(d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, and does not contain the clause at 52.215-2, Audit and Records--Negotiation.
(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor's directly pertinent records involving transactions related to this contract.
(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR Subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.
(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.
(e) (1) Notwithstanding the requirements of the clauses in paragraphs (a), (b), (c), and (d) of this clause, the Contractor is not required to flow down any FAR clause, other than those in this paragraph (e)(1)in a subcontract for commercial items. Unless otherwise indicated below, the extent of the flow down shall be as required by the clause—

(a) Definitions. As used in this clause--
Department of Defense Activity Address Code (DoDAAC) is a six position code that uniquely identifies a unit, activity, or organization.
Document type means the type of payment request or receiving report available for creation in Wide Area WorkFlow (WAWF).
Local processing office (LPO) is the office responsible for payment certification when payment certification is done external to the entitlement system.

STATEMENT OF WORK
1. Background
The Combat Instructor School will be relocating to building 520592, Classrooms 122 and 123 aboard the School of Infantry (West) Training Facility. Their current location building 520520T (temporary trailer classrooms), will be removed from the school premises in the near future. There is no Audio Visual equipment in classroom 122 and 123 at the current moment.
2. Objective
The overall goal of this contract will be to provide an effective, professional, and user-friendly Audio Visual System that provides the use of the current and future training materials and assets. All requirements and parameters, presented here in, are the result of the School of Infantry (West) Instructors input, accumulated researched Data, and daily use parameters of the specified Training Program and Facility. The Audio Visual equipment upgrade support system will provide a user-friendly control platform that will easily upgrade to current technologies and will be able to evolve as training system requirements develop.
3. Scope
The Contractor shall provide the supplies and services outlined in this Statement of Work (SOW) to establish an all-inclusive Audio Visual Support and Training Presentation System that meets all specifications and provides ancillary and necessary infrastructure to assure the correct and specified functionality. The Contractor will provide an Audio Visual system that minimizes user interaction with technical aspects of the systems, making the systems easy to use, easy to understand and as streamlined as possible to mitigate user errors. Infrastructure, audio support, video support, multiple source interfaces, control, on board computer source, rigging, use of existing equipment and additional option years for maintenance must be included in the submitted comprehensive proposal. The technical specifications included in this SOW represent the minimum technical and performance specifications.
a. The Contractor shall provide all tools and equipment required to install capabilities set forth in this SOW.
b. The Contractor shall provide all necessary wires, conduits, adaptors, and accessories required to operate the installed audio/visual system.
c. Upon completion of installation, the Contractor will be required to provide two training sessions educating the customer on the functionality and operation of the systems.
d. The Contractor shall be responsible for removal of all debris and waste generated and/or associated with the installation of the audio visual systems.
e. The Contractor shall be responsible for the removal of four (4) 65” Sharp television and four (4) television mounts from trailer number 520520T and install them in Building 520592, Classroom 122.
f. The Contractor will provide the customer with the drawings designs and Crestron/AMX Codes of all the installed equipment.
g. The Contractor shall provide the Government (customer) with all Warranty documentation. Where items do not have a manufacturer’s warranty, the Contractor will provide warranty coverage and will state the coverage in their proposal.
h. The Contractor shall provide a quote for a base year and two (2) follow on option years(s) for maintenance and service program encompassing the audio visual system in Building 520592, Classrooms 122 and 123. Each option year will include:
(1) Quarterly cleaning, adjusting, aligning and checking all functions of each component within the audio visual system. The operation of the system as a whole will be verified. This includes minor adjustments as necessary to maintain full functionality. If a major component malfunctions, a replacement will be provided by the contractor at no cost until replaced under the Over and Above CLINs (if not under warranty).
(2) Contractor shall provide repair and replacement parts for the audio visual system.
(3) Contractor shall provide on-site technical support/labor for system diagnostics and repairs as needed within 24 hours of customer call.
(4) Contractor shall provide telephone technical support within 1 hour during normal working hours. Normal working hours are Monday through Friday from 7:30 a.m. to 4:30 p.m.
(6) Contractor shall provide an e-mail technical support response within 2 hours during normal working hours. M – F (7:30 a.m. to 4:30 p.m.)
The Contractor will include a one year warranty on all equipment and service.
4. Performance
a. The Contractor shall provide, install, test, conduct training, and provide maintenance for all equipment included in Attachment A: Building 520592, Classroom 122, Attachment B: Building 520592, Classroom 123, and Infantry Training Battalion Conference Room, Building 520591, Room 201.
b. All video and control wiring installed will be covered (no exposed wires) and terminated in a fashion that impedes destruction and wear due to environment, rodents, and inappropriate handling.
c. Where applicable, all components will be programmed with preset conditions with the ability for the user to recall via push button or touch screen.
d. Control functions will include source input and format interface for optimal video and accompanying audio.
e. All user interface and system controls will be easy to use: simple, easily visible, easily accessible, and clearly labeled.
f. All input and presentation abilities will be included and preprogrammed (external laptop, HDMI, auxiliary, DVI, VGA)
g. The Contractor shall provide all hardware required for the audio visual systems that will include optimization of the technology in the equipment currently on site, to make the current technology as effective as possible and to take the best advantage of the current technology.
h. The Contractor shall provide consistent modular components between the two classrooms.
i. The Contractor shall provide consistent user interface between the two classrooms.
j. The audio visual system will have the capabilities to plug-in and utilize peripherals via VGA/HDMI/DVI cable whenever necessary. (These are three different cables)
k. The audio visual system will be capable of switching in-between different sources (Network computer, other additional peripherals VGA/HDMI/DVI/USB input as mentioned above) of input via a push button, switch or touch screen. The intent is to have the USER interaction with technical support equipment to be minimal and user-friendly (not needing to unplug any cables when switching between input sources).
l. The Contractor shall provide all hardware for the two classrooms audio visual systems taking into account all applicable considerations with respect to the environment the audio visual systems will be residing.
m. The Contractor’s installation of the audio visual systems will include provision of all required software systems and equipment applicable to the identified classrooms.
n. All equipment required for this procurement is outlined in “Attachment A: Building 520 Classroom 122” and “Attachment B: Classroom 123”.
5. Government and Personal Articles in installation and/or workspace areas
a. The Government will be responsible for removal of personal and command items, such as plaques, pictures, tools, equipment, etc., from walls and desks.
b. While taking reasonable precautions against damage to these items, the Contractor shall not be responsible for damage to any items, personal or Government, not removed from the work areas.
c. The Government is responsible to specify a work and staging area at the location that is convenient to the installation area. This area shall be used by the Contractor for the staging of tools and equipment during the performance of the contract requirements.
6. Place and Period of Performance/Work Days
a. Place of Performance is building 520592 Room 122 and 123, Marine Corps Base, Camp Pendleton, CA.
b. Period of Performance is Sixty (60) calendar days from the date of award of the contract.
c. Work will be conducted during normal working hours. Normal working hours are Monday through Friday between the hours of 7:30 a.m. to 4:30 p.m.
7. Test and Acceptance
a. Installation and testing will be conducted during normal working hours. Acceptance will be performed by the Technical Point of Contact, (TPOC).
