Solicitation: M00681-16-T-0044 Title of Requirement: Intelligence, Surveillance and Reconnaissance (ISR) Aircraft Support Q&A #1-22 as of 15 March 2016 Q&A #1-22 does not require a Solicitation amendment. These are answers are for clarification purposes.

Questions
Answers
1
C.4.2.1.1: The aircraft must operate up to 24,000 feet, but the contract does not specify whether or not the aircraft has to be pressurized.

a) Does the aircraft have to be pressurized

b) If not, will the government provide oxygen for the military personnel?

A1a- Aircraft must be pressurized.

A1b-See above.

2
C.4.2.1.1 What are the assumed transit times to the AO? Does the 5 hours of station time include transit?
A2-Transit time will be approximately 20 minutes from MCAS Yuma to overhead Brawley, CA. Per PWS paragraph C.5.3., the 5 hours on-station time does not include the transit to/from MCAS Yuma, AZ. C.5.3. the total curriculum flight hours do not include ferry time required for transporting the aircraft to and from MCAS Yuma, Arizona
3
C.4.2.1.3 The contract does not specify sensor requirements.

a) Do you require a specific size sensor or type (i.e. can this be supported with a 10-inch gimbal camera system?)

B) Or does it require a sensor similar to the MC-12W outlined in C.4.3.4

A3a- The PWS specifically states the following in section C.4.2.1.3. Equipment required.

-High Definition (HD) EO/IR payload sensor. The contractor shall provide real-time electro-optical/infrared (EO/IR) Full Motion Video (FMV) to video-downlink (VDL) receivers.

-The contractor shall provide analog and digital L band FMV receiver for the Air Officer WTI Command Operations Center (CoC), located in the City of Brawley’s Police Station, where the PWTIs will operate from during the three-day event. The live streaming video feed via the VDL shall include the telemetric data from the sensor, to allow the PWTI Air Officer (students) and MAWTS-1 Instructors to make on-scene tactical decisions.

A3b- The sensor that the MC-12W uses provides the capability we require to support our operations.

4
C.4.2.1.3 The contract specifies “Live Streaming Video Feed”.

a) Is the intended to be provided by Line of Sight L-Band, or does the customer require video over IP?

b) In order to ensure compatibility, What Video Downlink Receiver will the customer be using?

A4a- LOS L-band FMV is required as we will not have a network at the CoC location (Brawley Police Station). Ideally, the contractor is able to provide a long-range antenna, cables and connections to attach the FMV receiver to, ensuring clear receipt of the FMV signal.

A4b- Solider ISR Receiver (SIR) 2.0/2.5.

5
C.4.2.1.3

a-Will the PRC-117G be provided by the government?

b) What specific radio characteristics are desired, and can this be accomplished with PRC-117F?

A5a- A PRC 117G will not be provided by the government. However, the intent of the radio communications is that the aircraft has direct LOS communications capability on VHF/UHF, plain text (PT) and cypher text (CT) secure communications. This should be accomplished through internally installed radios on the aircraft. The PRC-117G secure communications statement refers to the ability of the airborne SIGINT operator communicating directly to ground SIGINT operators.

A5b- See above.

6
C.4.2.1.4. Will the VHF/UHF PTT LOB equipment be GFE, or Contractor Owned/Operated?
A6- This will be owned by the government.
7
C.4.3.2 What are the certification requirements for the instructors provided by the contractor?
A7- No special certifications required for any instructors provided by the contractor. The LNO provided by the contractor needs to be intimately familiar with the ISR aircraft capabilities & have TS clearance.
8
C.4.2.1.6. The contract does not specify a requirement for the aircrew to be FAC(A) certified to participate in Close Air Support operations. Is this a requirement?
A8- FAC(A) certification is not a requirement. The contract requires a manned ISR fixed-wing aircraft per the PWS.
9
When filling out the 1499 can I just list one final price for the quote or do I have to list it by line item? (labor, billeting, etc).
The quote needs to be listed line-by-line to ensure all phases of the operation are being covered adequately and considered in the pricing.
10
What is the required maximum transmitting range for the L-band transmitter? The PWS states 40+ miles but is there a maximum value?
No maximum value, just needs to be able to transmit beyond 40 nautical miles.
11
Does the LNO require a TS clearance although the aircrew only requires secret?
Yes, the LNO needs to have a TS clearance.
12
Any preference of L band transmission? (ROVER, VORTEX, etc)

A12- The MAWTS-1 WTI Air Officers will have SIR 2.0/2.5 receivers. How it is transmitted is irrelevant provided the L-band signal is compatible with the SIR 2.0/2.5.

