(d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, and does not contain the clause at 52.215-2, Audit and Records--Negotiation.
(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor's directly pertinent records involving transactions related to this contract.
(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR Subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.
(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.
(e) (1) Notwithstanding the requirements of the clauses in paragraphs (a), (b), (c), and (d) of this clause, the Contractor is not required to flow down any FAR clause, other than those in this paragraph (e)(1)in a subcontract for commercial items. Unless otherwise indicated below, the extent of the flow down shall be as required by the clause—

252.232-7006 WIDE AREA WORKFLOW PAYMENT INSTRUCTIONS (MAY 2013)
(a) Definitions. As used in this clause--
Department of Defense Activity Address Code (DoDAAC) is a six position code that uniquely identifies a unit, activity, or organization.
Document type means the type of payment request or receiving report available for creation in Wide Area WorkFlow (WAWF).
Local processing office (LPO) is the office responsible for payment certification when payment certification is done external to the entitlement system.
(b) Electronic invoicing. The WAWF system is the method to electronically process vendor payment requests and receiving reports, as authorized by DFARS 252.232-7003, Electronic Submission of Payment Requests and Receiving Reports.
(c) WAWF access. To access WAWF, the Contractor shall--
(1) Have a designated electronic business point of contact in the System for Award Management at https://www.acquisition.gov; and
(2) Be registered to use WAWF at https://wawf.eb.mil/ following the step-by-step procedures for self-registration available at this Web site.
(d) WAWF training. The Contractor should follow the training instructions of the WAWF Web-Based Training Course and use the Practice Training Site before submitting payment requests through WAWF. Both can be accessed by selecting the “Web Based Training” link on the WAWF home page at https://wawf.eb.mil/.
(e) WAWF methods of document submission. Document submissions may be via Web entry, Electronic Data Interchange, or File Transfer Protocol.
(f) WAWF payment instructions. The Contractor must use the following information when submitting payment requests and receiving reports in WAWF for this contract/order:
(1) Document type. The Contractor shall use the following document type(s).

The Contractor shall ensure a payment request includes appropriate contract line item and subline item descriptions of the work performed or supplies delivered, unit price/cost per unit, fee (if applicable), and all relevant back-up documentation, as defined in DFARS Appendix F, (e.g. timesheets) in support of each payment request.
(5) WAWF email notifications. The Contractor shall enter the email address identified below in the “Send Additional Email Notifications” field of WAWF once a document is submitted in the system.

The contractor shall report contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract for the ISR Support via a secure data collection site. Contracted services excluded from reporting are based on Product Service Codes (PSCs). The excluded PSCs are:
(1) W, Lease/Rental of Equipment;
(2) X, Lease/Rental of Facilities;
(3) Y, Construction of Structures and Facilities;
(4) S, Utilities ONLY;
(5) V, Freight and Shipping ONLY.
The contractor is required to completely fill in all required data fields using the following web address https://doncmra.nmci.navy.mil.
Reporting inputs will be for the labor executed during the period of performance during each Government fiscal year (FY), which runs October 1 through September 30. While inputs may be reported any time during the FY, all data shall be reported no later than October 31 of each calendar year. Contractors may direct questions to the help desk, linked at https://doncmra.nmci.navy.mil.
INSTALLATION ACCESS
MCAS Yuma has security requirements and restrictions. The contractor, contractor employees, and contractor subcontractors shall comply with these requirements. Failure to comply with security requirements does not relieve the contractor of performance requirements.
Contractor and subcontractor employees shall comply with installation rules and regulations, including installation access requirements. The Contractor is responsible for ensuring that each of its subcontractors fully complies with the following provisions, and shall flow down to subcontracts a clause to satisfy this contractual obligation.
The Contractor is responsible for providing information required to obtain clearances, permits, passes, or security badges required for Contractor personnel or equipment access. This includes information required for police or background checks or investigations and all other requirements of the issuing activity. The Contractor is responsible for ensuring such clearances, permits, passes, or security badges are promptly returned to the issuing activity upon termination of an employee, completion of a project, or termination of a contract or subcontract.
