SOURCES SOUGHT

The Regional Contracting Office MCIWESTis issuing this sources sought synopsis as a means of conducting market research to identify parties having an interest in and the resources to support this requirement for Commercial Internet The result of this market research will contribute to determining the method of procurement. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 334310 Audio and Video Equipment Manufacturing.

THERE IS NO SOLICITATION AT THIS TIME. This request for capability information does not constitute a request for proposals; submission of any information in response to this market survey is purely voluntary; the government assumes no financial responsibility for any costs incurred.

If your organization has the potential capacity to perform these contract services, please provide the following information: 1) Organization name, address, email address, Web site address, telephone number, and size and type of ownership for the organization; and 2) Tailored capability statements addressing the particulars of this effort, with appropriate documentation supporting claims of organizational and staff capability. If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements.

[Note: In accordance with FAR 10.001(b), agencies should not request potential sources to submit more than the minimum information necessary.] The government will evaluate market information to ascertain potential market capacity to 1) provide services consistent in scope and scale with those described in this notice and otherwise anticipated; 2) secure and apply the full range of corporate financial, human capital, and technical resources required to successfully perform similar requirements; 3) implement a successful project management plan that includes: compliance with tight program schedules; cost containment; meeting and tracking performance; hiring and retention of key personnel and risk mitigation; and 4) provide services under a performance based service acquisition contract.

BASED ON THE RESPONSES TO THIS SOURCES SOUGHT NOTICE/MARKET RESEARCH, THIS REQUIREMENT MAY BE SET-ASIDE FOR SMALL BUSINESSES OR PROCURED THROUGH FULL AND OPEN COMPETITION, and multiple awards MAY be made. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions.

1. Intro: Install and maintain a highly reliable and fully operational Audio Visual (A/V) system within the MCAS Yuma Chapel building 1176, the daycare and training area in building 1177, and the two classrooms in building 460.

2. Mission: On a daily and weekly basis the MCAS Yuma Chapel provides services to the Command and Tenant Commands and their families aboard the Air Station. The Station Chapel and its daycare and classroom areas serve as a meeting place for religious services and for large gatherings in support of Command requirements. To fulfill these requirements they must have a fully functional Audio Visual (A/V) system. Operating hours are on a continual basis and as needed. The two classrooms within building 460 are used to provide training to a wide variety of government agencies and entities that are critical to the mission of MCAS Yuma. These rooms must have a fully functional A/V system in order to provide this training.

3. Background: The current A/V systems at the Station Chapel and building 460 are no longer useable or supportable and must be replaced immediately. Past efforts to upgrade parts of the system failed as the Air Station did not look at this equipment as a network of systems tied together to perform a single function. Due to the constant use of these areas and technical expertise required to troubleshoot any problems, it is necessary to obtain an extended maintenance and service agreement.

4. Objective: Immediately remove all existing equipment and completely install a fully operational user friendly turn-key network of new equipment. The A/V/Sound System must be compatible with most new technologies and be capable of interfacing with other media equipment and electronic devices. The contractor is responsible for providing an effective, professional, and intuitive A/V maintenance and service program that allows and supports the requirements of the Command. The A/V maintenance and service program will provide an immediate control platform that will rapidly resolve any technological problems or hardware issues to ensure the A/V equipment is operational with minimal or no interruptions.

5. Government Technical Point of Contact (TPOC): The Contracting Officer shall designate a Government TPOC during the term of this contract. The TPOC will provide technical clarification and assistance in support of the contract requirements. The TPOC will provide assistance in identification and resolution of problems, conflicts in priority, subtask requirement definitions, and other preventative maintenance type issues that are within the scope of this Statement of Work. The TPOC DOES NOT have the authority to make changes and/or give direction under this contract. The only authority under this contract authorized to make changes, give direction, and/or provide monetary adjustments is the Contracting Officer. TPOC will be CWO Joshua Williams.

Note: The Contracting Officer is the only person authorized to direct changes in any of the requirements under this contract, and, notwithstanding any provisions contained elsewhere in this s contract, said authority remains solely in the Contracting Officer (Reference Block 31 on the SF1449). In the event the Contractor effects any such change at the direction of any person other than the Contracting Officer, the change will be considered to have been made without authority and solely at the risk of the contractor.

