SOURCES SOUGHT ANNOUNCEMENT
The Marine Corps Installation National Capital Regional - Regional Contracting Office
(MCINCR-RCO), Marine Corps Base, Quantico, VA is seeking sources to support the
Wounded Warrior Regiment (WWR) Business Process Analysis and Integration Support effort.
THIS SOURCES SOUGHT IS FOR INFORMATIONAL PURPOSES ONLY. THIS IS
NOT A REQUEST FOR PROPOSAL. IT DOES NOT CONSTITUTE A
SOLICITATION AND SHALL NOT BE CONSTRUED AS A COMMITMENT BY
THE GOVERNMENT. RESPONSES IN ANY FORM ARE NOT OFFERS AND THE

INTRODUCTION:
The Wounded Warrior Regiment (WWR) is seeking information from potential sources for support services to be provided by the Contractor to perform Project Management, Application Development Maintenance Support, Database and System Administration
Support and Information Assurance support to maintain applications, databases and portal for the Marine Information Division, Marine & Reserve Affairs Command
(M&RA), Marine Corps Base (MCB), Quantico, VA 22134. This sources sought effort is to conduct market research and determine the availability and technical capability of small businesses (including the following subsets, Small Disadvantaged Businesses, HUB Zone Firms; Certified 8(a), Service-Disabled Veteran-Owned Small Businesses and
Woman Owned Small Business) to provide the required products and/or services.
PROGRAM BACKGROUND:
The WWR provides assistance services for Wounded, Ill, and Injured (WII) Marines, Naval personnel supporting Marine units, and their family members, throughout all phases of the recovery process. The core mission requirement of the WWR is to assist in the rehabilitation and transition of active duty WII Marines by executing a comprehensive program of support and assistance, including, case management and coordination with adjacent Government agencies (e.g., Department of the Navy, U.S.
Department of Veteran’s Affairs (VA), formal medical boards, etc.); liaison with non-profit organizations and vocational rehabilitation concerns; and daily outreach and active communications with political and social alliances. Together, the Regiment, subordinate battalions, and Call Centers provide reinforcement for the Marine Corps’ guiding philosophy of Marines taking care of Marines. The WWR operates its program support efforts from Quantico, Virginia, with Wounded Warrior Battalion East (WWBN-E) and
Wounded Warrior Battalion West (WWBN-W) located at Camp Lejeune, NC and Camp
Pendleton, CA, respectively.

REQUIRED CAPABILITIES:
This effort includes support to assist the Wounded Warrior Regiment (WWR) organization with Knowledge Management (KM) strategy generation and integration via
Business Process Analysis and Integration Support.
Duties shall include the creation of a KM strategy in conjunction with the subject matter experts of WWR, the facilitation of KM definition and process integration, and documentation as needed to support the overall goals of the effort. It also includes providing technical support for the analysis and documentation of existing technologies, their capabilities, and alignment of the functionality with identified business service processes.
The Contractor will assist WWR in the analysis and documentation effort required to update the KM strategy for WWR to support a long-term integration of KM throughout the organization. The Contractor will provide expertise and guidance to the organizational service and process subject matter experts on how to modify existing processes and tools (i.e. Information Technology Systems) to allow the integration of the
KM requirements in support of the KM strategy into the day to day operations of the organization.
Key Task Areas:
Task 1 Project Management
The Contractor shall provide a Project Manager who shall be responsible for all
Contractor work performed under this contract.
The Project Manager shall be a single point of contact for the Contracting Officer and the
Contracting Officer’s Representative (COR). It is anticipated that the Project Manager shall be the senior level employee provided by the Contractor for this work effort.
The Contractor shall provide the Government a Monthly Status report on or before the second Thursday of each month throughout the period of performance.
The Contractor shall participate in Integrated Product Team (IPT) meetings composed of key Government and Contractor representatives related to KM across WWR as required.
The purpose of this IPT will be to discuss the status of the project and address any technical or schedule issues and risks as soon as possible.
Task 2 Business Process Analysis
The contractor shall provide business process analysis expertise and conduct interviews with WWR staff and contractors as part of the business analysis. The contractor will document how current services are delivered, the required inputs to the process, the expected outputs, and the responsible resources (swim lanes) for each step of the process.
The analysis will cover two aspects, organizational business processes, and information management processes.
Subtask 1: Organizational Analysis
The contractor will at a minimum document the following three areas of the organization broken up into Regiment Support Services; Regiment Administrative Support;
and the service delivery processes at the battalions and detachments.
A. Regiment
The contractor will focus on the services provided by the regiment that are organized, managed, and controlled at the regiment level. These include:
Call Center
MEDCELL
Reserve Medical Determination (RMED)
Events – Warrior Games.
B. Administrative
The contractor will document the processes that are administrative in nature that support the organization but do not directly provide services to the WWR service consumers. These include:
Legal
Finance
Operations
Records Management
IT
C. Service Delivery
The contractor will document the processes supporting the services that are provided directly to the service consumers (recovering service members (RSM) and veterans). These services include but are not limited to:
Recovery care coordinators (RCC)
Lines of Operations (LOO) to include Body, Mind, Family, Spirit, and
Medical.
Multiple Disciplinary Team (MDT)
Temporary Duty Assignment (TAD) Review
High Visibility Tracker (HiVis)
Legal Tracker
DISC
Subtask 2: Information Management
The contractor shall examine and document how information is collected, stored, and utilized across the organization. The focus will be on the data within MCWIITS and SharePoint but there are other applications utilized such as MOL and
MCMEDS that are to be included. This effort will happen concurrently with the
Business Process Analysis and will be defined organically as the inputs and outputs to the business processes are identified.