The Commanding Officer of the air station, or his designated representative, has broad authority to remove or exclude any person in fulfilling his responsibility to protect personnel and property, to maintain good order and discipline, and to ensure the successful and uninterrupted performance of the Marine Corps mission. In the exercise of this authority, the Commanding Officer, or his designated representative, may refuse to grant personal entry passes or may bar Contractor employees, including employees who have been granted a personal entry pass. Refusal to grant an employee a personal entry pass or barment of an employee does not relieve the Contractor of the responsibility to continue performance under this contract.
The Contractor’s employees shall observe and comply with all air station rules and regulations applicable to contract personnel, including those applicable to the safe operation of vehicles, and shall not be present in locations not required for the proper performance of this contract. The only exception to posted speed limits is passing troops in formation where the speed shall be reduced to 10 miles per hour. Troops in formation have the right-of-way over all vehicular traffic.
Contractor personnel performing work under this contract shall be readily identifiable as an employee of the contractor through the use of uniforms or nametags, or via an alternate method approved by the Contracting Officer.
Contractor personnel and equipment entering a military installation are subject to security checks. Contractor personnel shall follow any direction given by Military Police or other security or safety personnel.
Access to the flight line requires attending a one-hour flight line training class. The class is offered on specific days and the COR will coordinate the attendance.
Security requirements are subject to change. It is the contractor’s responsibility to contact the contract point of contact prior to MCAS Yuma access to ensure compliance with current security regulations.
Business Passes or Employee Credentials:
The Contractor is responsible in providing information required to obtain clearances, permits, passes, security badges, or employee credentials required for Contractor personnel or equipment access. This includes information required for police or background checks or investigations.
The Contractor is responsible for ensuring such clearances, permits, passes, security badges, or employee credentials are immediately returned to the issuing activity upon termination of an employee, completion of a project, or termination of a contract or subcontract.
All Contractor personnel performing work under this contract who require access to military installations shall obtain whatever personal entry or vehicle passes are required for access to that installation. The procedures below are the current installation access requirements for MCAS Yuma and are provided for information only. The Contractor is responsible for ascertaining and complying with all current installation access requirements throughout all performance periods under this contract.
1. The Contractor shall obtain a letter of support from the customer that their contract ultimately supports. The letter of support will identify the company name, contract number, period of performance of the contract, location of performance, driver’s license and expiration date of each of the Contractor’s employees, and point of contact information for the customer that signed the request. The Contractor’s employees will take the letter of support to request a business pass to Pass and Registration, Provost Marshal’s Office, building 952 (adjacent to the Main Gate). Hours of operation are from 06:00 am to 3:30 pm, Monday through Friday. They are closed on weekends and federal holidays.
1. Business Passes issued by Pass and Registration are effective from the date of issuance, for a period of 90 days or until the end of the contract, whichever date occurs first. Air station regulations allow a maximum of two Business Passes to be issued. Personnel who still require access after expiration of the two Business Passes must participate in the RAPIDGate Program. Personnel denied a Business Pass may appeal in writing to the Commanding Officer, Marine Corps Air Station Yuma, via the Provost Marshal’s Office. Grounds for denial or revocation of a Business Pass include if the applicant:
0. Is listed on the National Terrorist Watch List.
0. Is not a U.S. Citizen and is illegally present in the U.S. or whose U.S. citizenship, immigration status, or Social Security Number (SSN) cannot be verified.
0. Is subject to an outstanding criminal warrant.
0. Business Pass application contains false or fraudulent information.
0. Has a felony conviction within the last 10 years.
0. Has a total of three criminal misdemeanor convictions within the last 10 years.
0. Is a registered sex offender, regardless of the date of the criminal offense.
0. Has a criminal misdemeanor or felony conviction for the following types of criminal offenses:
0. Offenses of a sexual nature;
0. Offenses of violence;
0. Offenses related to gang related activity, supremacist, or extremist behavior; i.e., hate crimes;
0. Crimes resulting from the possession, use, manufacturer, introduction, or distribution of any illegal drug listed in the Comprehensive Drug Abuse Prevention & Control Act of 1970, Schedules I through IV;
0. Has a criminal misdemeanor or felony conviction for offenses in which weapon instrumentality (e.g., firearm, knife, or other bladed instrument, club, brass knuckles) was used either as a means of violence, or threat of violence
0. Military active duty was terminated by the receipt of a dishonorable discharge or bad conduct discharge.
0. Has been issued a debarment order and is currently banned from any military installation.
0. Has exhibited characteristics, traits, or other indications that cause concern for the safety or welfare of personnel and/or residents aboard the air station; or that causes concern for the physical security of the air station.