6. Scope of Work: This requirement is to provide an all-inclusive A/V system including maintenance and service support for the term of the contract that meets all specifications supplied and provides ancillary and necessary infrastructure to assure functionality for building 1176, six classrooms and the fellowship hall within building 1177, one large classroom within building 460, and one small classroom within building 460. Desired equipment salient characteristics by room are listed in section 13.

6a. General Requirements: The Contractor shall provide all equipment, tools, parts, accessories, supplies transportation, training, delivery, equipment installation, and maintenance.

7. Period and Place of Performance: This contract is for immediate installation.

8a.The work is to be completed within 60 days from contract award including material procurement. The contractor shall provide a detailed timeline for the project from start to finish.

8b.The work for this project shall be performed within building 1176, 1177 and 460 located at MCAS Yuma AZ. The majority of the work will be indoors.

8c.The government escort for the contractor shall normally be present for 40 hours per week, between the hours of 7:00 am and 4:30 pm, Monday through Friday, excluding Federal Holidays. Exceptions may be made on a case-by-case basis, and may be requested by appropriate contractor or government personnel in the event of contingencies, such as military exercises, real-world crisis, vacations, holidays, reduced hours due to military functions, and jury duty. On-site service will be provided during normal working hours, 7:30 am through 4:30 pm, Monday through Friday. Work that is to be done on evenings, weekends or holidays must be made by prior arrangement between the TPOC and the contractor in advance. The Contractor shall schedule and arrange work to cause the least interference with the Government business and mission and make every effort to minimize the impact of the interference, inconvenience, equipment downtime and interrupted service, etc.

9. Contractor’s Liability for Government Property: During periods when access to Government equipment is granted, the Contractor shall exercise precautions necessary to prevent loss or damage due to theft, carelessness, vandalism or any misuse. The Contractor shall report, in writing, all cases of loss, damage or destruction of Government Property in his possession to the TPOC, as soon as such facts become known.

10. Insurance Requirements: As required by FAR 52-228-5, the following minimum amounts are established for performance under this contract: Workers Compensation: Statutory Minimum

General Liability: $500,000 per occurrence

Automobile Liability: $200,000 per person

$500,000 per occurrence for bodily injury

$20,000 per occurrence for property damage

11. Government Furnished Property: The government will furnish reasonably required utilities that are in existence at the site where the work is performed.

12. Contractor Furnished Items: Except for items listed in GOVERNMENT FURNISHED PROPERTY, the Contractor shall provide all equipment, materials, supplies, tools and services necessary to perform the requirements of this contract on site. All equipment, parts, or materials that are not to be reused shall be removed from the work site by the Contractor. The contractor shall employ only properly certified persons who are experienced and trained in working on the equipment/software and who have knowledge of the maintenance requirements of the equipment. Contractor employees shall be capable of troubleshooting, servicing, maintaining, repairing and operating the equipment and software. The Contractor is responsible for all required training and certification.

a. Building 1176 Chapel Equipment Requirements:

i. (2) 6500 – 7000 lumen ceiling mounted projectors

ii. (1) 37 – 46 inch monitor on the stage

iii. (12) wall mounted speakers – 8 for the chapel and 4 for the cry room

iv. (2) line array speakers enclosures in the most acoustically beneficial place per the contractor

v. (2) subwoofers with enclosures in the most acoustically beneficial place per the contractor

vi. (1) digital A/V control processor with a 7 – 10 inch interface in the control area

vii. (1) wireless tablet capable of controlling the A/V processor for use throughout the chapel

viii. (3) amplifiers in the control area

ix. (1) digital signal processor in the control area

x. (1) laptop with a 15-17 inch screen, DVD, Blu-Ray, and HDMI out capabilities in the control area

xi. (1) wireless presentation gateway in the control area

xii. (4) wireless microphones for use on the stage and throughout the chapel

b. Building 1177 Classroom Equipment Requirements (6 classrooms):

i. (6) 46-50 inch wall mounted displays

ii. (6) laptops with a 15-17 inch screen, DVD, Blu-Ray, and HDMI out capabilities

c. Building 1177 Fellowship Hall Equipment Requirements:

i. (1) 5500-6000 lumen ceiling mounted projector

ii. (1) wall plate with HDMI and VGA inputs wired to the projector

iii. (1) laptop with a 15-17 inch screen, DVD, Blu-Ray, and HDMI out capabilities

