This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart

12.6, as supplemented with additional information included in this notice. This is a Request for Quotation (RFQ) for behavioral assessment support services in support of Marine Corps Embassy Security Group (MCESG). The period of performance start on 08 June 2019 to 15 June 2019.

The Government intends to award a single contract as a result of this solicitation. This acquisition will be conducted in accordance with the format set forth under Federal Acquisition Regulation (FAR) part 13, as supplemented with additional information included in this notice.

This acquisition is a 100% small business set-aside under NAICS code 541720, size standard of $20.5M

M00264-19-T-4519 is issued as a RFQ to provide the Government the following services:

Marine Corps Embassy Security Group (MCESG)

Recruiting, Assessment and Selection (RASS) Program

Operational Psychologist Support Services

1.0 INTRODUCTION.

The MCESG assigns Marines to serve as Watch Standers and Detachment Commanders at US State Department facilities worldwide. Prior to being assigned, candidates must undergo a behavioral assessment to determine selection eligibility.

2.0 OBJECTIVE:

The objective of this requirement is to provide the MCESG Operational Psychology Section with behavioral analysis support services. This support includes Task 1: Behavioral Assessment Support. To remain compliant with the American Psychological Association ethics code, the contractor shall provide personnel with competency in

Assessment and Selection and who are familiar with the Assessment and Selection Programs conducted at

MARSOC, NSW, US Army SFAS, NASA, and other government agencies that select personnel to participate in high risk training and mission sets.

3.0 SCOPE

The contractor shall provide Operational Psychologist support services to various Assessment and Selection (A&S) programs conducted at the command and provide leadership development and feedback when necessary. During the A&S Program, the contractor shall conduct a one on one interview and integrate background data and psychological testing data to construct a one to two page write up that is based upon candidate testing information, historical data, and performance during the course. During leadership development and feedback the contractor will integrate psychological testing into a one-on-one feedback session with leadership.

4.0 Tasks

4.1 Task One: Behavioral Assessment Support Services

The contractor shall perform behavioral analysis for 230 candidates at the Marine Corp Embassy Security Group starting June 08, 2019 to June 15, 2019.

The contractor shall execute behavioral analysis support services to the Marine Corps Embassy Security Group.

The analysis services shall be in the areas of operational psychology.

In concert with an existing active duty, Operational Psychologist(s),or independently if no such active duty psychologist is available, the contractor shall: support the assessment and selection of incoming personnel and provide feedback to unit leadership on suitability of personnel to serve within certain positions in the Embassy

Security Group, conduct, administer, and interpret a full spectrum of psychological assessment tools, interview assigned candidates, and consult with command personnel; manage relevant process improvement, program validation, and related research; develop and manage appropriate personnel selection records and filing systems.

The contractor shall provide services with qualified personnel experienced in conducting psychological testing and evaluation of special operations/special duty/special mission candidates.

Contractor shall provide services that are executed and documented at the doctorate degree level (Doctor of

Philosophy (Ph.D.), Doctor of Psychology (Psy.D.)). All written products for these assessments shall be reviewed and certified by a certified Psychologist with a current license to practice psychology in any one of the 50 states, the

District of Columbia, Puerto Rico, or the U.S. Virgin Islands. Contractor shall provide copy of certifications to the

Contracting Officer Representative.

The contractor shall provide services with personnel who possess the ability to conduct, administer, and interpret the full spectrum of psychological assessment tools and to consult with command personnel. The contractor shall possess a mastery of psychological assessment, operational psychology, and Assessment and Selection processes, and a familiarity with behavioral research, organizational effectiveness literature, performance enhancement and training, and industrial/organizational psychology.

The contractor shall not see more than 6 candidates per day.

The contractor shall complete written reports using the format specified by the Command Psychologist.

5.0 Mandatory Qualifications

Contractor personnel performing behavioral assessment support services under this contract are required to hold a

Doctor of Philosophy (Ph.D.) Doctor of Psychology (Psy.D.) degree in clinical or counseling psychology from an

APA approved psychology program (or a program acceptable to the Office of the Surgeon General, U.S. Navy), or an equivalent degree and experience to be approved by the uniformed psychologist (e.g., M.D. and residency in psychiatry with appropriate operational experience).

Contractor personnel performing behavioral assessment support services under this contract shall have completed an APA approved internship/residency in clinical psychology (or an equivalent psychiatry residency acceptable to the senior operational psychologist at the Command).

Contractor personnel performing behavioral assessment support services under this contract shall have and maintain a current license to practice psychology or psychiatry in any one of the 50 states, the District of Columbia, Puerto

Rico, or the U.S. Virgin Islands.

Contractor personnel performing behavioral assessment support services under this contract shall demonstrate computer literacy sufficient to operate a personal computer with word documents, excel and other related programs with proficiencies to produce written reports related to multiple candidate interviews within a 12 hour time period if required.

