About this file

This document contains questions and answers regarding solicitation number M00264-23-Q-0158 issued by the United States Marine Corps for the fabrication and installation of a mast display at the National Museum of Military Craft.

The solicitation requests quotes to fabricate and install a hinged railing section and ramp on an existing platform. Vendors may visit the public areas of the museum independently but may not communicate with staff regarding the requirement. The platform shape is semi-circular and interfaces with an existing concrete slab. Aluminum plate and tube are acceptable materials if powder coated to match the specified color. Caster wheels are required to support the weight of the hinged railing section. Quoters should submit pricing and any documentation demonstrating their ability to meet the technical requirements outlined in the Performance Work Statement. The anticipated award will be a firm-fixed price contract.

VENDOR Q&A

Question
Answer
1. We understand there is no pre-bid site meeting planned for this job. However, may I visit the museum and take photos of the area under consideration?
Yes. Interested vendors may visit NMMC spaces that are open to the public on their own accord. However, vendors are not permitted to communicate with NMMC staff regarding the requirement or enter NMMC areas that aren't open to the public.
1. Can photos of the area be provided?
See question 1.
1. Is the current railing mounted into the floor?
Yes.
1. Does the straight edge of the platform butt against anything?
It butts to “existing terrazzo over poured concrete slab”, see section A-A on sheet EX-201.
1. Can the platform be made in sections?
Yes.
1. What is the shape of the platform, in plan, for platform and floor intersection at the railing.
We do not understand what is meant by the specific reference to the shape and floor intersection at the railing, but the overall shape of the platform is semi-circular.
1. Would mount hardware be acceptable for secure the ¼” base plate to the platform?
We do not understand what is meant by “mount hardware;” see the response to questions 8 and 9.
1. The desire to have two sections of railing on a ¼” thick metal plate “hinge” is not probable. There will be too much weight and not enough support surface material to do a hinge for the weight. Would it be acceptable to use decorative mounting hardware to secure the “removable” rial section in place, and when it is time to change exhibits the two-part section can be unbolted and moved out of the way to allow the ramp to be placed.
Bolting is not acceptable, see question 9.
1. Are casters necessary? it appears you desire the unit to secure to the slab floor. If this is the case – what is the need of casters?
Caster are to carry the weight of the hinged railing.
1. RAMP: Should we use the dimensions on EX 203 for estimating the ramp? It appears that these dimensions appear much shorter than the ramp drawn on page EX 200.
Use the dimensions.
1. Is aluminum plate and tube acceptable material – with a powder coat finish to match the BM-Deep Silver 2124-30, semi-gloss?
Aluminum plate and tube are acceptable. Surface must be painted as a power coat finish in a high traffic area is not maintainable.
1. I do not see a section L Instructions to Offerors or section 52.212 text included for Instructions, only in table of contents.
See page 9 of RFQ number M00264-23-Q-0158 for 52.212-1 Addendum, Instructions to Quoters. See page 10 of the RFQ for 52.212-2 Addendum, Evaluation.
1. Are you only looking for a Cost submittal? Are there any Technical Proposal requirements that need to be submitted?
Quoters should submit a priced quote in response to this RFQ. Quoters should submit any technical capabilities or additional documentation that shows how they can/will address the technical requirements of the RFQ, and the PWS starting on p. 3 of the RFQ. As stated on p. 9 of the RFQ under Procurement Approach, the anticipated award will be firm-fixed price. See page 9 of the RFQ for information on Technical Compliance. See page 10 of the RFQ for information on quote evaluation.