1. MCAS Yuma has implemented a Contractor-managed credentialing service, RAPIDGate ™. RAPIDGate is consistent with and complementary to Homeland Security Presidential Directive 12 (HSPD-12) and the Federal Information Processing Standard 201 (FIPS 201). Participation in RAPIDGate is required after two business passes have been issued; it is optional prior to that time. Contractor employees who are not enrolled in RAPIDGate are required to access the air station from the Main Gate.
The RAPIDGate program is a Contractor-managed credentials issuance service for vendors, contractors and subcontractors, suppliers, and service providers which includes company enrollment, installation sponsorship verification, employee registration, employment status validation, identity authentication, background screening, biometric verification, and issuance of a long-term access credential. The Contractor's background screenings include validation of employment status, identity authentication, biometric verification, and entry authorization verification. Issuance of credentials is in the sole discretion of the Government. The credentials are scanned upon entry onto the installation. Contactor personnel who have been screened and are determined to be eligible for access will be required to self-register at the kiosk located at Pass and Registration, Provost Marshal’s Office, building 952 (adjacent to the Main Gate). Hours of operation are 06:00 am to 3:30 pm, Monday through Friday, closed on weekends and federal holidays.
The cost of the RAPIDGate program is $199.00 per year for the Contractor’s firm, and $179.00 per Contractor employee for a one-year pass. The fee for lost or stolen passes is $40.00.
Contractor employees who require a Common Access Card (CAC) (e.g., for access to the Navy Marine Corps Intranet), may use the CAC for access and do not need a Business Pass or RAPIDGate credential.
1. Common Access Card (CAC):
a. The Contractor shall provide proof that a National Agency Check with Inquiries (NACI) has been submitted to the Office of Personnel Management (OPM) for each employee requiring a CAC Card. During the period between the time that the request is submitted and the time that the investigation is returned, the Government may grant temporary access to the Contractor employee. Whether to grant temporary access is within the sole discretion of the Government, and a decision not to grant access shall not be grounds for a claim, request for an equitable adjustment or other contract modification, and shall not constitute an excuse for Contractor failure to perform. Such temporary access will not exceed 90 days.
b. Upon the return of the Investigation Schedule Notice and Certificate of Investigation from OPM, the Contractor shall provide a copy to the security manager that has overall responsibility for the customer supported by the Contractor’s employees.
c. "Report of Agency Adjudication Action" (form 79A) is sent when there are potential actionable issue(s) at the minor, moderate, or substantial level which may be disqualifying under suitability/security considerations. If the contractor receives an Agency Adjudication Action from OPM, the security manager shall be consulted before such adjudicative action is determined and returned to OPM.
d. The Government will use the Adjudicative Guidelines (CNO ltr 5520 Ser 09N2/6U871220 of Sept 06) to guide determinations on whether access will be granted.
e. The Contractor will be notified in writing if there is a disqualifying event that prevents the Contractor’s employee from obtaining a CAC. If temporary access was granted it will be immediately revoked.

Air station access requirements and procedures may change during the term of a contract. The contractor shall comply with all changes, and such compliance shall not be grounds for a request for an equitable adjustment or other contract modification.
ENVIRONMENTAL COMPLIANCE ON BOARD MARINE CORPS AIR STATION YUMA (MCASY)
Any suspected violation of environmental regulations which is currently in progress shall be immediately reported to the Environmental Department by calling (928)269-3201/5580. In case of emergency call 911.
Marine Corps Air Station Yuma fully complies with all federal, state and local environmental laws, rules and regulations. This commitment and duty to comply extends to all personnel who work, reside, frequent, or otherwise do business on MCASY. Station Order 6280.3G requires all air station personnel, to include all tenants, contractors and patrons, to comply with all federal, state and local environmental compliance requirements that apply to their activities and business aboard MCASY. Violations may result in disciplinary or punitive proceedings, including barment of contractors from the air station.