Task 3 KM Integration
The Contractor shall work with the WWR staff to follow a structured approach to the integration of KM within the organization as outlined within the KM Strategy to support the KM Framework.
Subtask 1: Strategy Modification
The contractor shall for each identified Key Knowledge Area of the KM Strategy, generate a revised business process that will support the Data, Information, and
KM Requirements identified during the process analysis and outline an
Integration Plan for each Key Knowledge Area.
The contractor shall work with the organizational process owners to initiate, monitor, and modify the integration plan for each Key Knowledge Area.
The contractor shall also generate a governance process for each Key Knowledge
Area that will allow WWR to monitor the KM results, analyze the collection and utilization efforts of the new KM integration into the day to day business activities, and allow for continuous process improvement.
Subtask 2: Organizational Change
The contractor shall provide organizational change support for the implementation of the changes identified during the business process analysis and
KM integration. This includes providing strategic communication material and application training support. The Strategic communication includes leadership briefs, process and application deployment plans, and service delivery specific communications. The contractor will also provide training materials in support of application deployments geared towards user specific interactions with the systems vs generic total system user guides. The contractor will also provide two site instructor lead training (ILT) sessions per quarter in support of the MCWIITS deployment schedule.
Task 4 Technology Support
The WWR currently utilizes Microsoft SharePoint 2010 for a large portion of our workflow support and artifact repository requirements. It has already been identified that the current SharePoint functionality is not sufficient to support existing business processes nor the larger KM initiative.
Subtask 1: SharePoint Development
The contractor shall provide SharePoint development to support the findings of the KM process analysis via updated workflow development, expanded capabilities, and integration of new SharePoint functionality. The contractor shall provide the required capabilities to support the administration process and coordination requirements within SharePoint to support the day to day operations of the Regiment and Battalions. All administrative activities, not directly related to the support of the Wounded Ill or Injured, will be conducted within SharePoint, including Records Management (RM) via MCTILMS.
Subtask 2: Marine Corps Wounded Ill and Injured Tracking System (MCWIITS)
The contractor shall provide a senior level developer to continue adding capabilities and new functionality to the existing MCWIITS application hosted by
M&RA. The contractor will ensure that all development, testing, and access requirements as delivered by MI will be adhered too. The contractor will provide requirement documentations for review by the COR to include functionality requirements, wireframes, and data dictionaries. The priority of development efforts will be directed by the COR and senior leadership at WWR and agreed upon prior to development efforts starting.
The contractor shall provide development resources to analyze the data within
MCWIITS, generate business intelligence requirements, and provide service delivery and regimental management support reports. The expected effort will require the contractor to review current and historical data within the system to identify unsupported data, legacy data that is no longer in sync with the latest processes and policies within WWR, and potential capabilities to leverage the data to create information or knowledge usable by the WWR for improved service delivery or administration of the WWR.
The contractor will coordinate testing efforts utilizing WWR staff and contractors who will be impacted by any changes to MCWIITS. The contractor will provide testing scripts derived from the requirements documents and all identified bugs, enhancements, or issues will be documented. The COR will have final decision-making authority on when and how new releases to MCWIITS are pushed to production.
Task 5 (CLIN 0005) Travel
As part of the contract, the contractor will be required to travel to the Battalions in support of the contractual requirements. It is anticipated that the contractor will be required to travel to each battalion quarterly for four (4) days at a time. This is a total of 8 trips, covering 32 days. The contractor will provide after action reports for each trip along with the MSR.
SOURCES SOUGHT:
The anticipated North American Industry Classification System Code (NAICS) for this requirement is 541611, Administrative Management and General Management
Consulting Services, with the corresponding size standard of $15,000,000. This Sources
Sought Synopsis is requesting responses to the following criteria only from Small
Businesses that can provide the required services under the NAICS Code. Vendors are encouraged to suggest a different NAICS code that you consider is more appropriate.
To assist MCINCR-RCO in making a determination regarding the level of participation by small business in any subsequent procurement that may result from this Sources
Sought, you are also encouraged to provide information regarding your plans to use joint venturing (JV) or partnering to meet each of the requirements areas contained herein.
This includes responses from qualified and capable Small Businesses, Small
Disadvantaged Businesses, Service Disabled-Veteran Owned Small Businesses, Women-owned Small Businesses, HUB Zone Small Businesses, and 8(a) companies. You should provide information on how you would envision your company's areas of expertise and those of any proposed JV/partner would be combined to meet the specific requirements contained in this announcement.
SUBMISSION DETAILS:
Responses/Company Capability Statements must include:
1) Business name and address;
2) Name of company representative and their business title, email, phone;
3) Type of Business;
4) NAICS Code;
5) Cage Code and DUNS;
6) Contract vehicles that would be available to the Government for the procurement of the product and service. This may/may not include ENCORE II, General
Service Administration (GSA), GSA MOBIS, NIH, NASA SEWP, Federal
Supply Schedules (FSS), or any other Government Agency contract vehicle.

Interested vendors should submit a brief capabilities statement package (no more than twelve (12) pages total) demonstrating ability to perform the services listed above under “Required Capabilities”.
Responses should be clear and concise and neatly organized.
Proprietary information and trade secrets, if any, must be clearly marked on all materials.
All information received that is marked Proprietary will be handled accordingly. Please be advised that all submissions become Government property and will not be returned.
All Government staff reviewing responses to this announcement will have signed non-disclosure agreements and understand their responsibility for proper use and protection from unauthorized disclosure of proprietary information as described 41 USC 423. The