iv. (4) powered speakers mounted in the ceiling or walls

d. Building 460 Large Classroom Equipment Requirements:

i. (1) 6000-7000 lumen ceiling mounted projector

ii. (1) amplifier at the control station

iii. (2) 60-70 inch wall mounted displays in the front of the room

iv. (1) laptop with a 15-17 inch screen, DVD, Blu-Ray, and HDMI out capabilities at the control station

v. (14) wall and ceiling mounted speakers distributed throughout the room evenly

vi. (1) 40-46 inch wall mounted display in the back of the room

e. Building 460 Small Classroom Equipment Requirements:

i. (1) 70-80 inch wall mounted display at the front of the room

ii. (1) wall plate with HDMI and VGA ports wired to the wall mounted display

iii. (4) wall or ceiling mounted powered speakers

iv. (1) laptop with a 15-17 inch screen, DVD, Blu-Ray, and HDMI out capabilities

f. Replacement & Installation – All parts, materials, components and equipment shall be installed in conformance with the written instructions of the manufacturer of the component, and the completed work shall be in compliance with the applicable industrial standards, the manufacturer’s written instructions, and the operating and maintenance manuals and any manufacturer warranty terms shall be provided to the Government.

g. The Contractor shall remove and dispose of any unnecessary non serialized equipment, and any packaging items or any debris from the new installation. Any serialized equipment removed must be returned to the TPOC.

13. Additional Requirements:

13a. Contractor shall have programmers on staff to perform the programming of the control system.

13b. The contract shall provide a one year warranty and maintenance plan, and provide a separate proposal for an extended two year optional warranty.

14. Deliverables:

14a.The contractor shall provide system diagrams, coding, training manuals, and all manufacturer spec sheets in a three ring binder as well as quick reference “how to” cards for common operations.

14b. While the equipment is under warranty the contractor shall provide all replacement equipment, as required by the Replacement Equipment Price Proposal List (Attachment #1), and any other equipment or parts determined to be necessary, per paragraph 6.2.4 of this Statement of Objectives. All Replacement Equipment will be new (not refurbished), and delivered in the manufacturers packaging.

15. Relocation of Equipment: The government reserves the right to request relocation of equipment to another location on MCAS Yuma when deemed necessary.

16. Disposal: The Contractor shall provide for off -Base disposal of materials which result from the Contractor's operations in accordance with Federal, state, and local law and regulation. The Contractor shall not handle or dispose of any hazardous substances or wastes in a manner which would permit their release into the environment. Hazardous waste shall be captured and recycled or disposed of in conformance with all applicable local, state and Federal laws and regulations. The Contractor shall return all serviceable Electronic equipment and materials to the S6 Department aboard MCAS Yuma, for reuse.

17. Training Support: The Contractor shall provide on-site training on the use of the systems separately for each building. This training will be scheduled upon completion of the installation and will be provided to no more than 5 students per building. Contractor shall provide initial customer training at the building, hangar or other structure within five days of the installation. Training shall include at a minimum: the thorough operation of the systems and controls, actions required to clear common error codes if needed, proper connections and diagrams. Training shall enable the users to be familiar with the total operation of the equipment installed as required.

Contractor shall provide the Government point of contact (POC) the names of personnel trained, Equipment serial numbers, date and time, as well as location for each item of equipment where training occurred.

Contractor shall provide an operator’s manual for each operating system to the key personnel in which the installation took place. Contractor shall have the government personnel sign for the manual and the contractor shall maintain the information as to who was provided the operator’s manual.

18. Enterprise-wide Contractor Manpower Reporting Application (ECMRA) The contractor shall report labor hours (including subcontractor hours) required for performance of services provided under this contract via secure data collection site. The contractor is required to completely fill in all required data fields using the following web address https://doncmra.nmci.navy.mil .

Reporting inputs will be for the labor executed during the period of performance during each Government fiscal year (FY), which runs October 1 through September 30. While inputs may be reported any time during the FY, all data shall be reported no later than October 31 of each calendar year. Contractors may direct questions to the help desk, linked at https://doncmra.nmci.navy.mil .

19. Operating Constraints: INSTALLATION ACCESS: MCAS Yuma and Cannon Air Defense have security requirements and restrictions and the contractor’s employees or subcontractors shall comply with these requirements. Failure to comply with security requirements does not relieve the contractor of performance requirements.