Air station regulations requirements include, but are not limited to, the following:
All spills are to be cleaned up immediately and reported to the Environmental Department regardless of quantity. A written report will be submitted within 24 hours. For large spills and emergencies call 911.
Any leftover product that is labeled with "danger," "warning," "toxic," "caution," " poison," "flammable," "corrosive," or "reactive" is considered a household hazardous waste. Examples include household items such as paints, pest control agents, adhesives and cleaning supplies. The disposal of household hazardous waste in dumpsters, trashcans or any other trash receptacle is strictly prohibited.
All waste generated on the Air Station will be properly marked and labeled per DOT regulations. Waste must be properly manifested on an EPA Waste Manifest. All manifests will be inspected and signed by a qualified Station Environmental Department Compliance Officer only.
No hazardous materials of any kind, trash/garbage, or other refuse will be dumped or allowed to be introduced into any groundwater basin, stream, or water body. Do not allow anything to go down a drain or sewer without obtaining authority from the Environmental Department.
Used oil is not considered a hazardous waste in the State of Arizona. It is a recyclable material provided it is containerized and the words “Used Oil” are marked on the container.
Universal waste is a subset of hazardous waste that poses a lower risk to people and the environment than other hazardous wastes. Examples of common universal wastes include: batteries, fluorescent light tubes and bulbs, high intensity discharge lamps, mercury switches, thermometers and thermostats. Disposal of universal waste in any trash receptacle is prohibited. Universal waste can be collected and delivered to the Environmental Department every Tuesday at 1000-1030 am. Call (928) 269-3201/5580/2936/3114.
Marine Corps Air Station Yuma is a moderate non-attainment area for PM-10. All steps must be taken to avoid the generation of Particulate Matter.
PERFORMANCE WORK STATEMENT
INTELLIGENCE, SURVEILLANCE, RECONNAISSANCE (ISR) SUPPORT TO MARINE AVIATION WEAPONS AND TACTICS SQUADRON ONE
C.1. SCOPE
C.1.1. The scope of this effort is to provide familiarization of flight characteristics, capabilities and limitations of the intelligence, surveillance and reconnaissance (ISR) propeller driven aircraft for the MAWTS-1 Instructors and Prospective Weapons and Tactics Instructors (PWTI). The ISR aircraft will participate in the flight phases of the Weapons and Tactics Instructor (WTI) Courses as part of a week-long close air support (CAS) exercise during specific flight phase evolutions as required by the Commanding Officer of MAWTS-1. Specifically, the ISR aircraft will provide overhead multi-sensor imagery and intelligence collections capability that mirror real-world operational ISR aircraft in support of the MAWTS-1 Air Officer Department’s urban CAS training events.
C.2. BACKGROUND
C.2.1. Marine Aviation Weapons and Tactics Squadron-1 (MAWTS-1), at Marine Corps Air Station, Yuma, Arizona provides Weapons and Tactics Training for the whole of Marine Corps aviation. In addition, this training is provided to the joint and coalition forces as part of the Joint National Training Capability program during the semi- annual Weapons and Tactics Instructor (WTI) courses. The WTI Course is a Service-led tactical training course that emphasizes integrated training between all facets of aviation, aviation ground support and supporting arms working within the Marine Air Command and Control System while in support of a Marine Air Ground Task Force and Joint scheme of maneuver. WTI is conducted to support Marine Aviation tasks and responsibilities at the tactical level of war in a classified scenario. The WTI Course consists of seven (7) weeks of instruction broken into two (2) phases:
1) Academic and; 2) flight. During the course, the students refine their instructional skills and demonstrate the ability to plan and execute complex tactical evolutions. In addition to academic and aviation training, integrated planning with ground combat arms students is provided. MAWTS-1 presents both friendly and enemy combat capabilities and detailed study of enemy weapons and tactics based on current intelligence and combat lessons learned. MAWTS-1 requires contractor support to provide realistic airborne Intelligence, Surveillance, Reconnaissance support semi-annually for the WTI Course training requirements.
