PERFORMANCE WORK STATEMENT (PWS) FOR CUSTOMIZED C2 TRAINING
1.0 Scope:
As a Warfighting Command operating in support of Joint and Multi-national forces, I MEF requires the ability to operate and employ C2 platforms at an intermediate and advanced level. I MEF provides an expeditionary ready, air-ground task force organized in response to CINC/Component Commander and Higher Headquarters direction in order to seamlessly operate within the operations arena, conducting complex contingency operations which require a high level of uninterrupted and reliable command and control functionality based upon C2 platforms.
With the continued deployment of Marines in support of OEF over the last 10 years, I MEF’s C2 repository of knowledge and experience has been diluted. I MEF Marines have become accustomed to deploying and falling in on top of mature, stabilized, reliable C2/IT systems and networks and have not had the opportunity to expeditiously field C2 systems in exercise environments. This trend became evident when the exercise tempo again and Marines were unable to effectively establish C2 systems support.
The MEF requires an immediate and intense set of training sessions to support the upcoming Dawn Blitz, Command Post Exercises, and Fleet Synthetic Training Joint (FST-J) exercise events. Command and Control (C2) training services within this Statement of Performance (SOP) include the following areas: Information Assurance of C2 systems, Tactical Networking of C2 systems, C2 Battle Staff Training, C2 Information Technology Infrastructure Library (ITIL), and C2 System after action remediation.
2.0 Requirements:
Implement a customized training package for Command and Control (C2) systems employment based on the ITIL model to enable I MEF to successfully employ C2 systems for Dawn Blitz, Command Post Exercises, and Fleet Synthetic Training Joint (FSTJ) exercise events.
Contractor will provide a training package before, during, and after these exercises to prepare the staff, enforce standards, provide remediation, and one-on-one mentoring. These requirements are critical to ensuring Marines physically separated in a tactical C2 environment and from disparate units are able to effectively work through technical processes established and defined by a common and authoritative model for information technology efficiency.
3.0 Instructor Qualifications
Minimum Instructor Requirements are as follows:
Must have served as a senior officer (CWO2 or higher, active or reserve.)
Must have at least 5 years of experience conducting similar training on C2 Services.
Must have an active Secret Clearance with NATO.
Must be Information Technology Infrastructure Library Certified (ITIL) Foundation certified.
Must be CompTIA Advanced Security Practitioner (CASP) certified.
4.0 Deliverables:
The training program shall consist of five classes covering the following areas of C2 employment:
4.1 Information Assurance of C2 systems: Contractor provides training for members of the staff on the ports and protocols of the C2 systems. In TCP/IP networking, a port is a mechanism that allows a computer to simultaneously support multiple communication sessions with computers and programs on the network. A port directs the request to a particular service that can be found at that IP address. The destination of a packet can be further defined by using a unique port number. The port number is determined when the connection is established. When using C2 systems, these ports and protocols determine the architecture for the data networks. The course will ensure the C2 systems work efficiently across multiple sites with the firewalls and network defense of the exercise/event environment.
4.2 Tactical Networking of C2 systems: Contractor should demonstrate through Department of Defense level diagrams how the I MEF C2 systems are employed to support the network design parameters of a given environment. The course will propose a model of the architecture, identify the specific relationships between the systems, provide a matrix to associate the systems with appropriate staff and map the capabilities of each system to an operational activity. The contractor’s instructions must cover C2 systems residing on both NIPRNET and SIPRNET protocols, to include COWAN/CMFP and/or CENTRIX as directed.
4.3 C2 Battle Staff Training: The contractor will propose battle staff scenario based training for the core staff that challenges the operators to make decisions, report activities, and collaborate in a time sensitive mock COC environment. Throughout the conduct of the events, the contractor will be required to support with individual mentorship on C2 systems and services for service members ranging from junior to senior personnel (E-3 through O-6). Many of these mentoring segments will require support beyond normal working hours, to include availability during weekends.
4.4 C2 Information Technology Infrastructure Library (ITIL): Contractor will teach the terminology and concepts of ITIL foundation as aligned with specified C2 systems to maximize efficiencies between tactical processes. The contractor’s instructions must cover C2 systems residing on both NIPRNET and SIPRNET protocols, to include COWAN/CMFP and/or CENTRIX as directed.
4.5 C2 System After Action and Remediation: Contractor will apply the lessons learned and after action reports as the foundation for the remediation class. C2 operators will learn to overcome system challenges, threats, and functional issues observed during exercises/events by adjusting and refining C2 procedures. The contractor’s instructions must cover C2 systems residing on both NIPRNET and SIPRNET protocols, to include COWAN/CMFP and/or CENTRIX as directed.