Contractor personnel shall have 10 or more years’ experience conducting Assessment and Selection with Special

Missions Units in USSOCOM/JSOC (or equivalent experience in the intelligence community or similar National

Security Organizations) as an operational psychologist or psychiatrist.

Pass vetting through Rapid Gate for access on a military installation (required).

6.0 Security Clearance Requirement

All contractor personnel shall maintain an active Secret clearance.

7.0 Place of Performance

Services shall be performed at Government facilities aboard MCB, Quantico.

80% of written reports should be completed on the day of the interview and

100% shall be completed prior to the contractor departing the place of performance.

Less than 10% of completed products should need to be reworked following review by the Command

Psychologist

The Command

Psychologist will review all write-ups prior to the departure and provide direct feedback to the

COR on performance of the contractors.

Factor 1- Technical Capability – Quoter shall clearly demonstrate its ability to meet the requirements of the PWS and achieve the standards and quality levels identified in the PRS at PWS 8.0.

EVALUATION STANDARD:

The quoter shall address the following two factors:

1. Factor 1 – Technical Capability – The quoter shall clearly demonstrate its approach to meet all PWS requirements.

2. Factor 2 – Price – The quoter shall provide a total firm fixed price for the required services and substantiate the total fixed price with a breakout of its labor mix to include labor category titles, fully burdened labor rates, and labor hours per labor category.

AWARD DECISION: The award decisions will be made as follows:

(1) Step One – Responsibility Determination: the quoter shall complete the DD254, Security Classification

Form and return with its quote. Also, the quoter shall complete and return Attachment 01: Responsibility

Determination below. Prior to evaluating quotes, the Contracting Officer will complete a responsibility determination for award consideration eligibility.

(2) Step Two - Technical Acceptability. The technical evaluation, Factor 1, stated above, will assess the quoter’s capability to satisfy the Government’s requirement. The Government will evaluate all technical capability quotes received by the required date/time. The Technical Capability factor will receive a rating of either Acceptable or Unacceptable. If a rating of “unacceptable” is assigned, the entire quote is rendered ineligible for award consideration. Only quotes deemed technically acceptable (either initially or as the result of exchanges) will be considered for award. The ratings are defined in the following table.

(3) Step Three – Evaluate Price. The quoter’s Price quote will be evaluated, for award purposes, based upon the total price proposed as annotated under Factor 2 – Price.

(4) Step Four – Award Decision. Award will be made the lowest priced, technically acceptable quoter, subject to a positive responsibility determination in accordance with FAR Part 9 and conformance of the quote to the terms and conditions of the solicitation.

(d) Comptroller General Examination of Record The Contractor shall comply with the provisions of this paragraph

(d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, and does not contain the clause at 52.215-2, Audit and Records -- Negotiation.

(1) The Comptroller General of the United States, or an authorized representative of the Comptroller

General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.

(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR Subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.

(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.

252.232-7006 WIDE AREA WORKFLOW PAYMENT INSTRUCTIONS (MAY 2013)

(a) Definitions. As used in this clause--

Department of Defense Activity Address Code (DoDAAC) is a six position code that uniquely identifies a unit, activity, or organization.

Document type means the type of payment request or receiving report available for creation in Wide Area

WorkFlow (WAWF).

Local processing office (LPO) is the office responsible for payment certification when payment certification is done external to the entitlement system.

(b) Electronic invoicing. The WAWF system is the method to electronically process vendor payment requests and receiving reports, as authorized by DFARS 252.232-7003, Electronic Submission of Payment Requests and Receiving Reports.

(c) WAWF access. To access WAWF, the Contractor shall--

(1) Have a designated electronic business point of contact in the System for Award Management at https://www.acquisition.gov; and

(2) Be registered to use WAWF at https://wawf.eb.mil/ following the step-by-step procedures for self-registration available at this Web site.

(d) WAWF training. The Contractor should follow the training instructions of the WAWF Web-Based

Training Course and use the Practice Training Site before submitting payment requests through

WAWF. Both can be accessed by selecting the “Web Based Training” link on the WAWF home page at https://wawf.eb.mil/.

(e) WAWF methods of document submission. Document submissions may be via Web entry, Electronic

Data Interchange, or File Transfer Protocol.

(f) WAWF payment instructions. The Contractor must use the following information when submitting payment requests and receiving reports in WAWF for this contract/order:

(1) Document type. The Contractor shall use the following document type(s).

WAWF-RA is the only method authorized by the United States Marine Corps to electronically process payment requests. Compliance with WAWF-RA is mandatory. The contractor shall report ALL contract labor hours (including subcontractor labor hours) required for performance of services provided under this contract for the IT Support Services via a secure data collection site.