C.3. GENERAL
C.3.1. The contractor shall provide aircraft and personnel, maintenance and logistic support (i.e. aircrews, support personnel, maintenance test flights, transporting of contractor personnel, aircraft or equipment to and from maintenance facilities, and/or permanent operating sites, or to train aircrew, equipment, tools, materials, replacement parts, and all other items, except as specified herein as Government Furnished Property (GFP) necessary to perform training operations specified by this PWS.)
C.3.2. The contractor shall support MAWTS-1 with airborne ISR imagery and airborne signals intelligence from a manned, fixed wing aircraft configured as an ISR platform with turn-key support and have the capability for up to 5 hours of on station time at an altitude of surface to 24,000’ AGL (FL240). Additionally, the contractor shall be able to support mission planning with a contractor liaison (LNO) as well as debriefing following each day’s evolution with recorded video from the sensor(s) employed.
C.3.3. Aircrew Qualifications
C.3.3.1. The Contractor shall provide current and qualified Pilots appropriate for the Mission, Design, and Series (MDS) of aircraft. Pilots shall be authorized by the Federal Aviation Administration (FAA) to conduct operations in the MDS and possess a current FAA Medical certificate.
C.3.3.2. For non-government provided aircraft, pilot/operator in command shall be licensed, rated, and current IAW FAA regulations for operations conducted under Federal Aviation Regulation Part 91.313. Operators/Pilots shall have previous military aircraft operations and/or flight test experience.
C.3.4. Security and Installation Access Requirements
C.3.4.1. Pilots and aircrew shall possess at a minimum a SECRET Security Clearance. The DD254 shall be provided to the Contractor upon award. A draft DD 254 is required by the contractor upon receipt of the contractor’s proposal.
C.3.4.2. Aircrew and Maintenance personnel must be able to meet the MCAS Yuma Provost Marshall base access and security clearance requirements, including requirements to access the MCAS Yuma flight line, or have escorts with the appropriate access and clearance.
C.3.4.2.1. MCAS Yuma security requirements and restrictions. The contractor, contractor employees, and contractor subcontractors shall comply with these requirements. Failure to comply with security requirements does not relieve the contractor of performance requirements. The current MCAS Yuma contractor access requirement is to present to the Station Pass & ID office located at Building 952/MCAS Yuma Main gate two forms of identification to include (1) picture identification. Acceptable forms of identification include a valid state driver’s license, a valid state identification card, US passport, social security card and birth certificate. If there are any questions concerning identification requirements or document applicability contact the Contracting Officer Representative if one is identified in the contract or the Contracting Officer identified on page one of the contract. Responsibility to provide correct documentation in order to gain access to MCAS Yuma is that of the contractor. Vehicle access requires presenting to the Station Pass & ID a valid state driver’s license, current vehicle insurance card, and valid vehicle registration.
C.3.4.2.2. Access to the flight line requires attending a one-hour flight line training class. The class is offered on specific days and the Technical Point of Contact (TPOC) will coordinate the attendance. Security requirements are subject to change. It is the contractor’s responsibility to contact the TPOC prior to MCAS Yuma access to ensure compliance with current security regulations.
C.3.4.2.3. Contractor and subcontractor employee compliance with installation rules and regulations. The Contractor is responsible for ensuring that each of its subcontractors fully complies with the following provisions, and shall flow down to subcontracts a clause to satisfy this contractual obligation.
C.3.4.2.3.1. The Contractor is responsible for providing information required to obtain clearances, permits, passes, or security badges required for Contractor personnel or equipment access. In the exercise of this authority, the Commanding Officer, or his designated representative, may refuse to grant personal entry passes or may bar Contractor employees, including employees who have been granted a personal entry pass. Refusal to grant an employee a personal entry pass or barment of an employee does not relieve the Contractor of the responsibility to continue performance under this contract.
C.3.4.2.3.5. The Contractor’s employees shall observe and comply with all base rules and regulations applicable to contract personnel, including those applicable to the safe operation of vehicles, and shall not be present in locations not required for the proper performance of this contract. C.3.5. Flight Safety. The contractor shall develop a flight safety plan agreeable to the Commanding Officer, MAWTS-1 and compliant with the MCAS Yuma, Arizona Standard Operating Procedures.