4.6 Target Audience: Class size: maximum of 15 students (one minimum). The majority of the classes will be delivered in a one-on-one environment with occasional classroom instruction. The detail of explaining complicated theory and application will range from the operational level of junior to senior members (Cpl to GySgt and at the highest level for Senior Warrant Officers, Capt, Maj, and LtCols with some very personalized training for Colonels).
4.7 Class scheduling: In general, these C2 classes will be spread across three months or as required based upon I MEF requirements. Throughout the conduct of the exercise, the contractor will be required to support with individual mentorship, on call, and in the field environment. Period of performance for this CLIN will occur twice. CLIN 0001 is from May 1, 2015 through July 31, 2015. CLIN 0002 is from Aug 1, 2015 through Oct 31, 2015.
4.8 Pre-Exercise 12 Hour Customer Instruction: The Contractor will provide 12 hour onsite customer support, 7 days a week from 8:00 AM to 8:00 PM PST during the planning phases of each event. Due to the nature of these exercises this mentoring and support will occur on an as needed basis. An instructor must be available to provide the onsite support within an hour of requested support Customer support will not be required during the time frame that the five scheduled classes are in session. Period of Performance for each Pre-Exercise support CLIN as follows: CLIN 0003 will be from 1 May 2015 to 29 May 2015. CLIN 0004 will be from 1 June 2015 to 30 June 2015. CLIN 0005 will be from 1 July 2015 to 31 July 2015.
4.9 Post Exercise 12 Hour Customer Instruction: The Contractor will provide 12 hour onsite customer support, 7 days a week from 8:00 AM to 8:00 PM PST during the planning phases of these events. Due to the nature of the exercises this mentoring and support will occur on an as needed basis. An instructor must be available to provide the onsite support within an hour of requested support Customer support will not be required during the time frame that the five scheduled classes are in session. Period of Performance for each Post Exercise CLIN as follows: CLIN 0006 will be from 1 August 2015 to 28 August 2015. CLIN 0007 will be from 1 September 2015 to 30 September 2015. CLIN 0008 will be from 1 October 2015 to 13 November 2015.
4.10 24/7 Customer Instruction: Contractor will provide 24 hours 7 days a week onsite customer support during the field portions of these events. Due to the nature of the exercise this mentoring and support will occur on an as needed basis. An instructor must be available to provide the onsite support within an hour of requested support. Customer support will not be required during the time frame the five scheduled classes are in session. Period of Performance for this CLIN 0009 will be from 1 May 2015 to 13 November 2015.
5.0 Period of Performance and Place of Performance:
5.1 CLIN 0001: Contractor will provide 5 classes from May 1, 2015 through July 31, 2015 in support of Dawn Blitz exercise workups. Contractor will be provided with at least two weeks’ notice prior to each class scheduling. I MEF Information Management Office will have the option to cancel or reschedule a class with only one-week notification to the Contractor. The Contractor must be willing to reschedule the class without penalizing I MEF. (1 week is defined as 5 business days.) Duration of classes: from 4 to 8 hours a day and from 15 to 20 days in length. Additionally, many of the classes required will be held in a field environment to accommodate the entire conduct of the exercise ranging from classroom preparation, field movement, and infrastructure build of camp facilities. Place of performance for the classes will be Camp Pendleton, California.
5.2 CLIN 0002: Contractor will provide 5 classes from Aug 1, 2015 through Oct 31, 2015 in support of Command Post Exercise (CPX) workups. Contractor will be provided with at least two weeks’ notice prior to each class scheduling. I MEF Information Management Office will have the option to cancel or reschedule a class with only one-week notification to the Contractor. The Contractor must be willing to reschedule the class without penalizing I MEF. (1 week is defined as 5 business days.) Duration of classes: from 4 to 8 hours a day and from 15 to 20 days in length. Additionally, many of the classes required will be held in a field environment to accommodate the entire conduct of the exercise ranging from classroom preparation, field movement, and infrastructure build of camp facilities for the command post. Place of performance for the classes will be Camp Pendleton, 29 Palms and aboard ship in the San Diego area.
5.3 CLIN 0003: CPX Pre-Exercise 12 hours, 7 days a week Hour Customer Instruction: Period of Performance from 1 May 2015 to 29 May 2015. Place of Performance will be Camp Pendleton, CA.
5.4 CLIN 0004: Dawn Blitz Pre-Exercise 12 hours, 7 days a week Hour Customer Instruction: Period of Performance from 1 June 2015 to 30 June 2015. Place of Performance will be Camp Pendleton, CA.