13
Any required encryption for video transmission?
No encryption required or desired for the full-motion video (FMV) transmissions. We do not have the capability to receive encrypted FMV.
14
Can PRC 117Fs be used?

A14- Please refer to A5a in response to Q5. However the aircraft is able to communicate via UHF/VHF, PT/CT line-of-sight radio communications is sufficient provided the radios have the power to meet the requirements in the PWS.

15
Page 20 states the contractor shall provide aircraft staging and maintenance area and all maintenance, fuel and repair of airborne platform supporting this effort, in C.5.1 it contradicts. Can you please provide clarification?
A15- PWS para C.5.1 is accurate. Fuel will be available at MCAS Yuma and whatever fuel is used in support of this contract, will be reimbursed by the government. Per C.5.2 the contractor must obtain a T-DODAAC Fuel Card in order to purchase fuel on MCAS Yuma, of which will be reimbursed by the government. Without the card, fuel will not be reimbursed. Everything else mentioned above (staging, maintenance and repair), will be covered by the contractor. Also, per C.8.1, the government will provide necessary on-site hangar and/or flight-line space for the aircraft, flight line access, and Class C telephones. It remains the responsibility of the contractor to provide maintenance for the aircraft.
16
- Page 43 (d), d) do you expect the contractor to submit a draft DD-254? In our experience the DD-254 originates with the government.
A16- The contractor will provide a DD-254 upon the contract being awarded. MAWTS-1 will send the DD-254 to the contractor following the award.
17
Currently, the Government has given offerors approx. 4 business days to respond to this solicitation. To allow offerors more time to prepare responses, will the Government please extend the deadline by one (1) week?
A17- We are unable to extend the deadline by a week due to the proximity of the requested support dates.
18
Will the Government please provide a copy of the training syllabus so that offerors can accurately determine training hours?
A18- Training hours and dates have already been annotated accurately in the contract and PWS.
19
Ref. C.4.2.1.4, page 19: For the SIGINT requirements;

a) We are assuming the contractor needs to supply only the 110VAC power and that the Government will furnish and operate the sensor—is this correct?

b) Also, how much current is required for the sensor?

A19a- Yes, that is correct.

A19b- Unknown at this time.

20
-Ref. 52.212-1, page 42: Does the Government want offerors to provide pricing and technical information in one document or separate documents?

Ensure the CLINS on solicitation list the unit and extended pricing. In addition to listing the pricing on the 1449 Solicitation CLINS a separate document for the technical may include the pricing again.

21
Ref. 52.212-2(d)(a), page 43 states” A maximum of two (2) page resume…” Does the Government mean for offerors to provide a total of 2 resumes or is this requirement only referring to the page limitation (2 pages) per resume and offerors may provide more than 2 resumes?
If information cannot be listed with in the 2 pages , ensure the technical and resume do not exceed 10 pages total
Ref. 52.212-2(d)(c), page 43: Does the Government intend for offerors to describe the proposed aircraft or just pilot/operator experience/qualifications?
All of the above. The offeror needs to be specific in terms of the aircraft capabilities, to include (but not limited to): aircraft performance (operating altitudes, endurance, cabin pressurization, max cruise/endurance airspeeds, etc.); line of-sight communications capabilities (video downlink/FMV transmitter, UHF/VHF/PT/CT-capable radios; SIGINT capabilities (modular vs. aircraft organic); sensor capabilities (EO/IR, generation class (minimum 3rd gen FLIR)); and aircraft type (twin or single engine, crew size, etc.)). Moreover, the offeror must describe pilot background, experience and qualifications as well as sensor operator qualifications/experience/background.
