) response. In review there are several sources that can provide this commodity.

6. I have determined, in accordance with FAR 13, that the circumstances of this contract action deem a specific brand name to be required.