5.5 CLIN 0005: FST-J Pre-Exercise 12 hours, 7 days a week Hour Customer Instruction: Period of Performance from 1 July 2015 to 31 July 2015. Place of Performance will be Camp Pendleton, CA.
5.6 CLIN 0006: FST-J, Post Exercise 12 Hour, 7 days a week Customer Instruction: Period of Performance from 1 August 2015 to 28 August 2015. Place of Performance will be Camp Pendleton Ca.
5.7 CLIN 0007: Dawn Blitz, Post Exercise 12 Hour, 7 days a week Customer Instruction: Period of Performance from 1 September 2015 to 30 September 2015. Place of Performance will be Camp Pendleton and aboard ship in the Southern California area.
5.8 CLIN 0008: CPX, Post Exercise 12 Hour, 7 days a week Customer Instruction: Period of Performance from 1 October 2015 to 13 November 2015. Place of Performance will be Camp Pendleton, CA.
5.9 CLIN 0009: 24 hour, 7 days a week Customer Instruction: Period of Performance from 1 May 2015 to 13 November 2015. Place of Performance will be Camp Pendleton, CA.
6.0 Additional Requirements/Information:
6.1 Access to the MEF SIPR SharePoint will require the Contractor to have an active Secret Clearance with NATO access as many of the C2 systems are on the SIPRnet and in classified workspaces. The contractor will acquire the appropriate credentials necessary to obtain access aboard Camp Pendleton, Ca.
6.2 The courseware, products, briefs, and documents for each student will be provided in Microsoft Office or Adobe pdf format to I MEF for inclusion within the I MEF SharePoint site. The contractor may use a wide variety of reference materials, technical manuals, military doctrine, and Internet information. Commercial guidelines and scenarios are not always directly applicable to training and therefore the contractor must customize the material to support I MEF standards, policies, and procedures as approved by the IMO. The contractor may exercise independent judgment in researching, choosing, interpreting, modifying, and applying available guidelines for adaptation to situations, within the boundaries and parameters established and approved by the IMO.
6.3 For applicable certification classes, the contractor must guarantee that students will pass the certification exam on the first attempt or receive a free exam voucher mentored by a Subject Matter Expert (SME) to prepare for a second exam at no additional cost to the government.
6.4 Each student will have an annual “Audit Option” which allows the student to attend a refresh class for a 2nd time at “NO” charge to the command, should the command schedule a second class with the contractor.
6.5 Contractor must coordinate with the I MEF Information Management Office to facilitate access for students on the I MEF NIPR/SIPR SharePoint portal site containing a “Virtual Knowledge Base” of C2 tech support information collected from previous classes supporting the Marine Corps and Department of Defense. Access to the knowledge base provides students with reference material supporting the classes, class rosters, provides recommended progression path for additional classes, track additional training per student within an organization by Name, Unit, Class, or MOS, display certification each student has received, and relevant experience associated with on the job training (OJT) and continuing professional education (CPE). Throughout the conduct of the exercises, the contractor will be required to support with individual mentorship on C2 systems and services for service members ranging from E-3 through O-6. Many of these mentoring segments will require support beyond normal working hours, to include availability during weekends and nights. The contractor is allowed to reside with the service members in the field and ship environments; to include the contractor providing their own field equipment (tent, sleeping bag, jackets, helmets) while supporting events.
6.6 The contractor will use the equipment and C2 systems provided by I MEF.
6.7 The class seats will be coordinated by IMO, and allocated through I MEF to support any student of rank, billet, or status I MEF assigns.
6.8 The IMO will provide operational guidance and direction in terms of mission oriented goals and visions. Contractor will instruct staff and students on the specific employment of C2 systems based upon the guidance and instruction provided by the AC/S IMO or in accordance with the exercise/scenario requirements of each event.
6.9 Classrooms and appropriate furniture will be scheduled and provided by the Government with access to the contractor during the conduct of the class.
6.10 “The Contractor shall report contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract for via a secure data collection site. Contracted services excluded from reporting are based on Product Service Codes (PSCs). The excluded PCSs are:
(1) W, Lease/Rental of Equipment;
(2) X, Lease/Rental of Facilities;
(3) Y, Construction of Structures and Facilities;
(4) S, Utilities ONLY:
(5) V, Freight and Shipping ONLY.
The contractor is required to completely fill in all required data fields using the following web address https://doncmra.nmci.navy.mil. Reporting inputs will be for labor executed during the period of performance during each Government fiscal year (FY), which runs October 1 through September 30. While inputs may be reported any time during the FY, all data shall be reported no later than October 31 of each year.