C.4. SPECIFIC TASKS
C.4.1. Contractor shall provide program and technical management for all of the below listed tasks. The contractor shall develop a management plan to meet task requirements.
C.4.2. The contractor shall deliver flight sorties as required by the Commanding Officer, MAWTS-1 during the semi-annual Weapons and Tactics Instructor Courses as follows:
C.4.2.1. Intelligence, Surveillance, Reconnaissance Support.
C.4.2.1.1. The contractor shall support MAWTS-1 with airborne ISR imagery and airborne signals intelligence from a manned, fixed wing aircraft configured as an ISR platform with turn-key support and have the capability for up to 5 hours of on station time at an altitude of surface to 24,000’ AGL (FL240). ISR support includes but is not limited to:
C.4.2.1.2. Days Required.
-Number of flight days: 3 days -Number of hours per day: 5 hours per day Note: Mission days will be on sequential days due to nature of WTI Air Officer Department CAS exercises.
C.4.2.1.3. Equipment required .
-High Definition (HD) EO/IR payload sensor. The contractor shall provide real-time electro-optical/infrared (EO/IR) Full Motion Video (FMV) to video-downlink (VDL) receivers.
-The contractor shall provide analog and digital L band FMV receiver for the Air Officer WTI Command Operations Center (CoC), located in the City of Brawley’s Police Station, where the PWTIs will operate from during the three-day event. The live streaming video feed via the VDL shall include the telemetric data from the sensor, to allow the PWTI Air Officer (students) and MAWTS-1 Instructors to make on-scene tactical decisions.
-Aircraft shall be equipped with UHF and VHF communication capability as well as PRC-117G secure communications.
-Aircraft equipped with a L-band transmitter capable of transmitting 40+ miles at assigned mission altitudes (10-20,000 MSL).
C.4.2.1.4. Signals Intelligence (SIGINT)- Aircraft must be capable of accepting MAWTS-1 SIGINT equipment and will provide 110VAC power for carry on systems. Aircraft must be capable of carrying at least 2 SIGINT customer operators. Passive and active systems must not interfere with ISR operations. Any required integration of systems will be accomplished prior to support operations. Aircrew must be familiar with airborne SIGINT TTPs and operations and capable of making secure communications simulating VHF/ UHF PTT lines of-bearing (LOBs).
C.4.2.1.5. The fixed-wing propeller ISR aircraft shall participate in the following training:
C.4.2.1.6. Close Air Support (CAS). The fixed-wing propeller driven aircraft will provide EO/IR sensor FMV coverage in support of the three-day, MAWTS-1 Air Officer WTI, urban CAS evolution known as OAS 1-3, that will take place in Brawley, CA. The contractor-provided ISR aircraft will integrate with fixed-wing (FW) and rotary-wing (RW) CAS aircraft to locate and simulate attacking actual opposing forces (enemy), simulated by live role-players. MAWTS-1 Instructors will drive the scenario and maintain overall safety of the event. The ISR aircraft can expect to operate directly overhead Brawley.
C.4.3. Contractor provided sorties shall include the following:
C.4.3.1. Mission Briefings and Debriefings - Pilots will attend mission briefing and debriefings as required and will provide pertinent data in the form of verbal, written or electronic feedback. Pilots will assist MAWTS-1 Cadre Instructors as required with the debriefing of MAWTS-1 student Air Officers following syllabus training. Aircrews must provide same-day flight debriefs, as required by the Commanding Officer, MAWTS-1.
C.4.3.2. Academic Instruction - Contractor will provide academic instruction in the specific capabilities of the contractor provided ISR aircraft, as required, supporting the MAWTS-1 syllabus training. The contractor shall develop and/or acquire a specialized training plan required to meet customer requirements. The contractor shall provide experienced on-site instructors, provide technical assistance and support personnel to accomplish performance objectives and goals, and provide training support materials in sufficient quantity to permit successful accomplishment of performance objectives and goals, de-conflict resource availability with schedule, support in- process reviews, and support pre- and post-event briefings.
C.4.3.3. Mission & Performance Planning -…
